Who we are

AIP Foundation is a U.S. 501(c)(3) nonprofit organization that provides life-saving road safety knowledge and skills to low- and middle-income countries. For more than 16 years, AIP Foundation has been delivering effective road safety programs in locations across Asia and Africa with the goal of preventing road fatalities and injuries.

The challenge We are facing a global road crisis that claims 1.25 million lives every year. Every six seconds someone is killed or seriously injured on the world’s roads. The young and poor are hit hardest: 90% of road fatalities occur in low- and middle-income countries, and road injuries are the leading cause of death worldwide for people aged 15-29. This is a global epidemic with a death toll on the scale of HIV/AIDS and malaria. Without action, road injuries are predicted to become the 7th leading cause of death by 2030. These deaths and injuries are largely preventable: •

Helmets are proven to reduce the risk of serious injury by 69% and death by 42% in the event of a crash. When helmet laws are enforced effectively, helmet use rates can increase to above 90%.

A sidewalk can reduce the number of people hit walking along the road by 90%.

Improving traffic signals can reduce injuries and deaths by up to 50%.

The risk of death and serious injury is less likely at lower speeds, especially for pedestrians, cyclists, and motorcyclists. An adult pedestrian has less than a 20% chance of dying if struck by a car at less than 50 km/h but almost a 60% risk of dying if hit at 80 km/h.

Wearing a seat-belt reduces the risk of a fatality among front-seat occupants by 45-50%.

Our global reach

AIP Foundation works with communities worldwide to address road safety. We have offices and representatives in Cambodia, China, Tanzania, Thailand, Uganda, and Vietnam. 5

Targeted education

We combine access to quality helmets, safe school zones, and road safety education to promote safe behaviors among high-risk road users. In 2000, U.S. President Bill Clinton launched Helmets for Kids in Vietnam. The program now brings high quality helmets and road safety education to students and teachers in Vietnam, Cambodia, and Thailand.

Through our Training-of-Trainers program in Uganda, boda boda (motorcycle taxi) operators were provided with the road safety knowledge and skills necessary to lead workshops for their peers. Our pedestrian safety campaigns in Vietnam and China reach primary and secondary school students through in-class training, community engagement, and environmental modifications. 7


During the 2013-2014 school year, child helmet use rates rose across our project schools: Cambodia: 5% 60% Thailand: 14% 61% Vietnam: 16% 93% 100% of workshop participants stated that they felt able to train other boda boda operators on defensive riding, traffic rules and regulations, and the ability to ride safely at all times following the training program. Following the first year of the Walk Wise project in China, road crash incidents had reduced by 20% and injuries reduced by 51% across target schools as reported by students. 8


Communications for change

We conduct and utilize baseline research to identify gaps in road safety knowledge and behavior among vulnerable road users and tailor public awareness campaigns to meet the unique needs of our target countries. Our behavior change campaigns are designed to have nationwide impact and spread crucial, life-altering knowledge about road safety.

Helmet wearing rates in Kampala, Uganda increased from 49% to 77% following the completion of the two year “Obulamu Bwe Obugagga Wear a Helmet!” campaign in 2013-2015. Our award-winning 2007 campaign, “Wear a helmet. There are no excuses.” contributed to the accelerated passage of a universal helmet law in Vietnam; adult helmet use rates increased from 30% on average and 10% on city roads to over 90% in response. Our television commercial, “Protect your passengers’ lives. Make sure they wear helmets.” was estimated to have reached 94% of the total population in Cambodia (11.9 million). Since its airing in April 2015, it was reported that 78% are much more likely to wear helmets as passengers. At the end of our three-year “Children also need a helmet.” public awareness campaign in Vietnam, child helmet use rates increased in 2014 across Hanoi, Danang, and Ho Chi Minh City from 18% to 38%.

Global and legislative advocacy

UN Secretary General Ban Ki-moon tries on a Protec helmet with Global Road Safety Ambassador Michelle Yeoh With more than 16 years of experience, AIP Foundation has become a respected advocate for improved road safety conditions and protection of vulnerable road users. We promote road safety as a priority for global poverty reduction and advise on the development of traffic standards, laws, and curricula on local and national levels. 11


Our advocacy work with Vietnam’s National Traffic Safety Committee led to the launch of a National Child Helmet Action Plan and related police enforcement. Child helmet use increased from 38% (March 2014) to 68% (April 2015) across Vietnam’s major cities.

Our work with government agencies played a major role in the adoption of the world’s first child helmet motorcycle standard in Vietnam in 2001 and a new national helmet standard for Uganda in 2012.

In Cambodia, the new Road Traffic Law, which requires all passengers —including children—to wear a helmet when riding on a motorcycle, was passed in January 2015. 12


Access to helmets

The accessibility of affordable, high quality helmets that meet safety standards is crucial for successful helmet initiatives. Our Protec helmet factory developed the world’s first “tropical” motorcycle helmet with a low-cost, lightweight design that fits the needs of warm climates across the developing world. Protec is a social enterprise; we reinvest 100% of profits from helmet sales into public awareness campaigns and road safety education.

Protec maintains a workforce of 30% employees with disabilities and produces over 500,000 helmets per year.

• The Tanzanian government are currently finalizing plans to establish a helmet assembly plant in Dar es Salaam based on the Protec model.

Research, monitoring, and evaluation

We are committed to ensuring that our programs are data-driven. We use a range of monitoring and evaluation techniques to collect information to improve our programs and to prove their effectiveness. We share our evaluation and research work with the international road safety community to develop best practice programs and to advocate for policy changes.

In Cambodia, a passenger helmet law was approved on January 9, 2015, mandating that all motorcycle riders—including passengers and children—wear helmets on motorcycles. AIP Foundation advocated for the passage of this law by presenting a study to the government that demonstrated 561 fatalities could be prevented, 10,574 head injuries avoided, and US$ 98,618,422 saved by 2020 if the law was passed in 2014 and enforced in 2015.

We built our Walk Wise program on baseline data collected at two schools in Kai County, China indicating that 64% of students walk to school, 43% reported involvement in a road crash, and of those, 57% were injured. In the first year of our project implementation, student involvement in a crash had decreased to 23% and the rate of injury sunk to 5%.

A school-based program evaluation framework developed with the U.S. Centers for Disease Control and Prevention and piloted in Cambodia is now being applied to our programs in Vietnam and Thailand. 16
