One Person, One Vote Easiest Part Of Redistricting Wards

L

iving in a 100-year-old city like ours that rose out of a town dating back to 1830, settled by Europeans before the American Revolution on a migratory path trod by Native Americans for 10,000 years, a continuing challenge is how to sort the obsolete from usable tradition. So it is with wards, first drawn in 1908 on the city’s founding, when walking from the end of River Street to the business district was a half-hour trek. The alderman, representing one of (then) six wards, was a convenient point of contact with city government. Now, we hop in the car by Mamco and can be at City Hall in a couple of minutes. And still the wards endure, as a Redistricting Committee, required

after every national Census by the new city charter adopted last November, began its deliberations June 19, (electing Emily Ernsberger, Hartwick College’s director of annual giving, as its chair.) • Job One, no doubt everyone agrees, is to bring the wards into line with the U.S. Supreme Court’s one person, one vote requirement. Now, voters range from 848 in Ward One (around Wilber Park) to 351 in Ward Three (the Walnut Street Historic District.) That means, as it stands, a Ward Three vote is worth 2 1/2 times a Ward One vote. Undoubtedly, there will also be consensus around taking apart the devil’s bargain from 1976, when, with student anti-war activism

fresh in everyone’s mind, SUNY Oneonta and Hartwick College dorms were divided up into long, slender wards to dilute students voters’ impact. Today, most everyone would agree that the lines shouldn’t be drawn to cook the books (or the voting lists). While maintaining an open mind as he joined the Redistricting Commission, retired SUNY poly-sci professor Paul Scheele said of the student question, “You might well end up with a voice on City Council we aren’t presently hearing. You might engender greater student participation in government affairs.” SUNY Oneonta Student Association President Jimmy Johnston said if students could have more impact, they would be more likely

to participate in city government. For instance, he said, students were disappointed that O-H Fest was moved back to the campuses from Neahwa Park last spring (after public-safety concerns the year before). • Then there are the wards themselves. The alternative is to elect City Council members “at large” – in other words, everyone votes on the same slate of candidates, with winners representing the whole city. Or you can mix it up, with perhaps six ward slots and two at-large positions. That would prevent a bullish neighborhood (the energetic Sixth Ward, maybe, or the Fightin’ Fourth around Center Street) from dominating

the rest, yet would strengthen the big-picture perspective on Common Council. Given the deliberations on putting together a “New City” of Greater Oneonta, the idea of wards may still have some merit. When the expanded city comes together, there might be merit in say, an Emmons ward, two Southside wards or a West Oneonta ward, to ensure new citizens of the New City that their neighborhoods would have a voice in discussions. That doesn’t have to be ensured now. That can be worked through when merger happens. The Redistricting Commission certainly has enough on its plate already. Still, it’s intriguing – piquant may be more in line with the metaphor – food for thought.

Fracking View Matters To Sustainable Otsego To the Editor: You suggest in a June 15 editorial that Sustainable Otsego’s non-partisan stance might be a “charade” if it supported a little-known and obscure Democrat in the race against Senator Seward. You say we’re “intrigued” by this candidate, but in fact we have little knowledge at this point even of who he or she may be. We have – so far – made no endorsement, though we might. As far as endorsements are concerned, one standard – barring other disqualifica-

tions – is that a candidate support a statewide ban on fracking. This is something Joel Tyner did in his primary race for the 19th Congressional District nomination. This is not a necessarily a partisan matter. At least one Republican state senator – Greg Ball – supports a statewide ban. And our biggest frustration so far has been with the most prominent Democrat in the state – Governor Cuomo. ADRIAN KUZMINSKI Moderator Sustainable Otsego

HONORING ‘MR. BASEBALL’

Garden Club Brightens Downtown To the Editor: Downtown Oneonta is bright with flowers. On May 31, about 20 Oneonta Garden Club members met at the Muller Plaza on Main Street to plant the tubs with flowers. Marilyn Ball, the club’s Civic Beautification chairman, organized the planting with members fanning out up and down Main Street. The tubs were planted with Reiger begonias, petunias, geraniums, dragon wing begonias and impatiens. The plants were supplied by Mount Vision Garden Center and paid for by the garden club and a donation from FOF (Future of Oneonta Foundation). Mayor Miller has been working closely with the garden club to help beautify Main Street in the hopes of attracting visitors and shoppers. The city has replaced the soil in the tubs, planted the spring tulips and promised to water the new plants. Garden club members have adopted individual planters and agreed to clear them of litter and to pull weeds throughout the sum-

mer. The club also is sponsoring first, second and third awards for the best of the 10 rolling, wooden planters. These planters were purchased by the city, but planted and maintained by the participating merchants. The planters are movable so that the merchants can store them safely at night and bring them out in the daytime. Members of the garden club and Main Street Oneonta will have an opportunity through e-mail to vote their choices. An awards ceremony will be held Aug. 3 at First Friday to announce the winners. This is a new and exciting project for the city and the merchants. The club holds a plant sale, raffles, a booth at the Grand and Glorious Garage Sale and a Holiday Bazaar to raise money for these projects. The club takes pride in creating an attractive center city, but also plants Curtis Park at the entrance to the city and the Maple Street Park at the top of Maple Street. The Local News – There is no part of a locomotive that cannot be made at the Oneonta railroad shops. If required, an entirely new locomotive could be built there, and indeed, some of the old engines which have been through the shops for repair are so nearly new when they come out that there is little left by which to recognize them. The railroad company, at the suggestion of the Board of Health, has filled up the swamp near the railroad track near the Main Street crossing. The readiness with which the company complies with suggestions of this sort is commendable, to say the least. Picnic parties at Crumhorn Lake are almost a daily occurrence nowadays. The Lake House is popular under Mr. Richmond’s management, and the lake is fast developing into a favorite resort for picnickers. On Sunday, several Oneonta people were there. The drive from Oneonta is delightful. June 1887

Charles A. Belden, principal at Oneonta Senior high school has been selected by the Oneonta Jaycees as Oneonta’s Outstanding Citizen for 1972. In making the announcement, James R. Gundlach, Jaycee president, said, “Mr. Belden has quietly served the Oneonta community and its young people for many years. We felt he should be recognized for his contributions to the community. He has served through his work in the Oneonta school system, first as teacher, then as guidance counselor and for the past 25 years as principal of the high school. His efforts have not ended there. He has been a spiritual leader as well, acting as a Sunday School teacher and as president of the Oneonta Family YMCA.� June 1972

Helen Gardner Pell, a former Oneonta girl, who for the past two years has been featured in picture plays, and who had recently been revisiting the scenes of her childhood in Oneonta, departed Friday for New York City. The talented pantomimic says: “It is true that I have severed my connection with the Vitagraph Company and that I am to have a large personal interest in a new company, which will be called the Helen Gardner Players. Suitable quarters have already been secured, competent support engaged and we shall put upon the market films which will mark a new departure in picture playing. Heretofore, moving pictures have catered largely to a public taste not of the highest sort, and many of the pictures have had no literary or artistic value. The Helen Gardner players will reach out with their work for a better clientele.� Miss Gardner’s new company is to be managed by Charles A. Gaskill, lately with the Vitagraph Company. June 1912

Several visiting airplanes have made overnight stops at Keyes Oneonta Field during the past few days. A Kellet auto-Gyro on the way from New Jersey to Cooperstown landed at the field early Thursday afternoon. Another visitor was a Curtiss Junior biplane from New Milford, PA with a passenger for New Berlin. The passenger and pilot went on to New Berlin after arriving here, and the latter will return today and fly to Norwich. Flying conditions were not of the best Thursday and the pilot of a Travelaire biplane en route from New York to Norwich landed during the afternoon for

60 Years Ago

The Board of Public Safety at an adjourned meeting yesterday awarded Simonson Brothers of South Side, a five-year contract for the operation of a sanitary land fill across from the site of the open dump which has been in operation for the past five years. Commissioner Sidney Levine, in moving to award the contract, said that the site was chosen to save the taxpayers of Oneonta considerable expense. It was pointed out that refuse haulers, if required to go to more distant sites, would be forced to raise their charges beyond what acceptance of lower bids would save in tax money. The contract amount is for $12,897.50 a year for five years with an option for a five-year renewal. The contract requires that disposal of garbage, ashes, and other refuse be compacted and covered

As Center Street School Closes, Memories Flow

SCHOOL/From A1 when Center Street Elementary officially closed its doors, the last class of students made history of their own. As per a last-day-ofschool tradition, the students departed in a non-traditional way – through the windows of the ground-floor gym. The crowd gathered on the Ivy Court side of the building and cheered as each student leaped onto large mats and into the arms of parents and teachers. Teachers gave each child a balloon embossed the school’s emblem, a pawprint with the letters “purple panda” encircling it. “We’ve been partying!”

said teaching assistant Joan Martini on the day’s festivities. “The kindergartners had a Slip-’n’-Slide party. Then we all gathered for ‘Sing and Celebrate,’ where every student received a graduation medal, because they all graduated from Center Street today. Then we had a pizza party!” A fitting send-off for Center Street, which to many, had been much more than just a school. “It’s been a home,” said teaching assistant Jill Reed. Parent Amy Hornburg Heilveil agreed: “The time you spend walking your kids to and from school and chatting with other parents is not to be matched.”

Her love for the school led her to help the students create another lasting memory, a more permanent one. “We saw the wet concrete of the sidewalk outside of the building and had the idea of having the sixth graders and the kindergartners put their hand prints in it.” The distressed contractor, happening upon the memorial, smoothed it over again. Not to be deterred, parents put in calls to Mayor Miller, the city Engineering Department and Supt. of Schools Mike Shea and obtained a blessing for their project. “Then we had the sixth graders and kindergartners come back out, and one by one write their names in the concrete,” said Hornburg Heilveil. As the school day was officially over and parents and children slowly dispersed, a worker who was pouring the concrete stayed behind to help a few remaining students carve their names into the sidewalk.

For Coach Hughes, Baseball Is Life

HUGHES/From A1 Hughes played for the Maloney’s Candy Little League team and graduated from OHS in 1976, where he played basketball, soccer and baseball. “I knew in college I was going to have to pick one to focus on, and baseball was always my favorite,” he said. “I had the most fun on that field.” He attended SUNY Oneonta for the first year, but the Upstate winters drove him south to Valencia College in Orlando, Fla. “Baseball in the northeast is not very fun,” Hughes said. “I knew I had to go someplace that I could play more.” In Orlando, “We had a 90-game fall schedule and 50 games in the spring – Oneonta only played 26, so I was able to play more and get better.” After completing his associate’s, he was recruited to Florida International, where he played third base in the College World Series. Florida International came in fourth in the country

that year, but that wasn’t the only honor in store for Hughes. “I was sitting in the bleachers, all the way out in California, when they called my name for First-Team All-American Third Baseman,” he said. “I wasn’t even thinking about it. I don’t play for those kinds of awards – I was thinking of my parents, my Little League coach, everyone out in Oneonta.” “That was one of my prouder moments – until the state championships,” he said. With a degree in phys-ed, Hughes was a Round 18 draft pick for the Baltimore Orioles in 1980 and played one year, including a winter in Venezuela. “You want to keep playing, so down in South America, they had winter leagues,” he explained. “I played with this 16-year-old kid, Ozzie Guillen, and he went on to manage the White Sox, became the first Latino manager to earn a World Series ring and

now manages the Miami Marlins.” A case of hepatitis from poor drinking water ended Hughes’ professional career. He dropped from 200 to 170 pounds, and by the time he began to recover, it was too late to sign on with another team. He returned to Oneonta and took a job in 1894 coaching boys baseball, where he’s been ever since – with no regrets. “I wouldn’t trade any of it for anything,” he said. That same year, he married his wife, Margaret. They have two adult sons, Joey and Tyler, and daughter Beth Ann, who is entering her junior year at SUNY Brockport. In addition to his coaching, he also teaches. “Political science is another favorite of mine,” he said. “I didn’t just want to be a coach and a P-E teacher. I wanted to have some intellectual conversation from time to time. I was just lucky that I fell into something I enjoy.”
