ALASKA NATIVE PEOPLE BUILDING SUSTAINABLE FUTURES Alaska Native people have lived sustainably in the vast regions of the Arctic, Subarctic, Interior and cool ocean areas of the northwest corner of the North American continent for thousands of years. Working in harmony with the land and managing resources for the benefit of both current and future generations is the basis of Alaska Native culture. Long-held Alaska Native value systems, based on a deep connection to the land, are the bedrock of today’s modern Alaska Native economic, social and cultural systems. These systems have instilled in Alaska Native people a vision that reaches far beyond quarterly and yearly corporate financial results. While many corporations are only recently taking steps to integrate aspects of social responsibility into their business models, ANCs have long lent a part of their focus to delivering social benefits to their shareholders, while also contributing to the broader society. At the same time, ANCs remain ever cognizant of the importance of grooming and preparing their future leaders, because they understand and respect that ANCSA isn’t just about one or two generations of shareholders, but was meant to benefit all Alaska Native people. And we know that investing in our people is what makes us strong in the long term. Today’s Alaska Native people have melded their traditional knowledge, skills and acumen honed over millennia and brought it to the boardroom. They’ve built economic engines that are unique in the world for their commitment to prosperity, and to building the capacity to sustain their people and the world around them for generations to come. This is a new corporate model for the 21st century.

Who Owns Alaska

ANCSA was intended as a mechanism to “settle” the long-standing, legitimate land claims made by Alaska’s first peoples and to provide an economic development structure, in the form of corporations, to create a path to economic sustainability and independence. From the start, our leaders envisioned ANCSA as multi- generational. We have invested extensively in scholarships to help create Alaska Native leaders and grow a qualified workforce for our companies and the companies that we do business with and we provide significant support to Native nonprofit organizations that strengthen the social fabric that ties our success together. The enactment of ANCSA was a beginning, not an end, to the ever-evolving role of ANCs in the future of our people, Alaska and beyond. Still, ANCSA was a land claims settlement. It was not intended as a solution for all the social ills impacting Alaska Native people, and it in no way releases the federal government from its responsibility for all U.S. citizens, including Alaska Native people.

ANCSA - Alaska Native Claims Settlement Act ANCSA was signed into law on December 18, 1971. It was the largest land claims settlement in the United States, and was the result of lengthy debate and litigation over whether Alaska Native people had aboriginal land claim rights to ancestral lands and resources. Through the settlement, Alaska Native people were conveyed 44 million acres of land in Alaska (12 percent of Alaska’s land mass), including surface and subsurface rights, as well as $962 million, paid over 10 years, as compensation for land that could not be conveyed in the settlement and for accrued mineral extraction royalties. ANCSA created 12 Alaska-based Regional Corporations and over 200 Village-based Corporations, whose primary mission is to protect the land and to develop economic opportunities and benefits for Alaska Native people. ANCSA arose from a perfect storm, at a moment when the federal government, the State of Alaska, the oil and gas industry and the early conservation movement all had reason to reach an agreement so development and conservation could proceed in the newly-born state. It was at that moment that early Alaska Native leaders saw the opportunity to create a new model of economic self- determination, and actively negotiated the terms of the agreement with an eye to generations yet to be born.

MYTHS AND FACTS ABOUT 8(A) CONTRACTING As ANCSA implementation began, it became increasingly evident that Alaska Native people faced very real challenges in developing economic opportunities. A combination of remote land holdings and limited infrastructure in most rural communities made it exceedingly difficult for ANCs to generate economic progress without assistance. Congress responded by voting to amend ANCSA in 1988 to designate ANCs as minority-owned and economically disadvantaged business enterprises. And Section 8(a) of the Small Business Administration Act was changed to provide special consideration for ANCs and American Indian Tribes. As a result, ANCs became eligible to negotiate federal contracts of any size Although 8(a) procurement has become important to ANCSA Corporations, it represents a mere 1.3 percent of all federal contracting. During the last five years the ratio of 8(a) revenue to total Regional Corporation revenue has ranged from a high of 45.7 percent in 2009 to the current ratio in 2013 of 30.8 percent. In addition, more than 80 percent of the ANC 8(a)s are Village Corporations working relatively small contracts, hiring local people and sharing the

4 ANCSA Regional Association - Economic Report The report summary states, “GAO found that the corporations provide a wide variety of monetary and nonmonetary benefits to shareholders and other Alaska Natives. Monetary benefits include shareholder dividends, Elder benefits, scholarships, memorial benefits, shareholders’ equity and charitable donations. Nonmonetary benefits — often offered in partnership with Village Corporations, tribal organizations and nonprofit organizations within the region — include employment opportunities, cultural preservation, land management, economic development and advocacy on behalf of Alaska Natives and their communities.

ALASKA’S NATIVE PEOPLES: economic benefits with local shareholders in small, remote villages. Since typical profit margins from federal contracts are less than 5 percent, they are not a path to great wealth, but they do provide capacity-building and economic opportunities to many small and disadvantaged businesses in rural Alaska Native communities through direct award. The amendment made clear that positioning ANCs to secure government contracts through the 8(a) program fulfilled an integral part of the original intent of the ANCSA economic settlement, through which Alaska Native people exchanged their traditional land claims for economic opportunities. The amendment states that ANCSA Corporations are classified as economically disadvantaged because our shareholders, Alaska Native people, are economically disadvantaged, and it recognizes that ANCs represent whole communities of socially and economically disadvantaged individuals, each of whom could be individually eligible for SBA 8(a) status. In recent years, in large part due to our substantial success in federal contracting, ANCs have been closely scrutinized by U.S. senators representing districts with large federal contracting sectors. But an extensive review by the U.S. Government Accountability Office (GAO) into the governance practices and benefits provided to ANC shareholders resulted in no substantive negative findings.

DELIVERING SUSTAINABILITY FOR SHAREHOLDERS, DESCENDANTS, ALASKA AND THE UNITED STATES Nothing says sustainability like 10,000 years of successfully inhabiting a region viewed by some as challenging, while at the same time increasing your economic prosperity, protecting the land which sustains your people and continuing to grow future leadership. ANCs have taken the values of their culture and, over the last 43 years, developed a new corporate model that meets the economic, social and environmental triple bottom line. In addition to providing benefits directly to Alaska Native people, ANCs also provide economic benefits to the State of Alaska and the United States in the form of employment and income taxes. “The stated goal of ANCSA in 1971 was to build economic self- sufficiency while addressing the social and cultural needs of our people. This hybrid was a striking difference to the Federal Indian policy of Lower 48 reservations and oversight by the Bureau of Indian Affairs, which at the time was viewed as a failure.”3 Instead of separating indigenous peoples from others in society, ANCSA embraced an inclusive model to settle indigenous land claims. At the time of passage, ANCSA was the most far-reaching indigenous land claims agreement ever drafted between a government and any indigenous peoples’ group.

ANCSA Regional Association - Economic Report 5 Alaska’s Native Corporations, formed under ANCSA, have grown into leaders in Alaska’s economy by investing and growing economically around the globe and bringing those profits home to our shareholders. The combining of Alaska Native values with the economic independence of the Western corporate model led to increased economic parity for Alaska Native people within the span of one generation.

FINANCIAL BENEFITS: THE ECONOMIC BOTTOM LINE In many ways the ANCSA and the corporations created under that law are the nation’s best kept secret: an economic success story that not only reaches Alaska Native people and the State of Alaska, but touches every state in the United States. Beyond being of critical economic benefit to the state of Alaska, ANCSA Regional Corporations take very seriously their obligation to provide economic benefits to their shareholders through employment, corporate dividends and scholarships. Even during a somewhat down year for ANCSA Regional Corporations as a whole, exceptional performance by individual companies caused shareholder dividends to increase to over $200 million. This represents 133.4 percent of net income, over twice the average percentage of 60.4, and an increase of 72.2 percent from the previous year’s 61.2 percent. Dividends are a critical cash supplement to the subsistence way of life for many shareholders, and for others, a helpful addition to annual income or an opportunity to save for future needs. Perhaps the most effective way to provide lasting economic benefit to Alaska Native people is to provide good, long-term career opportunities. All ANCSA Regional Native Corporations have a clear priority to hire qualified shareholders, descendants and family members. In 2013, ANCSA Regional Corporations employed 13,867 shareholders and an additional 3,477 Alaska Native people for a total employment of 17,344 Native people. In this way, ANCSA Regional Corporation payrolls create an important economic multiplier within the Alaska Native community.

Impact of ANCSA Corps One of the real unsung benefits of the ANCSA Regional Corporations is the contributions they make to the U.S. economy. ANCSA Regional Corporations are job creators. In 2013 the ANCSA Regionals employed over 43,000 people in all 50 states And, while 37 percent of the payroll and 41 percent of the jobs are Alaska-based, the rest are distributed across the country from Missouri to California into the economic engine of Alaska. When measured against the other top 49 Alaskaowned companies (Alaska is the 49th state), ANCs account for 73.4 percent of the revenue earned, 66.3 percent of Alaskan jobs and 83.5 percent of the worldwide employment. ANCSA Regional Corporations alone account for over half the revenue and jobs provided by the 49 companies, making up 55.7 percent of the gross revenue, 58.9 percent of Alaskan jobs and 60 percent of the worldwide employment. 22 ANCs in total – including all twelve ANCSA Regional Corporations – are on the list of the top 49 companies.

SOCIO-CULTURAL BENEFITS: THE SOCIAL BOTTOM LINE “Successful economies stand on the shoulders of legitimate, culturally-grounded institutions of self-government.”4 By significantly contributing to social and cultural institutions, ANCs are ensuring a sustainable future for their people through the continued development of their emerging leaders. ANCSA Regional Corporations contract with the federal government to provide social, education and health services for Alaska Native people in their regions. And to administer these services, ANCSA corporations set up nonprofit organizations to supplement the corporations created by Congress. By cooperatively working with these nonprofits, the for-profit ANCs are able to deliver significant social benefits to our people across Alaska. In 1971, prior to ANCSA, Alaska Native people experienced some of America’s harshest living conditions and had scarce economic opportunities compared to most. Today, conditions have improved greatly on a number of levels. As ANCs succeed, many of the indicators of a healthy society have also begun to improve. For example, the life expectancy for both Alaska Native men and women has increased, infant mortality has decreased and poverty has been reduced from over 60 percent to 20 percent. While the health and social outlook for Alaska Native people is far from perfect, there have been remarkable advances since 1971, and with the increased success of ANCs, we are

likely to see continued improvement in the coming years. Hard data and emerging trends indicate the increasingly positive other Alaska Native people. Some of these socio-cultural benefits, which are often offered in partnership with Village Corporations, tribal organizations and nonprofit organizations in the regions, include:

In 2013, the ANCSA Regional Corporations expressed once again a firm social commitment to building their futures, with all corporations maintaining a strong commitment to building shareholder capacity through scholarships, dividends and contributions to Native nonprofit organizations. • The companies contributed $7.7 million to scholarships, representing 5 percent of net income, considerably above the five-year average of 3.5 percent. • Contributions to Native nonprofits of over $20 million were well in line with the average support for the five years reported of $21 million. Native nonprofit contributions in 2013 represented13.3 percent of 2013 net income. • When scholarships and contributions to Native nonprofits are combined with corporate dividends, ANCSA Regional Corporations dedicated 152 percent of net income. Stable support for these critical investments for the future, even in a somewhat down year, underlines the Corporations’ commitment to bring real benefits to their shareholders and descendants.

LAND STEWARDSHIP: THE ENVIRONMENTAL BOTTOM LINE ANCs are unique in the world in that they are not merely for- profit corporations, but are stewards of their Native homelands. Most of the land received under ANCSA — key to

our heritage, culture and future — continues to be held by the corporations, just as Congress intended in passing ANCSA. These are our settlement lands; lands that we must not lose. So how do ANCs sustainably manage the resourcerich land that was the basis for our land claims, and is the cultural heart of our people? Over the last 43 years ANCSA Regional Corporations have exemplified values-driven land management. ANCSA Regional Corporations only carry the value of developed land on their balance sheets, a minute portion of the 44 million acres received under ANCSA. Even a casual valuation of the 44 million acres of land at $1,000 per acre would mean that shareholder equity, from a balance sheet perspective, is understated by $44 billion. This might seem crazy from a Wall Street-perspective; however, the conveyed lands were the most important element of ANCSA, and it is management’s job to protect the land. Quite simply, the land is more than acreage to Alaska Native people; it is who we are.

SUMMARY FINANCIAL RESULTS As a whole, ANCSA Regional Corporations had a profitable but down year from 2012, with nine of the twelve Regionals reporting profits and three reporting uncharacteristically down years. At the same time, ANCSA Regional Corporations maintained a strong commitment to providing dividends and scholarships to shareholders and descendants, and continued to support numerous nonprofit organizations that deliver social and cultural services to Alaska Natives and other individuals across the state. The following are key observations from the ANCSA Regional Corporation financial performance in 2013. • Total revenue averaged $8.3 billion for the five years 2009-2013. While 2013 revenues of $8.5 billion represented a 5.3 percent decline from a 2012 high of $8.9 billion, they nonetheless represented solid performance and an 18 percent increase from the recessionary days of 2009.

• Nine of the 12 Alaska Regional Corporations were solidly profitable in 2013. Unfortunately, three corporations experienced significant losses that impacted the aggregate 2013 net income for the ANCSA Regional Corporations as a whole. 2013 net income fell to $154 million, down 43.3 percent from the previous year. Profit margins for 2013 were 1.8 percent, compared to an average profit margin of 3.5 percent for the five years reported.

• Due to exceptional performance by individual companies, dividends to shareholders increased to $205 million, representing 133.4 percent of net income, over twice the 60.4 percent average. ■

• Total assets for 2013 were $6.2 billion, which, despite the lost value due to the losses experienced by three companies, represented a 22.2 percent increase since 2009.

The ANCSA Regional Association exists to promote and foster the continued growth and economic strength of the Alaska Native Regional Corporations on behalf of their shareholders. The Board of Directors includes one representative from each of the 12 Alaska-based Native Regional Corporations as well as the Alaska Federation of Natives. These members represent the highest level of each corporation’s management.

• Similarly, shareholder equity for 2013 was $3.8 billion, a slight decline from 2012, but up 17 percent for the five years reported. And the Corporations’ aggregate debt to equity ratio remained very stable at 62.9 percent, closely in line with the five-year average of 61.9 percent.

Healing the Lands - Peace Tree Ceremony by Galina Vladi During a visit to Juneau in October 2008, a friend asked me if I could visit a recreational area that in the past had a history of a major massacre. We parked our car and stepped on a grassy path that led us through a grove of trees leading to a narrow peninsula. Under the shady crones of tall pine trees, a heavy feeling of an invisible presence came upon me. In my mind’s eye, I saw spirits crowded inside the grove. I rushed through the grove, escaping the spirits behind me stretching their limbs while begging, “Help me! Help me! Help!” Their silent scream echoed inside my head. “What happened here?” I cried out to my friend. “This is a place of a major massacre,” my friend replied. “Russian sailors wiped out the whole village in one day.” My friend told me that the city made this place a recreational area. She tole me that several years ago there were a few suicides in the area. “We have to do Peace Tree Ceremony,” I passionately exclaimed to my friend. “It’s our duty as shamans to heal the land. We must acknowledge and pacify the dead before doing any healing work for the people.” Mongolian Peace Tree Ceremony is adapted from "Riding Windhorses" by Sarangerel. It is a healing ceremony that is performed in places of genocide, massacre, war zones, or places of violence that result in massive human deaths. Such places are marked by a large number of traumatized spirits that tinge environment with the energy of fear, confusion, anger, or revenge. This energy influences the living in a most dramatic way, triggering agression and even making them think of committing suicide. The cycles of violence can continue until the disturbed spirits are pacified and until the land is healed. Before each ceremony, a shaman chooses a young tree that in the process has become barissa – "a sacred tree". At the start, participants of the ceremony are asked to tie strips of white cloth to the tree’s branches in honor to the spirit of the tree. Then a shaman performs the ariulga, "a cleansing ritual" to clear the energy of anger and fear. The shaman communicates with the spirits and uses a large amount of salt, sand and rice, as well as spring water. The shaman addresses the invoked spirits with respect and recognition of their suffering, giving them an opportunity to accomplish something great. He communicates to the spirits the importance of working together on bringing peace and balance to the world. The spirits of those humans who died young and or in a violent death are especially troubled. They didn’t have a chance to accomplish much in their lives but after receiving such an opportunity, they become very powerful allies. They inspire people with visions and bring feeling of strength and confidence to their minds and peace and joy to their hearts. The ceremony ends with the offering ritual. Offerings are usually made from a local traditional food. In Mongolia and Siberia such offerings are milk, tea, bread, cheese, butter, cookies, and candies. The chosen young tree barisaa is a symbol of the World Tree representing the center of all existence where all time, places, and possibilities meet. It would establish a connection between the heaven and earth and become a source of spiritual power and blessing, and a place for ongoing channeling of healing energies in a radius of 1 kilometer or more. People in the local community would experience the healing effect of the Peace Tree Ceremony with a reduction of crime and suicide rates, and an improvement of their lives and health. Many places in Alaska have a history of massacres, genocide, and deaths from infectious diseases. It is an absolute


necessity to introduce healing ceremonies to the people whose ancestors were traditional caretakers of the land. These are the places were violence and suicides are on the rise, and were communities are struggling with alcohol and drug abuse. Modern techniques that address existing problems on the surface in the villages and areas of historical and ancient tramas may not be fully successful until the land is healed. Alaska Native people hold a deep connection to the land. Recognition of, and active healing of the land should be a part of the transformative work. It is my hope and prayer that our elders can share stories to awaken and recognize the old ways of healing. I began doing Peace Tree ceremonies in 2011 in New South Whales, Australia. I did my first ceremony in a small park in Kiama that had a mark of a large number of disturbed spirits. There was no historical data related to the park area, however, I had no doubt that this place held a sad history of the Australian colonization past. I have done this ceremony with the help of my students, their sincere intention greatly contributed to the process. Galina Vladi - Shaman, Qi-Gong Master

My next three ceremonies were done in New Zealand in residential areas marked by a presence of large number of disturbed spirits. The next two ceremonies I performed in Germany, and then more, in the US and Alaska. On every occasion, residents of the area reported a noticeable difference in the quality of their surrounding energy – it was much lighter and more peaceful, people slept better at night, felt happier, and had a higher level of energy. The Mongolian Peace Tree Ceremony is a healing ceremony to be performed in the places of genocide, massacres and war zones, I, however, had become doing this ceremony on other occasions as well. I did my first indoor ceremony in Cologne, Germany in 2012. An osteopathic doctor, a great supporter of my work, had asked me then if I would be able to help her client, a 2-year old baby-boy who didn’t sleep at night since he was born. The boy cried hysterically through the whole night until he was completely exhausted. I asked the boy’s mother if I could visit their apartment. I have suspected at that point that the problem was in the energy of her living space. As I approached the apartment building were the family lived I felt as if hit a wall. It was the energy of death - a presence of a very large number of distraught spirits. The family told me that during the war Gestapo had occupied a part of this building. A terrifying picture of piles of corpses appeared in my mind’s eye. “Bring me to the basement, I asked the woman’s husband." I requested the family purchase a small indoor tree and a few days later, I performed a Peace Tree ceremony. It was done in the apartment building’s basement. I also cleared the family’s living space. The following day, I received a call from the mother. She told me that her baby-boy slept the whole night and then for ten straight. Since that time, neither the boy nor the parents had problems sleeping at night.

Another place of my indoor peace tree ceremony was the city’s biggest Residenz Dome (German version of a hospice). My German friend asked me if I could do a healing for her ex-husband. He had a terminal cancer. She told me that two years ago, he also had a near death experience that partially damaged his brain. On my visit to the Dome (it was a four-story and a block long building) I found the place heavily contaminated with disturbed and confused spirits. There was no way, I said, I could do any healing work before addressing the overall energy of the place. I proposed a Peace Tree ceremony. The woman willingly agreed and with two other friends, they assisted me in the process. The effect of the ceremony was immediately shown in my client’s condition. The next day, he was more alert and less tired, and even asked to be seated in a wheel chair instead of lying in bed. The nurses also commented that he looked surprisingly well. Since this was a private ceremony and I had no collaboration with the Dome’s medical personal, there was no information on the overall effect of the ceremony on other residents. However, my friends and I have experienced the energy of the place as much lighter and happier than before. I speculated then that if a scientific study could be done on this subject, it would provide important information on the effect of a healing shamanic ceremony on peoples’ mental and physical health.

When we ground ourselves and connect with our natural world we begin to remember what our ancestors knew in their daily lives. Acceptance of shamanic traditions in our modern life will create a link between ancestral knowledge and a modern science. This union can bring us closer to fulfilling the Hopi’s prophecy: “The meeting of the Eagle and the Condor will restore and regenerate the Earth.” ■

A discussion of shamans, or medicine men, and their practices, can conjure a mixed reaction in every Alaska Native culture. Through oral tradition and personal experience, most are familiar with the supernatural powers that certain individuals were given -- power to heal illnesses, to deliver prophetic messages, communicate with animals, to warn or protect. Shamans could enter trancelike states in which their spirits left their physical bodies and visited other places, then returned to tell what they saw. Nearly everyone agrees on this: some were evil, some were good -- not unlike memories of some missionaries. In some regions, the two belief systems merged to become a third unique set of beliefs. Author Margaret B. Blackman, in writing her biography of Barrow elder Sadie Brower Neakok, described how missionary teachings among the Iñupiaq were viewed. "Despite the eventual demise of the shamans," Blackman wrote, "the new Christianity was interpreted within a context of shamanism. Missionaries were believed, like shamans, to acquire their power directly from a spirit source -- God, in this case -- and, like shamans, some missionaries were deemed effective and others, feckless." In 1854, while engaged in a search for the lost expedition of British explorer Sir John Franklin, Mate William R. Hobson traveled through Alaska's northernmost coastal villages. In one, Hobson watched as a shaman healed a man with a respiratory illness. Author Dorothy J. Ray, in her book Eskimos of the Bering Sea, paraphrased Hobson's story from his journal: "The old shaman seated himself before the fire in a crouching position and for an hour and half shook a skin and uttered ‘strange guttural sounds' over and over without changing his position the whole time. Later, a woman lifted and lowered the patient's head by means of a stick attacked to a skin band tied round his head."

In his unpublished autobiography, "The Northernmost American", Charles Brower wrote that in the winter of 190001, he witnessed the shamans of the Barrow area making a "last attempt to keep some control over the Eskimo." "[When their attempts failed], they tried another track saying they had received messages from above, telling them of a wonderful new religion better for the Eskimos than the white man's. For awhile each had a small following, eventually they lost all their prestige. . . This year we lost the last of the devil doctors." One, he said, had converted to Christianity; the other committed suicide. That same year of 1901, Tom and Ellen Lopp were working in Wales as teachers hired by a missionary association. Unlike most Christians of their time, the Lopps were reluctant to force their entire belief system on the aboriginal people around them, and respectfully referred to the shamans as "Doctors." Ellen Lopp's letters to family members in Minnesota and Massachusetts were collected and published by her granddaughter, Kathleen Lopp Smith, with husband Verbeck Smith, in "Ice Window: Letters from a Bering Strait Village, 1892-1902". The shamans of Wales were still freely practicing their medicine even a decade after the Lopps began working in the village. In a 1901 letter to a family member in the United States, Ellen Lopp's brother Charlie described the day he was invited into a house to watch a doctor at work:

"I made sure that the folks of the house would not be offended or disturbed by my coming in at such a time and then went in. Kitsin, the man of the house who is very sick now, was sitting on the floor in the middle of the room. The old doctor was sitting beside Kitsin, drumming for all he was worth but keeping a regular Eskimo song tune. He was accompanied all the time by his wife, who sat in the same position directly behind him, singing. When I came in, the old doctor did not open his eyes but the others all looked at me and beckoned me to a place on the floor in the back of the room with some others of the family. I lay down on the floor with my head on my elbow and for an hour and a half I enjoyed myself thoroughly. At certain times, the music would stop and the doctor would pray, with his head between his feet, to the spirit. Sometimes he would dance. Three times he managed to get the evil spirit into his mouth and blow it out the door. This sent the old fellow into contortions each time. At times they would all change places. Altogether it was a fine time." More than a century after Christianity began its spread across Alaska, feelings about shamanism remain passionate. Some Athabascan elders in Minto were inflamed as recently as the 1990s when visiting puppeteers presented a children's show at the local school. The visitors were bewildered by the angry outburst of one elder during the show. They could not know that even though decades had passed, several of the offended elders easily remembered how the cruelest shamans used puppets or figurines to

Krause made a sweeping motion, his hand like a knife. The grandson of a shaman, and the son of a medical assistant, George Krause was a Bristol Bay area elder who died in 2003 at age 77. When Krause was growing up in Aleknagik in the 1930s, his father worked assisting the medical staff at Kanakanak Hospital near Dillingham. "He knew how to doctor pretty good," Krause said in 1998, when he was living at the Dillingham Senior Center. "[My father] had a lot of medicine. But my grandfather on my mother's side was The Best Native Medicine Man There Ever Was!" He placed emphasis on each word as he spoke.

"And it fell open. And he reached in there and felt around, and took something out. And he put saliva on his hand and went like this," Krause said, holding his hand in a karate chop again and drawing it across an invisible patient. "That incision just shut and there was no scar. That woman got up and walked around. That's the kind of man he was.

"And he could fly. There were a few that could fly. They could go someplace else. When Katmai blew up, he flew over, over this way to find out if any kind of travel was possible. That the power of the Holy Ghost was with certain people, even in those days, the days of my grandad. Because [otherwise] there was no way they could do that good. The medicine people that I knew after those people passed away, everybody was scared of them because they were of the evil. They could put a spell on you and make you die. So when this medicine man came from this area to Kulukak, everybody gave him everything he wanted. Dog sleds, dogs, harnesses, dog food, anything that he pointed at and wanted. They were just deathly afraid." Krause said his grandfather was a good man who never abused his power. He didn't necessarily ask for supernatural abilities, he just had them. "He was recognized as such, and I guess he had the power to heal whenever he wanted or whenever it was called for. Like the disciples, you can't call on that power for your own use, for your own gratification. It has to be used when God calls for it to be used . . . for good work, good healing." Born in 1881, John "Savokgenaq" Savok grew up in the Norton Sound area, descended from shamans on both sides of his family tree. He was introduced to Christianity through his young wife, Lily Egaq, and devoted his adult life to supporting her work in the Covenant Church, ministering as a Native pastor to other Iñupiaq people. Their son, Fred Savok, wrote about his parents and the cultural history of the area in his 2004 book titled Jesus and the Eskimo. "Although I use the term ‘shaman' in this book, I want to clarify that the Eskimo did not worship the Devil," Savok wrote. "Satan and evil spirits were well known, welcomed and feared by the Eskimo at the same time. "As a boy, my father was initiated into the life of a Shaman should he desire that prestige in the Eskimo land," he wrote. "His family line, as far back as I can determine, were ‘powerful' people. They were leaders in their communities. But the ‘buck' stopped with my father, John. All he needed to do was to ask the demonic spirit, who constantly followed him, for help to become an evil doctor. To have the help of the Devil in everyday life of the Eskimo was that easy to acquire and get into. But like any other spirits, they do not impose themselves and enter any person. They must be invited, so to speak, and their help welcomed before a person can become demonized." Shamanism in all its forms has not disappeared among Alaska's Natives. For some years, hunting conditions were not good in the far North, where the weather was harsh and dangerous. Even ptarmigan and animals were scarce on land. For strange reasons, even fish in the lakes and rivers were hard to find. Sea mammals were few out on the ocean. Hunting conditions like these could well mean starvation in any area. The only food supply left was in the family food caches. Food rationing, known so well to the Eskimo, will only reach into nothing. Before the food source was gone, the Village Chief would call a special meeting to discuss the problem. Then, as a last resort, a Shaman would be asked to make a survey of both land and sea for animals that can be hunted for food.

impress the onlookers. Seeing these movements the audience seemed to freeze. No one was moving or talking. All eyes watched the solitary figure in the center of the room. He now faced the large coil of rawhide rope on the floor, lower end of which is tied securely to a post. Finding the top end of a strong rope, he tied it tightly around his waist. Having done this, he motioned to the person close to the oil lamp to snuff it out. With the light out now, people could hear chanting in a soft voice. As the crescendo quicken and build up, they could hear footsteps of the dancer. Singing as he danced, he found the passageway out of the building. His motionless audience followed his movements in the dark until they could not hear his singing voice any longer in the distance. "Then someone lit the oil lamp. Instead of a large coil of rope and a dancer on the floor, only rope end tied to the post can be seen. With other people, I follow the rawhide line outside. The line led towards the ocean ice. However, we had no trouble following the line on the snow. Before we found the end of the line, we stopped. Here the line went into the ice. And it looked like the ice had frozen with the line there. No cracks on the ice whatsoever. And yet, this is the same line that was coiled on the floor of the qasgi. "Without a shadow of doubt, the Shaman had entered the ocean water right through the ice. Incredible! Now he is somewhere out in the ocean water looking for fish and seals. I had never seen anything like it before. "While the older huddled and talked about the Shaman whizzing here and there through the water, the younger ran hard on the hard snow and slide on glare ice back and forth. Lots of fun! But their fun was cut short because the older start walking back toward the warm house. Nearing the building they could hear loud talking and laughing. "In the qasgi, the people took this occasion to visit not only as a group of men but with their wives as well. The children attentively listened to stories and jokes and laugh. Especially the joking cousins, who were mercilessly hitting each other hard with words. This is the way pent-up emotions and frustrations were aired out. A good practice to help someone who might be suffering from mental problems. A good medicine to pull someone up from doldrums. As soon as someone noticed, the surveyor is just about to enter the house, the noise in the building stopped and the crowd waited.

After an agreement was made with the worker of the supernatural, word of the coming event spread throughout the village quickly. Meals were served and eaten a little early. Home chores were done before darkness covered the village. Necessary paraphernalia needed by the village's superman was made ready in the qasgi before nightfall. Then all the women and children begin to gather at the qasgi where the men folk already were. People greeted one another in hushed tones as each found a place to sit on the floor. Everything is ready. Now, let us join my father, Savok, a young lad who related the story to us, as it happened so long ago.

"The Shaman, still tied around his waist with the line slowly enters. He does not look cold. His clothes are not wet. He looks exactly like he did at the beginning of the performance. His report was not good. The future looks bleak, to say the least."

What is the 8(a) Business Development Program?

Benefits of the Program

The 8(a) Business Development Program is a business assistance program for small disadvantaged businesses. The 8(a) Program offers a broad scope of assistance to firms that are owned and controlled at least 51% by socially and economically disadvantaged individuals.

Participants can receive sole-source contracts, up to a ceiling of $4 million for goods and services and $6.5 million for manufacturing. While we help 8(a) firms build their competitive and institutional knowhow, we also encourage you to participate in competitive acquisitions.

8(a) firms are also able to form joint ventures and teams to bid on contracts. This enhances the ability of 8(a) firms to perform larger prime contracts and overcome the effects of contract bundling, the combining of two or more contracts together into one large contract. Established in 1824, IA currently provides Services(directly or through contracts, grants, or compacts) to approximately 1.9 million American Indians and Alaska Natives. There are 565 federally recognized American Indian tribes and Alaska Natives in the United States. Bureau of Indian Affairs (BIA) is responsible for the administration and management of 55 million surface acres and 57 million acres of subsurface minerals estates held in trust by the United States for American Indian, Indian tribes, and Alaska Natives. Bureau of Indian Education (BIE) provides education Servicesto approximately 42,000 Indian students. The Bureau of Indian Affairs (BIA) mission is to: “… enhance the quality of life, to promote economic opportunity, and to carry out the responsibility to protect and improve the trust assets of American Indians, Indian tribes, and Alaska Natives.” The Bureau of Indian Education (BIE) mission is to: “… provide quality education opportunities from early childhood through life in accordance with the tribes’ needs to cultural and economic well being in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities. The Bureau considers the whole person (spiritual, mental, physical and cultural aspects.)”
