INCLUSIVE POLICIES TECHNICAL UNIT

This department is responsible for managing the welcome and integration programme for migrants arriving in Montcada i Reixac through personalised assistance and planning, as well as training, information, services and social and educational activities. It supports projects relating to interculturality. The services it offers are as follows: The First Reception Service offers one-toone assistance with a view to informing new arrivals about their adopted surroundings and society. The service provides information on the structure of the city and how it works, as well as the resources available and access to documentation. Meanwhile, it also offers guidance and information on the legal and administrative aspects of coming to live in Montcada i Reixac from overseas, with advice linked to migration, access to documentation and the various municipal reports that may be required for foreign residents: dequate housing reports for residence A permit renovation Adequate housing reports for family reunification Social settlement reports Social integration reports/renovation of temporary residence

The Community Action Service leads various social and educational campaigns among the community, aimed at different organisations, groups, schools and the general public. Activities are organised for newcomers to the municipality to provide information and guidance on issues relating to their surroundings in Montcada i Reixac and the resources available here. Meanwhile, the Xarmir platform — the Montcada i Reixac anti-rumour network — works to combat stereotypes and prejudices relating to cultural diversity. Group talks, workshops based around migration, and training courses on social, employment and other subjects are also organised to make the settling process as easy as possible and improve knowledge of our society. This office provides the population of Montcada i Reixac with the resources and measures needed to guarantee the best possible health conditions, both individually and as a community. Access to Public Healthcare for new arrivals Everyone who lives in Catalonia has the right to healthcare, regardless of their administrative situation. Public healthcare is governed by the Generalitat de Catalunya’s Health Department. To facilitate communication between healthcare staff and patients from overseas, a 24-hour telephone service called CatSalut Respon is available and can provide access to an interpreter. It is especially important for your children to have a health card when you send them to school. If your child was not born in Spain, you will have to explain to the paediatrician which vaccines they have had in your country of origin. If any are missing, the paediatrician will make sure they get them. All vaccines considered mandatory in the vaccine schedule in Catalonia are free. 2. GET MY HEALTH CARD

When you arrive in a new city, the first thing you need to do is register as a resident with the council, whether your status is regularised or otherwise. This applies regardless of age, as to be registered as a resident is a right that enables you to access municipal services and resources.

To be seen at a healthcare centre, hospital or pharmacy, you need a health card. Once you have registered as a resident with your council, you may use the public healthcare system (doctor’s appointments, medication, tests, X-rays, hospital stays, etc.). Once you have been registered as a resident in Catalonia for at least 3 months, you can request a health card at your nearest Primary Healthcare Centre (CAP). Anyone without a health card will only have access to urgent or emergency healthcare in hospitals or healthcare centres, unless they are pregnant or a minor. There are 2 types of health card: The basic health card, which you will be given in your first year registered as a resident, includes emergency treatment, health programmes and primary healthcare (which includes subsidised medicines from pharmacies, for which you will pay 40% of the total price). The second-level card, to which you will be entitled after the first year, also includes specialist care.

3. S END MY CHILDREN TO SCHOOL In Catalonia, schooling is obligatory and free between the ages of 6 and 16, whether the child is originally from Catalonia or elsewhere. Education is both a right and a duty. Catalan is the language used normally for communication and education in schools. So that children can go to school, they must be enrolled. Schooling begins at the age of 3, at the infant school stage, though it is not obligatory until the child is 6.

WHAT IS THE PROCEDURE FOR FINDING INFANT AND PRIMARY SCHOOLS (3–12 YEARS) AND SECONDARY SCHOOLS (12–16 YEARS)?

Every year, there is a standard pre-enrolment period (the exact dates vary from year to year, but it is usually between March and April). The Office for Education, Children and Young People sends out letters to all children who will be starting infant school (P3) and to pupils moving on to secondary education, informing them of each centre’s open days and the dates of the pre-enrolment period. Families are also sent a guide to local schools, which includes all the educational centres and services in Montcada i Reixac. You will need to go to your first-choice school and request the form, fill it in and submit it to the school. To enrol a child outside of the standard period, you will need to go directly to your


14 desired school or apply to the City Council, in which case your child’s details will be collected, you will be informed of the available places and your application will be passed on to the education inspection department, which will notify you of which centre your child has been assigned.

WHAT IS THE PROCEDURE FOR FINDING A NURSERY (0–3 YEARS)?

Supplementary services Mentrestant service: This is a free service offered to families facing social and familial difficulties with children between 0 and 3 years, located at the Hotel d’Entitats at Can Sant Joan (C. Viver, s/n) and managed by Social Services, which you will need to contact if you wish to use this service (C. Masia 37–43, Kursaal Building; 934 451 889).

The Office for Education, Children and Young People sends out letters to all families registered as residing in the municipality with children between 0 and 3, informing them of the open days for local nurseries and the dates of the pre-enrolment period. A guide to nurseries in the municipality will also be attached. There are various routes for the migrant population to access documentation. 1) Exceptional circumstances due to settlement There are three types: social, work and family, but the most common is the social version. All applicants require an adequate housing report, which can be requested from the local city council and is issued by the Generalitat de Catalunya. The applicant must initiate the process at the Government Delegation office (or the entity established for this purpose) and provide proof of sufficient income and adequate housing, among other elements. If the procedure is successful, the Spanish consulate in the country of origin will stamp the visa in the passport(s) of the relevant family member(s). The family member(s) must enter Spain while the visa is valid and request the corresponding residence permit 3) Minors Anyone born in Spain who is the child of a legal resident will automatically be granted a residence permit. Anyone not born in Spain who is the child of a legal resident will need to have lived in Spain for at least two consecutive years. Once the permit is granted, it will be processed in accordance with the family reunification process.

USEFUL INFORMATION

What documentation does a property owner or administrator require from a tenant? ID card or passport, depending on the case Residence/work permits Copy of work contract or pay slips (in most cases) Details of a guarantor who can ensure the rent is paid (in many cases) Normally, a security deposit of two or three months’ rent is required. When the tenant leaves the property, this deposit is returned, as long as the property is left in good condition. What is the maximum possible rental agreement duration? 5 years at most If the rental agreement is for less than five years, the Urban Rental Law requires the parties to extend the agreement every year up to five years, unless the tenant indicates that they do not wish to extend it. At the end of this five-year period and in following years, if neither party has requested otherwise a month before the agreement is due to end, there will be a mandatory extension of one year (up to three years). Before signing, it is important to read all the sections of the agreement carefully. The rent must be paid every month directly to the landlord or the administrator, or through a financial institution by setting up a direct debit at your bank or building society. This way, you will receive a monthly receipt as proof of payment. The rental agreement may only be ended when the period it covers is over or with permission from the landlord. Otherwise, the landlord may request that you see out the full rental period or pay the rent for the full period. Subletting a whole property to a third party is prohibited by law.
