To apply an alternative process of decision making, where active citizens can work alongside the local government, we joined forces with “4 Tunnel”, an association of self-organized neighborhood activists. The process started with the young generation, the students of the local artistic high school who guided us through the neighbourhood by drawing maps with their own perceptions, emotions, memories of the area. The second step were meetings to gather input from the users of the locations through our tools. The outcomes were presented to the public and the local government in a final event focused on the implementation and mainstreaming of the actions.

We developed a specifically designed tool (with two variations) that facilitates users’ involvement in the action planning and place management process following the four steps of our method. The tool, an easy-to-handle cardboard questionnaire, allows public space users to have their say about both the local issues and possible solutions. This way we aim not to gather just complains, but rather a detailed analysis of the space as well as possible solutions. The themes for analysis, included in the tools for the two neighbourhoods were: space & place, mobility, society, environment, health & wellbeing.

In a context of large private investments and top-down municipal planning there is a space for autonomous local citizen movements. Our method includes different stages like desktop and field research, participatory assessment workshops. The outcome is an action and place management plan involving various stakeholders. However, the impact is aimed to be bigger than the outcome: a long-term process of creating social bonds, emphasizing the potential of the neighbourhood and community, raising awareness for the quantity and (mainly) the quality of spatial, social, economic aspects of the commons.

Within Milan’s Greco neighbourhood, the railway viaduct of Stazione Centrale is a strong, rigid barrier that restricts social flows between the areas it cuts. However, examples from all over the world indicate the valuable potential of such outdated infrastructure and the multiple benefits they can bring to urban public space. Having identified two public spaces in the neighbourhood as either problematic or underused, we organized a series of activities, with the aim of calling users to reflect on the current situation and to develop ideas for the future of those spaces.
