AITECOEIRAS AND THE «OEIRAS VALLEY» The overall objective of «AITECOEIRAS» is the implementation of internationalisation activities, and the promotion and development of business and technologies of the County of Oeiras, located in Portugal near Lisbon and its airport, in order to contribute to an increase in foreign investment, productivity and business competitiveness, while assuming the role of facilitator agent of new economic activities in the municipality.

In the pursuit of its purposes, the association aims to: a) Promote the image of the County, national and internationally, revealing i t s p o t e n t i a l a n d e n c o u ra g i n g investment, especially in the area of high quality services or incorporation of technology.

d) Contribute to the creation of business networks and clusters including high quality service companies, high-technology companies and Research Centres and Universities and of the Oeiras County.

THE CONCEPT «OEIRAS VALLEY» AITECOEIRAS created the "Oeiras Valley" concept whose precise meaning is: “Integrated Region of Development, supported by knowledge-intensive units, linked to the Clusters of Information and Communication Technologies, Biotechnologies and Health Technologies and Tropical Technologies, where the necessary conditions are created, for locating these units at an international level, promoting skilled employment and incomparable conditions of quality of life and of the working environment.”.

AITECOEIRAS’s strategic objectives in the development of "OEIRAS VALLEY" are to: - Promote and keep updated a structured strategic and intellectually profound thinking about the development model of “Oeiras Valley”. - Develop procedures for the international promotion of "Oeiras Valley”, attracting international technology-based companies. - Promote the creation of clusters and networks, integrating companies, universities and research institutes, both national and foreign. - Develop global digital networks and international cooperation between companies and units of a technological base and also between companies and units of complementary services that integrate the systemic concept of "Oeiras Valley”. - Promote the export of knowledge, generated and acquired in "Oeiras Valley”, in other regions, using the established networks of cooperation.

THE 1ST OEIRAS MEETING

AND THE ICT CLUSTER OF OEIRAS VALLEY The 1st INFOTECH Meeting will provided the opportunity to present these objectives to companies based in Oeiras Valley and discuss ways of boosting the cluster, identifying potential, objectives, and partnerships and prioritising concrete actions that bring objective added value to the companies involved. Two instruments will be presented, specifically designed to serve clusters, namely that of the ICT’s, the OEIRAS VALLEY Portal, and the associated Electronics Magazine, in a "one" version, in order to be analysed and criticized by the participating companies.

ORACLE 20 YEARS IN PORTUGAL 20 YEARS IN OEIRAS INTERVIEW WITH VÍTOR RODRIGUES Technology Leader of Oracle

Oracle has grown significantly in recent years, also due to the acquisition of Sun Microsystems. What is Oracle's strategy? Oracle Corporation is a world leader in providing business software: open, complete and integrated. Oracle’s objective is to offer technology products and services that address the needs and challenges of our customers and help to increase their competitiveness. The ICT industry has suffered its natural course of maturity and adjustment to the evolution of countries and economies and in response to a set of market/customer trends: - Increase of the critical mass of suppliers, to enhance their financial sustainability and process of innovation; - Pre-integrated solutions, to reduce complexity and costs of integration/maintenance; - Significant reduction in the number of suppliers of the customer, to simplify administration of contracts and resolution of problems. In this context, in 2005 Oracle launched a new phase, having a defined plan of expansion over five years, which included an overall growth of 10-25 billion USD in revenue, based on two pillars: innovation and acquisition. The aim was to consolidate Oracle as a worldwide benchmark in IT, and reach the status of strategic IT partner with its customers and partners. Throughout this period, Oracle has acquired more than 60 software companies in different areas: databases, security, integration, content management, business intelligence, horizontal applications and vertical applications. Progress has been remarkable. In numbers: - 105,000 employees; - 145 countries; - 370,000 customers, 100% from Fortune 100; - A turnover of 7.5 billion USD in the first quarter of this fiscal year (June to August 2010), 29 billion USD in the last four quarters. With the recent acquisition of Sun Microsystems, Oracle has extended its offer to the hardware area, having set a new strategic position as a leading provider of systems complete hardware and software solutions, open and integrated, ‘from applications to disk'. The aim is to change the paradigm of the IT industry, while minimizing costs and risks for customers and simplifying their life - pre-integrated solutions designed to act as a whole, "out of the box'.

And what is Oracle’s relationship with Portugal and with Oeiras, where you chose to settle? Oracle Portugal, a subsidiary of Oracle Corporation, celebrates in 2010, twenty years of activity in Portugal. Oracle's presence in Portugal is closely linked to the County of Oeiras and the ‘Lagoas’ business park. Present in the Oeiras County since the creation of its subsidiary in Portugal, Oracle was the company that in July 2001 inaugurated that compound, which is now a benchmark for business parks. In June 2010 the Oeiras City Hall distinguished Oracle with the Award of Municipal Merit - Gold Grade, for acts and services of particular significance, practised within the County and the Country. The evolution of Oracle Portugal over the past five years was also very positive, having doubled local turnover during this period. Today, Oracle’s clients are a significant number of national private companies (namely large and medium-sized companies) and the public sector, where it has participated in structuring projects.

In the company's vision, does it make sense to create and promote the ICT Oeiras Valley Cluster? The County of Oeiras and Oeiras Valley meet the unique conditions to make Oeiras a region of integrated and sustainable development – a reference, both national and internationally. The region has a unique set of assets that offer a high quality of life. These differentiating conditions contributed to a significant number of national and international benchmark companies in the ICT area, to have chosen Oeiras as the location for their headquarters in the national territory. This presence, coupled with its existence of Universities and Research Institutes in the Oeiras Valley, create unique conditions for the development of a Cluster of Information and Communication Technologies. International competitiveness, rather than between the States, is today disputed between regions, and Oeiras is able to become one of the most competitive regions in Europe.

How does Oracle fit in the ICT Cluster? Oracle has a very comprehensive offer of hardware and software, in constant innovation, as a result of an annual investment of over 4 billion USD in Research and Development. Oracle’s international experience, through its presence in most countries and with projects in virtually all industries, may be an important contribution to the cluster. A particularly relevant factor for the success of an ICT cluster is the creation of skills. In this dimension, Oracle may also make its contribution by mobilizing its internal and external eco-system (customers and partners) in the acquisition of skills, ideally in collaboration with institutions of higher education participating in the cluster. IICT 127 YEARS OF TROPICAL KNOWLEDGE INTERVIEW

1. CIFC Coffee Rusts Research Center

WHAT LED THE CIFC AND ECO-BIO TO SETTLE IN OEIRAS? LOOKING BACK NOW, WAS IT A WISE DECISION?

The Coffee Rusts Research Center (CIFC) was officially established in 1955 and included in Junta de Investigações do Ultramar (Overseas Research Board), now called Instituto de Investigação Científica Tropical - IICT (Tropical Research Institute), with the support of the Portuguese and USA governments, whose founder is the renowned plant pathologist Prof. Branquinho d'Oliveira, former Director of the Department of Plant Pathology at the National Agronomic Station - EAN (now called ‘INRB - National Institute of Biological Resources’). The USA involvement in this project is due to the fear of a possible outbreak of the coffee leaf rust in South and Central America, and its potential economic disturbance in those coffee regions. In order to achieve possible control measures and make an assessment of the situation, two American scientists started a journey around the world, with a stopover in Lisbon. These scientists visited the EAN, where Professor Branquinho d'Oliveira worked on this subject as a hobby, and decided after many discussions, that Portugal would be the ideal place for setting up an international research centre for the study of coffee leaf rust. The main purpose for the creation of CIFC in Oeiras, was to centralise the research on coffee leaf rust in a place with no danger of introducing this disease or new races of the pathogen, in coffee-growing regions of the world. Fifty five years later, the CIFC has developed a central role in this disease and more recently (since 1989) in the coffee berry disease (CBD), through the creation of an international research network that includes more than 40 coffee-growing countries. In its infrastructure, the CIFC has an area of heated greenhouses of more than a half hectare, whose financial support has been ensured exclusively by Portugal, which does not benefit directly from these research activities. No one knows for sure why the CIFC was set up in Oeiras, but it might be related to the research activities developed by its founder in the former-EAN. After the creation of this

Centre, we have witnessed the development of the technology centres at the Oeiras Campus and therefore think that the creation of CIFC in Oeiras was a wise decision.

ECO-BIO

Centre for Ecophysiology, Biochemistry and Plant Biotechnology

The Centre for Ecophysiology, Biochemistry and Plant Biotechnology (Eco-Bio) is the heir of the Missão de Estudos Agronómicos do Ultramar (MEAU, Mission of the Overseas Agronomic Studies) established in 1960 to conduct "basic agronomic studies, necessary for the development of agriculture and related activities - forestry, livestock and use of biological resources - in the overseas provinces in which it is determined to operate." The MEAU was responsible for setting up the Agricultural Research Station of Potó in São Tomé, the Agricultural Station of Pessubé in Guinea, and experimental fields in Cape Verde, Macau, the State of India and Timor, and has planned and organized an agricultural station in Angola, which would become the Institute of Agronomic Research of Angola. After the restructuring of IICT in 1983, MEAU was renamed the Centro de Estudos de Produção e Tecnologia Agrícolas (CEPT, Agricultural Technology and Production Studies Centre), whose main responsibilities would be: to conduct studies and tests for the development of agriculture in tropical regions; to promote and carry out the baseline studies necessary for the characterization of tropical agricultural products and investigate the technological methods to their best advantage; to promote experimental development activities in the agricultural production and technology; to develop forms of scientific exchange. Following the publication of the new Organic-Law of the IICT in 2003 and major structural reorganization of the IICT that followed it, in 2005 the Eco-Bio that incorporated most of the research staff of CEPTA, and therefore of its competencies, was created. The creation of this Activity Centre was intended to join forces and achieve critical mass, creating internal and external synergies in its areas of action and enable interdisciplinary studies, particularly in the areas of productivity of tropical and sub-tropical plants, of characterization and selection of genotypes facing abiotic and biotic environmental limitations, of symbiotic nitrogen fixation, and of post-harvest technology, food quality and safety. Eco-Bio settled in Oeiras, benefiting from the IICT infrastructure already set up in ‘Quinta do Marquês’, and from the strong scientific interactions with existing institutions on the Oeiras Campus.

2. CIFC Coffee Rusts Research Center

WHICH ARE THE MAJOR PROJECTS CURRENTLY BEING DEVELOPED BY THE IICT CENTRE IN OEIRAS (CIFC AND ECO-BIO)?

Projects underway or recently completed, at CIFC With European funding (European Commission) and national funding (Foundation for Science and Technology): International cooperation for the creation of coffee varieties with durable resistance to the major diseases (leaf rust and coffee berry disease) Unravelling defence mechanisms underlying coffee resistance to Colletotrichum kahawae. The pathogen’s perspective of molecular plant-microbe interactions: genes expressed during the infection process of coffee leaf rust - Hemileia vastatrix. Search for candidate protein biomarkers of Coffea arabica resistance to Hemileia vastatrix (leaf rust). Transcriptomic and proteomic analysis of the Coffea arabica - Hemileia vastatrix interaction. Virulence factors of Hemileia vastatrix, the causal agent of coffee leaf rust. An interdisciplinary approach to characterize sources of potential durable resistance in coffee (Coffea spp.) to orange rust (Hemileia vastatrix). Phytopathological applications of NIR spectroscopy... Detection and identification of rice pests and coffee leaf rust as case studies. Indo-Portugal collaboration on coffee leaf rust breeding against coffee leaf rust and coffee berry disease. Characterization of the intra-specific variation of the coffee leaf rust - Hemileia vastatrix.

Durable resistance of plants to obligate biotrophs. Pathogenicity and biology of Colletotrichum spp. causing olive anthracnose. Scientific collaboration in fundamental and practical knowledge in the two most important diseases in Tanzania (CLR and CBD) with the ultimate aim of producing coffee varieties with durable resistance to these pathogens. Development of a strategy for a durable management of the resistance to coffee berry disease (CBD) in Africa. Characterization of the impact on plant productivity and of the mechanisms of tolerance / sensitivity in various plants, particularly in Carica papaya, Pachyrhizus ahipa, Quercus suber, Solanum tuberosum and Triticum sp. Characterization of genotypes of cereals, legumes and other crops, for their tolerance to soluble aluminum and other toxic metals in the root medium. Studies on the capacity of the edaphoclimatic adaptability of the jatropha (Jatropha curcas) for the production of biodiesel. Identification and characterization of the supercomplexes of the aerobic respiratory chains of the Escherichia coli and Bacillus subtilis bacteria. Evaluation and characterization of the states of maturation in the ‘Rocha’ pear (Pyrus communis) through non-destructive methods. OEIRAS INFOTECH BUSINESS 2.0 AND THE ICTS IN OEIRAS VALLEY AITECOEIRAS organized the conference Oeiras InfoTech Business 2.0 and the ICTs in Oeiras Valley: new strategies and opportunities on the 27th and 28th of October in the Taguspark Auditorium. The main objective of the Conference, organized under the Information and Communication Technologies Cluster of the County, was the development and deepening of the cluster, in particular with regards to the mutual understanding of companies, and the dissemination of the objectives and strategies of AITECOEIRAS in the Oeiras Valley context, to those who were present. The consolidation of the Cluster of Information and Communication Technologies is a unique opportunity for the promotion and dissemination of the County’s companies that operate in this sector, which enhances their capabilities and potential. The Cluster of Information and Communication Technologies presents itself as an asset and a priority for companies, universities and research institutes of Oeiras. At the Oeiras InfoTech Conference the following topics were discussed: Content Management Systems for Companies and Content Delivery Technologies, Open Collaboration and A p p l i c at i o n S o f t wa re fo r Co m p a n i e s a n d P u b l i c Administration, with the participation of international companies and also young domestic companies, and with the moderation of personalities renowned in the area, such as Luis Magalhães, President of UMIC (Knowledge Society Agency); José Amado da Silva, President of the Board of Directors of

ANACOM (The telecommunications regulatory Portuguese agency); Artur Ferreira da Silva, Associate Professor Guest of DEI (Computer Science Department)/ IST; Armindo Monteiro, President of ANETIE (Portuguese Trade Association on Information Technology and Electronics); Anabela Pedroso, Deputy Mayor of the Oeiras City Council, and José Tribolet, INESC Chairman and Vice Chairman of the Board of AITECOEIRAS. On the afternoon of the second day of the Conference, a meeting was held in Open Space, which promoted, in a more informal manner, the discussion of relevant topics proposed by companies and other participating organizations, in real time. This meeting allowed us to know better some of the problems experienced by the companies of the County, and to get useful suggestions for the development work of Oeiras Valley. The organization of this conference was primordial in order to listen closer to the companies in the ICT Cluster of Oeiras, so that in the next conference, to be held in 2013, the challenges that were issued be in process so that we can then focus on others that will certainly arise, because the construction of Oeiras Valley is a project that is never finished and is constantly evolving, increasingly under the control of companies and other entities involved.

Techniques of Organization and Management in a Tropical Environment

During the year 2011, AITECOEIRAS will carry on the Cycle of 4 Workshops, which started in May 2010, dedicated to Tropical Technologies, seeking to promote the debate and exchange of ideas between the society, the research community, the business unit and the community of agents linked to the Portuguese cooperation, creating a common meeting point, based on an interdisciplinary network and showing what is best done in the Oeiras County, in this area. After having addressed themes related to the primary sector at the Workshop for Tropical Agriculture, Forestry and Livestock, the cycle will resume on February 22nd, 2011 with the Workshop on Techniques of Organization and Management in a Tropical Environment, which will feature distinguished speakers in each of the areas identified, and which will be organized into four panels, namely: Panel A | Logistics, transportation and distribution of goods and fleets management; Panel B | The importance of ICT in relocation and in business management; Panel C | The management of Human Resources in multicultural staff;

MALARIA

«Malaria is one of the three diseases of poverty, along with AIDS and tuberculosis.» Often associated in common endemic areas, these diseases, in addition to the enormous impact on public health - last year malaria infected about 150 million people and killed nearly one million, mostly children – it has an enormous socio-economic impact. In other words, we are facing a vicious circle in the case of malaria: if, as we are now convinced, the eradication of malaria will have to wait for the socio-economic development in the areas where it exists, the presence of endemic malaria is a negative factor of great relevance for such development..

For some years, IGC has proposed to the Calouste Gulbenkian Foundation, a plan aimed at setting up the malaria research at the Institute and strengthening it in Portugal. The implementation of this plan enabled our country to bring over various groups of high quality and proven results, to establish partnerships with foreign groups, as well as to stimulate research on malaria among the established groups in the IGC. The results of this plan were very satisfactory: on one hand, given the politics of the IGC in promoting the migration of groups formed here, for other institutions, the research on malaria is today much stronger in our country, now conducted at several top institutions; on the other hand, several IGC research groups continue to work on problems related to the molecular mechanisms that underlie the pathogenesis of severe forms of the disease and on potential therapeutics; in short, the plan helped to strengthen internationally, and in a significant manner, the statement of Science made in Portugal, in this area: the IGC alone published over 60 scientific papers on malaria, in the best specialty journals worldwide, in recent years. Of the studies currently underway, it is relevant to emphasize those that seek to understand the mechanisms and processes of the disease, in order to, first, minimize the consequences for the populations and, secondly, to attempt to derive new therapeutic interventions. In the first group, the IGC carries out, since 5 years ago, a study of genetic screening of malaria on the island of Principe - Republic of S. Tomé and Principe, in close collaboration with local authorities, facilitated by the fact that Dr. Maria de Jesus Trovoada, currently responsible for the national plan to fight malaria, did

her postdoctoral training at the IGC; In addition to the fieldwork, made possible through the setting up of a local laboratory facility that the IGC promoted, groups at the IGC and in other countries (Denmark, the UK), are currently working with the material collected there, in order to discover the genetic resistance factors and susceptibility to severe forms of the disease, and also the maintenance, over time, of specific immunity that is produced by chronic infection. Also in Angola, in the Luanda Paediatric Hospital, Dr. Maria do Rosário Sambo, a neurologist who did her PhD at the IGC, has been developing studies of genetic susceptibility on cerebral malaria - one of the most serious and with the highest mortality rate, in collaboration with IGC groups. At the Institute, we are currently working on the animal model of malaria during pregnancy, a common cause of great frailty in newborns due to infection of the placenta. In the second type of problem, several groups at the IGC are studying molecular and cellular mechanisms of pathogenesis, having recently discovered the reason that leads to relative resistance to malaria among carriers of sickle cell anaemia, a genetic disease that, despite its harmful consequences for individuals struck by it, it has remained at high frequencies in populations of malaria-endemic areas, throughout the centuries. Moreover, the discovery of the mechanism of "resistance" has opened new possibilities for therapeutic intervention in fighting severe forms of the disease. Such possibilities are now being critically evaluated in experimental systems, while also looking for partners to eventually launch the first clinical trials in endemic areas. . The groups at the IGC, as well as those were set up here to then migrate to other institutions, have been supported by private international organizations, such as the Bill and Melinda Gates Foundation, the Howard Hughes Medical Institute, as well as by European and national public funds (Foundation for Science and Technology).

DID Created in 1990 to operate in the market of information technologies, DID was the first company created in Portugal, dedicated exclusively to the development of information systems for the integrated management of libraries, archives, museums, law firms, projects firms, photographic archives, record libraries, video libraries, information from the press, radio and television.
