Greetings Sorors, It is with excitement and great anticipation that I welcome you to the 69th MidAtlantic Regional Conference - “A Journey to Excellence: Mission Complete”! It will indeed be a blessing to be in your physical presence this year as we near the end of this administration. With pride and admiration for all we have accomplished together over the last four years, I am excited to offer you a conference experience you won’t soon forget. As we convene in Hampton, Virginia, the birthplace of America’s space travel, we reflect on the achievements of our dear hidden figures Katherine Johnson and Mary Jackson whose extraordinary accomplishments just miles from the Hampton Roads Convention Center make us proud to honor their own “journey to excellence”. The sorors of the Planning Committee have been working diligently to ensure that the final conference of this administration will not only be an opportunity to conduct the region’s official business but also a time to reconnect with one another face-to-face and heart-to-heart. Under the leadership of Soror Glenda Turner, Conference Chair, and her dynamic co-chair, Soror Cynthia Salley Nicholson, the committee has developed activities that will allow us to continue doing “A New Thing” while also bringing back some of our favorite events and activities that we have missed so much in virtual settings. Sorors, you have been patient and faithful to the tasks set before us, and you deserve a conference experience to remember. This year’s agenda will surely put a smile on your face and a song in your heart! Despite the challenges we’ve faced since we physically convened for a short time in 2019, the Mid-Atlantic Region has thrived while “Exemplifying Excellence Through Sustainable Service”. We have not only added eager, dynamic graduate and undergraduate sorors to our Ivy Vine, but we have also added two Marvelous new chapters to the region, filled with enthusiastic sorors who are ready to make a difference in their communities. Sorors, you have made me immensely proud of the work you’ve done and the lives you’ve touched through your creative programs, and the partnerships you’ve developed with organizations in your local communities. I know that you will continue to thrive and be a blessing to those you serve and to our sorority for many years to come. Sorors, there are still opportunities to do “A New Thing” over the next six months with the grace, resilience, and determination of true Alpha Kappa Alpha leaders. I love and appreciate each one of you for sharing this moment in time with me and my entire administration. I look forward to seeing you at the conference to celebrate our Marvelous successes and look to the future of the Mid-Atlantic Region with faith, hope, and love for our sisterhood. My Dear Sorors of the Marvelous Mid-Atlantic Region, With sisterly love, it is my privilege and honor to serve as your 69th MidAtlantic Regional Conference Chairman. The sorors of the Tidewater Cluster are elated to host this year’s conference and anxiously welcome you to Hampton Roads. The area is comprised of historic beginnings, woven in diverse charm, and the home of our “Hidden Figures” heroines. During March 24-27, 2022, in Hampton, Virginia, the pink carpet will be rolled out for you, my sorors, as we turn the city pink and green! This year’s theme, “A Journey to Excellence: Mission Complete”, is very fitting to celebrate our Regional Director, Soror Jennifer King Congleton, as she presides during her final Regional Conference. To no surprise, you can expect to see new things sprinkled throughout the conference such as the Jewels’ Reception, the Old School vs. New School evening event, and the Legacy Parade, just to name a few. Please review the conference offerings and prepare to be inspired, renewed, and ready to serve. The dynamic sorors of the Tidewater Cluster have been working tirelessly and are dedicated to planning four days of exciting and engaging activities, informative meetings, and thoughtprovoking workshops…just for you! The Regional Director, Soror Jennifer King Congleton, the Co-Chairman Soror Cynthia Salley Nicholson, the Conference Planning Committee, and I are excited to host the 69th Mid-Atlantic Regional Conference in person. Greetings Sorors: It is an honor to serve as the Co-Chairman for the 69th Mid-Atlantic Regional Conference. We are so excited to host this year’s conference in Hampton, Virginia. Our theme, “A Journey to Excellence: Mission Complete”, captures the journey of our 19th Mid-Atlantic Regional Director, Soror Jennifer King Congleton. Her program of “Doing a New Thing” encompassed more than any of us could have ever imagined. This year’s conference will be a time of celebration and reconnecting with our beautiful sorors. This conference has events planned with you in mind. You will see that each program reflects our conference theme. Tidewater Cluster sorors have been purposefully planning for your participation and enjoyment. We are anticipating our time together to enjoy the Public Meeting, Leadership Breakfast, Jewels’ Reception, Legacy Parade, and so much more. To my Sorors of the Marvelous Mid-Atlantic Region, I am oh so excited to welcome you all to the 69th Annual Mid-Atlantic Regional Conference as we gather one last time under the well accomplished “A New Thing” administration. I feel so blessed to have been chosen by our Regional Director, Soror Jennifer King Congleton to lead the Undergraduate Activities Committee this year. The experience of learning from our Regional Director and all members of the regional conference planning committee has been a great honor. Furthermore, this planning process has truly deepened my love and knowledge of our wonderful sorority and Marvelous Mid-Atlantic region. I am also so delighted to have been able to work closely with the Undergraduate Activities Committee Co-Chairman, Soror Taylor Cason as well as the other members of the Undergraduate Activities Committee and the graduate sorors who helped guide the committee. I am so pleased with the program that we have worked to prepare for you all, and I am certain that this will be a meaningful experience. To my Sorors of the Marvelous Mid-Atlantic Region, I would like to extend my warmest sisterly greeting! I am so excited to welcome everyone to our 69th Mid-Atlantic Regional Conference. I am overjoyed at the idea of us being able to gather in person again. On behalf of the undergraduates, I am honored to be supporting our Regional Director, Soror Jennifer King Congleton, during her last marvelous MidAtlantic Regional Conference. I have acquired so much wisdom and guidance from her as well as the graduate sorors of the Mid-Atlantic Regional Conference Planning Committee. I am elated to have been granted this opportunity. It has been a privilege to work alongside the Undergraduate Activities Chairman, Soror Tristan Andrews, members of the committee, and our Marvelous Mid-Atlantic Region Graduate Advisors to recognize the outstanding accomplishments of our undergraduate sorors while ensuring a productive and educational program that will continue to cultivate and encourage high scholastic and ethical standards. Sorors, although we have spent time apart due to COVID-19, we are now closer than ever. Throughout this past year, we have bonded together, and we have painted a picture of true sisterhood through creative measures. Additionally, we have found innovative ways to illustrate “service to all mankind.” I am delighted to share this experience with such virtuous women. Greetings Sorors, I am honored to serve as the Undergraduates Activities Committee Resource for the 69th Mid-Atlantic Regional conference, "A Journey to Excellence: Mission Complete". The Undergraduates Activities Committee has been working diligently to plan events that represent our Regional Director’s, Soror Jennifer King Congleton, commitment to the leadership development of Undergraduates during her administration. Leadership Development is never an accident. It is always the result of a commitment to excellence, intelligent planning, and focused, strenuous effort. Soror Congleton has accomplished all of this and so much more, doing “a new thing” while ensuring that our Undergraduates had a seat at the table. I invite you to join the Undergraduates at their luncheon "Continuing a Journey of Excellence: A Regal Affair" to celebrate the success of the Undergraduates during this administration who have been selected as Leadership Fellows, served at the International and Regional levels, exemplified scholarly excellence, and kept their commitment to providing impactful community service in their campus communities. Sorors, this conference will unite our community of extraordinary women from throughout the region as we celebrate “with main and with might" all we have accomplished over the last year. In addition, the conference will offer a unique opportunity to have Undergraduates return to their campus communities and chapters fully prepared to effectively lead, share best practices, and develop impactful programs in their communities. Greetings Sorors, On behalf of Madam Regional Director and the 69th MARC Planning Committee, welcome to Hampton! Please review this health and safety information to ensure we have a wonderful Regional Conference. During the conference, our Medical Corps will be overseeing both a Covid Response Team and a Medical Response Team which will be working collaboratively to keep your safety as our top priority. The Medical Corps Office is in the convention Business Center area. Sorors please always wear your surgical or HN95/N-95 masks while in the Hampton Roads Convention Center (HRCC) unless you are actively eating or drinking. You are also asked to maintain social distancing and practice good hand hygiene throughout the conference. Covid Response Team members will be overseeing our COVID-19 related procedures to ensure alignment with our international leadership and CDC recommendations as well as best practices including monitoring of COVID-19 vaccination status, COVID-19 testing within 72hours of being onsite, daily temperature checks, and symptom monitoring. Medical Response Team members are available to assist with minor medical issues in the office during the day and will also be available at conference events in case of emergencies. Look for sorors wearing “Medical” and “Covid Response” badges. For serious medical emergencies, 911 should be activated to ensure timely medical care by local 1st responders. The Hampton Roads Convention Center (HRCC) has Automated External Defibrillator (AED) devices throughout the convention center in the event of an emergency medical situation such as cardiac arrest. Please bring and take your prescribed medications and carry other essential items with you such as inhalers, EpiPens, hand sanitizer, and masks. Drink plenty of water and wear comfortable shoes. Also please pay attention while using escalators and stairs to prevent falls. Make sure you have “In Case of Emergency” contact numbers with you and updated on your cell phone. And if you have medical alert jewelry (bracelet/necklace), please wear it for ease of identification. If there is a need for evacuation or other emergency events, the HRCC team will notify convention guests. Medical Corps members will assist with exiting the building and gathering in safe locations outside. If there is an emergency at your hotel, please follow the direction of the hotel staff and/or call 911. 2022 P ROPOSED S TANDING R ULES RULE 1

The Rules of the 69th Mid-Atlantic Regional Conference shall be governed by the Constitution and Bylaws and the Manual of Standard Procedure of Alpha Kappa Alpha Sorority, Incorporated®, as well as Robert’s Rules of Order Newly Revised, 12th Edition.

RULE 2

After the opening ceremonies, and upon the opening of the first business session, the Credentials Committee will report to the Assembly and Madam Regional Director will seat the Delegation for the 69th Mid-Atlantic Regional Conference, Hampton, VA, March 24th – 27th, 2022.

RULE 3

The second order of business shall be the adoption of the Proposed Standing Rules.

RULE 4

The third order of business shall be the adoption of the Conference Agenda as presented by Soror Jennifer King Congleton, Mid-Atlantic Regional Director.

RULE 5

Each business session and all program activities shall begin and end promptly, in accordance with the official Agenda. The Mid-Atlantic Regional Director, as the presiding officer, may make exceptions.

RULE 6

The Regional Director shall appoint a Grammateus, an Anti-Grammateus, a Philacter, and other officers she deems necessary to carry out the adopted agenda of this conference.

RULE 7

Identification badges issued by the Registration Committee shall be worn for admission to all business sessions, workshops, vendors, and conference functions that are not open to the public. Identification badges may not be transferred without proper action from the Registration and Credentials committees.

RULE 8

All sorors certified as delegates shall be seated in the designated area during all business sessions of the conference.

RULE 9

A delegate permanently leaving the Conference shall notify her Basileus, report to the Registration Committee, and relinquish her badge. The alternate shall assume her status as a delegate for the remainder of the conference upon clearance by the Registration and Credentials committees.

RULE 10

In all conference matters not provided for in the Alpha Kappa Alpha Sorority, Incorporated® International Constitution and Bylaws, Robert’s Rules of Order, 12th Edition, shall govern the body.

RULE 11

The voting strength of the conference delegation shall be announced at the opening of the first business session and each plenary as needed by the Chairman of the Credentials Committee.

Sorors presenting reports to the conference shall, as recommended by the most recent Official Guide to Alpha Kappa Alpha Sorority, Incorporated® Protocol, address the assembly as follows:

“To Madam Regional Director, Soror Jennifer King Congleton, Madam Supreme Basileus, Soror Glenda Glover, to our Former Supreme Basilei, Members of the Directorate, and all others who serve Alpha Kappa Alpha, Good Morning/Afternoon.” This specific greeting, however, is only stated by the first speaker of the event. All others who follow need only acknowledge the Regional Director, Soror Congleton, and the Supreme Basileus, Soror Glover, or the First Supreme Anti-Basileus, Soror Anthony, and then proceed with their committee reports. All reporting committees and speakers should provide either a hard copy or an electronic copy to the Mid-Atlantic Regional Conference Grammateus before or immediately following the presentation to the Conference.

RULE 13

Except for designated conference personnel, all sorors with electronic communication devices (to include cell phones, laptops, notebooks, and iPads) shall set the devices to silent, vibrate, or off.

RULE 14

Due to the confidential and proprietary nature of sorority business conducted at the 69th MidAtlantic Regional Conference, taking pictures, video, and/or audio recordings of plenary sessions, workshops, and forums are prohibited. The only exception to this Rule will be the instances where awards are presented during plenary sessions. Any Soror found violating this Rule will be asked to leave the meeting by the Presiding Officer, or by the Philacter or Facilitator and the Soror will be asked to delete the images and/or information from her electronic device(s).

RULE 15

Diamond Sorors, Pearl Sorors, Golden Sorors, former Supreme Basilei, International Committee Members, former Regional Directors, Region Committee Chairmen, and physically challenged sorors shall be provided a special seating area.

RULE 16

All conference attendees shall refrain from walking during Dais introduction, during meditation, or while the Regional Director or the Supreme Basileus is giving her address to the Conference.

RULE 17

Tickets are required for entrance to all meal functions and other ticketed events.

RULE 18

Each soror shall recognize that seating not otherwise designated as special seating is open at all conference activities. Therefore, with the exception of the Conference Gala, holding seats shall be considered unsisterly.

RULE 19

With the exception of Diamond Sorors, Pearl Sorors, Golden Sorors, Directorate Members, former Supreme Basilei, former Regional Directors, International Committee Members and physically challenged sorors, sorors who arrive after the signal to close the doors has been given at the business sessions of the conference, shall pay the Philacter a fine of Two Dollars ($2.00) and use the password to gain entry. The password is _________________________.

RULE 20

Monies collected as fines shall be donated to a charity identified by the Regional Director at the close of the Regional Conference. The amount collected shall be disclosed at the conclusion of the Regional Conference.

RULE 21

All attendees shall stand when the Regional Director, the Supreme Basileus, and former Supreme Basilei enter the room, and when they are introduced.

The presiding officer shall Rule out of order any discussion, debate, or proposal not specifically related to the conference agenda.

RULE 23

Discussion and debate shall be limited to two minutes per member. No soror shall speak more than once per issue and the total debate time shall not exceed 10 minutes.

RULE 24

Sorors who wish to address the Chair must do so from a floor microphone. Upon recognition by the Chair, the soror must give her name, chapter name, chapter location, and delegate or non-delegate status.

RULE 25

Only certified delegates shall make motions, second motions, or vote. Non-delegates may speak if recognized by the Chair but may not make or second motions.

RULE 26

Announcements shall be made from the platform only. Announcements must be in writing and must include the full name, the chapter, and the signature of the soror submitting the announcement.
