An estimated 20,000 local and regional experts and decision makers will be in attendance at ADNEC for ISNR Abu Dhabi 2016 this week.

SECURING HOMES ACROSS THE REGION ISNR Abu Dhabi has returned this year with a special emphasis on the world of home security systems, focusing on homeland security, national resilience, information security and critical infrastructure security. At this edition of ISNR Abu Dhabi, the global home security system market will receive some of the limelight as a high-potential market projected to grow at a rate of above 13 per cent, according to the Global Home Security System Market 2015-2019 report. Rising incidents of security concerns have led to increased safety measures by residential dwellings. Parallel to this, advancement in technology and emergence of smart homes has led to the rise of integrated home security systems, which can be connected to smartphones enabling users to monitor residences from remote locations. With increasing investment in R&D and the introduction of many

innovative applications and solutions, the main aim of vendors is to reduce the cost of expansion, storage, and maintenance of security solutions. The changes in consumer preferences are forcing vendors to deliver innovative residential security solutions with high efficiency. New and maturing sectors and technologies such as standoff people and vehicle-borne IED detection, cargo screening, cyber security, airport perimeter security systems, automated border control kiosks, and advanced ICT technologies have created new market niches and fresh business

opportunities in airport security technologies and solutions. ISNR 2016 deputy chairman of the higher organising committee Major General Dr Ahmed Nasser Al Raisi said, “The regional mega-events that will be hosted by the region alone are driving infrastructure investment of up to US$700bn between now and 2020. These investments include residential and commercial construction, transportation infrastructure, and public utilities; all of which must be protected with advanced security systems and solutions.” The home security system market segmented by product includes electronic and smart locks, alarms, security cameras, security solutions, DIY home security and sensors and detectors. In 2014, the security cameras segment of the global home security system market formed the highest contribution of close to 22 per cent, and this trend is expected to continue in the next five years.

Firefighters to test skills and agility during UAE World Firefighter Challenge Abu Dhabi National Exhibition Centre will this week host the UAE World Firefighter Challenge. Held on the sidelines of ISNR Abu Dhabi 2016, the event is being held in collaboration with Reed Exhibitions and organised by the Ministry of Interior. Represented by the Civil Defense General Command, in collaboration with the UAE-based 911 Challenge, the competition will run throughout the three days of ISNR, with the UAE national team competing with a number of teams from around the world. The winner of the 2009 edition of the championship, Dwayne Drover, said, “The UAE World’s Firefighter Challenge counts among the strongest and best contests in the world.” Competitors will face a series of

unique motivational competitions, which will test their basic fitness skills, stamina and innovation, as well as their capacity to exchange know-how with their colleagues. The competition will consist of six key tasks that test firefighters’ basic strength and stamina,

including stair climbing, hose hoisting, forcible entry, running, hose advancing and victim rescue. The tasks will vary from competitor climbing a six-storey tower while carrying a 20kg highrise pack of hose, to dragging an 80kg Rescue Randy mannequin over a distance of 30 metres. Other tasks will see competitors simulate a forcible entry by moving a hydraulic beam with a shot mallet and running as fast as possible while shouldering a fire hydrant nozzle end, for a distance of 43 metres. Mohammed Hassan Al Ahmedi, CEO of 911 Challenge, said, “Organising such competitions aims at developing firefighters’ skills and encouraging fair competition amongst them, in terms of speed, skills and fitness.”

POLICE PAVILION TO HIGHLIGHT TRENDS A dedicated “Future of Policing” pavilion at ISNR Abu Dhabi 2016 will look to highlight new trends and developments in the equipment and technology being deployed worldwide, and how these are being applied regionally.

Regional police services have been increasingly utilising technologies that help them to fight crime more effectively, as well as to engage closer with citizens and deliver better services, including wearable devices, analytics and social media. The pavilion will showcase innovative technologies, such as video, mobile solutions and data sharing, that help police services to improve their operational efficiency and work closer with the public. MOI DELEGATION VISITS SOUTH KOREAN SAFETY AND SECURITY EVENT A delegation from the Ministry of the Interior (MoI), headed by Major General Dr. Ahmed Nasser Al Raisi, Inspector General of the Ministry of Interior and Vice Chairman of the Higher Organizing Committee of ISNR Abu Dhabi 2016, paid a visit to the Korea International Safety & Security Expo 2015 (K-Safety Expo 2015), held at the Korea International Exhibition Center (KINTEX), in the South Korean capital Seoul. Major General Al Raisi, who headed the UAE delegation, said that the visit came while preparations were underway for ISNR Abu Dhabi 2016, and invited international companies to participate and showcase their latest equipment, devices and technologies in internal security, prevention and safety at this year’s event. During their visit to KINTEX, Major General Al Raisi and the accompanying delegation met with Lee Seong-ho, Undersecretary of the Ministry of Public Safety; MyungSoo Lee, Director of the Disaster and Safety Sector at the Ministry of Security and Public Safety, the organiser of the K-Safety Expo; as well as a number of South Korean security officials.

During the delegation’s meetings, a number of topics of mutual concern were discussed, with ways to strengthen cooperation and coordination between the two sides in various security fields high on the agenda. The delegation visited a number of pavilions at the exhibition, including participating international companies specialising in security products and equipment manufacturing. The delegation was briefed on the state-ofthe-art and advanced technical devices showcased by the companies in the field of security and safety. Among the national and regional pavilions at ISNR Abu Dhabi 2016 will be France, North America and Germany.

CYBER CRIME CONFERENCE TO FOCUS ON DELIVERING BEST PRACTICES The conference will feature experts from across multiple organisations to address the risks and challenges. The 6th International Cyber Crime Conference will be launched on Wednesday, March 16th under the patronage of HH Sheikh Saif bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Interior. The conference will be organised by the UAE Ministry of Interior and the Institute of Training and Judicial Studies, in cooperation and coordination with the UAE Ministry of Justice, Telecommunications Regulatory Authority, and National Electronic Security Authority. The one-day event will bring together members of the judiciary, police and security agencies, university professors and law students, information technology, and legal advisors across government and non-government agencies, public and private technical institutions and community organisations. Major General Ahmed Nasser Al Raisi, Deputy Chairman of the Higher Organizing Committee, ISNR 2016, said, “The International Cyber Crime Conference is aligned with the UAE Ministry of Interior framework in delivering best practices in how best to prevent and fight crime, and in strengthening the security and stability of UAE citizens and residents. This conference is held in line with UAE Vision 2021 and Abu Dhabi Vision 2030 goals of implementing advanced egovernment solutions, with the UAE aiming to be one of the top five e-governments in the world.”

The International Cyber Crime Conference will accompany Infosecurity Middle East 2016, a branch of Infosecurity Europe, which has been Europe’s leading information security exhibition and conference for more than 20 years.

Major General Al Raisi added that the UAE Ministry of Interior has promoted and strengthened awareness in the UAE’s business community to address the challenges arising from cyber threats, and to identify the most effective means to counter and reduce risks and effects. The International Cyber Crime Conference aims to carry out shared responsibility by providing a platform to discuss and debate the problems, and to share information and find solutions to the challenges facing Smart Cities. Chancellor Dr Mohammed Mahmoud Al Kamali, Director General of the Institute of Training and Judicial Studies, noted, “The participation of experts and specialists at the conference will contribute to the development and promotion of strategic partnerships to confront the growing challenges of cybercrime, and enrich the communication and dialogue between legislators, lawyers, police

officers, technicians, and specialists to combat cybercrimes.” According to Lt. Colonel Faisal Mohammed Al Shammari, Executive Director of Ministry of Interior’s Smart Government Program, and Chairman of the Conference Organizing Committee, “The conference aims to address the legal, security, and technical themes related to cybercrimes. Attendees can exchange scientific and technological knowledge and expertise, and build an awareness and culture of information security in several areas, including vital infrastructure and geographic information systems. “The conference will also allow the public and private sectors to learn the best practices in the field of combating information technology crimes.” The International Cyber Crime Conference will feature presentations and panels on key topics such as ‘Security in the Age of the Internet of Things’, ‘National Agenda for Information Security in the UAE’, ‘Smart City Security’, ‘Towards Online Safety for Children’, ‘Privacy in the Age of the Internet of Things and Smart Cities’, ‘Smart Citizen Awareness, Culture, the Digital Divide – Challenges and Opportunities’, and ‘Security of Online Financial Services, Necessity or Privilege?’. OSHAD TO CO-HOST OSH-MIDDLE EAST EXHIBITION AT ISNR 2016 The return of the event marks the growing importance of worker well-being across the Middle East region. In conjunction with the seventh ISNR Abu Dhabi, the second Occupational Safety and Health – Middle East Exhibition (OSHME) is taking place where hundreds of exhibitors and top international OSH experts from government, semi-government and private sectors are participating. Abu Dhabi Occupational Safety and Health Centre (OSHAD) is the co-organiser with the Ministry of Interior and Reed Exhibitions. Dr Jaber Al Jabri, Director General of OSHAD, said, “Organising the Occupational Safety and Health – Middle East event is in line with OSHAD’s role as the competent authority on occupational safety and health in the emirate of Abu Dhabi. This event will help to enhance the OSH culture in the Emirate, increase awareness of OSHAD-SF and highlight the best international practices in this field by showcasing the latest tools and solutions which contribute to identifying risks. The event will also introduce us to the latest OSH technology and the main challenges facing OSH systems locally and internationally.”

OSHME, which expects 17,000 visitors, will witness the signing of MoUs with international OSH organisations. The first OSHME event was held in conjunction with ISNR Abu Dhabi 2014 and hosted around 7,000 visitors. More than 65 exhibitors from nine different countries participated in OSHME in addition to 120 employees from 10 government sectors. Furthermore, 12 speakers participated in the OSH conference and 300 visitors attended. The event also included 10 specialised workshops, which welcomed 851 participants who were able to accumulate Qudorat Continual Professional Development (CPD) hours for their attendance.

Blighter Surveillance Systems Limited has received the 9/11 Transportation Security Enterprise Award from InterPortPolice, the International Association of Airport and Seaport Police. The awards recognise the commercial security products or services that have assisted law enforcement and safety agencies in the fight against terrorism, crime and disasters. Blighter Surveillance Systems was awarded for its innovative Blighter B400 Series perimeter security radars. The Blighter B400 series Doppler radar delivers a 24/7 all-weather persistent surveillance capability. It can detect a walking person at 11km or a large moving vehicle at 25 km and then cue a camera system to follow and identify targets. A new radar has recently been launched – the Blighter A400 series – to detect small consumer drones or UAVs, and has been integrated into the world’s first Anti-UAV Defence System (AUDS) capable of detecting, tracking and disrupting drones at ranges up to 10 km.

UK’S HOVERCRAFT FIRMS TO DISPLAY CAPABILITIES AT ISNR Griffon Hoverwork’s has brought its most advanced 2000TD hovercraft demonstrator to the UAE for sea trials. The hovercraft is part of a capability package that has been assembled by companies from the UK’s BISEN consortium, working in partnership with UAE businesses. The systems were subjected to trials and evaluation by UAE and British users before being demonstrated at ISNR. The products include Clearwater Tracking’s Detect and Respond system with their Raptor tracking system. Improved detection comes from the combined sensors of Skydroid’s Aeryon SkyRanger™ UAS operated from the hovercraft as a carrier for the drone and downlinked to the hovercraft’s Bluestone cabin situational awareness displays. The same displays also show data from the hovercraft’s own optical and thermal imaging overhead camera systems plus third party event data feeds. The combined information allows better local response planning and

update during movement to respond to incidents ranging from critical infrastructure protection, pollution control, search and rescue, maritime security and coast guard functions. Inmarsat’s Fleet Broadband 250 provides sharing of the combined situational awareness data with other licensed users. On land, Weatherhaven’s deployable EH-MECC is a fully assembled, self contained mobile shelter which has been configured as the command post and is equipped with the same detect and

respond system. The command post receives the satellite broadcast data feed and video broadcast from the SkyRanger and hovercraft sensors for wider response team planning. The EH-MECC is also configured for many other functions such as medical care, workshops and temporary accommodation. The hovercraft is equipped with OTO Melara’s Hitrole system which provides a fully stabilised platform for the thermal and optical sensors and self defense systems. Also at ISNR will be Jankel, who are presenting e2v’s RF Safe-Stop™ engine immobilisation system, and LCM-IFC, who are presenting their end-to-end fuel management used in the sustainment of the power systems. The UK team has been working with two notable UAE businesses to prepare and conduct the demonstrations. Siham Al Khaleej Technology are providing the Hitrole and the system assembly and operating base, and High Speed Craft are providing logistic support and local hovercraft expertise for the trials.

IEP’S ‘DETECT AND RESPOND’ SYSTEM FOR SECURITY AT SEA Intelligent Enterprise Products (IEP) will be part of a collective of local businesses from the UK demonstrating a ‘detect and respond’ system to enable a more coordinated response to dangerous situations at sea. The system will include a hovercraft, a quadcopter unmanned aerial vehicle (UAV) and a self-contained mobile shelter, and is being showcased at ISNR Abu Dhabi this year. IEP is currently working to combine video images from a UAV

or drone with other video feeds from a hovercraft, so that decisionmakers working for the coastguard or in maritime security can see multiple angles of urgent situations at the same time. The different views could even be viewed remotely from deployable command centres stored inside shipping containers, provided by Weatherhaven Global Solutions. The project is being coordinated by the BISEN Group. Managing Director of the BISEN Group Nick MacLeod-Ash said that

MARITIME SECTOR: THE NEW PLAYGROUND FOR CYBER-ATTACK? The maritime sector is vulnerable to a range of cyber risks and examples of breaches have occurred. Are cyber defenses being developed to address the threats faced? The increased use of computerised systems for everything – from navigation to container inspection – has enhanced the safety of seafarers and vessels at sea, and improved the efficiency of ports. But the industry move towards ‘smart’ ships, systems consolidation and global connectivity also has multiplied the potential impact of cyber-attacks in the maritime sector. The International Maritime Organization (IMO) and the US Government Accountability Office (GAO) in the past several months have raised concerns about the appalling poor level of security preparedness across the maritime sector. The IMO says the threat of cyber-attacks in the sector has intensified and warns that shipping and supply chains are becoming the “next playground for hackers”. Data on the extent of the maritime industry’s exposure to cyber crime is hard to come by with the number of reported incidents relatively low as most companies don’t want to ‘go public’ for fear of alarming clients, investors or insurers, industry experts say. Industry experts believe the maritime community has been able to avoid media coverage, not because it is immune from cyber threats but mostly because of luck, timing and the desire to keep the incidents under the radar. Other than for cyber-breaches of financiallyregulated data and personally

identifiable information, there is no mandatory reporting. “So, like rogue icebergs, the scale of the threat remains unseen,” says professional services, insurance brokerage and risk management firm, Willis Towers Watson. Merchant shipping is in the midst of a wholesale adoption of various e-navigation and integrated identification systems (AIS) to supplement marine radar, the chief method of vessel detection, positioning and collision avoidance, Willis Towers Watson explains. The IMO, via The International Convention for the Safety of Life at Sea (SOLAS), has made the adoption of AIS mandatory for vessels above a certain size. Vessels also are embracing GPS and

electronic chart display and information systems that are often integrated with a company’s AIS. Both AIS and GPS, as well as ECDIS, have been proven to be vulnerable to hacking and gaining access to these systems could give criminals the ability to disable or multiple ships transiting strategically important waterways,” says Willis Towers Watson. In 2011, the Iranian shipping line IRISL, for example, suffered a widereaching cyber-attack, damaging data related to rates, loading, cargo numbers, delivery dates and places. As a result, the locations of certain containers could not be identified and even though the data was recovered eventually, a considerable amount of cargo ended up in the

wrong locations, or was permanently lost. There also has been incidents where a floating rig was shut down by hackers tilting it, while another rig being moved from its construction site to its drilling location became so infected by malicious computer software that it had to be shut down for 19 days in order to fix the issue. Ports use similarly vulnerable integrated systems and software to track and manage the transit and handling of cargo, as well as terminal operations, and consequently also are lucrative targets for terrorists and criminals. A recently reported incident revealed that the Belgian port of Antwerp had been subjected to a persistent cyber-attack that had been ongoing since June 2011. The penetration allowed the attackers to have remote access to the terminal systems, and consequently were able to release containers to their own truckers without knowledge of the port or the shipping line. In addition to recent reports regarding the hacking of oil rigs and the manipulation of GPS, AIS and ECDIS, the marine bunkering community has suffered substantial losses due to cyber-attacks. According to Copenhagen-based maritime cyber security firm, CyberKeel, the fuel supplier World Fuel Services a couple of years ago fell victim to a bunkering scam reported to have cost the company an estimated US$18mn, in what was described as a cyber attack. Last August, it was reported a Cyprusregistered shipping company was the victim of a fuel supplier scam that reportedly cost the company some US$644,000. CyberKeel found that 18 of 20 of the largest container shipping lines were vulnerable to cyber-attacks, including methods called ‘clickjacking’, tricking shippers into giving away usernames and passwords by leading them onto a fake website, hosting a perfect copy of the company’s genuine website.

But in the past couple of years, the maritime sector has slowly begun to recognise, acknowledge and address the need for greater information-sharing and the need to develop maritime cyber security regulations and guidelines. While the industry does not currently have any cyber security regulations, change is on the horizon. Last year, the US Coast Guard launched a year-long initiative to fully understand the cyber threats facing the industry with the ultimate goal of developing cyber security guidelines. Halfway through this initiative in June, the Coast Guard issued a Cyber Strategy, summarising its vision for operating in the cyber domain. The Cyber Strategy discusses the Coast Guard’s approach to defending cyberspace, including risk assessment and risk management and the strategic priority of protecting critical maritime infrastructure, which includes ports, facilities, vessels and related systems that facilitate trade within the USA. After taking a decision back in 2013 to engage in the issue of cyber security for ships, the world’s largest international shipping association, the Copenhagen-based Baltic and International Maritime Council (BIMCO), in early January launched a set of guidelines to help the global shipping industry prevent major safety, environmental and commercial issues that could result from a cyber incident onboard a ship. The cyber guidelines,

developed in association with other leading international shipping associations, namely the International Association of Dry Cargo Shipowners, the International Association of Independent Tanker Owners, the International Chamber of Shipping (ICS) and Cruise Lines International Association (CLIA), are a first for the shipping industry. Angus Frew, secretary general and CEO of BIMCO, says the aim is to provide the shipping industry with clear and comprehensive information on cyber security risks to ships, enabling shipowners to take measures to protect against attacks and to deal with the eventuality of cyber incidents. Cyber threats are changing all the time, and BIMCO and the other involved industry associations will regularly update the cyber guidelines to ensure shipping companies have all of the latest information available. Frew says shipping companies need help to take a risk-based approach to cyber security that is specific to their business and the ships they operate. While increasingly many in the maritime industry now accept the reality of cyber crime and realise just how vulnerable the sector is to cyber-attacks, the sheer size and diversity of the industry and the constantly changing nature of cyber threats, mean the cyber risk and its potentially devastating fallout is an issue that is not going to be resolved anytime soon.

PPE (Personal Protection Equipment) Catwalk Show Al Masaood In this demonstration a catwalk will be used not to demonstrate the latest fashion trends, but rather to highlight the different types of attires worn by workers to minimize exposure to serious workplace injuries and illnesses. This demonstration shows the importance of these attires and how a person’s life can be saved if used properly.

Mobile Scaffold Tower Show PASMA Demonstration of the safe use of Mobile Scaffold Tower system, and understanding the instruction manual. There will be a building technique of Advanced Guard Rail (AGR) which focuses on collective fall prevention. Followed on by Scaffold Inspection. The show will also include a scenario in which the Mobile Tower collapse and two workers get injured from a fall at height.
