MESSAGE FROM THE BOARD 2016 represented another year of growth for the Alberta Soccer Association. Despite economic uncertainties for the province, our membership numbers continued their trend of increasing year over year and as a result, the Association continues to introduce and implement innovative programming and services to meet the needs of a robust membership.
We are proud, once again, to state that the Association was able to achieve financial stability without raising fees for our members while still maintaining a quality level of service and programming for our membership. The staff continues to develop innovative programming year over year while remaining within an established budget. On the field, Alberta continues to impress the rest of the country through our results at national competitions and the number of players being produced in the province that go on to national and international opportunities. Alberta Soccer continues to invest in technical leadership projects that will align our province with the LTPD plan and the Canada Soccer player pathway. The continued partnership with FC Edmonton in the north of the province has provided great opportunities for players and the announcement of a new partnership in the south of the province with the Vancouver Whitecaps will provide similar opportunities to players of all ages.
That progress is shown through our commitment to a strategic planning process that we started just over three years ago. 2016 signalled the end of our first strategic plan of which many objectives were met while some remained a work in progress. We released our 2016-19 Strategic Plan in April with new and bold commitments to Governance and Leadership, Financial Stability, Business Development and Communications, Technical Leadership, Referee Development and Competitions. Our work towards meeting the objectives and outcomes of this plan will continue through 2019 and remain in alignment with the four pillars of the Canada Soccer Strategic Plan.
Lethbridge Soccer stepped up to host the U-16 Cup of the Sport Chek National Championships after its original host dropped out in late 2015. We are pleased to see the continued desire of our members to host these large scale events. This year’s National Championships saw Alberta bring home four titles and six total medals. We are incredibly proud of the teams that continue to represent Alberta at the National Championships, not just for their results on the field, but for the pride they take in representing the province.
Just one year removed from the 2015 FIFA Women’s World Cup Canada, Alberta Soccer continued its work to prioritize female specific initiatives. With the help of our established Development of Women in Soccer Committee, we are pleased that our Women in Soccer Conference has become an annual event which will help to encourage more women in coaching, officiating and leadership positions throughout the sport. Along those lines, Alberta Soccer has established a Code of Conduct Advisory Committee which will assist the Association in tackling issues of gender equity and other social bias. This work is of significant importance to the Association as we continue to make all aspects of the sport accessible and enjoyable to all.
We want to thank the Alberta Soccer staff, committees, volunteers and the Members across the province who have shown an extraordinary commitment to their roles and who have shown their passion for a continued betterment of the game.
Alberta Soccer was pleased to add a number of new members to our Board of Directors in 2016. This included the appointment of a Public Director in Noreen Onofryszyn who brings a much needed skill set of business development and experience with community partnerships. The Board now includes members from Calgary, Edmonton, Red Deer, Sherwood Park, St. Albert and Rocky Mountain House and we continue to strive for the geographical diversity on the Board of Directors that is representative of our membership.
Our vision remains the same: creating a centre of excellence for the game providing opportunities for all players to reach their full potential. We look forward to working with all of our stakeholders in the years ahead on achieving this vision.

After successfully implementing and evaluating the outcomes of our 2013-16 Strategic Plan, Alberta Soccer’s Strategic Planning Committee embarked on developing the 2016-19 Strategic Plan which was officially launched in April, 2016. This time around, rather than relying mainly on an internal process and committee to develop the plan, Alberta Soccer consulted with our Districts at multiple meetings to help craft and expand on objectives and outcomes. We believe that this input has given us a plan that reflects the diverse needs and desires from across the province.
The vision and mission remain the same but as the Association continues to progress towards a centre of excellence, the alignment with Canada Soccer’s Strategic Plan pillars takes on greater significance and our priorities and objectives have become more ambitious.

TECHNICAL PROGRAMMING
With Canada Soccer’s unveiling of their official pathway in 2014, Alberta Soccer built off of this pathway to integrate our own programming while aligning with Canada Soccer’s programming. The Alberta Soccer pathway is aligned with principles of Long-Term Player Development (LTPD) and built around three streams of play: recreational, competitive and EXCEL. The recreational and competitive streams are largely delivered by districts and clubs across the province with the exception of the Alberta Soccer Mini Stars program, Provincial Championships and Alberta Major Soccer League. In 2016, Alberta Soccer was formally approved to implement Regional EXCEL centres in both Edmonton and Calgary with the assistance of FC Edmonton and the Vancouver Whitecaps. These partnerships have allowed Alberta Soccer to continue to place players in National Team Programming and Professional Club Environments.

COACHING
Alberta Soccer continues to lead the way in the phased implementation of Canada Soccer’s coaching program and alignment with Long-Term Player Development principles. Alberta Soccer Licensing courses continue to see increasing number of participants and coach development opportunities from Canada Soccer were abundant in 2016.
Provincial C License Courses hosted in St. Albert and Calgary – 34 participants took part in the C License course held in St. Albert from May 23-27, 2016 and another 266 completed the course in Calgary from August 3-7, 2016. For the first time, video analysis of participant led training sessions was incorporated into the training at the Calgary course.
Host of Canada Soccer’s Pilot ‘C-License’ Course and National Master Learning Facilitators Training – Alberta Soccer hosted one of two Canada Soccer C License Evaluator pilot courses in Calgary in April, 2016. This course is designed for those responsible for the evaluation of coaches completing the Canada Soccer C License. There were nine coach evaluators that participated in the training.
Five women participate in Canada Soccer supported mentorship program – Alberta Soccer, in partnership with Canada Soccer, placed five women into a mentorship program working towards their Provincial B License. Alberta Provincial team head coaches and Alberta Learning Facilitators helped mentor the female candidates over the winter months prior to a March and September 2016 assessment.
Slight increase in trained community coaches – Alberta Soccer saw a 3% increase in coaches who were ‘trained’ in community stream NCCP clinics from 2014-15. In total, 75 clinics were held across the province which trained 1,293 coaches.
Canada Soccer offers Coaching Development opportunities – Canada Soccer made a number of development opportunities available to Alberta coaches during the summer of 2016. This included a visit from Canada Soccer Technical Director Tony Fonseca to both Edmonton and Calgary in July to demonstrate how to run a session as well as the introduction of the FIFA 11+ and Canadian Sport for Life Movement preparation program to prevent injuries for Alberta Learning Facilitators in May 2016.
Provincial B License course hosted in Calgary – 19 coaches participated in the B License course held in Calgary from June 28 to July 3, 2016. Following course work, participants will have to complete an assessment to gain full certification.

EXCELLENCE PROGRAM
Alberta Soccer continues to be at the forefront in working with Canada Soccer to assist in the development of the sport in Canada. This past year, Alberta Soccer launched its Player Pathway which aligns with the Canada Soccer Player Pathway released in 2014. From a Player Development perspective Alberta Soccer is proud of our long-standing partnership with FC Edmonton in the north and was delighted to partner with the Vancouver Whitecaps in the south starting in August 2016. These partnerships have allowed Alberta Soccer to continue to place players in National Team programming and Professional Club environments. These two partnerships have also resulted in a collaboration between both pro clubs, Canada Soccer and Alberta Soccer resulting in Canada Soccer’s REX program for female players being introduced in Alberta as well as a Whitecaps Academy Centre for boys in the South. Provincial Team Program – In a new format which saw Winter Training being used as an extended trial process Provincial Teams (U13 & 14 Boys and Girls – North and South teams) were selected in February 2016. The teams completed the program by competing in a showcase event hosted by the Vancouver Whitecaps in Vancouver, British Columbia in March 2016. Teams performed well playing quality football which resulted in a number of Alberta players being identified by staff from the Vancouver Whitecaps and Canada Soccer. This showcase event which will expand in 2017 by including additional teams from Nova Scotia, Newfoundland and PEI will now become an annual event to assist the Vancouver Whitecaps and Canada Soccer in their player identification process. Regional Excel and Academy Centres – Alberta Soccer was officially granted Regional Excel Centres in the summer of 2016 by Canada Soccer to replace the Regional Performance Centres for female players. A partnership was also struck with the Vancouver Whitecaps to form a boys Academy Centre in Calgary while FC Edmonton continues to run their academy in northern Alberta. 50 female players born between 1999 and 2003 were enrolled in the REX Centres in 2015-16. It is evident that an elevated level of play that pits “best with best against better” is essential in the development of players at the Excel level of play.

GRASSROOTS DEVELOPMENT
In 2015-16, the Technical Department of Alberta Soccer continued to engage the member districts in our grassroots programming outlined in the Strategic Plan. The department is adapting to these demands placed upon our members and Alberta Soccer.
communities. 82 visits were conducted across 16 different districts reaching 1,175 coaches and parents in addition to 2,863 players. The program will look to expand in 2017 with Alberta Soccer aiming to visit all 23 Districts and employing the use of video to cast our net even further.
Mini Stars - the program continues to thrive and is a flagship of player development as opposed to team specialisation. Over 270 players enrolled in the Mini Stars program last year. The program extended to two new centres in 2015-16 including Fort St John and Medicine Hat. The Showcase and Residential Camp continue to be highlights of the program as players get to develop their skills with other like minded players across the province. The program’s popularity and increasing demand led us to introduce a fall program beginning in August 2016 in both Edmonton and Calgary. The program was held outdoors and saw an enrollment of 125 participants.
FUNdamentals Festivals – In 2015-16, the Alberta Soccer FUNdamentals Festivals were supported by an RBC Learn to Play Grant in the amount of $10,000. This grant helped us to provide five communities with $2,000 each for implementing a festival. The Festivals were delivered in Calgary North and South, Fort St. John, Cochrane, and Penhold. There were also eight communities who implemented the Festival program without the support of a grant. The Festivals continue to teach the Preferred Training Model endorsed by both FIFA and Canada Soccer in communities that deliver grassroots programs. In 201516, over 500 players and 125 coaches benefitted from the program.

Mike Barwegen was appointed to NASL, Canada Soccer Club National Championships, and CIS Nationals. Dereck Illingworth was appointed to NASL, CSA National Club Championships and CCAA Nationals and Sheena Dickson was appointed to NASL and CIS Nationals.
Increases in overall numbers and recruitment – Overall numbers of officials who were registered with Alberta Soccer rose to 3,081 total officials which represented an increase of 5.3% in 2015-16 from the previous year. Providing opportunities for education and development – 201 Referee courses were delivered in 2015-16 to 4,101 students. The Association also offered Entry Level Referee Assessor courses in the spring in Edmonton, Calgary and Lethbridge. With the value placed on providing development opportunities for Alberta officials, seven referees were invited to participate at the renowned Dallas Cup in March and 29 officials were appointed as support officials at the U16 Canada Soccer Club National Championships in Lethbridge in early October.

SENIOR PROVINCIAL CHAMPIONSHIPS In 2016, Alberta Soccer ran 26 Senior Provincial Championships including 13 indoor championships and 13 outdoor championships. Edmonton District Soccer, Calgary United Soccer and Calgary Women’s Soccer stepped up once again to host these competitions and Edmonton hosted all of Senior SoccerFest. Senior SoccerFest saw Edmonton Scottish defeat Edmonton Green & Gold in the Challenge Cup final and despite the result, both teams had already booked their spots at the National Club Championships in Newfoundland. On the women’s side, a rematch between Edmonton Victoria and Edmonton Northwest United in the Jubilee Shield final provided an entertaining match in which Edmonton Northwest United snatched a 119th minute goal to claim the title as Provincial Champions and earn a spot at Nationals. Both provincial final games were streamed live via Alberta Soccer’s new competitions website in partnership with Canada Sport TV. Canada Soccer’s Western Masters and Classics Regional Championships were held in Winnipeg at the end of September. Edmonton Victoria represented Alberta on the men’s side and brought home a bronze medal while Calgary Tsunami Blues represented Alberta for the first time on the women’s side and finished in fourth place.

ALBERTA MAJOR SOCCER LEAGUE The Alberta Soccer Association celebrated its 25th year as the premier adult league in Alberta with 16 teams that took part in the league in 2016. Teams from Calgary, Edmonton, Lethbridge and Red Deer each played 14 games between May and August of 2016 with the league championship and ultimately a place at the National Championships in Alberta on the line. On the women’s side, Edmonton Northwest United put in an even more dominant performance this year going undefeated with a 13-0-1 record. Edmonton Scottish returned to the top of the table for the first time since back to back league titles in 2012 and 2013 and finished ahead of any competition by at least 11 points. At Canada Soccer’s 2016 National Championships held in Newfoundland, Edmonton Northwest United
finished fourth after an exciting provincial championship over last year’s winners Edmonton Victoria. Edmonton Scottish claimed Alberta’s first men’s national championship since 2008 and the club’s first national championship after five previous attempts. Edmonton Green & Gold also earned at spot at Nationals where they finished 5th place respectively out of 12 teams.

Alberta Soccer maintained its strong record of financial stability in 2015-16 as outlined in our Strategic Plan. Moving forward into our 2016-19 Strategic Plan, Alberta Soccer will continue to work with its members to use the current assets of the Association to create a financial vision to grow the game of soccer through sound financial practices. Alberta Soccer administration continue to work towards implementing new, cost neutral or revenue generating programs while maintaining a focus on lowering regular program costs. With a $2 million asset base, Alberta Soccer can strive towards the goals in our Strategic Plan without requiring additional investment from the membership.

Membership fees remained unchanged for an eighth straight year and Alberta Soccer will target a minimum of 10 years without raising basic membership fees Spending allocated to administration was reduced for a fifth straight year (16.67% in 2012 to 15.29% in 2013 to 15.19% in 2014 to 14.56% in 2015, 14.23% in 2016) Auditors once again approved a clean audit for 2015-16. Surplus for year end was just over $180,000 with the majority of this resulting from an unbudgeted increase in membership revenue of $120,000. Increase in Membership Fees allocation to youth competitions associated with insurance premiums, unanticipated hosting of club national championships in 2016 and the introduction of a new merchandise program for the Provincial Championships

Nature of operations: Alberta Soccer Association (the "Association") provides the administrative and technical development framework for all soccer programs within the Province of Alberta. The Association, incorporated under the provisions of the Societies Act of Alberta, is a non-profit organization within the meaning of the Income Tax Act (Canada) and is exempt from income taxes.

Significant accounting policies: The Association prepares its financial statements in accordance with Canadian accounting standards for not-for-profit organizations which is Part III of the CPA Canada Handbook Accounting. The Association's significant accounting policies are as follows: (a) Use of estimates: The preparation of the financial statements requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of revenue and expenses during the year. Actual results could differ from those estimates. (b) Cash: Cash consists of cash on hand and amounts on deposit in demand-type accounts less cheques issued and outstanding. Cash includes amounts on deposit in demand-type accounts arising from specific fundraising activities which may be subject to restriction. (c) Inventories: Inventories distributed for no or nominal value or consumed in the delivery of services are stated at the lower of cost and net replacement cost. Inventory held for sale is stated at the lower of average weighted cost and net realizable value.

Significant accounting policies (continued): (d) Property and equipment: Property and equipment are stated at cost. Donated assets are recognized at fair value which is deemed cost. Amortization is provided using the straight-line method at the following annual rates:

(e) Revenue recognition: The Association follows the deferral method of accounting for contributions. Restricted contributions received in the year that relate to future expenditures are recorded as deferred revenue. Unrestricted contributions are recognized as revenue when received. Contributions for the acquisition of property and equipment and donated property and equipment are recorded as unamortized capital contributions and recognized to income on the same basis as the amortization of the assets for which the contributions were received.
Fees are recognized as revenue in the year for which services are provided. Fees received in advance are recorded as deferred revenue. Revenue from the sale of inventory is recognized when the product is delivered and collection is reasonable assured. Excess revenue (expenditure) reported in the statement of changes in net assets for investment in property and equipment are the net amount of depreciation and revenue attributable to property and equipment and represent a transfer of unrestricted net assets. Interest income is recorded on a time proportion basis. Interest income earned on restricted contributions that are similarly restricted by the contributor is recorded as deferred revenue until the eligible expenditures have been incurred at which time the interest is recognized as revenue. Contributed services: The work of the Association is dependent on the voluntary services of many members. Due to the difficulty of determining fair value of these services, contributed services are not recognized in the financial statement. The Association may receive distributable materials for distribution to member organizations. The Association does not recognize the revenue or related expense for these materials. 6

The use of casino cash is restricted under agreement with the Alberta Gaming & Liquor Commission. The cash must be used for expenditures approved by Alberta Gaming & Liquor Commission, including officials, registration fees, facility rentals and some administration costs. The Association has not drawn on all of these funds, but met the expenditure requirements to recognize these funds as revenue in the prior year.

Term deposits: The term deposits, measured at amortized cost, consist of a $416,971 term deposit bearing interest at 0.70% (2015 - 0.50%) maturing January 4, 2017 and a term deposit of $411,100 maturing November 9, 2016 bearing interest at 0.7% (2015 - 0.70%). Included in administration revenue is interest income of $14,438 (2015 - $6,028).

10. Commitments: The Association has a lease for rental of premises ending February 28, 2020. The Association has also two commitments for sports administration software licenses and services ending July 21, 2020 and December 14, 2020. The Association is also responsible for its share of occupancy cost and realty taxes associated with the premises.
11. Financial instrument risks and concentration of risk: The Association’s financial instruments consist of cash, term deposits, accounts receivable and accounts payable and accrued liabilities. The Association's operations are concentrated to Alberta and all banking is concentrated to one large, federally registered and insured financial institution. The Association’s accounts receivable are primarily comprised of amounts due from various local soccer districts and associations and collegiate associations in Alberta with some funds due from others. The exposure to credit risk is limited to the amounts receivable for which local soccer districts, associations and other strategic partners such as collegiate associations are required to be in good standing to participate in the Association. When there are doubts concerning collection, the amounts are written-off or an allowance is provided by the Board who reviews what actions, if any, they may take against the local districts and associations or other debtor. The credit risk exposure in the current year is unchanged from the prior year. Substantially all of the Association’s operations are transacted in Canadian currency, accordingly foreign currency risk is not considered significant. The nature of investments is limited to interest bearing bank issued deposits of a short-term nature, accordingly, interest rate risk is not considered significant to the operations of the Association.

12. Comparative information: In the current year, the Board altered the method of budgeting to provide greater segregation of items previously included in administration category. The financial statements have been prepared based on this segregated budgeting practice, accordingly, certain amounts have been reclassified for comparative purposes, where applicable, to conform to the presentation used in the current year. The changes do not affect prior year total revenues or the excess of revenues over expenditures.
