URBAN DESIGN: NATIONAL EMERGENCY CENTRE SEMESTER VII
SITE LOCATION: KARKARDOOMA, NEW DELHI
SITE AREA: 26,000 m2
The project aims at retrofitting the existing disaster management system by introducing a capacity building arm at the community level Disaster management is a multi-stage process that starts with pre-disaster mitigation and preparedness, focusing on long-term measures for reducing and eliminating the disaster risk. It extends to post disaster response, recovery and re-construction.
The design comprises of an institutional building with a public front , becoming a part of the public realm. It provides an opportunity to the people to learn about the past, present and future of the city It serves as the headquarters for coordination and development of disaster relief assistance.

1) ACCESS AND CIRCULATION: Identifying the probable movement connections with respect to the site.

2) PROGRAM AND ZONING: Placing the retail zones in the front, to make it public, and the institutional and commercial at the rear end.

3) CONNECTION: Connecting the commercial built mass on the upper floors. The front-right public zone can be called as an ‘urban room’, connecting to the semi-public zones via amphitheatres.

For a boundary-less edge, the footpath was combined with cycle tracks for a wider & usable barrier from the road.

We incorporated this concept throughout the ground floor the project, by providing auditoriums, OATs and the weekly bazaar which welcomes pedestrian movement.

Extension of the foot over bridge eases physical and visual access towards the site and acts as the main pedestrian approacch for the site.
The OAT, which is at the intersection of the two major pathways, provides a multi-functional space for public events, street plays and workshops.

The staircase adjacent to the OAT provides a flexible transitional space where people communicate, share thoughts, ideas and activities, translating the concept of an urban room.
The courtyard in the institutional block gives the users an external connect and is used for various purposes.

BACKGROUND STUDY: DOCUMENTING KOTI BANAL ARCHITECTURE
A historical earthquake-resistant style of architecture, Koti banal architecture is prevelant in the North Indian state of Uttarakhand. Structures as old as 800 years can still be found standing despite being struck by major earthquakes.
The architecture style is highly contextual and vernacular in nature. Locally available devdar wood and stone were judiciously used in the construction of these buildings.

-The layout of the structure is simple and symmetrical.
-A strong, heavy, raised plinth is constructed, which shifts the centre of gravity of the building downwards.
-Vernacular materials are used. Here, the materials used are stone (for plinth and walls), wood (for beams, slab and dovetail joints) and slate (for roofing).
-Incorporation of wooden beams throughout the height of the building at regular intervals.
-Small openings.
-Shear walls.
HEAVY, RAISED STONE PLINTH
A vital feature of Koti Banal architecture is a high, heavy plinth. The stone plinth shifts the center of gravity of the structure downwards, thus helping in resisting earthquake damage and increase the structural stability.

A state bhavan is a building which, apart from holding importance for state officials, is a storeyteller of the state’s culture and heritage. The aim was to design the building with an earthquake-resistant design approach, which has been achieved by contextualising the vernacular Koti Banal architecture of Uttarakhand.
-LIGHTER STRUCTURE: As compared to conventional bricks, hollow concrete blocks are lighter.
-POSSIBILITY OF DRY MASONRY: Interlocking blocks make dry masonry possible, which reduces the rigidy of the structure.
