Major General Ahmed Nasser Al Raisi, Inspector General of the Ministry of Interior and Deputy Chairman of the Higher Organizing Committee of ISNR Abu Dhabi 2016, underlined that ISNR reflects the leading role played by the UAE in giving priority to the safety of its citizens and residents. “It also provides the participants with the opportunity to share global best practices, being the world’s largest homeland security and national resilience event,” he said.

SMART CITY IS KEY TO SECURITY: THALES’ V-P Global security provider Thales is showcasing two innovations – Spy’Ranger and 6-Watch – at ISNR Abu Dhabi 2016. Thibaut Trancart, VP, Country Director, UAE, spoke to the ISNR dailies team about its presence in the Middle East, especially the UAE, and on being the market leader in security solutions.
ISNR: Can you speak about Thales’s presence at ISNR Abu Dhabi 2016?

ISNR: How do you view the security situation in GCC today? TT: The situation is changing every day for various reasons. The waiving of sanctions in Iran could be game changing, and the ongoing war in Syria is concerning. The countries around the globe need to ensure that borders are protected and secure. Thales’ Spy’Ranger is specifically dedicated to air and land contact intelligence missions for non-permissive operations, and can be used for contact intelligence and recognition missions at task force.
ISNR: What are the growing trends of security in the region? TT: For me, one of the biggest growing trends is the evolution from safe city to smart city. That’s driving a lot of things like cyber security. It is the new force in the armed forces, civil defense and infrastructure such as water and energy.

WATER CANNON TRUCK FROM NORINCO IS NON-LETHAL BUT EFFECTIVE China North Industries Corporation (NORINCO) WCT-1 anti-riot water cannon truck has the ability to effectively disperse a riot crowd. As one of the most important deterrents in mass riot control operation, this non-lethal weapon integrates a lot of advanced systems and equipment. With its tough appearance, high mobility, self-protection and easy operation, it enjoys a high reputation in the Chinese Armed Police. The truck consists of a water cannon system and two DC electrical motors capable of pan tilt movement. The water cannon’s maximum range is 50 metres. The cannon is capable of mixing tear gas with water or dye, which can all be operator controlled. The centrifugal sprayer pump has an automatic air intake, meaning it can function continuously for several hours. The pump has a minimum capacity of 3,600 litres output per

minute, and has a suction capacity of six metres’ depth. The pump has an independent engine, running on water or aircooled diesel. The glass, light and camera are protected with wire nets or are covered with fire protection foam
systems on the vehicle top and bottom, controlled by a control panel in the cab. To avoid rioters getting close to the vehicle, nozzles are mounted at the top of the sides of the vehicle to spray gas or dye.

INVESTMENT IN CYBER SECURITY SET TO RISE Regional governments set to spend upwards of US$9.5 billion on cyber security by 2019.
Cyber security was among the leading issues to be addressed at the 2015 World Economic Forum.
The commitment of governments from across the Middle East to tackle the growing threat of cyber-crime is being proven by their continuing investment in cyber security. According to a report from PricewaterhouseCoopers, 42.8 million information security incidents were reported globally in 2014, which was representative of a rise of up 48 per cent on the previous year’s incidents. As a result, governments from across the region will spend upwards of US$9.5 billion on cyber security by 2019 over the next four years, according to a MarketsandMarkets report. Meanwhile, the Cisco Annual Security Report said that the Middle East faced increasing malware threats from cyberattacks, particularly in the energy sector, which was in the global top five “most-at-risk” industries for malware in 2014.

The global energy sector was subject to a 300 per cent higher malware encounter rate than the median industry, the report noted.

SECURING THE BUILT ENVIRONMENT AND CRITICAL INFRASTRUCTURE Mark Whyte, senior managing director of Control Risks, discusses the security risks to the built environment and critical infrastructure, as well as the mitigation strategies that can be applied to help secure these valuable, and often vulnerable, assets. Ninety-nine per cent of Qatar’s population lives in cities.
The UN in its World Urbanisation Prospects report predicts the continuing urbanisation and overall growth of the world’s population, with the addition of two and a half billion new urban inhabitants by 2050, nearly 90 per cent of this increase being concentrated in Africa and Asia. At the same time, the proportion of the world’s population living in urban areas is expected to increase, reaching 66 per cent by 2050. Nowhere is this trend more marked than in the GCC states. In the UAE for example, 85 per cent of the population already live in cities, and that figure has been

forecast by the UN to rise to 91 per cent by 2050, while in Qatar the figure already stands at 99 per cent. Massive infrastructure projects are underway in the region along with major new urban developments such as Saudi Arabia’s King Abdullah Economic City. While Dubai is making progress with its ambitious Smart City initiative, which involves 100 projects across infrastructure, transport, communications, economic services and urban planning. The built environment and critical infrastructure have long been subject to a range of threats and hazards – from anti-social behaviour
and general criminality, to sabotage, terrorism and natural hazards. “The period since 2001, particularly in western cities, has been dominated by major concerns about terrorist attacks on crowded places, whether office blocks, mass transit systems, aviation – and this has become an increasing concern also across part of Africa and Asia as well,” says Whyte. “We’ve also seen over the last decade increasing concerns about other risks, particularly cyber threats, directed on industrial control systems, something that’s of increasing concern as we enter the era of the smart city.

“And the threat of protest and violent disorder, which can cause a significant impact on business operations, continues. Managing these risks is central to the success of these new urban centres and infrastructure projects,” he notes. What about the application of technology? “Technology plays a very important part in building the protection systems and protecting our future cities and infrastructure, but it is not simply a case of technology alone,” says Whyte. “The technologies are very well known, we’re talking about surveillance systems, protection systems, and we’re also talking now about much more intelligent systems, such as intelligent video analytics, which take a lot of the burden away from operators, because they are using tools and technologies to support their decision making processes,” he adds. “But we’re also talking about physical measures, such as antivehicle barriers. These are not simply measures which are concerned with issues such as terrorism or criminality; some of these measures have multiple uses, for example anti-vehicle barriers can equally be designed to be flood barriers, so we can integrate and develop an allhazards approach to managing risks in these new developments.” When we design and build something we expect it to be operational for 50, 60 or even 100 years, or so, so building in things like vehicle blockers and other physical measures is no trivial task. Once sites are laid up and these structures are up, there are only a few options for any effective or aesthetically acceptable enhancements, depending on the nature or scale of the threat change, particularly that from terrorism. What sort of challenges does this present? “This is one of the key dilemmas facing designers and engineers,” points out Whyte. “If we take terrorism for example, we have

difficulty in comprehending the terrorist threats and risk today, let alone trying to predict what they might be in five, 10, 50 years time. What would be the underlying causes if they manifest themselves as violent radicalism, what will be the targets of choice, what technologies of attack will be available to terrorists in the future? So when we’re designing and putting up new structures the hard physical measures once they are there are much fixed, and are very difficult and expensive to change during the life of an asset. So it is very important that at the early stages of a project we carry out as much horizon scanning and threat risk analysis as we can so that we can be as sure as we can be that the nature of the designs we are putting up will be resilient and properly address the risks that may develop into the future. “It becomes slightly easier on the technology side; technology can be refreshed on a regular basis, surveillance systems, protection systems, access control systems can be upgraded during the lifecycle of an asset at a relatively reasonable cost to address changing threats and risks,” remarks Whyte.
So what is Whyte’s advice to architects, developers and project managers embarking on a major infrastructure projects? “Firstly, think about security as early as you can in the project lifecycle, and gain a comprehensive understanding of the threats and risks – not simply the obvious terrorism and criminality, but look at it from an all hazards perspective, looking at environmental risks, natural hazards, and also things like corruption risk, which may have an impact on the project during both construction and operation. Use that threat risk assessment as a starting point for developing mitigation strategies, which should be a blend of technology, physical measures, policies, plans and procedures. They should be risk based and outcome focused, focused on achieving the desire level of security for the project. “The final point is the human factor,” Whyte adds. “Without an effective human interface for our security systems, investment in technology and physical measures is likely to be wasted.”

Emergency Response and Disaster Prevention high on ISNR Abu Dhabi 2016 agenda As governments throughout the MENA region continue to ramp up their efforts to enhance emergency response and disaster prevention services, more sophisticated solutions are becoming available on the market, with many on display at ISNR Abu Dhabi 2016. Fuelled by a rise in natural disasters in the region, the market is continuing to outpaces the global average. The past three decades have seen natural disasters affect more than 40 million people in the region and have cost their economies about US$20 billion, according to a World Bank report. While the absolute number of disasters around the world has almost doubled since the 1980s, the average number of natural disasters in MENA has almost tripled, the report found. Globally, the emergency response market is set to climb from US$50.4 billion in 2012 to US$131.6 billion by 2019, as interoperable

communications systems that can provide real-time situational awareness to first-time responders are developed to help counter the increasing rise in incidents, according to Frost & Sullivan. The first dedicated event in the Gulf for emergency response and disaster prevention, the Emergency Response and Disaster Prevention (EMDI) exhibition, has been taking place this week at ISNR Abu Dhabi 2016, focusing on emergency response and disaster prevention across land, sea and air. PRODUCTS THE SLIMMEST UNDER VEHICLE SCANNER FROM BLUESTREAM TECHNOLOGY

Bluestream Technology’s UVSS has adopted the world’s leading intelligent area scanning camera, to effectively scan and inspect in real time the undercarriage of vehicles to search and analyse images for explosive devices, suspicious objects or contraband such as drugs and weapons. The system is compatible with standard IP video surveillance system and other security systems for whole security solution. The system is ideal for government, military, custom, hotel and transportation corporation facilities requiring security checkpoints for vehicles such as vans, tractor trailers, buses and passenger vehicles, including trains. The UVSS has the most advanced intelligent camera and adopts the latest intelligent area scan camera technology. Other than transmitting
blindly large-scale data to the back side computer, the intelligent camera analyses, processes and outputs a whole perfect image to the computer. Unlike image distortion issues in traditional system, Bluestream technology ensures high-quality image output and has zero time delay. Easy to install and maintain, the UVSS is the slimmist and lightest in the world, the thickness being just about 48mm, making it convenient to carry and put the system anywhere requiring security checkpoints temporarily. The system supports standard Onvif protocol, can be integrated to IP video surveillance system for total security solution. With the Bluestream technology UVSS, one can view in real-time the entire length of the vehicle. Its colour area scan technology can capture images at at speeds up to 60 km/ph, and it also features highresolution imaging up to full 4096p. The system is compatible with all IP security systems and it can be used in all weather conditions, the company stated.

JAHEZIYA multi-functional safety education unit (MMSEU) is used for the delivery of first aid and basic firefighting training programmes. The MMSEU features four interior rooms and allows it trainers to create more than 10 different interactive emergency response scenarios with dozens of additional hazard recognition training opportunities. Built within a 40-foot tractor trailer configuration, the MMSEU is completely self-contained and selfpowered, using state-of-the-art ‘digital flames’, fire prevention and hazard recognition technologies, and multimedia effects. The mobile unit has been designed to provide experiential learning to occur close to the participants place of residence, resulting in improved hazard identification and reduction measures, which in turn should lead to a reduced number of accidents. Trainees experience safe, but highly-realistic emergency scenarios, which can be varied in intensity and outcome to challenge and prepare them.

The glut of challenges facing the Gulf’s rich oil and gas sector come in all shapes and forms, from maintaining the integrity of critical equipment, and the management of fire and other hazards, through to the protection of field workers. On the security side alone, these threats can range wildly, from armed raids by gun-toting militants to cyber attacks initiated from the across the other side of the world. Both have equal potential to wreak havoc, disrupt production and cause huge losses. Even on the high seas during the transit of oil products, piracy is a persistent threat in certain hotspots around the world, among them the dense shipping lanes off Yemen that run into the Red Sea and on towards the Suez Canal. It means all operators, service companies and

shippers – and the expert teams of specialist contractors they employ – must maintain a near constant state of vigilance to protect the region’s hydrocarbon wealth. Indeed, security planning for threats to upstream fields and all others installations calls for cool heads and a close attention to detail. Given the current wave of hostility in the region, with Syria and northern Iraq engulfed in conflict, these are attributes that are perhaps more in demand than at any other time in the region’s history.
IT security On the technology side, there are multiple layers of security systems that have been designed to maintain the integrity of digital energy assets from cyber attack.
An example of this kind of threat was highlighted in 2012 when Saudi Arabia’s oil industry was a target for hackers and the Stuxnet computer virus. Although production was not affected, the attack caused mayhem in the offices of Saudi Aramco for weeks, infecting the hard drives of more than 30,000 computers, overwriting and destroying data. At the time, experts called it a ‘wake up call’ for the industry, a harbinger of a new age of cyber warfare. And such threats continue to grow, according to industry analysts. Control Risks Group’s RiskMap 2015, which highlights emerging security trends facing multinationals, says weak law enforcement in parts of the world is encouraging cyber crime. It also notes that terrorists and activists are using common platforms.

Cyber warfare These are things that national oil companies, such as Aramco, and the multinationals, must tackle head on. What’s clear is that the array of threats appears to be getting ever more diverse, sophisticated and potent, however. “Increasing technological sophistication and weak state power will combine to render the threat from cyber attack, kidnap and terrorism more severe,” CRG says in its RiskMap 2015 introduction. “How one deals with the inevitable attack, as opposed to how one stops it, will become the key question.” So, if attacks are ‘inevitable’ in some locations, what can industry do about it? Just as the oil industry and cyber criminals have matured in terms of technology, so too have the stateof-the-art solutions that can help to counter the threat. It is a common trend in the financial markets too, where the integrity of data – which could be moving trillions of dollars at any given moment – is equally vital. Keeping communication lines open in times of crisis is one primary objective for oil firms. Leading players in this area include
the likes of Global Security Network (GSN) and Send Word Now, both communications specialists which took part in the Gulf and Middle East Oil & Gas Security 2015 Summit. US-based Send Word Now provides critical support to ensure communication when it’s needed most. Its web-based emergency notification and mobile apps are used by businesses, government and other agencies the world over. GSN, a UAE-based, Frenchowned company, which also took part in the Cyber Defence Summit 2015 in Riyadh in March, has a suite of IT solutions. Its customers include internal security, military, law enforcement, and, of course, the oil and gas industry.
ensuing gun battles that followed Algeria’s decision to retake the field by force, resulted in the deaths of dozens of oil workers and militants. Vital lessons have been learned from these incidents, although, as with anything in the security field, there can be no guarantees. Some territories, such as strife-torn Yemen, have long had to navigate these challenges. But others, notably Syria and parts of Iraq, are also now mired in conflict. The decision by jihadists from Islamic State (IS) to torch the Baiji oil refinery, which once produced around a third of Iraq’s domestic fuel supplies, underlines the fragility of the assets themselves.
Multiple risks
More worryingly, collapse into fullscale sectarian violence in Iraq is a genuine risk, say analysts like CRG. It says with IS unlikely to be defeated by airstrikes alone and no credible ground forces available, a lasting resolution may yet be a long way off. This means the protection of assets, of upstream fields right through to the refineries, hinges critically on boots on the ground also. In some cases, the protection of such billion dollar assets can fall to the armed forces, often working with dedicated security teams. Private security is also a major growth industry, as well. Well known providers include G4S which offers protective security and risk management for oil facilities, housing compounds and pipelines around the world. This includes close protection teams for executives, security guards, check points and patrols for the vast areas that span the largest fields. There’s no doubt it is a challenging assignment, especially at a time of heightened tensions in and around the Middle East region. But like most other challenges facing the oil and gas industry the world over, success is always a team effort.
The prevalence of IT security events across the Middle East to counter hackers shows this is a growing concern to all, notably the host governments, not just the energy sector. Sometimes, however, the threats that face oil and gas companies, both upstream and downstream, are far more obvious and dramatic, and violent. PPE (Personal Protection Equipment) Catwalk Show Al Masaood In this demonstration a catwalk will be used not to demonstrate the latest fashion trends, but rather to highlight the different types of attires worn by workers to minimize exposure to serious workplace injuries and illnesses. This demonstration shows the importance of these attires and how a person’s life can be saved if used properly.
