1.0 PUBLIC LIFE SURVEY INTRODUCTION -

1.0 Introduction When it comes to transforming Manukau on a huge scale, we first need to ‘Start with the Heart’. Transform Manukau Renewal of Manukau Central, High Level Project Plan, April 2016

In the mid-1960’s, Architect Jan Gehl, was posed a simple but important question by his wife Ingrid – a developmental psychologist; “Why don’t architects care about people?”. In responding to this question, it occurred to Jan that we know more about the habitats of wild animals then we do about people and the relationships they have with the places they live, work and visit. Almost all cities record vehicular traffic, economic growth, housing development, noise and pollution, yet little is recorded regarding people - the life blood, and “heart” of our urban areas. And, so, for the last five decades, Jan and his team of architects have rigorously developed a methodology for better understanding the needs of people living in urban areas – Public Life Surveys. Jan, along with many theorists and designers across the world, ourselves included, understands that at the end of day, urban planners, architects, landscape architects and others are creating a product. Whether that product be a street, a park or a housing development, these ‘products’ serve the residents of a community and shape the way these residents go about their daily lives. Without observing a community’s relationship to the space around them - who the users are, how they move about, where they are going, what they do when they get there and how long do they stay - designers risk creating projects that fail to serve their intended purposes.

Public Life Surveys are a tool for capturing these relationships - a qualitative and quantitative research method - that helps designers create people driven solutions and inform strategies and interventions that make cities more liveable places. As long time students of great urban observers such as William H Whyte, Jane Jacobs and Jan Gehl, our work aspires to address the relationships between people and the places that surround them - their cities, neighbourhoods, communities and homes. 1.0 PUBLIC LIFE SURVEY INTRODUCTION -

1.1 Survey purpose. Established by Denmark-based ‘Urban Quality Consultants’ Gehl Architects, Public Life Surveys are a tool for gaining a detailed overview of the level and type of public life visible in our urban spaces. Public Life Surveys provide information on where people walk and spend time - either as part of their daily activities or for recreational purposes. They provide information on how many people sit, stand or carry out other stationary activities in the city and where they do it. These stationary activities act as a good indicator of the quality of a city’s urban spaces - a large number of pedestrians walking in the city does not necessarily indicate a high level of quality, however a high number of people choosing to spend time in the city can indicate a lively city of strong urban quality.

In April 2016 Panuku Development Auckland adopted the Transform Manukau, Renewal of Manukau Central, High Level Project Plan - giving Panuku mandate to operate and lead regeneration efforts within the project boundary. In December 2016, the Panuku Board also approved the Framework Plan that builds on the HLPP and provides a route map for regeneration. A key initiative guiding this plan is people oriented design, with a focus on walkability, connectivity and enhancement of the pedestrian experience. This survey provides measurable and quantifiable baseline data regarding the current quality of the public spaces and public life in central Manukau. The baseline data from this Public Life Survey will help guide and measure the development of Manukau.

1.0 PUBLIC LIFE SURVEY INTRODUCTION -

1.3 Survey method. The method used for collecting pedestrian activity is widely accepted as the most valuable method for understanding and measuring public life. The survey registers three different data sets: 01. Pedestrian traffic 02. Stationary activities 03. Age and gender

01. Pedestrian traffic | Pedestrian counts, as suggested, are a tally of the number of pedestrians walking within the survey area. The counts provide an indication of activity levels, destinations that attract people and possible indications of where users are walking to and from.

03. Age & Gender | An age and gender survey provides a picture of the age and gender of users moving through the city. The balance between different age groups, and between men and women, is an indicator of the quality, safety and integration of public spaces.

The pedestrian counts were carried out in 10-minute periods, every hour between 8am and 8pm. Pedestrians moving on both sides of surveyed roads have been counted (between building edge and building edge).

This data was registered every second hour between 10am and 6pm (at 14 Amersham Way), with each registration including a minimum sample size of 100 people.

02. Stationary activities | Mapping of activities provides a snapshot of the people spending time in the city centre and provides an overview of the ‘staying’ activities occurring throughout the day, such as standing, sitting, playing, working, and engaging in sports, cultural or commercial activities.

The survey was undertaken on Tuesday 21st March and Saturday 25th March 2017. No unusual events (festivals, markets, protests etc.) that could effect the data took place on the day of the survey.

Stationary activity mapping is carried out by walking through a designated public space, from one end to the other, and registering all activities passed on the way. For the purpose of this report stationary activities were mapped every second hour between 8am and 6pm.

By and large weekday stationary activity across the survey area is very low, particularly when considered relative to the provision of space available. The total number of stationary activities recorded across 4 central city locations was 232, 26% of which were people waiting for public transport.

The total number of weekday pedestrian movements recorded across the survey area totalled 32,898, most of which were constrained in and around Westfield Mall. Amersham Way (east) and Putney Way (east) are by far the largest contributors to this number - totalling nearly 50% of this movement.

The number of stationary activities recorded across the four central sites on Saturday totalled 187; a 20% decrease on weekday activities, despite a Panuku led activation programme being held in Manukau Square between approximately 10am and 4pm.

The highest level of stationary activity (excluding those waiting for public transport) was recorded in Hayman Park, where 73 activities were noted throughout the day. The lowest level of activity recorded was within the Wiri Stream Reserve. Despite its 90Ha size and proximity to residential areas a total of 18 activities only were recorded within this space.

The survey location outside of Manukau Station also experienced strong numbers with 4,800 pedestrian movements recorded over the course of the day.

The number of pedestrian movements recorded across the survey area on Saturday totalled 20,364; an approximate 40% decrease on weekday foot traffic. Of this number, approximately 62% is centred on the eastern end of Amersham and Putney way. This is of little surprise as many of the surrounding businesses that operate during the week are closed over the weekend period leaving Westfield Mall is the key generator of weekend activity.

Evening activity was also low with approximately 16% of the total recorded activities, or 38, continuing past 6pm. Again, the majority of these activities were centred around public transport.

Davis and Manukau Station Rd’s each contributed approximately 1,000 pedestrian movements while ‘feeder’ routes into the centre - such as Lambie Drive and Wiri Station Road - are very much the domain of private vehicle use and experienced very limited pedestrian movements.

Hayman Park experienced the largest decrease in activity with a total of 31 activities recorded, down from 75 mid-week. Westfield Forecourt experienced the highest overall levels of weekend activity with 74 activities recorded, though again, a little over 30% of these were people waiting for public transport.

The weekend closure of Manukau Institute and reduced passenger traffic using Manukau Station is another likely contributor to this decrease with approximately less than half the weekday pedestrian movement recorded on streets interfacing with Manukau Station.

Of particular note however is the significant fall off in activities after 6pm. Approximately 1% of the recorded stationary activities occurred after 6pm which reflects the role of Westfield (and its retail opening hours) as one of the few significant generators of weekend activity.

Like weekday traffic, streets that are primary feeders of vehicle movement experience very limited pedestrian movements totalling 30 and 36 pedestrians per hour respectively.
