NEW CENTRALITIES IN POST-SOCIALIST
VILNIUS Master thesis of urbanism. This project mainly deals with absence of planning in Vilnius, which results in chaotic city development. Proposed strategy and collective ďŹ nancing models allows to take immediate action and replace drift of city planning department. Maintenance of infrastructure Possible options of commuting:
Many city problems arise because of low population density. • Expensive infrastructure • High maintenance costs • Long commuting distances • Loss of time • Inefficient public transport
Possible options of commuting:
City area can be reduced to 73km² (18% of current area). Entire population accommodated within this area would create density of 79 residents per 1ha.
Current development model
RESIDENTIAL
WORKING PLACES
Monocentric
Polycentric
ALL TRAFFIC FLOWS COMPILES TOWARD THE CITY CENTER CREATING CONSTANT PROBLEM OF TRAFFIC JAMS
POLYCENTRIC MODEL WOULD CREATE OPPOSITE TRAFFIC FLOWS CREATING BALANCE ON THE ROADS
SHORTENED DISTANCES FOR DRIVERS FROM SUB-URBS
TRAFFIC FLOWS TOWARD CITY CENTER WOULD STILL BE PREVALENT, BUT NUMBERS COULD BE DRASTICALLY REDUCED
DEVELOPMENT METHODS: Current development trends creates extremely polarized city. • Workplaces are separated from residential use, causing inevitable commuting and immense need for infrastructure. • Uncontrolled market driven development cause sharp population division by income and creates fertile ground for increasing segregation. In order to oppose these harmful processes thesis project is devoted to test alternative, collective development models. The base reference for this project is “Baugruppen” movement in Germany, especially the case of Tübingen, Französisches Viertel.

Collective development
Thesis contain four different proposals for distinct parts of the city, where collective development models would have to applied in a different manner. All proposals contain design principles, implementation guidelines and financial models. The focal point of entire work is proposal for Šnipiškės, which deals with difficult context of urban village and is under threat created by predatory market forces.

Assumed conditions for external investor: Situation in Šnipiškės is extremely urgent, therefore waiting for state institutions to take over the initiative is not an option. There has to be direct engagement with local residents, which would allow immediate action. Principle of redevelopment allows to work in direction which complements proposed strategy, at the same time improve poor living conditions of local residents of Šnipiškės. This could be achieved harnessing rising real estate prices, huge demand for living space in the city center and turning difficult situation of local residents into a motivation to participate in proposed redevelopment schemes.

BASTIONŲ BRIDGE I prize in public procurement competition which was held in order to design a bridge over Dangės river. Estimated building completion date – 2020. Location: Klaipeda, Lithuania Year: 2015 Team: Algimantas Varpučanskis Edmundas Andrijauskas Simona Skinkytė
Richard Spijkerman Marius Bosselaar
Žana Lašienė Mindaugas Paknys
Client: municipality of Klaipeda
This competition was launched in order to lay out a section of street and to design a new bridge, which would connect future district on the left side of the river with the rest of the city. At the moment both riversides are sparsely used, as they are on the edge of vibrant part of downtown. By designing a bridge in this particular place, it is expected to make further areas more attractive for future development and everyday uses. This bridge would make these embankments more connected and hopefully provide with an opportunity to expand attractive spaces, along the river. Main intention was to create type of bridge, which would serve all kinds of resident activities with the same respect (without prioritizing car).
4 lane street One of the main demands for this competition was to serve 4 lanes street. Since this kind of street is completely unnecessary in the area, which is located next to down town - two lanes of the street were dedicated for busses. This would slow down future trafďŹ c and put the ďŹ rst step for making public transport more convenient in KlaipÄ—da.
Underground passageway There was also a demand for under bridge passage. However usually underground passing becomes unattractive and people feel unsafe while using them. For this reason passageways were designed as temporary pontoons, which would be cheaper to build and later on could be removed. Simple pedestrian cross over the bridge is proposed as a prior way to cross the road.
Site plan
Lifting mechanism Putting lifting mechanism on top of the bridge allows to keep road altitude as low as possible, because there is no need to have a space for counterweight underground. At the same time visible balancing arms would work as an esthetic element - icon of this place.

Building structure
This building was designed in a very unusual manner - placing tennis courts on top of supermarket. This decision was taken because fitting both facilities in one floor was not possible. Building was composed out of two shapes intersecting each other, clearly indicating two separate uses. Staircase was openly exposed on a front facade, highlighting the way to the second floor with sports activities. Building was constructed using prefabricated reinforced concrete structure. Tennis hall - plywood frame combined with steel columns. Finish - ceramic tiles.

II floor plan
Site plan This project aims to create cozy, comfortable and affordable place for living. There is only four floors what helps to maintain “human scale” and involve all residents to the street life. Building together with neighbor block forms courtyard, which makes a place for children games, barbecues etc. In order to keep cars out of the courtyard, design contains an underground parking.

Site plan
This project was one of the most challenging assignments that I ever had. It was implemented while working at a construction site, where I had to manage all the building process – provide builders with drawings, order materials and make sure that everything is implemented according to my design. These lofts were developed in a former sewing factory which is located in a district now being rapidly populated by young residents, artists etc. It was decided to transform this complex into residential lofts, leaving part of it for retail and day clinics. Building itself is one of the highest in this area, plus it is placed on a hill, so it reveals wonderful views on a whole city.

GUEST HOUSE IN ŠVENTOJI Location - Šventoji, Lithuania Size - 1356 m² Year - 2013 Team - Algimantas Varpučanskis Ingrida Karkalienė Status - Concept design This project is a reconstruction of an old farm building, which is located in a well known resort of Šventoji. The area is only two kilometers away from the sea and it is surrounded by beautiful pine forest. One of customers wishes was to place their own house in this plot, besides that it was decided to make a guest house and workshops as a family business.
