GRAND OPENING SOON! TERRELL RECREATION CENTER

Construction at Stephen G. Terrell Recreation Center is in the home stretch, with an anticipated Grand Opening in late 2023. When it comes to Allen Parks and Recreation facilities, none will have the wide variety of amenities like Terrell Recreation Center.

Residents, locals and visitors will enjoy a large fitness floor, outdoor fitness deck, indoor adventure track (with flat and inclined options), batting cages, multi-sport courts and plenty of leisure spaces. Kids will love exploring the three-story play structure and parents will relish having a supervised playroom on-site. The fitness areas will include equipment from Hammer Strength, Precor, BeaverFit and Life Fitness brands.

This 149,000 sq ft facility is located at 1680 W. Exchange Parkway (just east of Ridgeview Drive). Be one of the first to experience the Terrell Recreation Center by enrolling in an individual or family monthly membership. Plans for the Grand Opening celebration will be announced soon. Make sure you are tuned in to celebrate with us!

On Nov. 7, Allen voters will consider five propositions to fund major community projects through general obligation bonds. The propositions will not result in any tax rate increase, even if voters approve them all.

WHAT’S ON THE BALLOT?

Voters will consider funding the following projects using $156.5 million in general obligation bonds. Because Allen is still growing and adding new properties to the tax roll, no tax rate increase is expected to be needed to repay the debt. Propositions will appear at the end of your ballot in the order below. Ballot language is bold and italicized.

ABOUT THE 2023 BOND PROPOSITIONS

PROPOSITION A STREETS, NEIGHBORHOOD, TRAFFIC

$47M

This proposition would provide funding for improvement and maintenance of streets, thoroughfares, alleys, sidewalks, bridges and other public ways.

The issuance of $47,000,000 City of Allen, Texas General Obligation Bonds for street improvements.

PROPOSITION B FORD PARK IMPROVEMENTS

$17M

This proposition would provide funding for improvements to Ford Park, including installation and development of athletic fields and sports courts.

The issuance of $17,000,000 City of Allen, Texas General Obligation Bonds for improvements to Ford Park.

PROPOSITION C PUBLIC ART PROJECTS

$1.5M

This proposition would provide funding for the ongoing development of public art projects within the City of Allen's public art program.

The issuance of $1,500,000 City of Allen, Texas General Obligation Bonds for public art projects.

PROPOSITION D DOWNTOWN REVITALIZATION

$8M

This proposition would provide funding for improvements to streets and mobility infrastructure in downtown Allen, including land acquisition for the purpose of recreational development.

The issuance of $8,000,000 City of Allen, Texas General Obligation Bonds for downtown street and mobility infrastructure improvements.

PROPOSITION E NEW ALLEN POLICE FACILITIES

$83M

This proposition would provide funding for improvements to police facilities, including a new police headquarters facility and emergency dispatch office.

The issuance of $83,000,000 City of Allen, Texas General Obligation Bonds for police facilities.

All bond propositions are the result of direct feedback from more than 400 Allen residents who attended public meetings, toured City facilities, completed community surveys or participated in other online feedback opportunities.

The resulting bond package reflects goals expressed by participants to care for existing facilities and infrastructure and support necessary public safety improvements with no impact to the tax rate

ABOUT THE SERVICE

Project H.O.M.E. (Help Our Missing and Endangered Persons) helps first responders identify children or adults who are unable to communicate their names or addresses due to a cognitive impairment such as autism, dementia, Alzheimer’s, Down Syndrome or a traumatic injury.

HOW THE SERVICE WORKS

If the individual is found wandering, the Allen Police Department can search the database for individuals who match the physical description. With photo identification, medical information, and emergency contacts easily accessible, Police can return the individual to caregivers quickly and safely.
