Welcome to the Here in Allen, fall is always a time of change and transition. Kids head off to school for a new year of learning, the family calendar finds a new rhythm, and our beautiful parks and trails become more colorful as leaves take on their autumn hues.

There are changes elsewhere in our City, too. A new member joined us on Allen City Council, the upcoming Fire Ken Fulk, Mayor Station 6 project reached an exciting CITY OF ALLEN milestone and new technology is helping Allen Police Department communicate with the people it serves. In addition, several highly anticipated projects are nearing their next steps. The Stephen G. Terrell Recreation Center is taking shape along Exchange Parkway, and smart water meters will soon allow residents to see hourly updates on their water usage and get leak alerts when unusual water use patterns are detected. You can read more about each of these items in Allen in Focus, located at the back of this publication. Some things never change, however – including the community spirit that makes Allen so special. We couldn’t be more excited to continue offering several beloved fall traditions in 2022, such as diving for pumpkins at Don Rodenbaugh Natatorium (page 21), planting trees at Arbor Day Celebration (page 21) and ringing in the holidays at the Holly Jolly Celebration (page 23). We hope you’ll join us throughout this special season as we make new memories, together!

About The Facility The Stephen G. Terrell Recreation Center is a 149,000 square-foot facility to be built at 1680 W. Exchange Parkway, south of Ridgeview Drive. This $54 million project broke ground in July 2021 and is envisioned to be completed and opened in Summer 2023.

TIMMY VESSAKOSOL After nine years as the Center Supervisor of Allen Community Ice Rink, Timmy Vessakosol will become the first Facility Manager of Stephen G. Terrell Recreation Center. “I'm excited to help people enjoy a healthy, active and connected life in Allen as they explore the amenities and programs of this amazing new facility." says Timmy Vessakosol. Timmy has worked with the City of Allen for 13 years.

Pavilion Rentals
Reservations A number of pavilions are available for rent through Allen Parks and Recreation. All pavilions are available on a first come, first served basis. A $50 deposit plus hourly fees are required. A complete list of Pavilion Rental Rules and Regulations will be provided upon reservation confirmation.
Bounce House In addition to a Pavilion reservation, if you plan to utilize the services of a bounce house vendor, an additional $25 fee is required. Bounce houses are permitted in select City parks only. Contact the Parks and Recreation Administrative Office for further details on permitted locations, payment, vendor insurance requirements and placement guidelines.

Fees REGISTRATION FEES
All program fees are set according to the cost of the instructor, supplies and minimum class enrollment. All fees collected help support and finance programs.
ADDITIONAL FEES
Some programs may require additional fees or supply fees and may be offered at member and non-member rates. These fees are generally identified in the program description and are to be paid directly to the instructor.
Wait Lists WAITING LISTS
Is your class full? If so, we can place you on a waiting list. We will notify you if a space becomes available or a new class is formed. Payment is not required until you are registered for an open class position.
Policies TRANSFER POLICY
Participants may transfer to another available class before it begins without charge but only if the enrollment for the class transferred from will not drop below the minimum.
ASSUMPTION OF RISK
By registering for a class there is an assumption of risk by the participant. The Allen Parks & Recreation Department is dedicated to providing safe facilities and equipment for all participants, as well as qualified staff and instructors. In the event of a serious accident or illness, it is City policy to contact: • The Allen Fire Department Emergency Services to perform First Aid and when necessary, recommend transport to a hospital. • Each parent or legal guardian as soon as the situation allows.
SIBLING POLICY
Due to the structure of child/parent classes, only children who are of the appropriate age for the class will be permitted to register and attend the program. No younger or older siblings will be allowed in the classroom to sit and watch or be left unattended in the lobby.
PARENT POLICY
Please refrain from entering the teaching area during class to eliminate interruptions between the instructor and participants. There will be special days to view your child’s progress.
PHOTO POLICY
Staff or hired photographers may take photos of class participants. The photos may be used for City of Allen promotional purposes in the Activity Guide, brochures, flyers, news releases or the website.
Refunds REFUNDS
Customer service is our top priority! If you are not satisfied with a class, please let us know immediately so we can correct the situation. If you need to request a refund, please contact an Allen Parks & Recreation Department facility.
FULL REFUNDS WILL BE ISSUED IF:
• Participation is not possible due to class cancellation or a change in day, time or location. Refunds will not be subject to any administrative charges.

ALLEN FIRE STATION #6 Allen's sixth and final fire station will soon take shape at the corner of Ridgeview Drive and Watters Road. Construction is expected to kick off later this summer and will coincide with surrounding development along State Highway 121 corridor.
EXTERIOR FRONT RENDERING
Architects designed Station #6 with a nod to nostalgic New England firehouses. The station features five engine bays with folding doors and can accommodate up to 14 fire personnel on each shift. Council approved the $11.2 million construction contract in May. Funding includes $9.9 million approved by voters in the 2016 bond election.

MEET YOUR ALLEN CITY COUNCIL Allen residents are represented by a mayor and six councilmembers. The Council develops the strategic plan for the city and approves the annual budget. They set policy, enact ordinances, regulate zoning and development and appoint members to City boards and commissions. Councilmembers are elected at-large, meaning they represent the entire City and not specific districts. SMART WATER METER INSTALLATION Consistent, 30-day billing periods, hourly water use data and automatic leak alerts are just a few of the perks of Smart Water Meters, coming soon to every Allen home and business. The first meters will be installed later this fall, with 2,500-3,500 meters added each month through December 2023.
WHAT TO EXPECT
Before new meters are installed, residential customers will receive a letter and door hanger with details about upcoming work. The process of swapping meters typically takes 15-30 minutes. Crews will leave a door hanger to notify you when work is completed, or to inform you if the installation was unable to occur and must be rescheduled.
NEW FEATURE! CITY OF ALLEN CUSTOMER DASHBOARD New meters will sync with a new City of Allen customer dashboard, allowing every customer to access hourly water use data, review history of past water use, enroll in optional text/ email leak alerts, estimate upcoming bills and more! You’ll receive instructions on how to access this optional (but totally awesome) feature once your new meter is installed.

ALLEN POLICE OFFERS NEW SERVICE
GET CASE ALERTS BY TEXT/EMAIL Tracking the progress of criminal investigations is now easier through new software used by Allen Police Department (APD). Property theft victims now receive automatic updates via text and email with details on the progression of their case. The initial notification includes important details such as the report number, assigned investigator and contact information. Additional alerts are sent when the case status is updated or an arrest is made. The service is the newest feature added to APD's SPIDRTech software, which launched in 2020 to enhance communication with 9-1-1 callers who contacted Allen Police to report an accident or other traffic-related concern. APD also uses the software to provide updates on Animal Services calls.

NEIGHBORS HELPING NEIGHBORS The City of Allen is building stronger, more supported neighborhoods through the work of the Community Enhancement Department. City staff partnered directly with residents in several neighborhoods to complete landscaping and entryway projects during the last year. In Cottonwood Bend, residents replaced the neighborhood entry signs and spruced up the surrounding landscaping with beautiful Texas-native plants. The work is part of Community Enhancement’s mission to empower residents with the knowledge, resources and ability to maintain the places they call home. In addition to neighborhood beautification projects, Community Enhancement also oversees federal grant funding to support emergency home repairs, accessibility upgrades and maintenance projects in Allen’s aging neighborhoods.

FUNDING THE FUN When you choose to shop in Allen, every dollar you spend comes with a small investment that adds up to big fun in our community! In 1996, Allen voters approved a citywide half-cent sales tax dedicated to enhancing parks, trails, tourism, entertainment options and other projects that meet funding guidelines. The funds are administered by council-appointed members of the Allen Community Development Corporation (CDC). The sales tax takes advantage of Allen’s regional draw for shopping, dining and entertainment. From back-to-school spending sprees at Allen Premium Outlets to big-ticket purchases at Cabela’s, residents from surrounding cities and even other states contribute funds for the annual CDC project list. This helps reduce reliance on residential property taxes while improving local quality of life. Projects recently approved include Rolling Hills Park ($1.5 million), adaptive/inclusive play improvements ($200,000) and playground shade structures ($330,000). The Stephen G. Terrell Recreation Center, slated to open in 2023, received $35 million in CDC funding in the 2020-2021 budget.

Some things, such as plastic bags and light bulbs, might seem recyclable but aren’t currently accepted in Community Waste Disposal’s (CWD’s) curbside recycling service.
