Briefly Spanish firm wins contract to build wind power plant in Jordan JORDAN HAS AWARDED a contract to Spanish engineering firm Elecnor to build a 65-75MW wind power plant in Maan, situated in the south of the country. The US$112mn power plant, which will be located around 220 km south of Amman, is expected to be operational by the end of 2015, energy minister Mohammad Hamed said. Hamed added, “This is a very important agreement for Jordan and will form the basis of the second wind power energy project in Jordan.” The government-owned project is being financed by the Kuwait Fund for Arab Economic Development. The project includes the installation of 33 wind turbines, each with a rated power of 2MW, from Spanish company Gamesa. It is expected to produce more than 150MWh of clean electricity per year. “By the end of 2015, renewable energy projects with a total capacity of 500MW will be connected to the grid,” the minister added. Wind speeds in Jordan are as high as 7.5 metres per second and up to 11.5 metres per second in hilly areas.

Saudi Arabia looks to invest US$109bn on renewable energy SAUDI ARABIA HAS plans to allocate more than US$109bn of investment to develop a strong renewable energy sector by 2032, according to energy industry sources. The Kingdom’s strategy targets renewable energy to contribute 20-23 per cent of its energy needs, with Saudi Aramco taking the lead in the country’s solar energy development, Arab News reported. The state-owned energy firm is already setting up a 300MW plant, sources added. The government has also issued a mandate for investment fund companies in the Kingdom to partner with international renewable energy providers to cater to this rapidly growing energy sector.

Electricity spot market ‘will not impact ongoing power projects’ in Oman OMAN POWER AND Water Procurement Company (OPWP) said that its move to introduce an ‘electricity spot market’, as well as procurement arrangements for future projects in the Sultanate, will not impact current power and water projects. Earlier this year, OPWP, a subsidiary of Electricity Holding Company SAOC, had said that it intended to implement new arrangements for the future procurement of power and water from independent power producers (IPPs) and independent power and water producers (IWPPs) in order to promote competition among power producers in the country. Part of the new arrangements include the introduction of a spot market for electricity that will operate alongside and in conjunction with the existing system of power purchase agreements (PPAs) and power and water purchase agreements (PWPAs). These arrangements, which will initially focus on the national electricity grid that covers much of the northern half of the Sultanate, will only be operational by 2017. An unnamed procurer said, “The introduction of these new arrangements is not expected to affect the procurement of the IPPs or the commitment of OPWP to enter into the PPAs for the capacity and output of the IPPs. It will, however, require the project companies to commit to provide information following the expected date of introduction of this market to ensure that the spot market prices properly reflect the operation of the power generation market in Oman as a whole.” A number of international developers have reportedly shown interest in competing for a licence to design, finance, build, operate and

maintain a pair of new IPPs with a combined electricity generation capacity of 2,650MW. A green-field site in Ibri in Dhahirah Governorate and a plot within Sohar Port in North Al Batinah Governorate have been identified as possible locations for these IPPs, OPWP added. According to sources, only one successful bidder will be selected to implement both power plants and each of the projects will be separately and independently financed and will be subject to separate licensing arrangements. OPWP said that the primary fuel for the IPPs will be natural gas, which will be supplied by the Ministry of Oil and Gas. To assist in the procurement of the two IPPs, the Omani firm has appointed UK-based advisory and consulting firm Project Financing Solutions Limited as financial advisors.

Qatar Rail set to install solar technology on rail network QATAR SOLAR TECHNOLOGIES (QSTec) has entered into a Memorandum of Understanding (MoU) with Qatar Rail that will lead to the installation of up to 80MW of solar technology in the nation’s railway development. QSTec is currently building a 150MW solar module manufacturing facility and a 8,000MT polysilicon plant in Qatar. The first stage of the MoU will look at installing ground and rooftop mounted solar PV installations on the proposed 3mn sqm rail depot near Sheikh Hamad International Airport. Qatar Rail aims to build one of the world’s most energy-efficient rail networks through the use of sustainable and energy-efficient technologies. Briefly Power deals set to boost Saudi Arabia’s domestic electricity supply SAUDI ARABIA IS close to finalising a number of joint electricity projects with other countries in the MENA region as it seeks to boost sources for its domestic electricity consumption, a top energy official in the Kingdom has said. Nasser Al-Qahtani, deputy governor of Saudi Arabia’s Electricity and Cogeneration Regulatory Authority (ECRA), said, “A number of studies are currently being conducted to finalise projects linking Saudi Arabia’s electricity grid with countries in the region, including Turkey and Egypt.” According to an Asharq Al-Awsat report, a US$1.6bn project to link the Saudi Arabian and Egyptian electricity grids has been delayed several times since it was announced. Tenders for contractors involved in the project, which will aim to help both countries cope with additional demand during peak consumption times in the summer months, were originally meant to be held earlier this year, but have now been delayed until December 2014. The joint Saudi–Egyptian electricity grid project will allow both Saudi Arabia and Egypt to generate and share an additional 3,000MW of electricity during the peak hours via an underwater cable crossing the Gulf of Aqaba. Saudi Arabia is also hoping to export solar-generated electricity to Europe during the winter months.

Himoinsa makes Middle East appointment EUROPEAN GENERATOR MANUFACTURER Himoinsa has continued to enhance its operations in the Middle East by appointing a senior project manager for the region. Jean Luc Rolland, an electrical engineer with 15 years of experience within the energy generation industry, will be based in Dubai and will work on special projects in both the Middle East and East Africa. Guillermo Elum, sales and marketing director for Himoinsa, said, “Hiring a senior project manager at our Dubai subsidiary will help boost the day-to-day efforts of our distributors and reduce the response time between the factory and the market.”

GDF Suez signs power purchase agreement with ADWEA FRENCH ELECTRICITY MULTINATIONAL company GDF Suez has signed a 25-year purchase agreement with Abu Dhabi Water and Electricity Supply Company (ADWEA) for the Mirfa Independent Water and Power Project. The US$1.5bn project, located 120 km from Abu Dhabi, would involve the acquisition of water and power facilities, as well as the development, engineering and construction of new water and power facilities and general operations of the plant. The Mirfa project will generate 1,600MW of power in Abu Dhabi

Once completed, the Mirfa project will generate 1,600MW of power and 270,000 cu/m of fresh water every day. The company hold a 20 per cent equity in the Mirfa project. GDF Suez’s subsidiary Degrémont will carry out the EPC work on the new seawater reverse osmosis (RO) facility. The commercial operation of the project is expected to begin in a phased manner between 2016 and 2017. Gerard Mestrallet, chairman of GDF Suez, said, “This new project will allow us to pursue our growth strategy in the region, as well as meet the increasing demand for electricity and water in the UAE.” The French firm operates five power and water plants in the UAE – Al Taweelah A1, Fujairah F2, Umm Al Nar, Shuweihat S1 and Shuweihat S2 – that contribute 8.8GW of power and 2.5mn cu/m of water a day. Sunrise for the solar sector Solar energy may have struggled to establish itself as a viable source of energy in the Middle East, but a unified drive to reduce the region’s dependence on fossil fuels is leading to a surge in the number of solar energy project announcements.

S

AUDI ARABIA'S DEPENDENCE on oil has spurred on the country's government to pursue a number of large solar power projects. Despite its abundance of all-year-round sun and empty land on which to install large-scale solar power facilities, the country has yet to truly embrace the technology. According to the Middle East Solar Industry Association (MESIA), however, the country is home to potentially the largest solar power market in the Middle East, with the Kingdom’s government setting the ambitious target of having in place a renewable sources capacity of 23,900MW by 2020. Of this figure, it is hoped that at least 10,000MW will be generated from solar energy. In Riyadh, a ground-mounted solar power plant with a peak power of 3.5MW was completed in 2013 by Phoenix Solar, while Saudi Aramco has more recently played a role in setting up a small solar power generation plant on Farasan Island in the Red Sea. While news regarding a 2012 announcement of a US$109bn solar energy investment project in the Kingdom may have gone quiet, upcoming events such as the Solar Arabia Summit, which will take place in Riyadh in October 2014, will look to redress this balance. As Gasem al-Shaikh, head of the energy unit at Saudi Binladin Group, states, “The country can’t wait - we are burning more liquids every year.” According to MESIA, the region’s second biggest opportunity for the solar market lies in Jordan. Much like in Saudi Arabia, the Jordanian government has set ambitious renewable energy targets, with the aim of 10 per cent of its overall consumption powered by renewable energy by 2020. Limited hydrocarbon resources in the landlocked country, have seen solar power move to the forefront of energy planners’ minds. In the UAE, Abu Dhabi and Dubai have also been playing ever increasing roles within the global solar sector in recent years. The Dubai Integrated Energy Strategy 2030 will aim to increase Dubai’s solar consumption to five per cent of total power consumed, while Abu Dhabi can boast of being at the forefront of renewable research in the region through its Masdar City project, which is home to the 10MW Masdar City Solar PV Plant. Not to be outdone, Dubai Electricity and Water Authority (DEWA) recently opened the tender for the second phase of its Mohammad Bin Rashid Al Maktoum Solar Park project. The first 13MW phase was completed by First Solar, the US-based provider of PV power plants, in late 2013. The ultimate aim, however, is to extend the plant so that it eventually produces 1,000MW and covers an area of 40 sq km in the Dubai desert. DEWA has been keen to demonstrate its commitment to the solar sector and recently awarded consulting engineering firm Ted Jacobs Engineering Group a contract to design and monitor the Technical Review Middle East - Annual Power Review 2014

construction of The Solar Innovation Centre, which has been scheduled for completion in November 2015. The centre will be utilised by companies, researchers, university students and individuals working in the field of solar energy, as well as developers and manufacturers of clean energy technologies. It is not just the UAE, Saudi Arabia and Jordon, however, that are actively involved in the development of the region’s solar sector. In June this year, US-based Petra Solar and Caspian Renewable Energy completed an innovative 5MW solar plant installation, owned by Bahrain Petroleum Company (BAPCO), in the small Bahraini town of Awali. Steve Rhoades, CEO of Petra Systems, says of the project, “The installation demonstrates the evolution of solar power generation from passive power systems to dynamic and intelligent generation, sensing, and control assets that provide valuable insight into grid health and can be used to improve grid quality.” In Egypt, two solar plants with a combined capacity of 160kW have recently been inaugurated in Luxor. While small, these projects demonstrate the useful nature of solar energy in desert regions, with the first 80kW plant being utilised to power local streetlights and lighting at Luxor University, while a second 80kW plant will power the headquarters of Luxor’s local government. In Qatar, the Qatar Foundation has announced plans to increase its solar energy output by an additional 5MW, or 150 per cent, as the Qatari government aims to generate 200MW of solar energy over the next six years. Qatar Solar Energy (QSE), meanwhile, recently signed an agreement with Kazakhstan-based energy company Kazatomprom for the supply of solar grade silicon, leading Salim Abbassi, CEO of QSE, to remark that this “steady supply of quality raw material is crucial to QSE’s mission to deliver on the promise of low-cost and affordable renewable energy for populations across the world”. ■ www.technicalreview.me

Turning up the heat on renewables North African countries are increasingly striving for renewable energy to lessen their dependence on fossil fuel use for power generation. But while there is great potential for solar and wind, can these countries overcome the myriad barriers to achieve their renewables ambitions? Lynda Davies investigates.

D

URING THE LAST few years, renewable energy has been climbing up the political agenda in North African countries as their governments seek alternatives to fossil fueldominated energy sectors. The main driver for the ambitious renewables targets being adopted across the region is rapidly rising energy demand. Fuel importing countries such as Morocco and Tunisia need to reduce their dependence on fossil fuel imports to enhance energy security. Meanwhile, hydrocarbons exporters such as Libya and Algeria are striving for an increase in renewables as rapidly increasing domestic demand eats up an ever greater share of their fossil fuel production, squeezing much needed export revenues and weighing on economic growth. Morocco has the most ambitious renewable energy programme in North Africa, and is targeting 42 per cent – equivalent to about 6,000MW – of its total energy mix to come from renewables by 2020. It has more planned wind and solar projects than anywhere else in the region, with targets of 2,000MW each of solar and wind by the end of the current decade. The country has a strong incentive to expand its renewables capacity rapidly. Morocco’s reserves and production of conventional fuel resources are small, and it imports more than 96 per cent of its fossil fuel needs, making it the leading energy importer in North Africa. Fuel and electricity imports accounted for more than a quarter of total imports in 2013, taking the energy import bill to some US$13bn, up from around US$11.8bn in 2012. Direct energy subsidies are a further burden, totalling around US$6.3bn in 2012. In 2013, however, a drive to repair public finances led Morocco to begin partially indexing energy prices to international market levels. In January this year, it

announced petrol and fuel were no longer among the products subsidised by the government. The country has also begun lowering significantly its diesel subsidies. Morocco’s power demand is, however, growing strongly at an estimated 6.5 per cent a year. According to UNECA*, in 2012, Morocco’s total installed renewable energy capacity was approximately 2,045MW, comprising predominantly hydropower (1,770MW) with the rest made up by wind (255MW) and solar (20MW). Almost all of these facilities are owned by the national electricity and water company ONEE. The government is now moving ahead with an ambitious US$9bn solar energy plan. The plan targets the generation of 2,000MW of solar power by 2020 at five sites which would utilise two technologies, concentrated solar power (CSP) and photovoltaic (PV). As for wind power, as noted, Morocco’s goal is to reach 2,000MW by 2020. In April this year, at a location near Tarfaya, the country’s newest wind farm and Africa’s largest such facility started generating its first electricity. It is expected to be fully operational by October and

produce up to 300MW of electricity. ONEE is pushing ahead with the second phase of Morocco’s wind energy programme, comprising five further wind farm projects at five sites with a total capacity of 850MW. The projects are targeted to be implemented between 2016 and 2020. There is no doubt that renewable energy plants are expensive to build, but funding is unlikely to deter Morocco from its ambitious plans. And once built, the operational costs of renewable power plants will be significantly less than any new capacity fuelled by fossil fuels. Clearly, solar and wind power generation also have environmental advantages and Morocco has designed its projects to come under the criteria of the UN’s Clean Development Mechanism (CDM). This may also help secure funding for renewables projects in lieu of their reduction in CO₂ emissions. Egypt is the currently the region’s leader in terms of installed renewable energy capacity, with 2,800MW of hydro and almost 550MW of wind, according to UNECA*. Much of the country’s hydroelectric capacity, however, has already been exploited.

The Ministry of Electricity and Energy is aiming for renewable sources to contribute 20 per cent of the country’s energy generation by 2020, with 12 per cent of that planned to come from new wind farms, totalling 7,200MW. Other renewable energy sources would make up the remaining eight per cent. Under its Solar Plan, launched in the summer of 2012, Egypt wants to build 3,500MW of solar by 2027. Clearly, Egypt’s desire for renewables is being driven by its severe energy shortage. Power blackouts are frequent and have become commonplace even in the capital Cairo. The country’s electricity generation is heavily dependent on natural gas, with more than 90 per cent of power plants gas fired. Not only is installed power capacity struggling to keep pace with demand, but gas shortages to fuel the plants have worsened in recent years amid declining domestic gas production. Earlier this year, Egypt announced plans to invest US$1bn to develop several solar energy projects, but details of the initiative remain scarce. According to Egypt’s State Information Service, the initiative is designed not only to help increase the share of renewables in the energy mix, but also to create more jobs, especially for the young. But massive subsidies from the government into fuel, gas and electricity, which eat up 20 per cent of the state budget, continue to hamper the attractiveness of renewable energy for the country’s private sector. Amid an ever-swelling budget deficit, however, the new government under President Abdel Fattah el-Sisi is taking steps to reform the subsidy programme. Electricity prices began to rise in June under a plan to eliminate power subsidies in five years and on 1 July, subsidies on fuel were reduced. It remains to be seen how successful these efforts will be. Egypt recently named Elsewedy Electric winner of a tender to build and operate six 100MW wind power stations on the Red Sea coast. It will be the first private company permitted to sell electricity independently in Egypt. At the time of writing, however, it is understood a final contract had yet to be signed and, as yet, the project has no expected completion date. And, like many factors weighing on the economy, Egypt’s renewables plans are contingent on political stability in a country that has seen four changes of government in four years. Algeria is targeting an ambitious plan to install 22,000MW of power generating capacity from renewable sources by 2030. The country’s Renewable Energy and Energy

Efficiency Programme, adopted in 2011 and spearheaded by state electricity and gas company Sonelgaz, wants solar power to contribute 37 per cent to the country’s electricity production by 2030 - with 800MW of capacity hoped to be in place by 2020. The balance of the 2030 target is proposed to come from wind energy. Of the 22,000MW goal, Algeria rather ambitiously is earmarking 10,000MW for export. With 97 per cent of its foreign currency earnings coming from oil and gas and 98 per cent of its electricity generation gas-based, diversification through the development of a significant solar energy potential is seen as a major priority in the country. Domestic consumption is heavily subsidised; the International Monetary Fund (IMF) estimates that the total cost of the implicit subsidies on oil products and natural gas amounted to US$22.2bn in 2012, or 10.7 per cent of GDP. The IMF in January warned that Algeria’s vulnerability to developments in the hydrocarbon sector is worsening as declining hydrocarbon production and surging domestic consumption are squeezing export volumes. The IMF also noted social demands remain elevated despite high levels of social spending by the government. Not only would a greater contribution from renewables to the energy mix free up more domestically earmarked gas for export, but would also help create more jobs in a country where the hydrocarbon sector employs just three per cent of the active population, while youth unemployment is said to be close to 25 per cent.

But as of 2012, Algeria had just 278MW of renewables installed, according to UNECA*, much of which is in hydropower built in the 1950s and 1960s. The country does host one of the first integrated solar/combined cycle plants, the 150MW Hassi R’Mel facility, commissioned in July 2011, with 20MW of solar. Last year, Sonelgaz awarded solar projects amounting to 400MW, including 233MW of PV projects to a consortium of subsidiaries of China’s Yingli Green Energy

Holding Company, Sinohydro Corp. and Hydrochina Corp. To help accelerate its solar energy goals, Algeria in April launched an ambitious feedin tariff (FiT) for large-scale PV projects. This undoubtedly increases the attractiveness of the country for solar energy investments by foreign companies. On the other hand, Algeria has one of the most difficult business environments in the Middle East and North Africa. The IMF has said wide-ranging reforms are needed to enhance the country’s business climate and attract foreign investment. Algeria’s precarious security environment will also likely temper investors’ appetite for risk. Tunisia wants renewable energy to contribute 30 per cent of its electricity generation by 2030. But aside from 66MW of hydro plants commissioned in the 1950s and 1960s, as of 2012, the country’s use of renewable energy was limited to 155MW of wind power and 4MW of solar, according to UNECA*. The impetus for a greater renewables contribution is clear. More than 90 per cent of Tunisia’s electricity generation is gas-based with much of the rest oil-fired. But the country is a relatively small hydrocarbons producer, and growing energy demand and rising imports coupled with subsidies have led to negative impacts on energy consumption expenditure. In an effort to trim its budget deficit, which last year equated to 8.3 per cent of GDP, Tunisia’s government trimmed fuel subsidies effective 1 July, raising petrol prices by 6.3 per cent. Libya’s use of renewable energy resources is currently marginal, with all its electricity generation fuelled by oil or gas. But Libya’s Renewable Energy Authority, which was founded in 2007, is working to harness the country’s solar and wind potential and wants renewable energy to contribute three per cent of its total energy mix by 2015 and 10 per cent by 2020. Some recent reports even suggest the 2020 target has been pushed up by a further 10 per cent. Power sector facing up to race against time Investment opportunities are big in the Gulf’s electricity sector, but so too are the challenges facing the region.

N

OW IS A vital time for the Gulf’s electricity industry as it seeks to contain energy shortages borne out of rising demand, growing populations, and a period of under-investment in the wake of the global financial crisis. This has been a recurring theme across the wider Middle East and North Africa (MENA) zone since the onset of the 2007 financial meltdown. The fear is that any underinvestment in this vital sector – and the resulting shortfall in electricity supply – could hold back economic growth and further exacerbate any social frustrations. And, with the shock waves of the Arab uprisings still echoing around the region – very loudly, in fact, in places like Syria – that is not an appealing prospect to anyone. Catching up with this fast growing demand has become a policy priority for many countries throughout the Gulf and across the MENA region. Yet it is a scenario that is perhaps hard to

contemplate fully given the headline investment numbers that are often broadcast. Across the region, energy sector investment – including oil and gas, as well as electricity, and all other related areas – has been estimated at US$765bn over the 2014-18 period, according to regional bank APICORP. It’s true there’s plenty going on – many billions of dollars of sustained investment flow every year, in fact – but whether it’s enough to keep pace with demand, and appease an emerging and increasingly youthful population with higher expectations, remains to be seen. While this context creates tremendous investment opportunities – in new infrastructure, power lines and generation, among others – it also poses significant challenges, especially given the heavily subsidised nature of demand currently in the Gulf.

Balancing act Indeed, the subsidy issue perhaps goes to the root of the problem. It becomes a real balancing act for policy makers to deliver the required investment for these new projects, and all the while keep the people sweet with cheaper (subsidised) prices. It’s an area that governments will need to manage with incredible finesse. In a recent update, APICORP estimates that capacity expansion across the region will need to proceed at a growth rate of 8.3 per cent per year, in the absence of demand-side management (DSM) measures or serious pricing reforms. An APICORP report, entitled MENA Power Investment Outlook: Opportunities Patent; Challenges Less So, suggests that the resulting capacity expansion would lead to a capacity increment of 156GW between 2015 and 2019. transmission and distribution facilities brings the total amount of capital required for the MENA power sector – electricity, that is, not oil and gas – during this fiveyear period to US$316bn. “Investment of this magnitude offers great opportunities while posing major challenges,” the APICORP report states. It highlights a number of critical issues including an inadequacy of financing, and the perception, in the wake of the Arab uprisings, of a deteriorating investment climate. Then there is the scarcity of natural gas in apparently well-endowed energy-rich countries, such as Saudi Arabia, the region’s biggest economy. The power sector remains the single most important industrial user of gas in many of the region’s key economies.

Solutions These are all issues that cannot be resolved without the right, supportive policies, APICORP suggests. As well as improving the climate and the enabling environment for private investment, it means increasing state budget funding for public utilities, which have tended to become the investors of last resort. Of course, this is only possible if the fiscal space is permitted; not easy, especially in the current social and economic climate. It also means providing the power generation sector with stable and affordable fuel options, which will mean moving away from costly oil-based generation, which is still prevalent across the region. There are, however, other initiatives taking place too, sometimes driven by pure economics, but also partly politically-driven. These include the drive to import liquefied natural gas (LNG) from elsewhere – in territories such as Kuwait and the UAE – in a bid to support gas availability. This is a relatively recent phenomenon in

the Gulf, historically regarded as only an energy exporter, yet it is one that is not likely to go away anytime soon. Then there are strategic efforts to connect the power grids of the GCC countries through the ambitious regional interconnector project. This has already hooked up Kuwait in the north with Oman in the south via a number of highvoltage linkages. The potential here is significant, although cross-border trading remains in its infancy for now.

New investment Even with the most enlightened policies, GCC countries will still need to roll out immense new generation capacity in the near term if they are to keep pace with demand. The gas crunch means there is movement into new areas, such as nuclear power, where Abu Dhabi is taking a lead role, followed by most of the other larger economies. This is not likely to make any real contribution until near the end of the decade, however, meaning a continued reliance on conventional thermal-based plant for the immediate future, in an area rich with potential for those investors with the appetite. Among them is GDF Suez who recently put pen to paper on a 25-year contract for the 1,600MW Mirfa Independent Water and Power project with the Abu Dhabi Water and Electricity Company (ADWEA). GDF Suez holds a 20 per cent equity stake in the project with the remaining 80 per cent held by the ADWEA. Located 120 km from Abu Dhabi, the

US$1.5bn Mirfa project is the emirate’s 10th facility to be built under its publicprivate partnership model. “This new project will allow us to pursue our growth strategy in the region and to meet the increasing demand for both electricity and water in the UAE,” said Gerard Mestrallet, chairman and chief executive of GDF Suez. In the GCC, the company now has a direct equity interest in a 27GW power portfolio, making it the region’s leading independent power and desalinated water producer. It already has five power and water sites in operation in the UAE alone (Al Taweelah A1, Shuweihat S1, Umm Al Nar, Fujairah F2 and Shuweihat S2). The Mirfa project – to be built by a consortium led by South Korea’s Hyundai Engineering – will boost its total generating UAE capacity from 8.8GW of power to 10.4GW.

Other options While this pattern of investment in conventional thermal capacity is expected to continue for some time to come, there is also a recognition of the more profound change that is required to really get on top of the problem. This, of course, includes the hugely controversial area of subsidies and demand side management – an area that will require enormous will and courage if the authorities are to be able to effectively tackle it. Going forward, investment in nuclear capacity does have the potential to make an impact in meeting regional energy demand,

although this again is in its early stages. Emirates Nuclear Energy Corporation (ENEC) is taking on the challenge, with a target of delivering its first nuclear electricity to the UAE grid by 2017. By 2020, it hopes that nuclear energy will produce nearly a quarter of the nation’s electricity needs. With energy demand in the UAE growing at an annual rate of about nine per cent – that’s three times the global average – it can’t come soon enough. The UAE has teamed up with prime contractor, the Korea Electric Power Corporation (KEPCO), to build the first facility. ENEC’s first two units are now almost half complete, with Unit 1 scheduled to enter commercial operations in 2017, and Unit 2 to follow in 2018, pending regulatory approvals. The company was recently granted approval for additional civil works relating to Barakah Units 3 and 4, which means these facilities are on schedule to enter commercial service in 2019 and 2020 respectively. The four 1,400MW units will collectively deliver some 5,600MW of new power to the grid.

Renewables sector The development of the renewables sector is another priority area for the sun-drenched GCC states, though it remains very much a niche for now. The designation of Abu Dhabi as the world headquarters for the International Renewable Energy Agency (IRENA) a few years ago was a vote of confidence for the region, and indicative perhaps of where the Gulf may be heading long-term. For now, though, this high potential area remains largely untapped, and struggling to compete on economic terms with conventional electricity production. There’s no doubting the level of interest in this area, however,

nor the support from official agencies grappling with climate change concerns too. In July, the International Finance Corporation (IFC), the World Bank’s private finance unit, earmarked a US$100mn investment for Saudi Arabia’s ACWA Power to help it boost electricity production from renewable sources. The company is active across the MENA region and also in subSaharan Africa. “We hope to champion renewable energy in the MENA region and are excited by the possibilities that this partnership brings,” said Paddy Padmanathan, ACWA Power’s president and chief executive. IFC has financed nearly 2,000MW of wind power and more than 650MW of solar power across much of the developing world – although very little up until now in the Middle East. ACWA Power, which now has 15,290MW of capacity on its books, mostly thermal-based generation, was born out of

Saudi Arabia’s desire to increase private sector involvement in the power and water sectors, and is owned by a number of Saudi Arabian conglomerates.

Tough calls to make There’s no doubting the level of interest in the GCC’s dynamic power sector – from renewables and nuclear energy, to funnelling in more private sector investment into conventional generation – but right now the problems are coming from all sides. It’s a tough balancing act that the Gulf authorities must tread and, with social frustrations still simmering away, something of a race against time. Yes, the opportunities for power sector investment are immense, but so too are the challenges, both for those nations striving to keep up with demand, and for those companies looking to develop successful and viable commercial projects. ■

Cutting the costs of operating compressors in the Middle East MORE THAN 80 per cent of the day-to-day cost of operating a modern compressor – whether reciprocating or rotary-screw type, electric motor or diesel driven, conventional or oil-free, and single- or multi-stage – can go into paying for the fuel or power used. Huge operating-cost savings can be made if a reasonable attempt is made to recover most of that energy, with some manufacturers claiming that more than 90 per cent is possible. In general, the larger the system in use the more sense it makes to recover all that wasted heat. The savings are particularly apparent with electric motor-driven rotary screw compressors, the sort that are widely used by local industries, as well as within the on and offshore oil and gas sectors. The principal means of achieving real savings like these in North Africa and the Gulf is by retrieving the waste heat produced and using this in some kind of industrial or fluid-heating process. But even on construction sites where this is not feasible, major savings can be made if a compressor is chosen in which the casing employed optimises the pattern of air flow by some form of ducting and overall thermal management, allowing cooler intake air to be used and avoiding the discharge of excessive heat to the atmosphere. This requires a really effective cooling system to be incorporated, usually one which uses water as the cooling- and heat-transfer medium. An exceptionally efficient motor and direct drive mechanism can help achieve cost and energy savings too; so can an efficient integrated dryer installed at the output end. A top-grade automatic

monitoring and control system adds efficiency, especially if incorporated within a master management system for the sort of multi-compressor set-up often found in an electrically-powered industrial system. The problem of heat recovery is usually more complex and less cost effective in the case of premium compressors that deliver virtually oil-free air for special applications such as food, pharmaceuticals and other high-end industrial processing. This is because they usually operate at substantially higher internal temperatures which produce much hotter air at the outlet end. Raising the temperature of process water is the most obvious application for heat

recovered in hot and arid territories, while space heating is widely used in seasonally colder countries. Fast-track power project comes online in Libya In Libya, APR Energy installed the largest ever fast-track power contract, in some of the world’s most challenging environments. Using a combination of dual-fuel turbines and diesel generators, the company worked closely with local stakeholders to install more than 450MW of power over the course of five months.

IKE MANY COUNTRIES in the region, Libya’s electrical power generation and transmission system has been unable to meet the acute and growing demand for electricity. Libya’s interim government, the Ministry of Electricity and the General Electricity Company of Libya (GECOL), took the decision to explore fast-track power solutions in order to generate electricity, while ongoing repairs and improvement of the North African country’s infrastructure continued. “We were well placed to step in to propose the provision of fast-track, large-scale solutions that met the utility’s key requirement – environmentally sustainable and efficient turbine generation, with the ultimate objective being to keep the lights and fans on,” says APR Energy chief operating officer Brian Rich. With the company’s ability to deliver stateof-the-art, dual-fuel mobile gas turbines on a fast-track basis, APR signed its largest ever single contract: the provision of a contracted 250MW to GECOL over four sites in key areas of the country.

Three months later, the collaboration with the ministry and GECOL was further strengthened, when APR stepped in to provide additional power, as GECOL expanded its contract with APR to include an additional 200MW of fuel-efficient diesel power modules across two sites, located at Birostamilad and Um al Djadawil. The expanded contract, totalling 450MW, became the largest single contract ever signed in the fast-track power industry and the largest fasttrack, turnkey power project ever with a public utility. APR and GECOL worked together to evaluate the infrastructure and demand needs, jointly outlining an approach to build or to repair critical infrastructure required for the installation. After surveying 12 sites altogether, six were selected for installation to meet the contracted 450MW. The solution included a contracted 250MW of dual-fuel mobile gas turbines at an initial four sites and the company’s fuel-efficient diesel power modules for the additional contracted 200MW at the other sites. proprietary modular design for site layouts and installation. To speed up installation, the first 25MW dual-fuel turbine, control trailer, brush generators, power trailer and balance of plant were air freighted into Libya using a large transport aircraft. APR provided international and local training to more than 80 GECOL staff on maintenance and operations on both the turbines and diesel power modules. At the two remote sites, APR established security perimeters and man camps with living, eating, sleeping, bathing, and laundry facilities to house workers. With the dawn of the embryonic 'new' Libya and, as a result of many domestic and foreign companies not restarting operations,

a lack of experienced support contractors was evident. Installation at the six sites, including some located in remote areas, required a tremendous amount of equipment to be shipped into the country and distributed across the country. Jason Aberdeen, director of engineering for APR, remarks, “Two sites were located in the Sahara, with no nearby accommodation for workers, and only one road connected the desert sites to the urban sites in Tripoli, a full day’s drive away. Extreme climatic conditions made installation of the plants physically challenging for our teams.” Rich adds, “In the face of an uncertain socio-political environment, extreme climatic

conditions, and challenging installations over six sites, we successfully commissioned all contracted 450MW of generation capacity across all sites. Within four to five months from the initial contract from GECOL, power generation was online. We estimate that the electricity generated from the six sites will help power the equivalent of approximately one million Libyan homes.” ■

The range also features LED model options that consume less fuel, while the compact models within the range enhance the ease in which they can be transported, leading to reduced shipping costs. The Apolo range includes several lighting towers that belong to the Start, Compact, Box and Kit Tower series, while all models within the range have been equipped with Yanmar engines, with the five engine models available varying in size from 6-10kW. The AS 4006 and AS 4008 models make up the Apolo Start series, with these towers fitted with a nine-metre tall, fullyrotatable and manually-extendible mast, as well as four fold-up 1,000W lights that enable 14 of the units to fit inside one 40 ft container. Manuel Sánchez Bada, engineering manager at Himoinsa, explained, “These

lighting towers can run up to 70 hours uninterrupted and more than seven nights without the need to be refilled, and they can illuminate up to 32,000 sq m.” The Apolo Compact lighting towers are small, autonomous and resistant to extreme conditions. They feature a hydraulic extendable nine-metre-long mast that allows 360 degrees rotation and can extend to its full length within 25 seconds. These models have been fitted with a 100-litre fuel tank and are capable of running for up to 166 hours without refuelling. The Compact range has been made available in Standard, Heavy Duty and Eco, with the latter using 40 per cent less fuel due to its six 240W LED lamps and 5kW engine. Himoinsa has also launched the Apolo Box series of lighting towers, which feature 126-hours autonomy and have been fitted with four 1,000W lamps

capable of illuminating up to 33,000 sq m. Of the Box series, Sánchez Bada said, “Up to 20 [Apolo Box] units can be transported in a 40 ft container, making it a star product in the construction, leisure, events, and emergency sectors.” The Kit Tower series includes three models of lighting tower that do not feature a generator set. The stand-alone Mini Kit or KT1000 tower has a lighting capacity of 433,000 lumens and can utilise generator sets with a minimum power rating of 5.5 kW. The Mini Kit tower is capable of illuminating up to 36,000 square metres and its design includes a stabilising base for use on irregular ground. The KT12000 lighting tower, meanwhile, features six 2,000W halogen lamps and a lighting capacity of 1.32mn lumens, covering a surface area of 110,000 sq m.

H

ONEYWELL LAUNCHED ITS first distributed control system, the TDC 2000, in 1974 and the quest to continue improving safety, reliability, and personnel efficiency using modern technology and innovation still drives us at the company today. Defining the future of plant operating environments has taken us to plant control rooms in some of the world’s most critical facilities to determine what helps operators be effective. The study has revealed that the control room of the future needs to be a balanced mix of innovative information presentation, interaction technlogy, improved collaboration opportunities around key decisions, and great ergonomics in an environment allowing operators to remain alert for long periods. Operators need the tools to not only meet the job demands, but also transform them from process operators into profit operators. This advanced control room is centred on three main elements: the operator’s relation to the production process, relation to others in and around the control room, and relation to the control room itself.

The main goals of the HMI is to present the operator with the information they need to understand the state of the process, how that relates to current and future production goals, determine what might be done to correct the process if it deviates from those goals, and the means of performing and monitoring the progress of corrective actions. For many years now the operator’s console has been built primarily around schematic displays presenting information in terms of the structure of the plant and process. This model has served the industry well, but has some drawbacks. As the schematic-based display model presents data in terms of the structure of the process, it can require

operators to navigate several displays to find the information they need to fully understand a situation. This model also makes it hard to integrate data that is related to production goals and constraints, but is not organised in terms of the process structure. The future HMI needs to provide operators with the specific information they need, when they need it. Emerging screen technology, such as ultra-high definition displays, allows flexible information layouts in a compact visual experience, widening the scope of responsibility so operators’ attention can be directed to the most critical matters.

Creating a collaborative environment The future control room also has to support collaboration as operators work with each other, with field operators, with supervisors, and with personnel from the engineering and maintenance departments. Often this collaboration involves people who are not physically present. Collaboration tools, allowing remote experts to seamlessly join conversations in real-time and share data, can speed up a unit’s start-up or dramatically reduce the time required to diagnose and resolve issues.

Unchaining the operator It is clear that plant operators need more mobility in the control room. The key element of an operator’s job is to keep the plant

running, and a large part of that is to monitor the process for situations that need attention. It is not a stretch to say that operators find themselves essentially trapped at the console, which can lead to fatigue and the risk of poor decision making. They require a more flexible relationship with their work environment, and the key to this is mobility. The proliferation of mobile devices, such as phones and tablets, provides many opportunities for ‘unchaining’ operators from the console, allowing them ‘to take the console with them’ while maintaining situation awareness.

Available today The technologies required to realise this control room are, in fact, available now. Crafting these into consoles that truly deliver on the vision, however, requires innovative design and careful attention to detail. This is what Honeywell has done with the new Experion Orion Console and Experion Collaboration Station. The Experion Orion Console combines an ergonomic physical structure with advanced visualisation technology built into the software. The advanced visualisation allows operators to better understand the unit’s performance using new elements that provide context versus a process graphic with basic numbers. Operators are able to navigate the process in the most profitable operating limits. Startups, shutdowns, and transitions are achieved via integrated workflow that guides operators through the actions they must take. Alarms also provide operators with advice on addressing an issue and restoring a steady state. The Experion Collaboration Station complements the Experion Orion Console by providing an innovative and natural way to collaborate around a range of process-related data from across the entire enterprise. Powering the way for industry in the Middle East R

ISING DEMANDS FOR power within the Middle East’s industrial and commercial sectors has, in recent years, led to growing requirements for efficient and reliable generators as businesses act to protect profits and ensure customers stay onboard. Turkey’s AKSA Power Generation, a pioneering force in the world of power and electricity generation, has this year been celebrating three decades since the first generator was manufactured by the company in 1984. Today, AKSA has grown into a global brand with manufacturing facilities spreading across three continents and exports stretching to more than 160 countries. The company is the largest generator manufacturer in Turkey with sales exceeding US$300mn and employees totalling more than 1,000. Alper Peker, general manager of AKSA, has been a part of the company since 2002. Between 2007 and 2013, he worked as the general manager of the firm’s Chinese operations, which also has the biggest production capacity worldwide. In 2013, Peker was appointed as the general manager of AKSA Power Generation's headquarters in Istanbul. Since 2007, AKSA has accelerated its investments outside of Turkey and in 2012 commissioned a new factory in China with the company’s highest generator manufacturing capacity to date. AKSA manufactures products in its factories located in USA, Turkey, China, Singapore and Kazakhstan, adhering to UL, ISO and CE standards. With exports sent to more than 160 countries and round-the-clock customer service in 81 cities in Turkey, AKSA Power Generation has proven to be one of the first names to call on in the wider Middle East region. A cardinal rule in the generator manufacturing business is to be able to provide uninterrupted power whenever needed. For example, a mobile base station

could continue its operations when a power outage occurs at -20°C at an altitude of 3,280 ft, using the generators produced by AKSA. “Although many people are not aware of this, we carry the responsibility of uninterrupted vital communications services,” Peker states. “We design and manufacture products that serve urban city centre requirements as well as tough challenging geographical conditions. If our generators are silent and reliable enough to be operated in a hospital, as well as at military defence points under challenging conditions, we call that a success.” AKSA Power Generation has, in recent times, been awarded a number of industry accolades – the company received ‘The Stars of Export Award in the Electrical and Electronic Equipment Category’ from Nihat Zeybekci, the Turkish minister of economy and Mehmet Buyukeksi, chairman of the

Energising the Middle East’s power sector As the region's power sector attempts to meet growing demands, we speak to Anita Mathews, director - Informa Energy Group, to find out what plans are in place for the 2015 edition of Middle East Electricity – the region's leading power trade show – as it prepares to celebrate its 40th anniversary. Technical Review ME: How can the electricity and power sector benefit from the large number of construction and infrastructure projects planned across the MENA region over the next decade? Anita Mathews: Every new construction project that is mobilised in the region creates a significant opportunity for the power and water sector due to increased demand. A recent report from the Arab Petroleum Investment Corporation (APICORP) stated that the MENA region could require energy investments of up to US$316bn over the next five years to meet growing demands for power. This would represent a growth rate of 8.3 per cent annually, with almost 156GW to be added to the installed capacity of the MENA region between 2015 and 2019. Due to recent political and economic developments, Egypt has emerged as a key investment destination and a country that we have recently expanded our portfolio into. According to a report by the Egyptian Electricity Holding Company, the country's five-year plan leading up to 2017 includes implementation of power projects with a capacity of 12,400MW and total investments expected to reach US$143bn. We have recently entered into a partnership with Egytec to co-organise Egypt’s leading energy and power exhibition, Electricx, as well as associated events in Cairo towards the end of 2014. Technical Review ME: What feedback did you receive following last year's event and have you taken any recommendations on board for 2015? Anita Mathews: We received excellent feedback from our exhibitors and visitors alike. Our exhibitors were very satisfied with the quality and quantity of visitors, and our focus is to ensure that we improve this year on year. Around 94 per cent of our exhibitors plan to return to the show in 2015, which is a true testament of their successful participation.

The 2014 edition of MEE was the biggest and busiest event in our 40-year history, with close to 20,000 visitors, and we expect to break that record yet again in 2015.

MEE has transformed itself into a technology-driven event, with industry leaders using the show as a key platform to launch new technologies and products in the Middle East market, as well as to promote traditional ranges. The launch of Future Generation, a student competition designed to encourage young minds, was a great success. The projects on display were extremely creative and it was encouraging to see so many innovative ideas coming out of the UAE’s higher education sector. This is certainly something we aim to build on for the 2015 edition of the event. Based on feedback from our exhibitors and visitors we have revamped the show layout and adopted an open floor plan to encourage visitor flow across the co-located Solar Middle East event. Technical Review ME: What can we expect in terms of the profile of next year's exhibitors? Anita Mathews: Around 85 per cent of the companies that have confirmed their participation at MEE 2015 are repeat exhibitors. Almost all of the major players – including Perkins, MTU, Volvo, Doosan, Marelli Motori, SDMO, Al Fanar, Cummins and Ducab – have already confirmed their participation, with many of them taking larger

Technical Review ME: Are there any geographical markets currently underserved at MEE that you would like to tap into for the 2015 edition? Anita Mathews: The African and eastern European markets are developing geographical sectors for us. MEE attracts international exhibitors from more than 58 countries with all of them focusing on their export markets. We can support their growth by delivering the world to them at MEE. Technical Review ME: What plans do you have for next year's supporting conferences and what can we expect from the 2015 edition of Solar Middle East? Anita Mathews: Following two successful editions of the Solar and Green Energy Conferences, we will run these conferences again in 2015 with new topics and themes. We are also considering launching several new conferences in 2015, which are still in the planning stages. Solar appears to be the key growth area across the MENA region with annual PV demand expected to reach 4.4GW by 2018. The region could see more than US$50bn worth of investments in solar power over the next two decades. Eaton’s LED socket for hazardous areas POWER MANAGEMENT COMPANY Eaton’s Crouse-Hinds division has launched a new range of explosion-protected wall sockets with LED status indicators for use in Zone 1, 2, 21 and 22 hazardous areas. The sockets are suitable for a wide range of hazardous areas, including applications in chemical, petrochemical, onshore/offshore oil and gas, heavy duty/harsh environments, renewable energy, power generation and wastewater treatment. The new GHG51 series of wall sockets with LED status indicators have an interlocking switch design and are protected by a high-impact resistant, glass-fibre reinforced plastic (GFRP) housing. The wall sockets are both durable and robust, offering high chemical resistance and high ingress protection (IP66), even in their plugged-in state. This is achieved by using a self-cleaning, multi-lamellar contact design with low-transition resistance. Bosch Industrial makes boilers energy-efficient Bosch Industrial demonstrates how ‘modern’ steam boilers can save energy as well as money.

B

OSCH INDUSTRIAL RECENTLY lent its expertise to modernise a company’s steam boiler. The boiler, with an output of four tonnes of steam per hour, had been supplying the process steam since 1978. According to Bosch, energy efficiency and cost-reduction in production facilities have become vital for competitive production and increased profitability. Either existing or old boilers can be modernised or a complete new system can be tailor-made that can be adapted to match these needs. Expert support is, however, needed during the new purchase or modernisation phase. Bosch Industrial demonstrated that in the boiler, an economiser was retrofitted to ensure efficient use of the flue gases, which can reach temperatures of as high as 230°C. The boiler feed water was preheated while the flue gas temperature was reduced by around 100°C. The boiler efficiency was increased by a reduction in flue gas losses of approximately five per cent; similarly, fuel consumption was reduced at full load. To boost efficiency levels even further, the existing light oil burner was replaced with a state-of-the-art dual burner. Natural gas is used as the main fuel and light fuel oil is only used during peak load operation or in an emergency. To ensure correct dosing of the fuel/air ratio, an electronic combined control was included. In the old burner, the combined control was a mechanical type. As time passes and machinery ages, the wear exerted on mechanical components creates an increasingly high level of backlash (hysteresis), which means that more excess air is required. As a result, an unnecessarily high amount of cold air is heated. This reduces efficiency levels. Using a firing with electronic combined control, however, enabled the excess air level to be set with greater precision, which in turn creates savings. In addition, the new firing enabled infinite variable operation with a turndown ratio of 1:5 during gas operation. The previous oil burner was only able to achieve a turndown ratio of 1:2. Consequently, the burner adapted itself much more readily to actual steam

requirements. If, for example, just 30 per cent of the steam quantity was required instead of the nominal load, the burner output was reduced. In the old burner‘s case, this kind of output reduction led to pulsating burner operation. This resulted in a sequence of events where the firing mechanism was switched off, pre-ventilation was carried out with corresponding energy losses, the firing mechanism was switched back on and then, a short time later, switched off again. The fan motor of the old burner was operated at a constant speed and the air damper varied the air quantity. The new burner regulated the motor speed of the fan in relation to the burner capacity. The electrical power consumption in the partial load range was considerably lower and at the same time there was also a significant reduction in the sound pressure level. Even the oxygen content in the flue gas was continually recorded. If it was too high, making combustion ineffective, the volume of combustion air was reduced. As a result, there was no need for increased levels of excess air, as is required in conventional systems. The oxygen regulation, thus, optimises the efficiency of the burner system, reduces its environmental impact and helps to save energy costs. Bosch Industrial experts are of the opinion that the process of optimising systems requires in-depth analysis before any work is actually carried out.

The new integrated BCO boiler control comes with all of the necessary information and functions for ensuring that operation has been optimised and carried out on the basis of need. The company said that the modernisation and switch to natural gas can save the facility around US$50,000 in running costs per year. The return on investment is 40 per cent. John Deere’s genset engine packs powerful punch JOHN DEERE POWER Systems’ new 6.8L generator drive genset engine hits the key power node of 250kVA prime power in a 6.8L package. The compact yet powerful engine was designed with OEMs and endusers in mind, enabling OEMs to design smaller canopies, thereby reducing material, installation and transportation costs. John Deere’s new 6.8L generator drive genset engine John Deere based the engine on proven technologies that have been developed to meet emission regulations for its certified engines, such as its high-pressure common rail technology, hardened block and piston and 4-valve cylinder heads. The engine has been made available as a bare engine or as a power unit, which includes factory-mounted cooling package and air filter, and can be used in either 50Hz or 60Hz applications by offering switchable speeds of 1,500 rpm and 1,800 rpm. In EU countries, the new, non-certified 250kVA prime/275kVA stand-by power engine is suitable for stationary generator sets, while in non-regulated countries the engine can also be used for mobile applications.

Procell offers sound insulation solution TECHNICAL FOAMS SPECIALIST Eksen has introduced to the Middle East region its Procell flame-proof acoustical foam, a noise insulation material used in power generator enclosures. The material offers full coverage of the inner surfaces of a genset enclosure where required sound level needs to be adhered to, while also ensuring all fire protection requirements are fulfilled. The easy-to-install material is not harmful to the user and is available as sheets or in die-cut parts, as well as ready-to-use kits. Eksen said that Procell provides a great advantage through the use of customised foam parts, avoiding any additional cuttings or shaping during application, leading to zero wastage, better finishing, and improved insulation and impermeability. Atlas Copco launches latest light tower AT LAS COPCO HAS added the QLT H50 model to its range of light towers. The new tower comes with four 1,000W metal halide lamps and a vertical hydraulic mast with a maximum height of nine metres and 340 degrees rotation, while four stabilisers ensure support. Whereas other light towers only have an on/off button, the QLT H50 has an integrated control panel. The LC 1003 controller has been built into the canopy to avoid contact with hot or moving parts during operation, while Pulse and Pause Ballast technology has been utilised to prevent lamp filament damage through ballast pulse repetition. The unit can be used on construction, mining and oil and gas sites, as well as for emergency and events lighting. Key elements of the light tower include pulleys, steel cables, cable clamps and lifting beam and it has been certified
