INTERVIEW
Questions
Answers Vahid Fotuhi President, Middle East Solar Industry Association
Vahid Fotuhi will be taking part in the opening panel session of today's Solar Middle East Conference, entitled ‘Harnessing the vision, leadership and investment driving the region’s solar power and renewable energy research and development’. Having held senior positions at Energy Intelligence, World Economic Forum and Transparency International, Fotuhi went on to be regional director for BP Solar Middle East from 2009 to 2012. He is now president of the Middle East Solar Industry Association, the largest solar trade organisation in the MENA region. MEE DAILY: How has the MENA solar market developed in the last 12-18 months? VAHID FOTUHI: We have seen significant growth in the mEna solar market over the past year. In the uaE, masdar set the bar very high by launching shams 1, the largest solar csP project of its kind in the world. meanwhile in dubai the government commissioned Phase 1 of their solar 1,000mW solar programme in october 2013 and in a few short months they will launch the tender for Phase 2; a 100mW solar PV IPP project. It will be the largest solar PV facility of its kind in the mEna region when completed. In saudi arabia, K.a.carE [King abdullah city for atomic and renewable Energy] issued its White Paper which sets the foundation for how the Kingdom’s 41,000mW solar market will take shape in the next 20 years. In Jordan, we witnessed the government approve an attractive feed-in-tariff for a set of projects totalling 170mW which will be finalised as part of Phase 1 of Jordan’s solar programme. and just a few weeks ago they closed the initial phase for round 2 which will be roughly 200mW. We are also seeing good progress in Qatar, Kuwait, turkey and morocco. the whole region is sizzling with activity and we are thrilled to see solar finally take off in the middle East. MEE DAILY: What are the latest developments in the global supply chain for photovoltaics? VAHID FOTUHI: We have seen the market for solar PV panels stabilise. the days of plummeting solar panel prices
are long gone. What we see now is stable prices being offered by a set of proven and world-class module providers such as First solar, trina solar, canadian solar and Yingli solar. this has provided end-users and investors with a level of assurance that was not there in the past. this improved reliability has enabled solar solutions to become more bankable. on the balance of system side we see a lot of innovation, be it with micro-inverters provided by the likes of Petra solar or through automated installation and cleaning systems provided by alion Energy. In fact, we are seeing a lot more activity in automated cleaning solutions with a number of high profile investments in this space, notably by sunPower. as a whole, solar systems are becoming more reliable, more efficient and more bankable. MEE DAILY: Should the Middle East region manufacture their own PVs and systems to support the solar sector and fulfil its destiny as the world’s leading solar power exporter? VAHID FOTUHI: I have no doubt that the middle East solar market will become large enough to warrant a ‘home-grown’ solar solution, from solar panel manufacturing to system installation and maintenance. this will be an evolutionary process. It will not happen overnight. the key will be to establish a sound and stable regulatory framework. If investors have confidence in the long-term growth of the market then they will deploy the necessary funds to manufacture locally. the best way for local governments to fan this confidence is to put in place sound legislation that outlines how much solar capacity will be deployed, by whom, and
6 Middle East Electricity | Day Two
in what format. once this is established everything else will fall in place. MEE DAILY: What are the latest developments within the Middle East Solar Industry Association? VAHID FOTUHI: the goal of mEsIa is to support the growth of the solar industry across the middle East. We do this by organising events which aim to raise awareness and bring the stakeholders together. We also cultivate innovation through our solar Pioneers programme which identifies and champions the top ten brightest minds in the mEna solar industry. We provide thought leadership through periodic publications; our latest one, produced in partnership with mEEd Insights, provides an in-depth overview of the solar markets in 15 countries across the middle East. at mEsIa, we represent companies and organisations from the entire solar value chain and we work hard to make sure that everyone has a voice. this is achieved through our monthly newsletters, quarterly breakfast briefings, and annual general meeting which takes place in march. our rapid growth and our success would not be possible had it not been for our 15 founding members and our 130 corporate members. I am absolutely thrilled by the growth we have achieved in the past five years and I’m confident that the best is yet to come.

COUNTRY INSIGHT
QATAR’S GROWING ELECTRICITY NEEDS
Qatar expects to see a huge rise in the demand for electricity over the next five years.
Qatar is faced with a rising demand in energy as experts predict electricity needs will increase by 10 per cent annually over the next five years.
W
ItH onE oF the world’s fastest growing economies, Qatar’s power sector is expected to see strong growth over the coming years, one contributing factor being the upcoming FIFa World cup in 2022. Between 2000 and 2010, Qatar's electricity consumption rose from an estimated 8bn kilowatt hours to 20.5bn kilowatt hours. still on the rise, Qatar's minister of energy and industry revealed that electricity consumption in 2012 grew by a further 13 per cent. In that year Qatar’s installed capacity of 8,761mW was able to deal with the peak usage of 6,255mW, despite power demand growth rising above 10 per cent over the past five years. “current indications in our strategic and technical planning show that in the next five years, there will be a need for additional capacity – with huge schemes planned everywhere – particularly in preparation for the [FIFa 2022] World cup. For the past three years, many of the projects were in the planning stage, but now we are seeing them start, including port and metro schemes and many others,” said Qatar General Electricity and Water corporation (Kahramaa) technical director, ahmed al-naser. Experts have identified factors which will
trigger the surge in demand for electricity over the next decade and those include government spending, strong economic growth and a rising population. the country’s current generating capacity is natural gas-fired and although there is no coal-based or nuclear-based generating capacity, the Qatari government has begun implementing plans to roll out solar power projects across the country to meet the increasing demand for electricity. “the country has witnessed a steady increase in population in the past few years, and this has led to an increase in demand on power and water," said the head of Qatar’s administrative and transparency agency, abdallah ben Hamad al atia. "We have also set a target of producing 1,800 mW [of clean power] by 2020," al atia added. Qatar’s growing population is dependent on air-conditioning in homes and offices because of the country’s extremely hot climate, making airconditioning systems (acs) the single biggest source of electricity consumption. Government plans are expected to see a ban imposed on conventional (incandescent) light bulbs and old tubes or otherwise a huge reduction in their use as they have been recorded to
consume more electricity. around 90 per cent of the energy incandescent lights emit results in heat, and only about 10 per cent transmits light. then alternative use of fluorescent light bulbs and tubes will be encouraged as they consume 20 to 40 percent less electricity, sources have revealed.
Qatar ships nearly 85 per cent of its natural gas Qatar General Electricity and Water corporation (Kahramaa) announced back in February 2013 that it will make investments worth us$22bn in the country’s power and water infrastructure. the new upgrades will include the roll out of 140 electricity substations as well as more than 2,000mW of capacity over a five-year period. In line with these plans, in october last year the government also revealed it was planning to construct a
huge us$3bn power plant known as ras laffan d. doha-based Qatar General Electricity and Water corporation (Kahramaa) is now working alongside the ministry of Environment to outline the new specifications to ensure that acs used in the country are equipped with highefficiency compressors with heat transfer surfaces, in an attempt to save electricity which is available to nationals free of charge, however only subsidised for expatriates. despite rising electricity demand, Qatar had a recorded surplus generating capacity of approximately 2.5GW, or nearly 30 per cent, in 2012. although there is a rising demand for electricity in the country, Qatar is seeking to export electricity through the Gulf co-operation council Interconnection authority (GccIa) power grid, with countries in the middle East such as Bahrain and Kuwait showing interest in importing liquefied natural gas (lnG) to meet demands. the country is currently the largest exporter of liquefied natural gas (lnG) in the world, in which the energy source accounts for a considerable portion of government revenues. the largest exporter of lnG in the world since 2006, Qatar ships nearly 85 per cent of its natural gas as liquefied natural gas (lnG) to other countries for electricity generation. the country has to date invested more than us$8bn to expand its transmission and distribution networks, with several power and water projects in the pipeline commencing between 2012 and 2015 at an estimated total of us$4.1bn. Atlas Copco showcases new solar powered light tower atlas coPco Is showcasing its new Qlts line of solar light towers at middle East Electricity. While the range was introduced to the region towards the end of last year, this is the first exhibition in the middle East that it has been displayed at. “With so much focus on the environment and sustainability, even here in the middle East here, you’re eliminating the need for diesel fuel,” said michael sagermann, regional Business line manager for atlas copco’s Portable Energy division in the mEna region. “I think what it gives back to the environment is fantastic, and the fuel is free; there’s endless sunshine here. With one charge you can run it for four nights. Even if you don’t have direct sunshine, even if it’s overcast, it’s still charging.”
the Qlts range requires no fuel, no oil or coolant and has no rotating parts and requires minimal maintenance. “the only maintenance part on it is the battery cells, and keeping the panel clean of course,” said sagermann, who added that initial interest in the product was created at last year’s middle East Electricity. “We had a rendering on one of the walls here last year, but it was amazing how much interest was generated by that, especially with government authorities. “now we can do a proper show and tell. this is probably one of those markets that the product is absolutely ideally suited for and people have been very positive.”

BEAMA gives insight into Middle East anti-counterfeiting operations BEama, tHE uK electrotechnical trade industry association, has spoken to the mEE daily about its ongoing anti-counterfeiting projects within the middle East region. BEama, which is once again managing the uK Pavilion at middle East Electricity, has been active in the middle East for more than five years and currently has two anticounterfeiting projects underway, in the uaE and Iraq. “BEama has been running a programme for around 13 years primarily because, particularly in the circuit breaker market and related areas, there were a number of the big
brands that saw the counterfeit manufacturer of their products in china making a big impact on their markets in the middle East and africa,” revealed dr Howard Potter, cEo of BEama. “We’re talking here about millions of pounds of losses.” the BEama database contains over 1,600 known and suspected counterfeiting operations, of which 196 are located in the uaE. In 2013 alone, BEama projects were responsible for the seizure of over 720,000 infringing products and a recent ‘market sweep’, following a training event with government agencies, yielded over 40,000
counterfeit products in Qatar. “the big problem comes when the counterfeiter doesn’t actually put all of the parts into the machine that they should,” said Potter. “these products are meant to be safety products. If you have a fault, and particularly with the less robust electrical systems that you may have in areas where the power supply isn’t as consistent, you really need these products. sometimes in these sorts of projects we talk a lot about the project and raiding, but ultimately it’s about the protection of business and actually keeping people safe.”

Managing the global power surge
The region’s gas will be increasingly vital to maintaining supplies, according to the International Energy Agency
T
HE IEA SAID in its most recent World Energy Outlook (WEO) factsheet that global electricity consumption will increase by two-thirds or more by 2035. This is against the current backdrop of power supplies that are dwindling relative to demand and the infrastructure that is ageing fast. The Gulf states are central to the IEA reasoned ‘new policies’ case (a scenario in WEO that takes into account broad policy commitments and plans that have been announced by countries) for matching
supply with demand, and doing so without harming the environment. The agency points out that which power plants are run to meet demand typically depends on their variable costs. There are basically two types of local power market, fully liberalised and fully regulated, with many in between. These determine both how prices and necessary investment evolve. Global electricity consumption nearly doubled between 1990 and 2011, and by 2035 demand is expected to grow more than for any other form of energy, with
electricity use strongly linked to economic growth. The nature and extent of government interventions, such as efficiency drives, is critical in determining the actual level of consumption. “Without any change in electricity intensity with respect to the last five years, world electricity demand would rise to 43,100 TWh in 2035," the IEA said in the WEO report. "In the ‘new policies’ scenario it is lower by about one-quarter. Energy efficiency is the main driver of this difference.”
Abbreviated highlights of the IEA’s WEO 2013 report on power are: l
Electricity demand grows more than that for any other final form of energy through to 2035. Industry, domestics and air conditioning are the main drivers. l Non-OECD countries account for most of the increase, led by China and India (almost one half ). The Middle East will account for six per cent. l Global generating capacity will increase from 5,649GW in 2012 to around 9,760GW in 2035. About 60% of energy capacity 'retirements’ (1,940GW in total) will be in the traditional industrialised countries. l Coal will remain the principal fuel in thermal plants, onethird of the total in 2035, almost the same as all-forms of renewables. Worldwide, gas’s share will hold steady. l Transmission and distribution (T&D) line lengths, the
10 Middle East Electricity | Day Two
often overlooked component of electrification, will increase from 69mn km to 94mn. By 2035, around onehalf of today’s grid infrastructure will have reached 40 years of age, necessitating major investments in refurbishment. l Cumulative global investment in the power sector is expected to be US$17 trillion between 2012 and 2035, with new generating plants accounting for 58 per cent. T&D networks will account for the rest. l Prices are certain to rise in most regions, but with increasingly significant country-by-country differences. By 2035 US industrial electricity prices will be 40% lower than in China; this is already proving to be a contentious issue in both Japan and the EU.
Under its ‘reasoned and reasonable’ scenario it maintains that industry will hold on to its position as the largest consumer of power through 2035, accounting for 41 per cent of total demand by that time. But usage in the domestic (residential) sector is expected to expand by 2.5 per cent each year, much faster than population growth. By 2030, 970mn people are expected to have no access to mains power compared with 1.2bn in 2011. The non-OECD countries will account for by far the greater part of this incremental demand. And by 2035, despite a variety of technological developments, transport will still only account for just over two per cent of demand. How supply will develop to meet this demand will vary by region according to individual government policies and the type and level of competition between the different types of power generation, including renewables. Relative investment costs and fuel prices are central to this outcome. Under ‘new policies’ global generation is expected to reach almost 37,100 TWh by 2035, with fossil-fuels technologies declining from 68 per cent to 57 per cent, with the power mix itself changing and "renewables as a group accounting for almost half of the increase in global electricity generation over 2011-2035". The IEA went on to say, “The evolution of the power mix in OECD countries is markedly different from that in non-OECD countries. In absolute terms the second largest increase in non-OECD generation l continues on next page

from a single-energy source comes from gas, primarily in the Middle East, China and India.” The relative costs of generation vary by fuel used, with total (fixed plus variable) generating costs for each technology differing widely across the world. For both nuclear plants and most renewables, the capital element is the most significant. As well as varying construction times (less than two years for open-cycle gas turbines) the IEA notes that the expected lifetimes of different types of plant vary widely too; 40 years for gas plants compared to just 20 for solar PV. The age of plant used for baseload
generation in the Gulf is much lower than in the OECD, and most new plant is brought on line to meet previously unserved demand. Gas- and oil-fuelled generation remain the backbone of power supply in the MENA region. According to the IEA, global output from gas plants will rise from 4,847 TWh in 2011 to 8,310 TWh in 2035, even though its share of the total will remain constant at 22%. Around 20% of this increment will take place here in the Middle East, and pricing issues will be fundamental. “Despite the higher gas prices in the European and Asia-Pacific markets [cf. the US],” the agency said, “gas-fired generation
still has characteristics that make it an attractive option relative to the alternatives, notably lower capital costs, shorter construction times, greater operational flexibility and lower emissions.” Globally oil-fired plant is projected to continue to decline, from 1,062 TWh to less than 560. Oil remains fundamental here, but elsewhere this fuel is increasingly consigned to a marginal role as an emergency back-up. By 2035, the IEA predicts, the Middle East will account for almost one-half of worldwide oil-fired power generation, “because of the assumed persistence of fuel price subsidies in several countries and strong electricity demand growth”.
