Senior Expert - Regional Grants Management Expert Vacancy Announcement
Co-PLAN is a non-profit organization that has contributed to sustainable development by enabling good urban and regional governance, tackling key environmental issues, developing civil society, impacting policies, and promoting community participation knowledge-making since 1995. At the core of Co-PLAN’s activity is the work with people and institutions, to foster tangible social transformation and positive change on the ground by inducing change-driving knowledge in our society for smart management of our habitat. Co-PLAN fulfils this mission through means of pilot activities and advisory services financed by national and international institutions and direct involvement with communities, local government units and other nongovernmental organizations in the field of urban and regional management, environmental management, and municipal finance. Co-PLAN is currently working in the field of regional development, and in this framework it announces a vacancy for the position of “Senior Expert - Regional Grants Management Expert”, with details as follows: Main Duties and Responsibilities The Expert will work under the direction of the Key Expert and the Technical Assistance Team, the Expert will contribute to the accomplishment of the following activities: - Development of institutional mechanism for regional-level grants management; - Development of operational procedures for grants management and support to establishment of sound management and control system; - Development of selection criteria and design of grant schemes (i.e. Calls for Proposals and Guidelines for Applicants; - Assessment of project proposals, including feasibility studies, technical studies, environmental impact assessment studies and cost-benefit analysis; - Capacity building through on-the-job and formal training on the grant scheme management cycle; - Reporting on the work done, in accordance to donor’s formats. Qualification and skills - Master degree in economics, finance, management, business, engineering, computer sciences, mathematics or other relevant disciplines; - Excellent command of spoken and written English and Albanian; - Good communication and reporting skills; - Good command of MS office;
- Certified ability to use Project Management application software such as Prince2 or equivalent is an asset. General professional experience - Min. 5 years of post-graduate professional experience in the development aid field. Specific professional experience - Min. 2 years of experience in management of, or support to management of, grant schemes and/or projects financed by external assistance; - Experience in managing, or supporting management of, min. 1 max 10 grant contracts implemented under the European Commission Practical Guide (PRAG); - Experience in preparation and/or delivery of at least 20 days of formal training in grant management and/or internal control related subjects. - Experience in preparation and/or assessment of feasibility studies targeting development of local infrastructure is an asset.
