EXECUTIVE MAYORS WELCOME
T
oday it is my honour, privilege and pleasure to welcome you to the African Capital Cities Sustainability Forum (ACCSF). The purpose of the ACCSF is to forge a network and fellowship among African Capital City mayors in the objective of advancing city sustainability in Africa. Adopting sustainability as a primary objective of service delivery and urban development will result in greater prosperity and safety for city residents, and indeed for the world at large. It means providing for the pressing service delivery needs of our citizens while safeguarding the environment on which our cities depend. This includes creating the conditions for business to flourish, especially by leveraging the green economy as it continues to grow and flourish on the world stage. As a symbol of our commitment to sustainability principles, as embodied in the Paris Accord, the City of Tshwane is relocating to its new headquarters this month. Tshwane House is a five-star rated Green Building and one concrete example among many of how government and business can partner to deliver the future. We will be hosting a series of exploratory tours for you to experience the benefits of green infrastructure as it has been implemented in our city. The fact is that, supported by appropriate policies, design ingenuity, innovation, technical proficiency, robust implementation mechanisms and adequate infrastructural investments, African cities can create the conditions for high levels of quality of urban life. To this end, we look forward to an enlightening exchange of insights at the Mayoral Round Table taking place under the auspices of the ACCSF. As mayors and civic leaders, it is within our power to enhance the environmental health of our cities while achieving highly competitive economic prosperity in the medium to long term. There is no way to lead but by example. By harnessing our administrative leadership position, we can galvanise local government in our respective countries to realise the benefits of the principles of sustainable development. This year, our objectives are to reinforce the Network as a collective institutional objective. Our forum provides the opportunity to share the latest thinking so that we can achieve consensus on how to advance city sustainability going forward. This will enable us to set in motion a series of actions to give real effect to the Network by formalising a schedule of actions and communications. Yours faithfully, Solly Msimanga Executive Mayor, City of Tshwane

SUSTAINABILITY GREETINGS
S
ustainability Week is upon us once more and a warm welcome to all. Sustainability Week provides a vital platform to deal with the sustainability issues that directly impact our continent.
Sustainability Week incorporates the African Capital Cities Sustainability Forum (ACCSF) and with our host partner, the City of Tshwane, we bring the executive mayors from the capital cities across the continent to our beautiful capital city. We enjoy an attendance of over 30 executive mayors at the event. The purpose is to discuss and share sustainability issues and to collectively investigate possible solutions. Bridging the ACCSF and the rest of the programme is the Sustainable Cities Conference, which explores technical solutions to the problems broached by the mayors during the ACCSF itself. In addition, Sustainability Week offers a plethora of workshops, seminars and dialogues dealing with the most pressing issues and has leading academics and business personalities who present talks and workshops to find solutions to environmental challenges. Sustainability Week is a unique, stand-alone event, the only one of its kind. First-class speakers and committed champions of change unite in their efforts to bring effective solutions to the problems that plague our continent. I would like to take this opportunity to thank our host city of Tshwane, as well as the sponsors, affiliates, exhibitors, speakers, academics, the Alive2green team and government officials who have tirelessly given of their time and energy in order for the event to happen. We would not be here now without them. I hope that all who attend benefit greatly from it. Take away as much knowledge as you can and share and implement it, for together anything can be achieved. Yours faithfully. David Itzkin Project Manager

2018
SUSTAINABILITY WEEK
AFRICAN CAPITAL CITIES SUSTAINABILITY FORUM Brought to you every year since 2015 by the City of Tshwane, South Africa’s capital city and pioneer of green urban development, the African Capital Cities Sustainability Forum is the premier sustainability event for city leaders on the African continent. Key challenges threatening growth and development in Africa include rapid urbanisation, energy and water access and stresses, sanitation, the global economic slowdown, rising unemployment and social inequities, trade facilitation, connectivity, land and biodiversity degradation, among others, and on top of this the significant and growing impacts of climate change. Capital cities have a unique role in providing leadership for other local authorities within country borders. Partnerships and collaborative efforts have an important role to play in the implementation of sustainability, especially collaboration between the national, local and other levels of government to align and thus more effectively address sustainable development challenges. The increasing rate of urbanisation in African cities especially calls for the proactive design and implementation of sustainable urban development solutions. ACCSF is a powerful, growing network for the mayors of capital cities across the continent to achieve the sustainable development goals that are common to all.

SUSTAINABILITY WEEK
SUSTAINABLE CITIES AFRICA CONFERENCE Date: 6 June 2018 Venue: Diamond Time: 9:00 Sustainable cities are safe, efficient, clean, people friendly, and in Africa still developing at a rapid rate. The ethos is one of development taking place within the context of a strategy and a plan, where developments in line with the City vision are fast tracked and supported. As such, sustainable cities strategically attract investment and talent which drives economic progress in a virtuous circle of positive outcomes into the future. Becoming a more sustainable city is about appropriate policy frameworks which flow through all service delivery departments into practical approaches and projects that make the city more liveable and more conducive to business, within a context of known and managed risks. Drawing on the insights derived from the ACCSF, the Sustainable Cities Conference presents technical solutions to the challenges faced by cities challenged with the task of leading pro-poor, climate-resilient social and economic transformation. SESSION ONE: FUNDING THE CITY Responsible leadership as a catalyst to access project funding Making cities safe and sustainable means ensuring access to safe and affordable housing, and upgrading slum settlements, as well as investing in public transport, creating green public spaces, and improving urban planning and management in a way that is both participatory and inclusive. Cities are uniquely positioned to deliver sustainable solutions that can positively impact the lives of the growing global urban population. Yet solutions such as bike-sharing, public transit systems and energy-efficient buildings need a strong financial model behind them to come to life. What are the ingredients of successful sustainable urban projects? What happens when traditional revenue services (water, waste, power) dry up? How can city leaders align the goals of often competing interests to position themselves as the fulcrum of change? SESSION TWO: THE CITY OF THE PEOPLE Transforming slums into places of prosperity UN-Habitat estimates at least 200 million people live in informal human settlements in Africa—more than 60% of the urban population. Every year these numbers increase by several million. Poverty, food insecurity, social violence, fire, flooding and disease are but a few of the hazards to which slum-dwellers are vulnerable. The UNs Development Goal (SDG) 11 commits 193 member states to making cities inclusive, safe, resilient and sustainable—yet upgrading informal settlements entails much more than simply improving living standards: Sustainable development “must enhance economic and social opportunities as places of transition for social mobility and prosperity and support inclusion as low-cost entry points into urban labour markets” (HSRC).

Date: 6 June 2018 Time: 14:00 Venue: Emerald Facilitator: Shaakira Karolia
Every industry—manufacturing, transport, agriculture, education—is being disrupted and transformed beyond recognition by Industry 4.0. Industry 4.0, through automation, integration systems, data collection and data analysis, can help to inform industry and government on how decisions can be made about competitiveness, about manufacturing, and about the re-skilling of people in low-skill jobs. There are many opportunities in various sectors where Industry 4.0 in a broad sense can assist the industry to be more competitive, where they can access new markets and where new industrial development opportunities are very evident.

SUSTAINABLE PROCUREMENT DIALOGUE Date: 6 June 2018 Venue: Ruby Time: 14:00 Facilitator: Moroka Kaotsane In support of its Sustainable Procurement Strategy, the City is developing a Supplier Development Programme as a key determinant of effective change to more sustainable purchasing. One technique is the concept of green pitching where suppliers present concepts and proposals to the City of how goods and services can be greened. The City is partnering with the African Sustainable Development Association to develop a Green Pitch programme that will culminate in a final pitching session towards the end of the year. In the build up to that exercise, various milestone activities will take place and during Sustainability Week a build-up activity will take place in the form of a workshop. The following questions may be clustered to coordinate the panel discussion: • • • • • • • • • •
24
To what extent will collaborative partnerships between the private and public sector enhance sustainable procurement implementation? What are key collaborative partnerships needed to drive markets towards innovation and sustainability especially in a green economy sector? How best can Life Cycle Cost Analysis (LCCA) or Total Cost Analysis (TCA) be fully implemented? What mechanisms could be utilised to implement these systems? Is it practical or possible to do it in the city? What should be done in order to demonstrate the best value for money across the life cycle? What is the best approach to incorporate SP into all the stages of the procurement processes? What are the best mechanisms to accelerate SMME development in order to stimulate green and inclusive economic growth in the City of Tshwane? What are the difficulties experienced by suppliers and/or SMMEs when participating in the sustainable procurement drive? How can retailers and/or industries meet the challenges faced in green procurement that are advantageous to their businesses? How best can suppliers be incentivised to promote environmentally friendly products and services? What is the best business case for pursuing sustainable procurement?

The Green Café Tshwane, presented in partnership with the City of Tshwane and the Green Building Design Group, is a knowledge exchange platform where people from diverse industries, professions and backgrounds discuss green initiatives and how to best implement them within the built environment. The Green Cafés have been introduced to play a role in unlocking policy implementation by providing a platform for green technology solution providers to showcase practical ideas that can be used to fast track the green agenda in society. "A Green Café is applying green design thinking to real societal problems in real time ... whilst ensuring knowledge sharing“ Converge: We believe that in order for real lasting transformation to take place, it must come from all sectors of industry and society as a whole. Bringing people together and creating an environment for positive, constructive debate is the first step in manifesting this change. Connect: Ideas are what change the world and there can never be a shortage of them. So by making connections between ideas and cross-pollinating, new ones can be born. Create: We believe in praxis: converting ideas into action. The solutions that are made in the Green Café will be presented to key decision makers for action!

WHAT THE INKOMATI-USUTHU CATCHMENT MANAGEMENT AGENCY IS ALL ABOUT www.iucma.co.za IWRM is all about balance, sharing and fairness South African law says that water needs to be shared fairly among everyone who needs it and that it should be protected for our children and their children and so on. To do this, everyone must work together to manage water resources in a Sustainable, Equitable and Efficient way.
How do we do It? 1. Involving the community
3. Regulating water
Everyone must take part in planning and making decisions about water resource issues that affect their lives. The IUCMA must create groups and processes to manage different factor affecting the catchment. Such a group or process must include everyone who may be affected, must be open and honest about its intentions and must be democratic, whereby everyone’s voice counts. To ensure fairness, historically disadvantaged individuals must be trained and empowered to make informed decisions about water issues. The diversity of people and cultures in the Inkomati catchment must be embraced so that a shared understanding of water resources can be built.
To make sure that there is enough healthy water for everyone who needs it, the IUCMA has to make sure that everyone follows the rules about water use.
2. Making sure that the water stays healthy Checking that all the plants and animals usually found around a river are still there is a good way to make sure the water is still safe and plentiful. If the natural life seems normal, the river is said to be “healthy” and it must be sustained this way for future generations.
4. Monitoring and Information The IUCMA needs as much information as possible to ensure that the catchment is managed properly in support of sustainable economic and social development. It will monitor social, technical, economic, environmental, and political (STEEP) factors related to water resource management in the catchment. The information gained in this way will be available to the community, students, researchers and any other interested persons through an information centre and a library. 5. Co-operative Governance All sectors, organisations and individuals must work together towards the same goal of making sure that the catchment is used Sustainably, Equitably and Efficiently.

VISION ZERO WASTE SEMINAR Date: 7 June 2018 Venue: Onyx Time: 09:00 Facilitator: Gordon Brown
Zero waste means industrial symbiosis: when one company’s unused or residual resources (materials, energy, water, waste, assets, logistics, expertise, etc.) are used by another. This results in mutual economic, social and environmental benefits. Let no waste go to waste! South Africa currently generates 108 million tons of waste (resource value: R25.2 billion) but recycles only 10%, when the economic value of additional recycling or recovery potentially amounts to R36 billion a year. The Vision Zero Waste seminar looks into how this gold can be mined to its full potential, at a business level—including best practices in resource use, management, engineering, design and job creation—as well as at a city level, where integrated waste management holds the key to sustainable, environmentally friendly development.
Driving change with engineering and infrastructure advisory From solar projects and supporting African girls pursue STEM careers, through to multiple award-wining flood-proof ferry terminals, embedding sustainability into every aspect of Aurecon’s operation and project delivery is fundamental to driving change. Regardless of whether the projects are obvious, inspiring or somewhat obscure, our goal is to weave the threads of sustainability into the tapestry of every project we design. Aurecon’s sustainability action plan comprises six key areas:

AGRICULTURE AND FOOD SECURITY SEMINAR Date: 7 June 2018 Venue: Garnet Time: 09:00 Facilitator: Melissa Baird Food security and agriculture depend on each other: without sustainable agriculture, food prices rocket, which fuels food insecurity. The agricultural sector’s long-term health depends on the sustainability of farming methods, and taking into account long-term productivity, environmental impact and profiability. Improved land and water resource management can yield healthy, climate-resilient agricultural ecosystems, which fosters biodiversity and overall economic and social wellbeing. This requires meaningful collaboration between various stakeholders, including government, industry players, the farming community and environmentalists. The Agriculture and Food Security Seminar draws up a road map to achieve this goal.

TRANSPORT AND MOBILITY SEMINAR Date: 7 June 2018 Venue: Emerald Time: 09:00 Facilitator: Ashanti Mogosetsi (UNIDO) Transport is the lifeblood of the economy. Mobility is one of the most powerful enablers in terms of improving quality of life and productivity. However, Africa’s cities are all too often congested, polluted and inefficient. Greenhouse gas emissions are harmful to health, while transport inefficiencies push up the cost of doing business. It’s time to turn this around. The Transport and Mobility Seminar focuses on the opportunities that mobility affords, from achieving city development goals to creating new, sustainable economic opportunities, not to mention the infrastructure and policy shifts required for sustainable regional economic development. Session one: Key Strategies for transforming urban mobility The Green Transport Strategy of South Africa aims to minimise the adverse impact of transport on the environment while addressing current and future transport demands, based on sustainable development principles. The strategy promises to promote green mobility to ensure that the transport sector supports the achievement of green economic growth targets and protecting the environment. In light of the above statement, the implementation of such a strategy will be critical and all government spheres should seek to integrate urban mobility into public policy dialogue to strengthen the institutional framework for sustainable urban mobility in sustainable and resilient cities. Session two: Showcasing sustainability in South African transport Among the guiding principles of Sustainable Development Goals (SDGs) is the importance of strengthening mobility and sustainable urban transport. UNIDO’s Low-Carbon Transport Project in South Africa is a GEF funded initiative coimplemented by the South African National Energy Development Institute (SANEDI). The project aims to support policy enhancement in the transport sector and demonstrate sustainable mobility in South African cities. This session aims to showcase sustainability in the South African transport sector and includes a facilitated engagement with the audience to get a better understanding of the needs of African cities in developing sustainable and inclusive urban mobility. Session three: Smart and sustainable future mobility for Africa The new mobility paradigm should be shared, electric and connected. This session looks into future African Smart Cities. What radical changes are required to design sustainable alternatives to the current developments for growing cities that are unsustainable in terms of congestion, energy consumption, air pollution and global warming? We explore alternatives in the way we design urban environments and the way we move people in the city.

Smart Agriculture – South Africa & Nile Breweries SAB has committed to investing R610 million over five years in agricultural development as part of AB InBev’s Public Interest Commitment, to drive local production of barley, to help SA become a net exporter of hops, and to bring 800 more emerging growers into its supply chains and catalyse the creation of over 2500 agriculture jobs. In Uganda, agricultural investment by Nile Breweries Ltd has seen the growth of a robust smallholder supply chain for local sourcing of sorghum and malting barley, improving the viability of more than 15 000 farmers. This investment, together with a guaranteed market and price for sorghum has improved the standard of living for participating farmers.
Water Stewardship Water is a critical resource for sustainable economic, social and environmental development. In the Outeniqua mountains of the Western Cape in South Africa, a collaborative project between SAB, the World Wildlife Fund and the Department of Environmental Affairs has seen removal of alien vegetation from water catchment areas where invasive species have created a significant draw on water resources. The first phase work has already seen savings of an estimated 1-billion litres of water. A second phase is expected to produce similar results, bringing with it the benefit of new jobs and the creation of a sustainable industry through beneficiation of removed biomass.
Enterprise Development – SAB Lerumo SAB Lerumo is a three-month supplier development programme that was launched in 2017 as a direct product of AB InBev’s Public Interest Commitment investment, focusing on the development of black women-owned businesses in our supply chain, to better equip them to break through barriers to success and improve their market-access capabilities. With sustainability as the guiding principle, this programme focuses on core skills required to navigate the complex procurement structures of big corporate operations. Participants receive guidance in skills relating to B2B selling, human rights and labour standards, supply chain access, marketing, funding and pitching. Our first cohort of 23 entrepreneurs were selected on their potential to thrive under a targeted growth-focused intervention, with masterclasses.

BRAND SA Brand SA is the official custodian of South Afrca's national brand. Brand South Africa was established in August 2002 to help create a positive and compelling brand image for South Africa. At that time, the world was unsure about what to think of South Africa, with many different messages being sent out by various sources. This did very little to build the country’s brand and it was evident that to attract tourism and investment there was a need to co-ordinate marketing initiatives to make them more effective. This led to the creation of Brand South Africa, whose main objective is the marketing of South Africa through the Brand South Africa campaign
