Lieber Leser,

Dear reader,

im Namen der Deutsch-Baltischen Handelskammer wünsche ich Ihnen ein gesundes und erfolgreiches neues Jahr 2018!

on behalf of the German-Baltic Chamber of Commerce, I wish you good health and success in the new year.

2018 wird für alle drei baltischen Länder ein besonderes Jahr - denn alle drei feiern ihr 100-jähriges Bestehen zu dem ich an dieser Stelle schon einmal herzlich gratulieren möchte. Besonders freue ich mich auf die zahlreichen angekündigten hochkarätigen kulturellen Highlights – auch in Deutschland.

2018 will be a special year for all three Baltic States as they are all celebrating their 100th anniversary – I would like to take this opportunity to warmly congratulate them on this. I am particularly looking forward to the abundance of top-class cultural highlights that have been announced – including in Germany.

Kaunas – einst mit einer Wehrburg gegen die deutschen Ordensritter versehen, wurde die Stadt später zu einer Hanse-Niederlassung und steht heute, nicht zuletzt durch deutsche Investoren, wieder vor einer dynamischen wirtschaftlichen Zukunft. Mit Hella und Continental siedeln sich zwei deutsche Schwergewichte der Automobilbranche in Kaunas an. Ich bin sicher, dies wird weitere Investitionen und Impulse auslösen. Insgesamt sitzen im Bezirk Kaunas inzwischen über 240 ausländische Unternehmen mit einem Jahresumsatz von 3,9 Mrd. Euro und 24.000 Mitarbeitern.

Kann Kaunas ein Vorbild für andere Regionalzentren im Baltikum sein?

Kaunas – once home to a defensive fortress against the German Order of Teutonic Knights, the city later became a Hanseatic settlement and today, not least thanks to German investors, is again facing a dynamic economic future. Hella and Continental, two German heavyweights in the automotive sector, have settled in Kaunas. I am certain that this will trigger further investment and impetus. In total, more than 240 foreign companies are now located in the Kaunas region with annual sales of EUR 3.9 billion and 24,000 employees. Can Kaunas be a role model for other regional centres in the Baltic States?

Betrachtet man die regionale Verteilung des BIP, so fällt auf, dass in allen drei Ländern die Hauptstädte dominieren. Im Bezirk Harju/ Tallinn werden insgesamt 64% des estnischen BIP erwirtschaftet. Im Großraum Riga sind es 68%, jedoch in Vilnius “nur” 41%. Litauen erscheint am wenigsten „wirtschaftlich“ zentralisiert. Lettland am meisten. Dies zeigt auch ein Blick auf die zweite Reihe der Regionalzentren während Litauen mit Kaunas (20% der Wirtschaftsleistung) und Klaipeda (11%) sowie Estland mit Tartu und Umland (18%) noch weitere wirtschaftsstarke Regionen auf, hat Lettland neben Riga keine weiteren vergleichbaren Region vorzuweisen.

A look at the regional GDP distribution in all three countries shows that the capital cities dominate in each instance. A total of 64% of Estonia's GDP is generated in the Harju/Tallinn region. In and around Riga, this figure is 68%, while in Vilnius it is "only" 41%. Lithuania seems to the be the least "economically" centralised, and Latvia the most. This is also evident in the second set of regional centres. Latvia has no other economically strong regions besides Riga, while Lithuania has Kaunas (20% of economic output) and Klaipeda (11%) and Estonia has Tartu and its surrounding area (18%).

Besser vorbereitet auf den deutschen Markt Das Seminarprogramm der Deutsch-Baltischen Handelskammer (AHK) für 2018 legt seine Schwerpunkte auf den Markteinstieg und die deutsche Geschäftskultur. Mehr denn je gilt das Motto: Praktiker helfen Praktikern.

Die Deutsch-Baltische Handelskammer leistet zum erfolgreichen Markteinstieg und -ausbau in Deutschland auch 2018 praktische Unterstützung. Im Seminarprogramm beraten Mitglieder und Partner der AHK aktiv andere Unternehmen aus Estland, Lettland und Litauen zu Themen wie Handelsvertretung, Gründung und Personal. „Kostenlose Schnellkurse mit 40 Teilnehmern sind dabei erfahrungsgemäß kein guter Ratgeber“, sagt Jūratė Jurginytė, AHK-Seminarbetreuerin aus Litauen. „Die steigende Zahl unserer Teilnehmer im vergangenen Jahr belegt, dass diese Erkenntnis sich zunehmend durchsetzt und dass die Bereitschaft steigt, sich fundiert auf Cases in Deutschland vorzubereiten.“ Die AHK-Seminare setzen auf kleine Gruppen, Praktiker als Dozenten und viel Möglichkeit zur Interaktion und für Fragen. So zum Beispiel beim Seminar „Welche Chancen bietet der deutsche Markt?“ am 27. Februar 2018 in Tallinn: Dort stehen die Markterfahrungen estnischer Unternehmen im Mittelpunkt. Referenten sind Holger Annus, Key Account Manager bei Favor AS, einem auf Feinblechverarbeitung spezialisierten Unternehmen, das Dienstleistungen von Produktentwicklung

bis zur Endmontage für deutsche Kunden anbietet, sowie Kerli Press, Exportmanagerin bei Nordic Houses KT OÜ für den Zielmarkt Deutschland. „Im Seminar werden wir intensiv die aktuellen Trends in Deutschland, aber auch Kulturunterschiede und Tipps für den Umgang mit deutschen Kunden besprechen“, so Insler. Ein starker Messeauftritt für lettische Unternehmen ist Thema des Seminars „Erfolgreicher auf deutschen Messen“ am 22. Februar 2018 in Riga. Neben Solveiga Āboliņa, die seit Jahren in Lettland die Deutsche Messe AG vertritt, referieren dort Zita Bauze, Messe- und Exportexpertin bei WoolyWorld, sowie Olegs Kosigins von BBC-R SIA, über ihre Erfahrungen mit Netzwerk und Sichtbarkeit auf dieser bedeutenden deutschen Marktplattform. „Manche dieser Informationen sind bares Geld wert und können den Marktausbau erheblich beschleunigen“, ist Āboliņa überzeugt. „Neben dem klassischen Geschäft stehen auch andere Formen des Markteinstiegs auf dem Programm, wie etwa E-Commerce“, sagt Jurginytė. Beim Training am 14. März 2018 in Vilnius lernen Teilnehmer, wie sie Online-Kanäle in Deutschland bedienen, ihren Webshop deutschen Ansprüchen entsprechend gestalten und rechtliche Klippen umschiffen. „Im vergangenen Jahr wurden deutschlandweit im B2C-Markt fast 50 Milliarden Euro mit E-Commerce umgesetzt“, so die AHKExertin: „Die juristischen Regeln sind häufig aber strenger als in den baltischen Staaten. Für viele unserer Anbieter ist bereits die Impressumspflicht ein Novum. Hinzu kommen aber auch Risiken wie Datenschutz, Fragen der Rechnungserstellung und vieles mehr.“ lbg www.ahk-balt.org

Die Zeiten, in denen baltische Unternehmen auf gut Glück die ersten Schritte auf den deutschen Markt setzten, sind vorbei. „Viele sind auf die Nase gefallen und haben begriffen, dass in Deutschland gute Vorbereitung und ein langer Atem zwingend dazugehören“, sagt Maida Insler, Marktberaterin und Seminarbetreuerin der AHK in Estland. „Es wäre aber falsch, den deutschen Markt als zu groß oder zu schwierig zu betrachten, wie es zurzeit noch immer viele Mittelständler aus den baltischen Staaten tun“, findet Insler. Wie überall gelte: Wer erfolgreich sein will, braucht gute Vorbereitung, vertrauenswürdige Partner und ausreichende Kapazitäten.

The seminar programme of the German-Baltic Chamber of Commerce (AHK) for 2018 focuses on entering the German market and German business culture. More than ever before, the slogan is: people of action help each other. The days are long gone when Baltic companies simply hoped for the best when taking their first steps on the German market. “Many fell flat on their face and saw that thorough preparation and a deep breath are required when starting to do business in Germany”, says Maida Insler, a market adviser and seminar manager at the AHK in Estonia. “It would be wrong to think of the German market as being too big or difficult, which is still how many Baltic SMEs behave”, Insler adds. As is the case everywhere: success requires good preparation, trustworthy partners and adequate capacities. The German-Baltic Chamber of Commerce continues to provide practical assistance for a successful market entry and expansion in Germany in 2018. In the seminar programme, members and partners of the AHK actively advise other companies from Estonia, Latvia and Lithuania on topics such as commercial representation, company founding and personnel. “Experience shows that short, free courses with 40 participants are not much help”, says Jūratė Jurginytė, AHK seminar manager from Lithuania. “The growing number of participants at our seminars proves this and people are now more willing to prepare properly for real cases in Germany.” The AHK seminars focus on small groups with practically-minded people as lecturers and plenty of opportunities for interaction and questions. A good example of this is the seminar “What opportunities does the German market offer?” on 27 February 2018 in Tallinn. The focal point here is the market experiences of Estonian companies. The speakers are Holger Annus, Key Account Manager at Favor AS, a sheet metalworking company that provides services from product planning to serial production, assembly and finishing for German customers, and Kerli Press, Export Manager at Nordic Houses KT OÜ for the German market. “In the seminar, we will hold an intense discussion on the latest trends in Germany, but also touch on the cultural differences and offer tips for dealing with German customers”, says Insler. Giving a strong performance at trade fairs by Latvian companies is the subject of the seminar entitled “More success at German trade fairs” on 22. February 2018 in Riga. Besides Solveiga Āboliņa, who has represented the Deutsche Messe AG for years in Latvia, the speakers will also include Zita Bauze, an expert in trade fairs and export at WoolyWorld, and Olegs Kosigins from BBC-R SIA, talking about their experiences with networking and visibility on this important German market platform. “Some of the information on offer here is worth its weight in gold and can considerably accelerate market expansions”, Āboliņa believes.

Well prepared for the German market

“As well as the traditional business, the programme includes other forms of market entry, such as e-commerce”, says Jurginytė. Participants at the training course on 14 March 2018 in Vilnius will learn how to operate online channels in Germany, design their web shops to meet German standards and fulfil legal requirements. “E-commerce recorded total sales of almost €50 billion on the B2C market last year in Germany”, says the AHK expert. “The legal stipulations are often stricter than in the Baltic states. The obligation to provide a legal notice is completely new to many of our providers. In addition, there are risks such as data protection, invoicing questions and much more.” lbg www.ahk-balt.org

„Auch in Kaunas lässt es sich leben“ – dieses Motto plakatierte eine Künstlergruppe 2001 in der Stadt. Ihr Ziel: Das Selbstbewusstsein der knapp 300.000 Einwohner der zweitgrößten litauischen Stadt zu stärken, die damals noch tief im Schatten der Hauptstadt Vilnius stand. Mittlerweile sind die Menschen in Kaunas stolz auf ihre Stadt und immer mehr Hauptstädter, auch aus Riga und Tallinn, blicken neidisch auf Kaunas.

“Life is good in Kaunas too” – this was the slogan announced on posters displayed around the city by a group of artists in 2001. The aim was to boost the confidence of the 300,000 inhabitants in Lithuania’s second-largest city, which was then still lying in the shadow of the capital Vilnius. Today, the people of Kaunas are proud of their city, while ever more residents from the capital, as well as from Riga and Tallinn, have grown somewhat envious of Kaunas.

„Endstation: Kaunas!“ der Weckruf des Busfahrers klingt fast wie eine Drohung. Obwohl ich in Kaunas geboren bin, ist Vilnius seit über 17 Jahren meine Wahlheimat. Ein bisschen habe ich mir schon die Hochnäsigkeit der Hauptstädter gegenüber dem als provinziell angesehenen Kaunas angeeignet. Dabei stiehlt Kaunas der Hauptstadt immer häufiger die Show, wirtschaftlich und auch kulturell.

“Last stop: Kaunas!” The call from the bus driver sounds almost like a threat. Although I was born in Kaunas, I have lived in Vilnius for the past 17 years. I have also adopted some of the snobbery of the capital city when contemplating the comparatively provincial Kaunas. These days, however, Kaunas regularly steals the show from the capital, both economically and culturally.

Der Busbahnhof Kaunas, der größte in Litauen, ist auf jeden Fall beeindruckend: Im letzten Jahr eröffnet, nutzen ihn täglich über 10.000 Menschen und die Architektur ist preisgekrönt. Beim Spaziergang durch die Altstadt spürt man überall einen neuen Lokalpatriotismus. Ausgedrückt etwa in den beeindruckenden Wandmalereien, für die Kaunas inzwischen international bekannt ist. Die renovierten Häuser im Stile des Barock, der Renaissance und Gotik verleihen besonders der westlichen Altstadt viel Charme. Es wird langsam wieder nachvollziehbar, warum die Stadt einst als Klein-Paris galt. Besonders wenn man an einem sonnigen Nachmittag in einem der Straßencafés an der ältesten Straße Vilniaus Gatvė sitzt.

Dass man in Kaunas inzwischen nicht mehr nur günstig, sondern auch gut leben kann, zeigt auch der prall gefüllte Veranstaltungskalender. Für Sport-Fans ist die größte Arena des Baltikums, die Žalgirio-Arena, Weihestätte der zweiten Religion in Kaunas: Basketball. Auch die deutschen Elektronik-Pioniere Kraftwerk spielen am 19. Februar ihr erstes und bisher einziges Litauen-Konzert nicht in Vilnius, sondern in der Arena. Im letzten Frühjahr wurde Kaunas sogar zur Kulturhauptstadt Europas 2022 gewählt. Immerhin war Kaunas auch schon litauische Hauptstadt, zwischen 1919 und 1940, als mit Polen über Vilnius gestritten wurde. Kulturell bedeutend ist das

When walking through the Old Town, you really notice a rekindled sense of local patriotism. This is also expressed in the striking graffiti for which Kaunas is now internationally renowned. The renovated Baroque, Renaissance and Gothic buildings lend great charm to the city, particularly in the west of the Old Town. It soon becomes obvious why the city was once known as Little Paris – especially when relaxing on a sunny afternoon at one of the cafés along the oldest street Vilnius Street. The packed events calendar proves that life in Kaunas is not only affordable, but also highly enjoyable. For sports fans, the largest arena in the Baltics – the Žalgiris Arena – is a holy place for the second religion in Kaunas: basketball. The German techo pioneers Kraftwerk are playing their first ever concert in Lithuania on 19 February in this very arena, and not in Vilnius. Last spring, Kaunas was chosen as the European Capital of Culture for 2022, which is not a complete novelty as the city was already the country’s capital from 1919 to 1940. Of cultural importance is the Čiurlionis Museum, which is dedicated to the Romantic composer, painter and national hero Mikalojus Konstantinas Čiurlionis (1875-1911) who was the first Lithuanian artist to achieve international acclaim. Jetzt entstehen viele neue Projekte und die Investoren strömen nach Kaunas. Die Stadt erwacht – das ist super!“

Zu den zahlreichen Investoren gehören alleine im letzten Jahr Global Player wie Continental, Festo, Hella, Hollister und die TGW Logistic Group. Insgesamt sitzen im Bezirk Kaunas über 240 ausländische Unternehmen mit einem Jahresumsatz von 3,9 Mrd. Euro und 24.000 Mitarbeitern. Continental wird die Zahlen noch erhöhen mit dem größten Greenfield-Investitionsprojekt der litauischen Geschichte. Auch LIDL hat sein litauisches Logistikzentrum in Kaunas. Dass die Stadt aktuell dank deutscher Investitionen glänzende Perspektiven hat, ist das Happy Ending einer nicht immer harmonischen Beziehung, die Stadt geht auf eine Burgfestung zurück, die gegen die deutschen Ordensritter erbaut wurde. Der Name Kaunas ist einer Überlieferung nach von kautis = kämpfen abgeleitet. Kaunas Geschichte ist geprägt von dem Handel mit anderen Ländern, etwa im Rahmen der Hanse, aber auch dem Streiten gegen fremde Besatzer. Bereits 1955 gab es in Kaunas die ersten litauischen Proteste gegen die Sowjetherrschaft. Die Selbstverbrennung Romas Kalanta in Kaunas 1972 war eine der bekanntesten Protestaktionen gegen das Sowjetregime. Die letzte, erfolgreiche Protestwelle für ein freies Litauen schwappte 1987 dann aus Vilnius nach Kaunas über. Subventionen, niedrige Steuersätze und geringe Lohnkosten Was macht Litauen für die Investoren auf einmal so attraktiv? Für Živilė Kazlauskaitė, Head of Regional Development Team von Invest Lithuania, spielte gutes Timing eine Rolle. Als es 2016 akuten Fachkräftemangel an Standorten wie Ungarn gab und internationale Unternehmen neue Standorte suchten, brachte sich Litauen selbstbewusst und proaktiv als Automotive-Standort ins Gespräch. Die litauische Politik schaffte einen Investorenfreundlichen Rahmen – mit niedrigen Steuersätzen, die Körperschaftssteuer liegt bei 15%, Subventionen und unternehmerfreundlichen geringen Lohnkosten.

ing increasingly important. Indeed, Kaunas’ rapid cultural development goes hand in hand with its economic growth. The Latvian Kaspars Kalviškis, Managing Director of the Robert Bosch branch for the Baltics, is a frequent visitor to Kaunas, which he has described as follows: “This city used to be a sleeping beauty as the potential it offered was not properly exploited. Now, there are all kinds of new projects here and the investors are rushing to Kaunas. The city is awakening and that is wonderful to behold!” The numerous investors from last year alone include global players like Continental, Festo, Hella, Hollister and the TGW Logistics Group. Kaunas County now boasts a total of over 240 foreign companies with annual sales of €3.9 billion and 24,000 employees. Continental has invested €95 in the biggest foreign greenfield investment project in the history of Lithuania. LIDL also has its Lithuanian logistics centre in Kaunas. The fact that the city can enjoy excellent prospects thanks to German investment is the happy ending to a relationship that has not always been harmonious. After all, the city dates back to a castle built against the Order of Teutonic Knights and the name Kaunas is said to be derived from the word “kautis”, which means “to fight”. Kaunas’ history is characterized by trade with other nations, such as in the Hanseatic League, but also by struggles with foreign occupiers. The first Lithuanian protests against Soviet rule took place as early as 1955. Romas Kalanta’s self-immolation in Kaunas in 1972 was one of the most well-known protests against the Soviet regime. The last, successful wave of protests for a free Lithuania spread in 1987 from Vilnius over to Kaunas.

Gerade die Logistikbranche profitiert von der guten Infrastruktur: Der Flughafen Kaunas (im Linienverkehr hauptsächlich von Ryan Air genutzt), eine moderne Autobahnverbindung zum Handelshafen Klaipėda, die Nähe zu Vilnius (100 Kilometer), die internationale Fernverkehrsstraße Via Baltica von Polen über Kaunas nach Tallin an die Ostsee. Established in 2005, the Kaunas Free Economic Zone is yet another advantage that the region enjoys over Vilnius (see article). Lithuanian politics reacted to the economic crisis of 2009 with a strict austerity programme, while the government and unions teamed up to develop a reform package that has had a positive effect on the economy. Central location as a competitive advantage A major advantage that Kaunas holds over the capital Vilnius is its excellent geographical location. Anton Hegelmann, Managing Director of Hegelmann Transporte, spotted this as early as 2004 and chose Kaunas as the logistics centre for business with Russia. Die damit verbunden Hausaufgaben, wie die große Zahl der Auswanderer, die hohen Hürden für Arbeitskräfte aus Drittländern und die Reform der Bildungspolitik müssen jedoch überregional gelöst werden. Kaspars Kalviškis wünscht sich für Litauen eine noch stärkere duale Ausbildung nach deutschem Vorbild und plädiert dafür, dem polnischen Beispiel zu folgen und Arbeitskräften aus Drittländern einen schnelleren Zugang zum Arbeitsmarkt zu ermöglichen. Er lobt auch Visvaldas Matijošaitis, den Bürgermeister von Kaunas, der vor seiner politischen Karriere erfolgreich in der freien Wirtschaft tätig war: „Der neue Bürgermeister lenkt die Stadt sehr gut – für die Bürger und für die Unternehmen.“ „Wir können auf jede globale Investitionsmesse gehen und erzählen, dass die Region Kaunas ein wachsendes Industriezentrum ist. Matijošaitis steiler Aufstieg verläuft parallel zur Erfolgsgeschichte von Kaunas. Er spielt sogar öffentlich mit dem Gedanken, sich im kommenden Jahr für das Präsidentenamt zu bewerben. Dann müsste er natürlich das schmucke, „weißer Schwan“ genannte, Rathaus verlassen und nach Vilnius ziehen. Zum Glück lässt es sich auch dort sehr gut leben, wie ich aus eigener Erfahrung bestätigen kann.

Other important issues, such as the large numbers of people emigrating, the major investments required for workers from third countries and the education policy, have to be tackled at the national level. Kaspars Kalviškis would like to see Lithuania integrate a dual training system based on the German model and has also appealed for the country to follow Poland’s example and grant workers from third countries faster access to the labour market. He has also praised Visvaldas Matijošaitis, the Mayor of Kaunas, who was a successful businessman before beginning his career in politics. “The new Mayor is running the city very well – both for its citizens and for companies.” “We can go to every global investment fair and tell people that the Kaunas region is a growing industrial centre. We can send sales-oriented presentations to all companies interested in Kaunas or Lithuania, outlining how attractive Kaunas is for investors. But that is nothing compared to the message that is sent by the decision of a company of the calibre of Continental to come to Kaunas”, says Matijošaitis when describing the significance of the forthcoming investment projects for his city. Matijošaitis’ rapid rise runs in parallel to the success story of Kaunas itself. He has even been publicly toying with the idea of running for President next year. He would then, of course, have to leave the graceful town hall, affectionately known as the “white swan”, and move to Vilnius. Fortunately, life is not bad there either.

Die offensichtliche Frage zuerst: Warum haben sich Ihre Firmen für Kaunas entschieden?

Let‘s start with the obvious question: Why did your companies choose Kaunas?

Shayan Ali (A): Wir sahen uns in ganz Europa nach geeigneten Standorten um, erst nach allgemeinen Kriterien, die wir dann zunehmend verfeinert haben. Es war das Gesamtpaket, für Kaunas sprachen besonders die Logistik und das Angebot an qualifizierten Arbeitskräften und der Einsatz von Invest Lithuania sowie die Hilfsbereitschaft aller Institutionen. Und ergänzen möchte ich diesen besonderen Spirit in Litauen. Ich habe das Gefühl, dass die Leute hungrig sind, etwas bewegen wollen. Ich fühle, dass die Leute hier wirklich eine Automobil-Industrie etablieren wollen.

Shayan Ali (A): We were looking on countries and spots all over Europe, we start with some overall factors and narrow them down. It was the overall package for us, the logistics and qualified workforce were definitely driving factors for Kaunas and the engagement of Invest Lithuania, the welcoming helpfulness of all the key institutions and I'd like to add the spirit here in Lithuania. I have the feeling that the people are hungry, they want to bring something forward. And I feel that people really want to establish automotive industry in this region.

Michael Jarecki (J): Bei uns war es ähnlich. Wir nahmen uns die Zeit, uns gründlich in ganz Europa umzuschauen, Schritt für Schritt, immer auf ein Land und eine bestimmte Region fokussiert. Das Geschäftsumfeld, die Infrastruktur, die Verfügbarkeit und Qualität der Arbeitskräfte sprachen für die Region Kaunas. Ich stimme Shayan Ali zu, was den Spirit betrifft. Hunger ist das richtige Wort; und Energie, ich würde es sogar Leidenschaft nennen für geschäftliche Entwicklung und Wachstum! Ich möchte betonen, wie hilfsbereit und entgegenkommend alle Behörden und politischen Entscheidungsträger waren. Besonders Invest Lithuania spielte eine wichtige Rolle im glatten Setup unseres Projektes.

Michael Jarecki (J): It was similar for us, we took the time and effort to conduct a careful assessment across Europe. Step by step, focusing on a country and a specific region. The business environment, infrastructure as well as availability and quality of workforce were main decision factors for the Kaunas region. I totally agree with Ali regarding the spirit in Lithuania. Hunger is the right word and energy, I would even call it entrepreneurial passion to grow and evolve the business further! I would like to emphasize that also for us all the municipalities and political leaders were very open and willing to help. Especially Invest Lithuania played a key role in the smooth setup of our project, we are very thankful to know them at our side.

Gute Arbeitskräfte und Logistik gibt es auch anderswo – warum haben Sie jetzt plötzlich Litauen auf dem Schirm?

I guess you can find good workforce and logistics in other countries too, so why is Lithuania now suddenly on the map for you?

J: Wir bemühen uns ständig, unseren Fußabdruck in Europa zu verbreiten und nach eingehender Untersuchung aktueller Entwicklungen und Faktoren ist Litauen der attraktivste Standort für unsere neue Fabrik.

J: Well, we are continuously working on diversifying our footprint in Europe and based on a comprehensive evaluation we came to the conclusion that taking all factors and recent developments into consideration the most attractive location for our new plant is Lithuania.

INTERVIEW A: Ja, genau, das kann ich nur bestätigen, wir haben beide eine starke Präsenz in Zentral-, Süd-, und Osteuropa und daher ist es der nächste logische Schritt, uns auch in dieser Region auszubreiten.

A: Yeah, totally, I can only emphasize on this, I think both of us have a strong presence in central, in Southern and Eastern Europe and now it was just the next logical step to diversify into this area.

Hella traf die Entscheidung kurz vorher. Dachten Sie bei Continental „Wenn die das machen, können wir es auch?“

Hella made the decision first, a couple of days later Continental, did you think like, if they do it then we can also do it?

A: Nein, denn wir erfuhren davon erst, als wir schon die Gespräche vor Ort begannen. Es gibt große Erwartungen, dass die Investitionenen einen Boom auslösen, andere Automobil-Firmen und Zulieferer folgen... A: Klar, denn ähnlich lief es ja in der Vergangenheit an anderen Standorten. Zwei der Großen kommen und viele kleinere Zulieferer folgen nach. „The more the merrier.“ Ich denke, wir beide sehen die Vor- und Nachteile, wenn sich immer mehr Zulieferer ansiedeln. Zu Beginn überwiegen die Vorteile, denn es hilft, die Infrastruktur und Logistik aufzubauen. J: Ich denke, es ist ein typischer Vorgang für die AutomobilIndustrie. Wir konnten solche Entwicklungen etwa beobachten in China, Mexiko oder Rumänien. Ich bin überzeugt, dass unsere Entscheidung die Ansiedlung von Zulieferern in der Region anschiebt. Wie läuft die Personalsuche bisher? J: Schwer zu sagen zu so einem frühen Zeitpunkt. Schon haben schon früh einen erfahrenen HR Manager aus Kaunas angestellt und beim Management und Schlüsselpositionen im technischen Bereich angefangen. Das verläuft bisher nach Plan, aber warten wir mal ab, wie es aussieht, wenn wir dann 20-30 Leute monatlich einstellen. A: Wir sind ein paar Monate später dran, aber es ist derselbe Ansatz, einen lokalen Personalchef zu suchen und dann von oben nach unten die Stellen zu besetzen. Was für Personal sucht Continental? A: Den richtigen Mix. In einer Fabrik braucht man ja nicht tausend Leute mit Uniabschluss. Es geht um alle möglichen Funktionen, von Logistik über Qualifizierung, Verfahrenstechnik, IT. Man braucht technische Schichtleiter und Supervisors. Die KTU wird sicher eine Rolle spielen, aber man kann auch nicht nur frischgebackene Absolventen nehmen, man braucht auch Erfahrung und die richtige Einstellung. Automobil-Produkte berühren ja die Sicherheit, das Leben von Menschen über Jahre hin.

A: No, because we were really not aware that Hella was coming, until we actually started the discussions in Lithuania. It triggers big hopes in Kaunas for other automotive suppliers to follow. A: Sure, and at some places you saw that in the past, two of the big companies are coming in and lots of smaller suppliers are surrounding them. The more the merrier. I think we see both ups and downs of more and more suppliers coming in, in the beginning, especially in the state where we are right now, I see more advantages of this because it is helping to build our business and all the infrastructure. J: I think it is a process typical for automotive industry. We could also observe such developments in the past for other regions e.g. in China, Mexico or Romania. Somebody starts and by this others see potential benefits for their own operations, too and follow. Additionally, I ´m convinced that our decisions will also help to boost the regional industry when it comes to building up a local supplier base for both our operations. How does the recruiting work so far? J: It is difficult to judge at such an early stage, we hired very early an experienced HR manager from Kaunas and started to staff the management positions and the key engineering positions. We are progressing well according to our plan, but let's wait until we start hiring 20- 30 persons per month. A: We are few months behind, but same approach, to hire a local HR manager and then we start from top down in a ramp up mode.

Litauen reformiert gerade seine Berufsbildung. Könnte das deutsche System der dualen Ausbildung als Vorbild dienen mit der Betonung des praktischen Teils? J: Das deutsche Ausbildungssystem könnte der richtige Ansatz sein. Uns scheint, dass diese Betonung bisher fehlt. Mit unserem Fachkräfte-Bedarf und der Erfahrung mit der deutschen Methodik könnten wir helfen, dass sich so etwas entwickelt. Nach meiner Kenntnis wird der deutsche Ansatz gerade weltweit in verschiedenen Regionen in Pilotprojekten geteste. Etwas Ähnliches könnte auch ein Gewinn für Litauen und die Industrie sein.

INTERVIEW What kind of staff do you need?

Shayan Ali

A: It's a mix. In a factory, you don't obviously need one thousand people to have a 4-year university degree. We need all sorts of functions, starting from logistics to quality and operations, IT, you need the standard operations and technical shift leaders and supervisors and process engineers. The KTU will definitely play a role for us, but you can't just take only freshout-of-college-staff, you need also experience and the right mindset. Automotive is going to touch person's life, his safety for years. Lithuania is just about to reform the vocational education system. Could the German “dual” vocational system serve as a role model with its strong emphasis on the practical part?

A: Wir sind offen für eine Zusammenarbeit mit dem AHK VETnetProgramm. Wir werden mit Berufsschulen und Universitäten arbeiten, um Trainingsprogramme zu initiieren. Und als Unternehmen machen wir das ja schon lange, denn sobald wir Personal beschäftigen, bilden wir es auch aus oder weiter.

J: The German vocational school system could be the right approach. As we understand there is not such a strong emphasis on that so far in Lithuania, so we could help Lithuania develop in this regards by bringing our demand for qualified workforce and the experience regarding the German methodology. To my knowledge the German approach is currently tested in pilot projects in several regions worldwide, maybe starting a similar activity in Lithuania could be a win-win situation for the country and the industry.

A: We are open to work with the AHK on that. We will work with vocational schools and universities to start up training programs and we as a company do that already, as when we hire people, we are training them. What exactly are you going to produce in Kaunas? A: Our Body & Security and Advanced Driver Assistance Systems business units will go to Kaunas. So products like door and seat control units, Intelligent Glass Control modules, gateways and on the ADAS side radar sensors for comfort and safety functions will be produced. J: In the beginning, we are planning to manufacture assembly groups for lighting products, head lamps, rear lamps, side marking lamps, but shortly after this we will extend our activities to a broad portfolio of actuators, sensors & steering modules. These products will serve the purpose of increasing the

INTERVIEW dende Faktor sein wird für die Zukunft der Automobil-Industrie, aber eigentlich ist er es jetzt schon. J: Die Grundlage ist ja schon da, auch wenn es bisher nicht vollkommen Autonomes Fahren ist, aber der Fortschritt der letzten Jahre ist enorm. Zum Beispiel bietet BMW in der neuen 5er Reihe weit fortgeschrittene ADAS - Funktionen, Tesla hat auch so etwas parat, ebenso wie alle technisch führenden OEMs. Aber macht es denn keinen Spaß, selber Auto zu fahren? A: Naja, ich komme aus den USA, also fahre ich schon gerne und ich denke, es ist eine persönliche Entscheidung und eine Frage der Bequemlichkeit. J: Ich würde es differenzieren, für unser tägliches Pendeln nach Kaunas wäre Autonomes Fahren doch klasse. Stell dir vor, was man alles in der Zeit anfangen könnte. Aber an einem sonnigen Sonntagnachmittag mit einem guten Auto, da fahre ich lieber selbst. Der Vorteil von ADAS ist aber insbesondere die wachsende Sicherheit. A: Genau, die Sicherheit ist ein wichtiger Aspekt, besonders bei Nachtfahrten, wenn du müde bist, wechselst du in den Selbstfahrmodus. Du kannst auch länger fahren ohne Hotelübernachtung. Ein anderer Trend ist Car Sharing – wie sehen Sie das und die Zukunft ihrer Branche?

A: Richtig, das ist ein wichtiges Thema für uns. Wir bieten eine breite Palette von smarten Zugangstechnologien, wie etwa Lösungen für den schlüssellosen Zugang und Start-Autorisierung. J: Autonomes Fahren, Connectivity, e-Mobility und Energieeffizienz, Software Trends – momentan erleben wir aufregende Zeiten, die Automobilindustrie erfindet sich noch mal neu. All das bedeutet, dass mehr und mehr Elektronik in die Autos kommt. Das ist für unser Unternehmen eine verheißungsvolle Perspektive. Car Sharing ist eine interessante Entwicklung, welche besonders in den Großstädten das Nutzerverhalten ändert und damit die Ansprüche an die Autos. Aber offen gesagt ist, denke ich, ist das keine Bedrohung. Es werden einige Autos weniger verkauft, aber deren Nutzung ist viel höher.

A: There is no doubt that autonomous driving is going to be the big driving factor shaping the future of the automotive industry and already now. J: The foundation is already there, it is not fully autonomous driving yet, but the progress of the last years is tremendous. For example in the new 5 series BMW introduced highly advanced driver assistance functions, Tesla has also already a lot in place as well as all other technologically leading OEMs.. But don't you like to drive your car yourself? A: I mean I am from the U.S and I like driving and I think, it's a personal choice but I think it is also convenience factor. J: I would also differentiate it, for our daily commuting to Kaunas autonomous driving would be amazing. Imagine, you could use this time for working or even leisure. But on a Sunday afternoon, nice weather, a good car, in this case I like to drive myself. But the main advantage of ADAS is especially the increase in safety for the driver and its environment. A: Yeah, if you get tired, you go into autonomous mode, and you can drive longer time without stopping for a hotel night, those are the benefits you can look for and of course the safety, if you are driving like overnight. Another trend is the car sharing, how do you see the future of automotive? A: Right, that's an important topic for us. We have a full range of smart access technologies in our portfolio, such as solutions that provide convenient and secure keyless vehicle access and start authorization. J: Autonomous driving, connectivity, e-mobility and energy efficiency, software trends- right now we experience exciting times seeing the automotive industry re-inventing itself. All that means that we see more and more electronics entering into the car, for our company this is a promising future

Diese werden uns bei der täglichen Arbeit unterstützen, die Effizienz steigern und uns helfen, besser zu verstehen, was vor sich geht in der Werkstatt. Darüber hinaus stärken sie die Verbindung unterschiedlicher Abteilungen innerhalb der Fabrik und mit den Zulieferern und Kunden. Wir werden den Level der Digitalisierung Schritt für Schritt erhöhen, immer mit Blick auf Kosten und Nutzen. A: Wir streben in Kaunas auch Industrie 4.0 - Standard an. Macht für so international aufgestellte Unternehmen die Marke „Made in Germany“ einen Unterschied auf dem Markt?

But frankly speaking we do not perceive it as a threat. You would lose some cars, but the utilization is much higher… Will the manufacturing process in Kaunas be digitalized, Industrie 4.0? J: We will implement digitalized elements developed and proven in our existing global operations network. They will support our daily operations, increasing efficiency and helping to understand better what is going on in the shopfloor. Furthermore they are strengthening the connection of different departments within the plant and with our suppliers and customers. We will increase the level of digitalization step by step, always balancing costs and benefits. A: We are also targeting this to be Industrie 4.0 standard.

A: Wir leben in einer globalisierten Welt, aber in der Automobilindustrie ist Deutschland ein großer Player und es ist ja offensichtlich auf der Straße, dass die Leute hier am liebsten deutsche Autos fahren. Wir treffen uns in Vilnius, um über Kaunas zu sprechen: Wo würden Sie lieber ein freies Wochenende verbringen? J: Ich würde es splitten. Erst das Hauptstadt-Flair, die internationale Atmosphäre mit den vielen brillanten Restaurants, Bars und Cafés in Vilnius genießen. Und am nächsten Tag dann nach Kaunas weiterziehen. Ich mag das Pazaislis Kloster wegen der schönen Architektur, umgeben von wunderbarer Natur. Als Kunstfreund schätze ich das M. K. Ciurlionis Museum. Und ich hoffe, ich kann die Begeisterung für die legendären FußballHeimspiele meiner Dortmunder Borussia auf die Basketballspiele von Žalgiris in der Žalgirio Arena übertragen. Meine Heimatstadt Dortmund und Kaunas verbindet dieser industrielle Hintergrund, ich fühle hier denselben Spirit. A: Ich habe von der Rivalität zwischen Kaunas und Vilnius gehört und denke, so etwas ist immer förderlich, es stachelt die Leute an und die Wirtschaft. Ich spüre eine unterschiedliche Dynamik in der pulsierenden Hauptstadt mit all den internationalen Menschen hier, etwa im Nachtleben und den schicken Restaurants. Kaunas hat vielleicht noch mehr Charakter, die Stadt strahlt viel Kultur aus. Und genau wie Michael werde ich zu Basketball-Heimspielen gehen, Žalgiris ist ein gutes Team und auch mein Sohn ist ein großer Basketball-Fan. Also würde ich Michael zustimmen und ebenfalls splitten. Warum leben Sie beide in Vilnius? J: Ich kam mit meiner Partnerin. Und Vilnius war der Kompromiss, denn ihr wurde hier ein großartiger Job angeboten und wir fühlen uns hier auch schon zuhause. A: Bei mir ist es auch eine Familienentscheidung, denn für meine beiden Kinder gibt es nur in Vilnius die passende internationale Schule. Wir fühlen uns ebenfalls schon zuhause, meine Frau ist Litauerin, das ist ein großes Plus.

Of course your companies are very international, but what rings when people hear “made in Germany”, does it make a difference? A: It's a global world we live in, but we're in automotive industry and Germany is a big player and it's obvious here on the streets that people like German cars. As we meet in Vilnius to talk about Kaunas: Which place would you choose like for a leisure weekend? Jarecki (J): I would split the weekend. First I would enjoy the flair of the capital and the very international atmosphere with lots of brilliant restaurants, bars and cafés in Vilnius. The next day I would move over to Kaunas. I like the monastery Pazaislis, which combines beautiful architecture surrounded by amazing nature. Being interested into art I also like very much the M. K. Ciurlionis museum. And I hope to evolve a similar passion for basketball games at the Zalgiris Arena as for Borussia Dortmund's legendary football home games. My home town Dortmund also has an industrial background and I feel the same local spirit in Kaunas. A: I have heard about this interesting rivalry between the two towns, it is always a good thing for the economy as well as for the people. I feel a different dynamic in the vibrant capital Vilnius with all the international people around in the night life and in the posh restaurants. Kaunas actually has more character to the top and a rich, cultural character. And same as Michael I will watch a basketball game there, the team is great and my son is a big basketball fan. So, I would agree with Michael and also split. Both of you decided to live in Vilnius though.. J: I was coming here with my partner and that was the compromise because she got a great job opportunity in Vilnius and we feel already at home. A: Well, for me, it was also a family decision because I have two children and only Vilnius has a suitable international school for them.

Kaunas gilt heute als Top-Standort für Investoren in Litauen, in Rankings landet die Stadt oft auf den vorderen Plätzen – auch dank seiner Sonderwirtschaftszone FEZ und der engen Vernetzung von Wissenschaft und Wirtschaft.

Kaunas is considered to be a top location for investors in Lithuania today and rankings often have it among the first few places – partly thanks to its Free Economic Zone (FEZ) and the close connections between science and business.

Besondere Hoffnungen weckt die Entscheidung des deutschen Automobilkonzerns Hella, ein Werk auf der grünen Wiese der FEZ zu errichten. Für die Region heißt das konkret: Im ersten Schritt 30 Millionen Euro Investitionen und 250 neue Arbeitsplätze (eine spätere modulare Erweiterung bis auf 2000 ist angedacht), mehr Steuereinnahmen – und ein Ausrufezeichen im internationalen Standortwettbewerb. 8,9ha. 7000m² wird die neuerrichtete, hochmoderne Fabrik umfassen. Sie liegt im Airpark, dem Teil der FEZ der direkt neben dem Flughafen Kaunas liegt, errichtet.

Great hopes were raised by the decision of the German automotive company Hella to build a factory on the green fields of the FEZ. The initial consequences for the region include investments of €30 million and 250 new jobs (there are also plans for a later modular expansion up to 2,000), more tax revenues and a signal of intent in the context of international competition. The new, ultra modern plant will cover a space of 8.9 hectares. It is located in the airpark – the part of the FEZ that lies right next to Kaunas Airport.

Das Hella-Investment sorgte auch deswegen für landesweites Aufsehen, da ein Automobilkonzern selten alleine kommt. Entstehen Branchenfreundliche Strukturen, bildet sich schnell ein Cluster mit einigen Großen und vielen Zulieferern. Und kurze Zeit später verkündete auch Continental, zweitgrößter Automobilkonzern der Welt, ebenfalls in die Region Kaunas zu kommen. 95 Millionen Euro will der deutsche Automobilzulieferer Continental in ein neues Produktionswerk in Kaunas investieren, 1000 Jobs schaffen. Das erste Werk des Hannoveraner Dax-Konzerns in Litauen ist die größte Neuansiedlungsinvestition in der Geschichte des Ostsee-Staates. Vieles spricht für die FEZ als Standort. Andere Firmen wie der US-Medizintechnikhersteller Hollister haben im vergangenen Jahr schon den ersten Spatenstich für ihre neuen Pro-

The Hella investment attracted attention throughout the country because an automotive company seldom comes alone. Once industry-friendly structures have been established, there will soon be a cluster of large and small suppliers. Shortly afterwards, the world’s second largest automotive company Continental also announced plans to move into the Kaunas region. The German automotive supplier Continental will invest €95 million in a new production plant in Kaunas, creating 1,000 jobs. The first Lithuanian plant of the Hanover-based DAX-listed company is the biggest relocation investment in the history of this Baltic country. There are plenty of good reasons to use the FEZ as a base. Other companies like the American medical technology manufacturer Hollister already laid the foundations for their new production sites in the FEZ last year. Hollister is spending €50 million on a new production hall for healthcare products in the Free Eco-

Hollister baut in der Wirtschaftszone für 50 Millionen Euro eine Produktionshalle für Healthcare-Produkte, 300 neue Arbeitsplätze sollen dadurch entstehen. Zahlreiche weitere namhafte Firmen wie AL-KO Fahrzeugtechnik, Festo oder TGW Logistic Group wiederum stehen in den Startlöchern, um sich anzusiedeln oder bereits bestehende Kapazitäten vor Ort auszubauen. DPD oder UPS haben sich ebenso wie Hella direkt an der Grenze zum Flughafen Kaunas im Airpark der FEZ angesiedelt. Doch was zieht all diese Unternehmen an den Rand der 300 000 Einwohner zählenden Stadt in die FEZ? Einer der Hauptgründe neben den steuerlichen Anreizen ist die Lage: Kaunas ist logistisch gesehen der zentrale Knotenpunkt in Litauen, verfügt über eine gut ausgebaute Infrastruktur und Anschluss an die wichtigsten Verkehrsnetze. Laut Planung wird die Rail BalticaBahnverbindung in der Nähe entlangführen, über eine Abzweigung sollen Zusatzgleise die FEZ ab 2021 direkt anbinden. Um Investoren ins Land zu locken und die Region wirtschaftlich voranbringen, wurde 2005 die freie Wirtschaftszone eingerichtet – eine Art Industriepark mit Sonderkonditionen. Darin gelten vergünstigte Steuersätze, auch wird die notwendige Infrastruktur bereitgestellt: Grundstücke, Gebäude, Kanalisation. Damit alles zügig und reibungslos abläuft, betreut eine staatliche Agentur die Firmen (s. auch Artikel Recht&Steuern, S. 53).

„Es wurden viele Anstrengungen unternommen, um die Ansiedlung so bequem wie möglich zu gestalten“, betont Vytautas Petružis, Leiter der FEZ. „Investitionen in die Infrastruktur und Gesetzesänderungen haben dazu geführt, dass einige Unternehmen innerhalb von nur elf Monaten in unserem Gebiet ihre Tätigkeit aufnehmen konnten.“ Auch die Regierung hat diese Vorteile des Standortes Kaunas längst erkannt und unterstützt die Ansiedlung. Mit Hilfe dieser Anreize haben sich seitdem 32 Investoren in der 534 Hektar großen Wirtschaftszone niedergelassen, die in internationalen Ranking von fDi Intelligence regelmäßig vordere Plätze belegt. Die Unternehmen kommen aus den Bereichen Logistik und Vertrieb, Fertigung, Elektronik und Automation, Nahrungsmittel und Pharma, Energie und Luftfahrt. Die zugesagten oder bereits getätigten Gesamtinvestitionen belaufen sich auf 634 Millionen Euro, wovon 70 Prozent aus dem Ausland stammen. Numerous other renowned companies like AL-KO, Festo and the TGW Logistics Group are also poised to make a base in the area or at least expand existing local capacities. DPD and UPS have emulated Hella and found a new home on the border of Kaunas Airport in the FEZ airpark. What draws these companies to the FEZ are the tax incentives, the location, Kaunas being Lithuanaia's main logistics hub, the well-developped infrastructure. And the FEZ will get it's own direct connection to the planned Rail Baltica. To attract investors into the country and bring some economic progress to the region, the Free Economic Zone was set up in 2005 – a kind of industrial estate with special conditions. Lower tax rates apply to this area and the necessary infrastructure is being provided: land, buildings and a sewage system. A public agency advises the companies to ensure that everything runs quickly and smoothly (see also the article on p. 53). “Great efforts have been undertaken to make it as easy as possible for the new companies to settle into their new location”, says Vytautas Petružis, Head of the FEZ. “Investments in the infrastructure and changes to the law have allowed some companies to begin their activities in the area inside 11 months.” The government has also recognized the benefits of the Kaunas location and lent its support to the settlement process. These incentives have also enabled 32 investors to set up in the 534-hectare economic zone, which regularly occupies one of the top places in fDi Intelligence international rankings. The companies come from sectors as diverse as logistics and distribution, production, electronics and automation, food and pharmaceuticals, energy and aerospace. KTU specializes in producing qualified employees

Allzu lange dauert es nicht mehr, bis in den neuen Produktionswerken von Hella und Continental in Kaunas die ersten AutomobilElektronikkomponenten vom Band laufen. Große Teile der künftigen Fabrikgelände der beiden deutschen Zulieferer in Litauen liegen zwar noch brach, die Ausbildung der künftigen Mitarbeiter hat aber schon längst begonnen. An der Technischen Universität Kaunas (KTU) werden litauische Arbeitskräfte auf künftige Aufgaben vorbereitet.

It will not be long before the first automobile and electronics parts roll off the conveyor belts at the new Hella and Continental plants in Kaunas. Although large areas of the sites belonging to the two German companies still lie unused, the training and education process of the future employees has long begun. The Kaunas University of Technology (KTU) is busy preparing skilled Lithuanian workers for their future jobs.

„Wir sind sicher, dass die Ankunft der Weltkonzerne die Nachfrage nach Fachkräften aus den Bereichen Elektrotechnik und Elektronik, Logistik, Fertigung, Maschinenbau, Informatik deutlich erhöhen wird“, sagt Lina Slavickaitė, Leiterin des Karriere- und Bildungszentrums an der KTU. Daraus ergeben sich neue Chancen, aber auch Herausforderungen für die größte technische Hochschule im Baltikum.

“We are convinced that the arrival of international companies will significantly boost the demand for skilled workers from the fields of electrical engineering and electronics, logistics, production, mechanical engineering and computer science”, says Lina Slavickaitė, Head of the Career and Education Centre at the KTU. This will lead to new opportunities and challenges for Lithuania’s largest technical university.

Lithuania has the highest proportion of STEM graduates in the whole of the EU. The two automobile suppliers’ announcement to open plants in the region has noticeably attracted the attention of students. In 2017, around 40% more students enrolled to study electrical engineering and production technology than previously, while this figure stood at 25% for electronics.

Die KTU will daher eng mit den Betrieben zusammenarbeiten – Gespräche über Kooperationsmöglichkeiten laufen bereits. „Die Universität ist imstande, mehr Ingenieure für diese Spezialisierungen vorzubereiten“, zeigt sich Slavickaitė überzeugt. „Aktive Unterstützung und kontinuierliche Entwicklung der Beziehungen zur Wirtschaft gehören seit Jahren zu unseren Schwerpunkten.“

For this reason, the KTU plans to work closely together with the companies, and talks about potential partnerships are already under way. “The university is willing to train more engineers for these specialist fields”, adds Slavickaitė. “We have provided active support and continuous development in our relations to the business sector for many years now.”

Doch nicht nur fachliche Kenntnisse sind zunehmend gefragt. Auch der von der VytautasMagnus-Universität Kaunas seit dem vergangenen Jahr neu angebotene Studiengang „Deutsche Geschäftssprache und Kommunikation" erfreut sich regen Zulaufs. Damit sollen Studierende sprachlich und kulturell auf die Anforderungen ihrer möglichen neuen Arbeitgeber und Bedürfnisse von deren Geschäftsumfeld vorbereitet werden.

However, it is not only specialist skills that are in demand. A new course offered since last year by the Vytautas Magnus University in Kaunas entitled “German business language and communication” is proving popular. This course prepares students linguistically and culturally for the requirements of potential new employers and for the needs of their business settings.

Gestützt auf die Erfahrungen anderer Länder und nach Vorbild des kalifornischen Silicon Valley hat Litauen vor mehreren Jahren mit der Entwicklung von Wissenschafts- und Technologieparks begonnen. In fünf sogenannten Businessvalleys sollen Wissenschaftler, Ingenieure und Unternehmer ihre Köpfe zusammenstecken, um Innovationen mit Nutzwert auszubrüten, Litauen fit für die Zukunft zu machen. Mit dem Santaka Valley (www.santakosslenis.lt) und dem Nemunas Valley (www.slenisnemunas.lt) befinden sich zwei der integrierten Wissenschafts-, Studien- und Businesszentren in Kaunas.

Following the experiences of other countries and based on the model of Silicon Valley in California, Lithuania began developing science and technology parks several years ago. Five so-called business valleys now enable scientists, engineers and entrepreneurs to work closely together to generate useful and valuable innovations, and prepare Lithuania for the future. With Santaka Valley (www.santakosslenis.lt) and Nemunas Valley (www.slenis-nemunas.lt), two of the integrated science, study and business centres are located in Kaunas.

„Wir schaffen günstige Bedingungen für Forscher, indem wir ihnen etwa Zugang zu modernen Universitätslaboren bieten und helfen bei der Vorbereitung von Projekten für EU-InkubatorProgramme”, beschreibt Vygintas Grinis die Aufgabe des von ihm geleiteten Santaka Valley. Hinter dem Projekt stehen die Forschungs- und Studieneinrichtungen KTU, Vytautas Magnus Universität, Litauische Universität für Health Science, Litauisches Energieinstitut und drei Partner aus der Wirtschaft, Achema, Kauno Tiltai und MG Group. Neben Themen in der Gesundheits-, IT- und Ingenieurwirtschaft liegt ein Schwerpunkt der Aktivitäten im Bereich der sozialen Innovationen, Zukunftsenergien und nachhaltigen Chemie. Nach Angaben von Grinis haben sich inzwischen 90 Firmen im Santaka Valley angesiedelt, die 2016 knapp 5 Prozent ihres Umsatzes in Forschung und Entwicklung investierten. 16 Prozent aller Mitarbeiter seien Forscher.

Vygintas Grinis says of his task of running Santaka Valley, “We create favourable conditions for researchers by affording them access to modern university labs to manufacture new products, and help out with the preparation of projects for EU programmes that promote the growth of innovative products”. The project is backed up by research and study centres such as KTU, Vytautas Magnus University, the Lithuanian University of Health Science, the Lithuanian Energy Institute and three business partners – Achema, Kauno Tiltai and MG Group. Besides topics in the health, IT and engineering sectors, a main focus of the activities is in the fields of social innovations, future energies and sustainable chemistry. According to Grinis, 90 companies are now located in Santaka Valley and they invested almost 5% of their turnovers in research and development in 2016. 16% of all employees there are researchers.

Grinis sieht den Wissenschafts- und Technologiepark auf Erfolgskurs „wir bemerken seit der Gründung eine deutlich stärkere Verbindungen zwischen Wissenschaft und Wirtschaft, die auch sehr attraktiv ist für Investoren”.

Specializing in agriculture and forestry as well as the food sector, Nemunas Valley has also developed into an important interface for players along the entire value chain. Grinis believes the science and technology park is on course to succeed, “Since the very beginning, we have noticed stronger links between science and business. And this is also extremely attractive to the investors”.

Was für die Deutschen der Fußball, ist für die Litauer das Spiel unter den Körben: Weit vor allen anderen Sportarten ist Basketball in Litauen Nationalsport Nummer 1– und Žalgiris Kaunas auf Vereinsebene das Maß aller Dinge.

Basketball is for Lithuanians what football is for Germans. Quite simply, basketball is by far the number one sport in Lithuania – and Basketball Club Žalgiris from Kaunas is the best team that club level has to offer.

Basketball – das ist in Litauen nicht nur ein einfaches Spiel, sondern eine Religion und unangefochtener Volkssport Nummer eins. In dem baltischen Land dreht sich sportlich alles um den orangenen Ball, König Fußball und andere Sportarten stehen im Schatten. Auf jedem Spielplatz, in jedem Hinterhof, selbst an Kirchwänden hängen Basketballkörbe. „In Litauen essen, schlafen und beten wir mit unserem Basketball“, bringt es das Buch „Basketball = Litauen“ auf den Punkt.

Basketball is not just a game in Lithuania, it is a religion and the country’s undisputed number one sport. In this Baltic nation, sport is all about the orange ball, while football and other types of sport are well in its shadow. Basketball hoops can be found at every playground, back yard and even on church walls. “In Lithuania, we eat, sleep and pray together with our basketballs”, summarizes the book “Basketball = Lithuania”.

Die Liebe zum Basketball rührt zum Teil aus der litauischen Geschichte. Das Nationalteam gewann schon 1937 die EM und verteidigte seinen Titel zwei Jahre später. Dadurch erlangte der Sport innerhalb kürzester Zeit große Popularität. Noch mehr aber erinnern sich viele daran, wie litauische Basketballer in der Sowjetzeit den Moskauer Funktionären die Stirn boten und mutig die Unabhängigkeitsbewegung unterstützten. Allen voran die Korbjäger vom Traditionsclub Žalgiris Kaunas widersetzten sich damals auf dem Parkett in politisch aufgeladenen Spielen leidenschaftlich dem verhassten Armeeklub ZSKA Moskau. Bereits 1947 – nur drei Jahre nach Vereinsgründung – holte Žalgiris den ersten von insgesamt fünf sowjetischen Meistertiteln. Seine größte Zeit hatte der Klub Mitte der 80er Jahre. Damals gelang es Zalgiris, die Dominanz des ungeliebten Rivalen zu durchbrechen und zwischen 1985 und 1987 drei Mal in Folge Meister zu werden.

The love of basketball comes partly from Lithuanian history. The national team won the European Championship in 1937 and defended its title two years later. The sport therefore attained great popularity in a short space of time. Even more people can still remember how Lithuanian basketballers stood up to Moscow functionaries during the Soviet period and bravely supported the independence movement. This was particularly true of the players from the long-established club BC Žalgiris in Kaunas who fought hard in politically charged matches against the detested army club CSKA Moscow. As early as 1947 – just three years after being founded – Žalgiris won the first of a total of five Soviet championships. The club enjoyed its best years in the mid-1980s when it put an end to the dominance of its unloved rival and won the league three times in a row from 1985 to 1987. This was the time of the golden generation of Lithuanian basketballers based around Arvydas Sabonis, aka Sabas, the 2.21-metre best Lithuanian

Zunächst mit der Auswahl der Sowjetunion und ab 1991 für das wieder unabhängige Litauen errang er drei Olympische Bronzemedaillen (1992, 1996, 2000), den EM-Titel 2003 und WM-Bronze 2010. Das Basketballteam wurde zum Symbol für die Freiheit und den Nationalstolz des kleinen Landes mit knapp 3 Millionen Einwohnern. Seine Karriere ließ der spätere NBA-Profi und heutige Präsident des litauischen Basketballverbands in Kaunas ausklingen. Heute betreibt er eine der rund 60 Basketballschulen des Landes. Die Kaderschmieden sorgen für sprudelnden Nachwuchs: Litauen hat weniger Einwohner als Berlin, bringt aber beständig Weltklasse-Basketballer hervor.

Nach Verbandsangaben spielen aktuell gut 18 000 Litauer in mehr als 130 Vereinen Basketball; hinzu kommen noch knapp 100 000 Freizeitspieler. Viele davon träumen von einer ProfiKarriere in der NBA, wo derzeit etwa Jonas Valančiūnas (Toronto Raptors) auf Korbjagd geht. Auch Domantas Sabonis schlüpft bereits in die großen Fußstapfen seines Vater und spielt bei den Indiana Pacers. Zahlreiche Eigengewächse tummeln sich auch im Kader von Žalgiris, das als litauischer Serienmeister zum festen Bestandteil der EuroLeague gehört, der Basketball-Königsklasse. Paulius Jankunas wurde dort gerade zum MVP des Monats Dezembers gewählt. Bei internationalen Duellen ist die 2011 eröffnete Arena in Kaunas zu mindestens 90 Prozent ausgelastet, Žalgiris hat auch aktuell die beste Hallenauslastung der EuroLegaue. Die moderne BasketballKathedrale fasst gut 15 500 Zuschauer – das sind umgerechnet rund 5 Prozent der Bevölkerung von Kaunas. First of all playing for the Soviet Union team and from 1991 for newly independent Lithuania, he won three Olympic bronze medals (1992, 1996, 2000), the European Championship in 2003 and a World Championship bronze in 2010. The basketball team became a symbol for the freedom and pride of this small country and its 3 million inhabitants. Later an NBA professional and today the president of the Lithuanian Basketball Federation, he finished his playing career in Kaunas. He now runs one of the 60 basketball schools in the country. These training centres work hard to produce new talent and although Lithuania has a smaller population than Berlin, it regularly comes up with world class basketball players.

According to figures from the Federation, some 18,000 Lithuanians currently play basketball in over 130 clubs. There are also another 100,000 recreational players. Many of them dream of a professional career in the NBA where, for example, Jonas Valančiūnas (Toronto Raptors) is currently making a living. Domantas Sabonis has also followed his father’s giant footsteps and now plays for the Indiana Pacers. There is plenty of home-grown talent playing for BC Žalgiris which, as regular champions of Lithuania, is also a permanent fixture in the EuroLeague – the top class of European basketball. Paulius Jankunas was recently voted the MVP for the month of December. For international games, the Arena in Kaunas, which was opened in 2011, is at least 90% full, giving Žalgiris the best attendance rates in the whole EuroLeague at the moment. This modern basketball cathedral has a capacity of 15,500, which is around 5% of the population of Kaunas. The fanatical green and white army of supporters create a fantastic atmosphere and the Mexican waves do not even stop at the VIP boxes. Growing foreign demand as well as record capacity utilisation and production are leading companies to keep on investing. Many facilities are imported from abroad, resulting in sales opportunities for German suppliers. Private consumption is losing momentum due to a weaker increase in real wages.

Vilnius (GTAI) - Litauens Wirtschaft wächst 2018 und 2019 etwas schwächer als 2017, aber noch immer deutlich stärker als im Durchschnitt aller Länder der Europäischen Union (EU). Die steigende Auslandsnachfrage sowie das Rekordniveau bei der Kapazitätsauslastung und der Produktion lassen die Unternehmen weiter investieren. Weil viele Anlagen aus dem Ausland importiert werden, ergeben sich Absatzchancen für deutsche Lieferanten. Der Privatkonsum verliert wegen des schwächeren Reallohnanstiegs an Dynamik.

After a strong 2017, the growth in Lithuania's economy will be a little weaker in 2018. The national bank, the Ministry of Finance, the EU Commission, the Organisation for Economic Co-operation and Development (OECD), the International Monetary Fund (IMF) and the region’s largest banks (Swedbank, SEB, Nordea) forecast real growth in gross domestic product (GDP) of between 2.8 and 3.5 percent. Experts unanimously believe that the key economic drivers are exports and rising gross fixed-capital formation.

Auch die Haushalte profitieren durch den Druck steigender Preise weniger vom Lohnwachstum. Etwas aufgefangen von den Erhöhungen des Mindestlohns, der Renten und des Grundfreibetrags bei der Einkommensteuer dürfte der Privatkonsum 2018 preisbereinigt um 3,4 bis 3,7 Prozent wachsen. Ultimately, the shortage of skilled workers continues to guarantee a sharp increase in wages, boosting unit wage costs. Households are also benefiting less from wage growth due to the pressure of rising prices. Slightly offset by increases in the minimum wage, pensions and the tax-free allowance for income tax, private consumption is expected to grow at a rate of 3.4 to 3.7 percent in 2018, adjusted for pricing effects. The OECD, the IMF, Swedbank and Nordea in particular point out the need for reform to eliminate social inequality and improve higher education – issues which are limiting the potential for growth. Dagegen könnten die Investitionen weiter steigen, wenn die Unternehmen die Produktion verstärkt automatisieren. Wichtige Treiber sind 2018 und 2019 auch die Investitionsankündigungen ausländischer Unternehmen, darunter die Produktionsstätten der deutschen Automobilzulieferer Hella und Continental für zusammen etwa 145 Millionen Euro. Mit den zwei großen Investoren entsteht am Standort Litauen ein Automobilzulieferer-Cluster, das weitere Investoren anlocken könnte. Litauen profitiert von seiner Kombination aus den drittniedrigsten Arbeitskosten in der EU und einer verhältnismäßig hohen Produktivität. Bauwirtschaft: Push durch Rail Baltica und Elektrifizierung

Mit EU kofinanzierten, Schienenprojekt „Rail Baltica“ werden in Litauen Investitionen von insgesamt 1,7 Millarden Euro ausgelöst. Zusätzlich investiert die litauische Bahn Lietuvos Gelezinkeliai 250 Millionen bis 300 Millionen Euro in die Elektrifizierung der Strecke von Vilnius nach Klaipeda. Die Ausschreibung erfolgt zum Jahreswechsel 2017/18. In den Jahren 2018 und 2019 werden etwa sieben neue Hotels mit insgesamt 900 Zimmern gebaut. Der Wohnungsbau wird sich 2018 wegen vieler Projekte im Vorjahr aber abschwächen. Die Branche erwartet noch immer die für öffentliche Bauprojekte wichtige Einführung von EUMitteln und fordert ein größeres Engagement des Staates bei der Energieeffizienz.

Das Absatzpotenzial bleibt wegen der niedrigen Fahrzeugdichte und dem hohen Durchschnittsalter von 16,7 Jahren hoch, wobei die Erneuerung des Fahrzeugbestands vom intransparenten Gebrauchtwagenmarkt behindert wird. Das niedrige Kaufkraftniveau und fehlende Kaufprämien schwächen die Verkaufschancen von Elektrofahrzeugen.

With around 23,900 newly registered cars from January to November 2017, Lithuania is a small sales market but, with an increase of 26.4% compared to the previous year, is now the fastest growing one in the EU. The Lithuanian autoentrepreneurs association (Lietuvos autoverslininku asociacija) forecasts an approx. 15% increase for new registrations in 2018. The sales potential remains high due to the low vehicle density and the high average age of 16.7 years, although an overall renewal of vehicles is hindered by the intransparent used-car market. The low purchasing power and lack of buyer’s premiums weaken the sales chances of electric vehicles.

Weihnachtsfeier Riga Christmas Party Riga Am 6. Dezember2017 fand die jährliche Weihnachtsfeier für Mitglieder in Riga statt. Zum Empfang gab es im Saal des Jaunais Rigas Teatris (Neues Theater Riga) Sekt und kleine Snacks. Der Regisseur des nachfolgenden Stückes, Uldis Tīrons und der Schauspieler Gundars Āboliņš plauderten unterhaltsam und launig über das Theater in München und Riga, sowie über das Theaterstück „Lenins letzter Weihnachtsbaum“, welches humoristisch Lenins letzte Stunden vor dem Tod darstellt. Gut gestärkt und informiert ging es in die Aufführung des Stücks. Die Spendenaktion für den Aufbau der ersten Muttermilchbank in Lettland erbrachte 5300 Euro. The annual Christmas party for members in Riga took place on 6 December2017. The reception was held at the Jaunais Rigas Teatris (New Riga Theatre) where guests were served sparkling wine and snacks. The director of the play being performed that evening, Uldis Tīrons, and the actor Gundars Āboliņš chatted entertainingly about theatre in Munich and Riga, and also about the play “Lenin’s last Christmas tree”, which is a comedy about Lenin’s final hours before his death. After being sufficiently fortified and informed, the guests took their seats and watched the play. The donation campaign for the building of Latvia’s first human milk bank raised €5,300.

Das Rahmenprogramm wurde im Kinotheater „Pasaka“ mit der Filmvorführung ,,Der ganz große Traum'' begonnen. Danach wurde der Abend für alle Gäste im Restaurant „La Boheme“ in weihnachtlichem Ambiente bei Speis und Trank besinnlich fortgesetzt. Auf der Feier wurden außerdem 850 Euro für die Stiftung „Hilfe für Straßenkinder“ gesammelt. The traditional Christmas party for AHK members was held on 6 December 2017 in Vilnius. The guests were then invited to the restaurant “La Boheme” to enjoy a meal and drinks in a festive atmosphere. Exhibition of “Made in Germany” energyefficient building technology

„Eure Sporthalle wird mit deutscher Technologie so viel Energie verbrauchen wie eine 3-Zimmer-Wohnung“ war das ausschlaggebende Argument für die Direktorin der Freien Waldorfschule in Ādaži, Kerola Dāvidsone. Sie hatte den Bauingenieur gebeten, ihr als Laien verständlich die Vorteile hochwertiger deutscher Bautechnik zu erklären. Sie schätzt, dass die neue Turnhalle etwa durch Solare Wasserkollektoren und wassersparende Sanitäranlagen aus Deutschland rund 75% weniger Energie verbraucht.

“With German technology, your sports hall will use as much energy as a three-room apartment,” was the decisive argument for the Head of the Waldorf School in Ādaži, Kerola Dāvidsone. She had asked the civil engineer to explain to her, as a layperson, the benefits of top-quality structural engineering from Germany. She estimates that the new sports hall uses around 75% less energy than before thanks to the solar water collectors and water-saving sanitary facilities from Germany.

Oktober 2017 in Riga. Passenderweise in der „Lichterburg“, der lettischen Nationalbibliothek in Riga, dem spektakulärsten der Vorzeigeprojekte. Weitere für ihre vorbildliche Energieeffizienz ausgezeichnete Bauten sind die beiden Park Inn by Radisson-Hotels Rezidence Riga Barona und Riga Valdemara sowie ein PassivhausBürogebäude in Liepāja.

An exhibition combined with a conference and an awards ceremony on 26 October 2017 in Riga showed how this school and four more Latvian best practice building projects used German technology to save energy. Fittingly, these include the “Castle of Light”, the National Library of Latvia in Riga, which is the most spectacular of the projects. Other buildings awarded for their exemplary energy efficiency are the two Park Inn by Radisson Hotels – Residence Riga Barona and Riga Valdemara – as well as a passive office building in Liepāja. The exhibition was held as part of the Energy Export Initiative by the German Federal Ministry for Economic Affairs and Energy.

Oktober in Vilnius. Der Leiter der Vertretung der Europäischen Kommission in Vilnius bewertete bei der Wahl-Nachlese im Kempinski Hotel Cathedral Square Vilnius jedoch externe Umstände als entscheidend. Litauens EU-Mitgliedschaft bewertete Pranckevičius als Erfolgsgeschichte. „Wir als kleines Land sind Mitglied im besten Club und inzwischen sogar im Rahmen der Eastern Partnership ein Geberland geworden“ meinte er stolz.

In his assessment of the elections at the Kempinski Hotel Cathedral Square in Vilnius, the Head of Representation of the European Commission in Vilnius declared external circumstances to be the decisive factors. Pranckevičius judged Lithuania’s membership of the EU as a “success story”. He proudly added, “As a small country, we are in the best club and our role in the Eastern Partnership is now one of a donor country”.

Das deutsche duale System wird mit Hilfe des VETnet Programms der AHK seit 2013 zu einer internationalen Erfolgsgeschichte. Es wäre auch ein gutes Vorbild für die Umgestaltung der beruflichen Ausbildung in Litauen, so der Tenor der Konferenz. Als best practice-Beispiel wurde den Konferenzteilnehmern das VETnet Projekt aus Lettland vorgestellt, bei dem das Unternehmen Intersurgical UAB und das Berufsbildungszentrum für Technologien und Wirtschaft Visaginas beteiligt waren. As part of the European Vocational Skills Week, the GermanBaltic Chamber of Commerce joined forces with the KonradAdenauer-Stiftung to organize a conference entitled “Future perspectives of vocational training in Lithuania: challenges and best practices”. “If Lithuania wishes to benefit from the current interest shown by German automotive suppliers, it will need both qualified engineers and well trained skilled workers”, warned Florian Schröder, Head of the German-Baltic Chamber of Commerce. With the help of the AHK’s VETnet program, the German-style dual system has become an international success story since 2013. The conference also felt it would be a good model for the reorganization of the vocational training system in Lithuania. The VETnet project from Latvia was presented to participants as a best practice example. This project also featured participation from the company Intersurgical UAB and the Technology and Business Vocational Education and Training Centre in Visaginas. The programme included presentations from experts from the Association of German Chambers of Commerce and Industry (DIHK), Lithuania’s Ministry of Education and Science, as well as companies and colleges from Lithuania and Germany.

Unter dem Motto: „Getting Ready for INDUSTRIE 4.0: Transformations Needed” referierten Vordenker und Anwender über die Möglichkeiten, Probleme und Bedingungen der Digitalisierung in der industriellen Fertigung. Der Vordenker der digitalisierten Produktion Carsten Polenz, Vizepräsident Product & Innovations bei SAP, gab einen Einblick in weit fortgeschrittene Anwendungsbeispiele digital verknüpfter Produktion. Etwa eine Baumaschinenhersteller, bei dem die Kräne schon während der eigenen Fertigung miteinander kommunizieren.

In allen drei baltischen Staaten sollen neben unterschiedlichen Steuer- und ökonomischen Anreizsystemen Freie Wirtschaftszonen (FEZ) zu einem effektiven Abfedern dieser Kosten beitragen, indem diese offen für ausländische Direktinvestitionen sind. Für positive Schlagzeilen sorgte dabei in den vergangenen Monaten insbesondere die FEZ in Kaunas (Litauen), die sich durch zahlreiche ausländische Großinvestitionen aus dem Automobilsektor zunehmend zu einem Automotive-Hub entwickelt.

Estland Estland besitzt insgesamt drei Freihäfen, in Muuga (gehört zu Tallinn), Paldiski und Sillamäe. Darüber hinaus gibt es eine Freihandelszone in Valga. In diesen vier FEZ sind Unternehmen von der Umsatzsteuer (Regelsatz in Estland: 20 Prozent) sowie von Zöllen befreit. Auch die estnische Spezialität – keine Körperschaftsteuer auf reinvestierte Gewinne – gilt in diesen Zonen.

Es gibt in Estland keine klassische Körperschaftsteuer, da reinvestierte Gewinne oder Gewinnrücklagen grundsätzlich nicht steuerpflichtig sind. Um Waren in einer FEZ zu lagern oder herzustellen, muss ein Unternehmen zunächst eine Genehmigung des estnischen Steuer- und Zollamtes einholen, welche über das elektronische System LUBA beantragt wird.

In all three Baltic States, tax incentives and in particular Free Economic Zones (FEZs) can help to effectively cushion these costs by being open to foreign direct investments. In recent months, especially the FEZ in Kaunas (Lithuania), which is increasingly developing into an automotive hub through numerous major foreign investments in the automotive sector, has been generating positive headlines.

Estonia Estonia has a total of three Free Ports: Muuga (Tallinn), Paldiski and Sillamäe. In addition, there is also a Free Trade Zone in Valga. Within these four FEZs, companies are exempted from VAT (standard rate: 20%) and customs duties. Moreover, the Estonian speciality – no CIT on reinvested profits – applies to all these zones

There is no real CIT in Estonia because reinvested profits or retained earnings are not taxable. In order to store or manufacture goods at a FEZ, a company must obtain prior permission from the Estonian Tax and Customs board by applying through the electronic system LUBA.

Litauen Litauens sechs FEZ befinden sich in den Wirtschaftszentren des Landes – Kaunas, Klaipėda, Panevėžys, Marijampolė, Kėdainiai und Šiauliai – und bieten ideale Bedingungen für die Geschäftsentwicklung.

In allen sechs FEZ gelten seit dem 1. Januar 2018 folgende Bedingungen: • Befreiung von der Körperschaftsteuer in den ersten 10 Jahren und eine Ermäßigung von 50 Prozent (d. h. These incentives are available to manufacturing companies which invest more than 1 million euros, and to service companies which invest more than 100,000 euros and employ more than 20 full-time staff. FEZ bieten ausländischen Investoren ideale Möglichkeiten, in den baltischen Staaten Fuß zu fassen – immerhin einem Wirtschaftsraum mit mehr als 6 Mio. Einwohnern und Drehkreuz für die Märkte Ost- und Nordeuropas. Doch nicht jedes Förder- oder Steueranreizprogramm und jede FEZ eignet sich für jede Art von Investition. Daher sollte ein Investor stets den Rat eines lokalen Beraters einholen, um lokale Steuererleichterungen und Fördermöglichkeiten optimal zu nutzen.

FEZs offer foreign investors ideal opportunities to gain a substantial foothold in the Baltic States – an economic area with more than 6 million inhabitants and a hub for the markets of Eastern and Northern Europe. But not every promotion or tax incentive program and every FEZ is suitable for every type of investment. Therefore, an investor should always seek the advice of a local advisor to make the most of local tax breaks and funding opportunities.

No. The automation specialist Lenze from Aerzen in Lower Saxony is already turning this vision into reality. Celebrating its70th anniversary at the “Future Day of Machine Manufacturing” in October, the company presented what is already possible today as well as what will soon become normal in times of “Industry 4.0”. The latest developments and future-shaping topics from the world of drive technology and automation were discussed in the presence of customers, partners and press at Lenze’s main plant in Gross Berkel.

Vorgestellt wurden die Möglichkeiten der vernetzten Zusammenarbeit und der intelligenten Arbeitsteilung zwischen Mensch und Maschine. Ein Höhepunkt war die Demonstration einer Cloud-basierten Steuerung eines Servo-Inverters der neuen i900-Reihe von Lenze mit Hilfe der digitalen Sprachassistentin „Alexa“ durch TechnikVorstand Frank Maier. Aufgezeigt wurde damit, wie der Frequenzumrichter in eine CloudUmgebung integrieren werden kann, deren Parameter von den Maschinen- und Anlagenbauern oder den Betreibern vorgegeben werden. Durch die Vernetzung mit der smarten Sprachassistentin wurde der von Maier simulierte Spannungsabfall an dem Gerät von Alexa kommuniziert und parallel auch mittels einer App auf dem Mobiltelefon angezeigt. Ausführlich erläuterte der Chef-Innovator auch die Vorzüge des neuen Servo-Inverter i950. „Wir schlagen damit ein neues Kapitel der Automatisierung auf“, betonte Maier. Die universell einsetzbare Frequenzumrichtergeneration schließe

A particular highlight was the demonstration given by the Board Member for Innovation Frank Maier of the cloud-based control of a servo inverter from Lenze’s new i900 range using the digital voice assistant “Alexa”. He showed how the frequency inverter can be integrated into a cloud environment whose parameters are set by the machine and equipment manufacturers or by the operators. The connection to the smart voice assistant enabled the voltage drop on the device, simulated by Maier, to be communicated by Alexa and, at the same time, displayed via an app on the mobile phone. In addition, the Head of Innovation provided a detailed explanation of the benefits of the new i950 servo inverter. “With this move, we are opening up a new chapter of automation”, Maier stated. The universally applicable frequency inverter generation closes the gap between a decentralized intelligence based on drive technology and the centralized programmable control architecture.

Passend zum Firmenjubiläum konnte LenzeVorstandsvorsitzender Christian Wendler bei der Bilanzpressekonferenz von neuen Rekorden bei Umsatz und Profitabilität im abgelaufenen Geschäftsjahr 2016/2017 berichten. Mit der angekündigten Strategie 2020+ will Lenze schon in wenigen Jahren die Umsatzmarke von 1 Milliarde Euro knacken.„Wir wollen auch in Zukunft weiter wachsen – und zwar weltweit. Dazu werden wir den Fokus noch stärker auf unsere Kompetenz als Systemanbieter für die Automatisierung von Maschinen legen", sagte Wendler.

Auch für Lenze selbst bedeutet Digitalisierung Wandel und Veränderung– verbunden mit einem Rollenwechsel. Aus dem 1947 gegründeten Hersteller von Produkten und Antriebslösungen soll ein Entwicklungspartner für Automatisierungskonzepte im Zeitalter von Industrie 4.0 werden. Dazu will Lenze mehr als 100 Millionen investieren – den Großteil davon in den „Mechatronic Competence Campus“. Mit der bisher größten Investition der Firmengeschichte sollen drei Produktionsstätten in ein Werk mit modernster Logistik zusammengefasst und die digitale Fabrik auf die nächste Stufe gebracht werden. Bereits jetzt produziert eine vernetzte Industrie 4.0Fertigungslinife Servo-Inverter für Lenze. Profitieren sollen davon auch Kunden in den baltischen Staaten. Lenze ist seit 2001 in Litauen vertreten und baute von der zweitgrößten Stadt Kaunas aus ein Vertriebsnetz für alle drei Länder auf. „Zu unseren Kunden gehören die größten Industriebetriebe im Baltikum“, erzählt Geschäftsführer Linas Lazdauskas. Den Trend sieht er in Estland, Lettland und Litauen auch in Richtung ganzheitliche Automatisierungslösungen gehen. Großes Interesse bestehe auch an Industrie 4.0Konzepten für eine intelligente und automatisierte Produktion.

Founded in 1947 as a manufacturer of products and drive solutions, the company is now a development partner for automation concepts in the Industry 4.0 age. Lenze also plans to invest more than €100 million – mostly in the “Mechatronic Competence Campus”. The biggest ever investment in the history of the company will see three production facilities built at one plant with state-of-the-art logistics and the digital factory brought to the next level. A networked Industry 4.0 already produces production line servo inverters for Lenze. Customers in the Baltic countries are set to benefit from this development, too. Lenze has been in Lithuania since 2001 and has set up a sales network for all three countries from its base in Kaunas, the country’s second-largest city. “Our customers include the biggest industrial companies in the whole Baltic region”, explains Managing Director Linas Lazdauskas. He believes the trend in Estonia, Latvia and Lithuania is towards end-to-end automation solutions. There is also great interest in Industry 4.0 concepts for smart and automated production.

Der jährliche Workshop für die Finanzabteilungen der europäischen AHKs fand dieses Mal im sonnigen Lissabon statt. Bei Urlaubsfeeling in den Pausen machte das Treffen noch mehr Spaß. Vida kam aus Vilnius, Vadim aus Tallinn, ich aus Riga nach Portugal. Bei der vergleichenden Bestandsaufnahme schnitt die AHK Baltikum gut ab, sowohl beim Umsatz als auch was das Spektrum der Finanzdienstleistungen betrifft. Nützlichen Input gab es etwa zur deutschen Umsatzsteuer und zu neuen Vorschriften beim Datenschutz. Außerdem wurde die Idee unseres Finanzleiters für eine gemeinsame, länderübergreifende Dienstleistungs-Plattform diskutiert.

Trotz offener Fragen bei der Förderung durch die Republik Litauen hat die Firma ONTEC/Iranga fast zwei Millionen Euro in Vievis investiert. Durch einen Großauftrag wurde nun sogar eine zweite moderne Textilmaschine benötigt, berichtete mir Geschäftsführer Dirk Scherf beim Empfang der deutschen Botschafterin Angelika Viets. Eine Eigenentwicklung, mit der sich komplexe Gewebe zehnmal schneller als herkömmlich herstellen lassen. Die AHK unterstützt das Unternehmen dabei, dass die Kreditzusagen nun eingehalten werden und wir sind wegen Personal, Lohn- und Finanzbuchhaltungs-leistungen im Gespräch. Die Geschäfte laufen gut. Ein toller Erfolg für den Investor und eine neue Herausforderung für uns als AHK, denn die Kreditfrage ist immer noch offen.

The annual workshop for the AHK’s finance departments was held in sunny Lisbon this year. The holiday feeling we had during the breaks made the meetings even more fun. Vida came from Vilnius, Vadim from Tallinn and I travelled to Portugal from Riga. It was good to see that the AHK Baltic States performed well compared to others, both with regard to our turnover and the range of financial services provided. There was useful input on the subjects of VAT in Germany and new regulations about data protection. In addition, we discussed the idea from our Head of Finance to launch a cross-country service platform.

Despite open questions on funding from the Republic of Lithuania, the company ONTEC/Iranga has invested almost €2 million in Vievis. When we met at the reception of the German ambassador Angelika Viets, the General Manager Dirk Scherf told me that a large new contract now means that a second modern textile machine is required. This would be an in-house development, making it possible to produce complex fabrics ten times faster than normal. The AHK supports the company by observing the credit approvals and we are also involved in discussions regarding personnel, labour costs and accounting services. Business is good and this is a great success for the investor and a new challenge for us at the AHK because the loan question is still open.

100 Jahre | 100 Years 2018 jähren sich die Staatsgründungen Estlands und Lettlands sowie die Wiederherstellung des litauischen Staates zum 100. Mal. Für die drei Länder im Baltikum hat die Unabhängigkeit einen herausragenden Stellenwert und daher werden auch die Jahrestage mit großem Einsatz gefeiert. Gemeinsam ist allen drei Programmen der Impuls, bei jeweils fast 1000 sehr breit gestreuten Events möglichst viele Bürger Mitfeiern zu lassen. Wir fragten die Programmchefs nach der Botschaft, die von dem Programm ausgeht und persönlichen Veranstaltungs-Tipps. Die 100 Jahresfeiern werden auch in Deutschland ausgiebig gefeiert, wie die ausgewählten Termine zeigen. 2018 marks the 100th anniversary of the founding of Estonia and Latvia, as well as the restoration of the Lithuanian state. Independence is of great significance to all three Baltic countries and the anniversaries will therefore be celebrated with much pomp. With almost 1,000 highly diverse events, all three programmes share a desire to include as many of their citizens as possible.

Pflicht ist natürlich das Lettische Liederund Tanzfestival (30.6. – 8.7.), unser größtes Kunstwerk als Volk, 40 000 Mitwirkende. Neringa Vaisbrodes Tipps: Am 16. Februar den Geburtstag des wiederhergestellten Litauens feiern, als Startschuss klingeln um 12.30 alle Glocken, dann wird auf 75 Kulturveranstaltungen in aller Welt gefeiert. Ich werde tun, was wir allen Freunden Litauens empfehlen: Als Geburtstagsgeschenk jemandem eine Dankeskarte schicken, der etwas für mich oder Litauen getan hat, unsere Trikolore hissen und Spaß haben! Ein emotionaler Höhepunkt des Jahres wird es, wenn ich mit Tausenden Zuschauern gemeinsam singe zum Abschluss des Song Festival (30.6. – 6.7.), letztes Lied ist die Nationalhymne.

Das offizielle Konzert zum 100. Jahrestag Estlands vereint das Estnische Nationalorchester und den Chor der Staatsakademie Latvia mit einem Werk des Esten Rudolf Tobias. Am 27., 28., 29. März dirigiert Arvo Pärt höchstpersönlich Robert Wilsons Stück “Adams Passion”, basierend auf drei Werken des bedeutenden Komponisten. Das preisgekrönte Mettis Streich-Quartet (22.2.) gibt ein Espressokonzert zur Mittagspause, Martynas Levickis (Akkordeon) spielt mit dem Mikro orkestra Ensemble (23.2.) und das nationale Litauische Symphonieorchester, dirigiert von der 31jährigen hochgelobten Dirigentin Mirga Gražinytė-Tyla.

Linda Pavļuta: “My personal highlights are sports events like the World Orienteering Championships (Aug 8th -11th), Jog Latvia in the World, where everyone at anytime and anywhere in the world can jog, walk, ride a bike or swim, marking Latvia’s contours using #izskrienLatviju #LV100 on his sports app. I will surely not miss the Centenary Open-air Dance Party in each of the 119 municipalities at one time and of course the Latvian Song and Dance Celebration (June 30th – July 8th), the greatest cultural masterpiece of the Latvian people with 40 000 people performing. Neringa Vaisbrode: On the 100th Birthday of the Restored Lithuania (Feb 16th), all the bells in Lithuania will start ringing at 12.30 inviting us all to start the celebrations. 75 various cultural events will mark the date around the world. I‘m lookign forward to our Song Festival (June 30th – July 6th), with us all singing together the National anthem at closing ceremony. Maarja-Liisa Soe: The highlight is Estonia100 Anniversary Week (Feb 19th - 24th, ending with the President’s Gala, Estonian National Museum in Tartu (Feb 24th), a very charming event is “Saja lugu”, a poetical crossgenre art portrait of the Estonian soul (April 19th) opening the Jazzkaar festival. Estonia 100 Great Summer Week (August 18th - 25th), including a huge sing-along at the Tallinn Song Festival Grounds (Aug 19th). It ends with the Night of Ancient Lights (Midsummer) on all beaches. Highlight of the Centennial celebrations in Germany is the Baltic Festival @Konzerthaus Berlin: Starring organ super star Iveta Apkalna (Feb 17th) playing works of contemporary compatriots, the amazing Skride-sisters Baiba, Linda, and Lauma (Feb 19th) and the charming a capellasinging Latvian Voices. The official Estonian centennial concert unites the das Estonian National Orchestra and the choir or the state academy Latvia while the legendary composer Arvo Pärt conducts (March 27th, 28th, 29th) Robert Wilsons music theatre piece “Adams Passion”, based on three of Pärt’s works. The awarded Mettis string Quartet (Feb 22nd) invites to a short afternoon concert, accordionist Martynas Levickis plays together with Mikro orkestra Ensemble (Feb 22nd) and the National Lithuanian Symphony Orchestra will be conducted by the highly praised Mirga Gražinytė-Tyla.

Ice Cool verkaufte sich bisher 250 000 Mal, es war 2017 das weltweit erfolgreichste KinderBrettspiel. Gerade arbeiten sie an der Fortsetzung. Woran erkennen sie, ob ein Spiel gut ist? Und warum sind Brettspiele heute wieder so erfolgreich?

Sales of Ice Cool have so far reached 250,000, making it the world’s most successful children’s board game of 2017. You are currently working on the follow-up. How do you know if a game is good? And why are board games so successful again now?

Ein gutes Spiel erkenne ich einfach daran, dass ich es sofort wieder spielen möchte. Ice Cool 2 wird ein eigenständiges Spiel, jedoch wieder mit Pinguinfiguren, die sich Schnipsen lassen und der aufwendigen Box als Spielfeld. Wir leben in einer vom technischen Fortschritt geprägten Zeit. Vom Handy aus können wir das Bankkonto verwalten, die Heizung des Ferienhauses regulieren oder eine Drohne steuern. Aber wir haben auch ein Bedürfnis, sinnvolle Zeit miteinander zu verbringen. Das Brettspiel erlebt gerade seine goldene Zeit, weil es genau das ermöglicht. Brettspiele bringen Generationen zusammen, denn es ist eine der wenigen Aktivitäten, bei denen sich Jung und Alt gleichwertig fühlen. Mein 3 Jähriger Sohn ist im Moment ganz verrückt auf Brettspielen und er spielt mit allen - Bruder, Schwester, Eltern und Großeltern. Auch Unternehmer benutzen immer mehr Brettspiele um das Kollektiv zu stärken. Man versetzt sich in eine neue Welt, wo alle gleiche Bedingungen und Regeln haben. Ich bin mir ganz sicher, dass Brettspiele niemals den Reiz verlieren werden.

Quite simply, I know that a game is good if I want to play it again right away. Ice Cool 2 will be a stand-alone game but will also feature penguins that can be flicked and a sophisticated box to play in. The times we live in are characterized by technological progress. We can use our phones to manage our bank accounts, regulate the heating in our holiday home and control a drone. But we still have a need to spend time together sensibly. Board games are experiencing a golden age right now because that is what they allow us to do. Board games bring different generations together because this is one of the few activities that make people of all ages feel equal. My 3-year-old son is crazy for board games at the moment and he plays them with everyone – his brother, sister, parents and grandparents. Entrepreneurs are also increasingly using board games to strengthen the community spirit. You can put yourself in a completely new world where everyone faces the same rules and conditions. I am absolutely convinced that board games will never lose their charm.
