ichard Abbate, the county Democratic chairman, was appointed Democratic election commissioner by the county Board of Representatives at its Wednesday, March 4, meeting. He succeeds Hank Nicols, Cooperstown. Abbate was appointed to serve out Nicols’ final year, but said he will seek appointment to a full term after that. His Republican counterpart is Sheila Ross, Fly Creek. In addition to chairing the county committee, he is on the state Democratic Committee and on its Rural Conference Committee. A Cooperstown resident since 2003, he has been active in politics since the

Test, Adjust, Test, Adjust Is A Prudent Way To Proceed

ooperstown received a full immersion experience in the “Common Core” over the past week, as Oneonta has for the past year. This latest heightening of concerns came out of Governor Cuomo’s Jan. 21 State of the State speech: “It is incongruous that 99 percent of teachers were rated effective, while only 35.8 percent of our students are proficient in math and 31.4 percent in English language arts. “How can so many of our teachers be succeeding when so many of our students are struggling?” In place of evaluations, Cuomo is proposing a wiggle-free alternative: Rate teachers on Common Core test scores. They argued the governor and his “hedge fund

The “Failing Public Schools” report suggests a different motivation: Since 1997-98, spending on public schools is up 115 percent, almost three times more than the Consumer Price Index (41 percent). New York’s $19,552 per pupil is 84 percent more than the national average of $10,608. The results don’t reflect that investment. New York’s graduation rate is 33rd in the nation. In 2014, only 38 percent of high school students were deemed college ready. Not only is the growing investment unsustainable, it isn’t getting better results. ● Sensible people can agree on Cuomo’s analysis, and many even on his two-strikes-and-you’reout solution. What local parents, teachers and school administrators can also agree on is that the Cuomo Administration’s current proposal is hasty, and the pieces

aren’t in place to ensure the system is fair. In fact, it’s unfair, said Cooperstown Central Executive Principal Lynn Strang, pointing out the Common Core only covers English and math in grades 3-8, so the evaluation system can apply only to them. “That’s not what the developers of the rubrics” – the Common Core – “had in mind,” added Oneonta City Schools Superintendent Joe Yelich. “Their strategy was to use their framework to improve instruction, not as a hammer to teachers.” Both advised waiting until the Common Core is fully in place, which makes sense. Cuomo wants the state Legislature to act by April 1. That’s much too hasty. Still, evaluations are accountability. Basing them on tests, if the tests are true reflection of reality, is better than subjective – and, frankly, universally skewed – boss-employee evaluations. Cuomo’s onto something. ● That said, Opt Out CNY’s solution is a mistake. The McNairs asked parents to refuse to allow their children to take the tests next month. “If you deny the access to the test scores, the whole thing falls apart,” said Jamie McNair, who was president of the New

Hartford NYSUT chapter for five years. There was a like impetus to the “Because I Care” rally in Oneonta’s Muller Plaza on Feb. 26. “That is part of our solution – the way that public schools are being discredited through these false test scores – to remove the data,” said Danielle Boudet of the Oneonta Area for Public Education Group. Last year, 20 percent of Oneonta students declined to take the test. Only six children from two families did in Cooperstown. Last August, Cooperstown Elementary was designated a “Rewards School,” among the top 20 percent in the state. Let’s try to make the new system work for us. The relative failure of U.S. schools compared to other industrialized nations is much commented upon, which led the National Governors’ Association to come up with the Common Core concept in the first place. Testing, upgrading, testing, upgrading seems a sensible way to measure progress, particularly in essential math and science skills. Otherwise, we’re flying blind. Testing isn’t everything. Can creativity, energy, ambition be quantified? Certainly not. But we’re embarked on a promising experiment. No one’s proposing an alternative, except returning to

a failed model. Parents should not opt their children out. Let the children take the test. Let the data guide. Let’s experiment, and adjust, and experiment. Cuomo’s evaluation reforms have little chance of passing, and that’s good. To improve, you must measure – and make sure the measurements are relevant and fair to all. ● One unsettling note. Some CCS parents appeared to be looking for a scapegoat, and Executive Principal Strang’s name was mentioned a few times at the Wednesday, March 4, CCS board meeting attended by 100 parents and teachers. Strang was brought in a year and a half ago to implement the Common Core and – judging by the Rewards School designation – she’s succeeding. As a change agent, Strang’s vulnerable. Every human being would rather continue doing things the way they always have. Let’s not get carried along by anger at Cuomo’s provocative proposals. Strang’s doing what the CCS school board hired her to do, and doing it well. The school directors need to stand with her and not run away from a sensible strategy. Wait to reassess, if necessary, until passions cool.

Her knowledge of grant sources and the complex application and follow-up processes have brought approximately $2 million to the village for projects that would not have been possible otherwise. She has also been instrumental in reducing costs of operating the streets department and has proposed a program of aggressive street repairs in the next budget. The next two years will see major improvements along Main Street from Pine Boulevard to River Street as a result of the grant money

Cindy has made sure that there will be multiple consultations in the coming weeks where we can all comment and make suggestions before the designers and engineers lock into critical aspects of the remaining portions of the Main Street project. State Prison Report – The inspectors of the State Prison report that the prisoners, remaining in prison on the 31st December, 1813, were 393. Prisoners received into prison during the year 1814, 214 making a total of 707. Prisoners discharged: by expiration of sentence in 2014 – 10; by pardon in 2014 – 176; by death in 1814 – 29 making a total of 215. The War News – General Lee is rapidly losing men by desertion. Hundreds of them come within our lines. One hundred and seventy-six deserters came up from the army today and took the oath of allegiance. Since the first of February, two thousand have arrived here (Washington, D.C.) from Lee’s Army and taken the oath. A letter from the Army of the Potomac of February 29, states: “We are beginning to realize the fruits of the policy adopted by Lieutenant General Grant toward rebel deserters, in the rapid depletion of the Army now cooped up in the defenses of Richmond. During the week ending on Saturday night last, there were received by the army of the Potomac four hundred and ninety-seven deserters from the rebel army; and in the same time, there were three hundred and fourteen received in the Army of the James, making an aggregate loss to Gen. Lee’s army of eight hundred and eleven. These deserters arrive in squads of five, ten, or even as many as twenty. On Friday last, one hundred and forty-six were received during the day. Forty-nine came together, and were members of the same regiment. March 10, 1865

It has been rumored about the village for several days that Allen Gallup was running for Village President. It was a mistake – he was galloping. When the votes were counted on Tuesday, it was found that Mr. Gallup has been elected by a majority of 142 over W. Dean Burditt, who was running for the third time. In 1913, Mr. Burditt’s majority was 202 and in 1914 it was 114. This tremendous turning of the tide is proof of the futility of a third term campaign for Village President, although the record of the candidate is first-class. The total vote cast was 606, the largest since 1908, when the vote was 618. March 10, 1915

Dr. Marjorie F. Murray spoke at Mary Imogene Bassett Hospital lecture clinic on Friday. Her topic was “Infant Feeding.” The young infant spends most of his time sleeping, eating and crying, she said. When his food does not satisfy his needs he cries more than he should and sleeps less. Breast feeding of the infant is undoubtedly the ideal method, but inadequate breast feeding on which the baby does not thrive should not be persisted in without a supplementary formula. Artificial feeding has become increasingly successful with the practice of using sterilized or pasteurized milk and formulas of such concentrations that they equal breast milk in caloric value. The early addition of the vitamins contained in cod liver oil and orange juice is now almost universal. March 13, 1940

The State University College at Oneonta’s Biological Field Station on Otsego Lake will offer a summer course for high school students in the ecology and natural history of our local freshwater and terrestrial habitats. A typical day will include a lecture, a two hour outdoor study period within the 360-acre reserve or aboard the research vessel Anodontoides, and three to four hours in the laboratory studying plant and animal specimens. Habitats studied will include forests, bogs, marshes, swamps, ponds, streams as well as Otsego Lake and the Susquehanna River. Applicants must have completed NYS Regents Biology or its equivalent. Downtown, Environmental Initiatives Energize Incumbents To the Editor: This year marks the first time since 2011 that the election for village trustee has been contested. There are three candidates running for two positions. We hope that you vote in this election (noon-9 p.m., Wednesday, March 18, at the fire hall) and that you use this opportunity to show your support for the good work that has been going on in the village in the past few years. James Dean was first elected as a village trustee in 2011, and Cindy Falk joined him on the Board of Trustees in 2012. During Jim’s and Cindy’s tenures, many changes have been underway. The Board of Trustees has

looked for new sources of revenue, increased efficiencies, and ways to improve our quality of life. In an especially noteworthy move, the village has become proactive in seeking grants. To date over $2.3 million has been awarded from outside sources, both public and private. This has allowed for a major downtown project on Main Street to replace the deteriorating sidewalks as well as for planning to commence long overdue repairs to 22 Main St., the building that houses Village Hall, the library, and the Cooperstown Art Association. The village has also taken a strong position on environmental issues.

Pesticides are no longer used on Doubleday Field. Rain gardens allow storm water to be treated where it falls rather than running into Otsego Lake. And the village has begun a serious investigation into a solar project to generate electricity to meet municipal needs. We hope that in the upcoming election you will cast your vote for Cindy Falk and James Dean. Jim is a hands-on trustee, whose expertise in infrastructure (streets, buildings) has proven invaluable to governing the village.

Jim was an early advocate against hydrofracking, against pesticide use at Doubleday Field and for solar power projects in Cooperstown. He has great passion for these issues. On March 18, village residents have a chance to keep Cindy Falk and Jim Dean in office as village trustees. Can District Afford Fourth Administrator? To the Editor: I would like to address the recent addition of the position of director of student services/executive principal to our school district. Demographics from our school district indicate a 6 percent decrease in population in the last 15 years. We see this decrease in smaller class sizes that generally number well below 100 students per grade. Given that our tax base revenues and student population is diminishing, how can we, as a community, justify the significant financial outlay of a fourth administrator to our school system? In other words, what added benefit are we as a school community obtaining from this outlay of monies? On a personal note, two of my children graduated from Cooperstown Central School to competitive higher institutions without an executive principal. CCS Suddenly In Turmoil About Common Core Issues

TESTING/From A1 address parents and teachers about how Governor Cuomo plans to use the Common Core to fire failing teachers and close failing schools. Sunday, New Hartford teachers Jamie and Jessica McNair, representing Opt Out, spoke to a crowd of 70 in the Village Board’s meeting room, urging parents to refuse to allow their children to take Common Core tests next month. “If you deny them access to the test scores,� said Jamie McNair, former five-year president of the New Hartford NYSUT chapter, “the whole thing falls apart.� In an interview after that session, Jastremski said she had invited the Opt Out CNY representatives at the request of “a group of teachers� who said they were fearful of recriminations if they did so themselves. Noting that mostly parents had spoken before the school board a few days before, she said it’s time for teachers to speak up, and she will urge them to do so at the next school board meeting, Wednesday, March 18. It was learned at presstime that school administrators had held a meeting with teachers Monday the 9th, but it couldn’t immediately be determined what was discussed and whether any decisions had emerged from the session. By the afternoon of Tuesday the 10th, talk was circulating that Executive Principal Lynn Strang had resigned the day before. School board members were uncertain. “Things are happening so quickly,� one said. However, Superintendent of Schools C.J. Hebert

said that wasn’t the case: “Everybody’s at work.� The root of the turmoil seems to be Governor Cuomo’s Jan. 21 State of the State speech and a subsequent report issued by his office last month, “The State Of New York’s Failing Schools.� Particularly upsetting to teachers was his call for legislation that would allow the firing of teacher who failed to meet Common Core standards two years in a row, and for failing schools to be taken over by the state. Cuomo also proposed a change in how teachers are evaluated, with more than 50 percent of evaluation scores being determined by the state and an evaluator from outside the district. Using Common Core as the basis for evaluations is also unfair, educators are saying, because only math and English Language Arts teachers’ students are subject to the annual testing, and thus only those teachers could, at this point, be subject to the intensified scrutiny. A local concern expressed by parents was that pupils, not parents, must refuse to take the test, and third graders were being required to sit in front of an open test book, surrounded by the peers, and tell the adult proctor they don’t want to take the exam. Other schools simply escort opting out students to the library, to read while their classmates take the test. “The child has to refuse it; that’s state law,� school board member Theresa Russo told parents. But the following morning, Hebert said the situation is less sharply defined and that, while the law is followed, proctors are coached in treat-

ing opting-out students with sensitivity. Hebert also said that Jastremski, through the PTA, had sought to have publicity for the Opt Out meeting sent home to parents with children. Because of the political nature of the meeting, the superintendent said, he advised the PTA of his concern, and the association then withdrew its endorsement. Another issue that surfaced was a lack of understanding of the role of Executive Principal Strang, who was brought in to her newly created position 18 months ago, after one lengthy search had failed to hire a candidate for a “director of student services� position. High School Principal Mike Cring and Elementary Principal Theresa Gorman reported

to the new administrator. Strang’s central duty was to ensure the successful implementation of the Common Core and, last August – based on tests taken in April – Cooperstown Elementary was designated a “Reward School,� among the top 20 percent performers statewide. By Tuesday evening, Jastremski was expressing some satisfaction with how the school board was reacting. “The board has been very responsive,� she said. “And quickly responsive in supplying information to parents about refusing the test. And sending very strongly worded messages to the governor through (state Sen. Jim Seward and Assemblyman Bill Magee) that they are opposed to his education reform plan.�

The letters, available on the district web site – www. cooperstowncs.org – refer to several “troubling aspects� of the governor’s plan – the same aspects the teachers and parents say are troubling them. Despite criticism of how the state Education Department rolled out the Common Core, which was developed by the National Governors’ Conference over several years out of concerns about the international competitiveness of U.S. students, Strang expresses optimistic about the eventual outcome. “We are seeing that students are engaged,� she said. “They are talking to their peers in a higher-level manner. It is fostering problem solving and critical thinking at an earlier stage.�

She continued, “It’s like going to the Clark Gym and exercising: You don’t get there overnight ‌ We are pleased with the success of our teachers, and we are pleased with how our students are doing. People are doing the best they can, given the poor rollout.â€? However, Jastremski said that, despite positive steps by the school board, “bloated administrationâ€? remains an issue. “I predict you will see a vast increase in the number of students at Cooperstown refusing the test over last year,â€? she added. If parents are to opt out, they must do so by Friday, March 27. And the CCS administration has announced a meeting at 6:30 p.m. Tuesday, March 24, to address any concerns parents may have.
