ust when you think all the economic news is bad, suddenly a 1,200-square-foot addition starts rising, as one is now at Haggerty Ace Hardware’s story just south of the village. “For the most part,” said proprietor Jeff Haggerty, who also operates Ace Hardwares in Delhi and Walton, “it’s to make the store more shoppable.” Until now, the local store has accommodated Ace Hardware’s 10,000-squarefoot floor plan in 8,700 square feet, so the store will feel roomier, although some pet care lines will also be added in part of the expansion. The addition, due for completion by early August, is being done by Morton Builders, which did the original building in 1992 and the first expansion, in 1998. That will allow reconfiguration of the existing space, which will be done next January, which is a little less busy than the rest of the year, Haggerty said.

2-Year Terms Keep County Representatives Close To Electorate

L

et’s cast our minds back to 2007, when the Otsego County Board of Representatives approved a budget with a 2.2 percent tax increase, then discovered – horrors! – that the tax increase was actually 22 percent. A couple of culprits were soon identified in the public mind. One was Ron Feldstein, DOtego, then board vice chair and chairman of the Ways & Means Committee, which had – innovatively, with an eye toward the future – bought a new computer system that, insufficiently understood, was one root of the problem. While Feldstein had many sterling qualities – and still does; he continues as a successful realtor in Oneonta – he took the hit and was defeated for reelection that fall. In fact, the Democrats, who had cobbled together a majority by allying with Don Lindberg, R-Worcester, lost the majority in a Republican sweep. That’s called accountability. The second was county Treasurer Myrna Thayne, a Republican, who after the 2007 fiasco was

ineffective. She constituents than completed her fourhe might have been year term, but was otherwise. Same defeated in the Rewith state Rep. If anything, it has In light of 2007, it might make kept him more in touch with his more sense, rather than extend

county rep terms from two to four years, to reduce the terms of all county officers from four years to two. The county board was due to act at its monthly board meeting Wednesday, Aug. 1, on Rich Murphy’s idea but, whatever the outcome, the good news is any change of term length would have to be on the November ballot and approved by voters. Voters, prepare yourselves to vote nay. • An attentive and responsive county board is particularly important because of the contentious issues upcoming. Foremost is the future of Otsego Manor. There are cost issues, but they may resolve themselves to great degree when the economy rebounds, as it always does, after the presidential election. Beyond the cost issues, the county has a first-rate facility that is superbly serving our most atrisk and deserving population segments: Our grandparents, parents, and elderly friends and neighbors. Their security must not be put at risk, and a county board tied to

the electorate by two-year terms is one way to ensure the public’s will won’t be sidetracked. When push comes to shove, it’s hard to believe the electorate will support degrading Otsego Manor, and two-year terms make it more likely the county board will be responsive to that view. More generally, there is a need for the county board to be more proactive. What do we want Otsego County to be five, 10 and more years from now, and how do we get there? But right now, that question doesn’t seem to be part of the dialogue. Perhaps county representatives better protected from controversial decisions if they had four-year terms would be more likely to push the envelope. But if potentially controversial decisions – a county manager, reforming sales-tax distribution, creating a more business-friendly climate – aren’t going to be dealt with anyhow, what’s in it for the electorate to provide the reps with more shelter?

‘Celebrate Cooperstown’ May Be Launched In Fall To the Editor: The mayor and trustees have been working on an idea tentatively called “Celebrate Cooperstown.” Our vision is that on the Saturday and Sunday after Columbus Day (Oct. 13-14) the village takes two days to celebrate itself. Some of the specifics being worked on now include: 1. Opening Doubleday Field both days free of charge to all Cooperstown and surrounding area residents. If two teams want to play baseball, they can have a slot using the same rules as a regular applicant. Also, the outfield would be available for touch football games, Frisbee, informal catches and more. 2. A “Taste of Cooperstown,” where Cooperstown and immediately surrounding (meaning, for example, Fly Creek) area restaurants can sell signature dishes to ticket holders who have purchased in advance. This event is heavy in details which are still being worked out. We would, however, love to get a sense of interest in such an event. If you

are a restaurant, please send an email letting me know if you would be interested in participating. 3. A Main Street “open house.” All businesses interested would simply welcome Cooperstown residents enthusiastically into their shops to show their wares to the many who may have never entered their establishments. With Christmas only two months after Celebrate Cooperstown weekend, this would be a great opportunity to introduce yourself to new customers. 4. Dinner on Main Street, organized by Growing Community. As we work through the details of this new event, and add new ones, we would love to hear your input on the ideas mentioned above, and any other thoughts you have to make the first Celebrate Cooperstown a huge success for us all. Please check the new village website for updates: http://www. cooperstownny.org/ JEFF KATZ Mayor Cooperstown

New Threat To Lake, Hydrilla, Worse Than Zebra Mussels To the Editor The SUNY Oneonta Biological Field Station reports a water chestnut was found growing in Otsego Lake again this year. That is at least the fourth time that water chestnuts have been found – and removed – from Otsego Lake. If only zebra mussels could be controlled so easily. There is a new threat to our lakes and to our recreation in them and to the value of our properties around them. This threat could potentially make water chestnut and zebra mus-

sels look like minor irritants. This threat regularly costs Floridians hundreds of millions of dollars per year to control so that they can use Florida’s lakes and rivers. This threat, the aquatic plant hydrilla, could potentially choke our lakes from their shorelines out to depths of 17 feet or more. Hydrilla is now present in Upstate New York. Hydrilla is growing in the Cayuga Lake Inlet. If it moves from there into Cayuga Lake, it will spread from there to Seneca Lake, to Lake

Ontario, and to the Erie Canal (which is in our backyard). It is not feasible to remove hydrilla from Cayuga Lake or from Seneca Lake once it enters those extensive waterbodies. We must stop it in the Cayuga Inlet. PAUL H. LORD Cooperstown Editor’s Note: This matter was discussed Saturday, July 28, at the annual meeting of the Otsego Lake Association.

ISSUE & DEBATE: TO FRACK OR NOT TO FRACK?

‘Natural Gas Bounty’ Part Of Larger Solution

I

see no sign of Mitt Romney being ready for such a “Roberts moment.” I still have hope for Obama. He’s entitled to a victory lap for daring to go big – ignoring his advisers – to bring health care to the whole country. It’s a huge achievement. But he needs to go just as big on the economy if he wants the Affordable Care Act to be something we can actually afford. That requires economic growth. Yet Obama’s campaign has been all small-ball wedge issues, trying to satisfy enough micro-constituencies to get 50.1 percent of the vote. Listen to the broad reaction to Roberts. Look at the powerful wave he has unleashed for big, centrist, statesmanlike leadership. That all tells me that people are also hungry for a big plan from the president to fix the economy, one that will bite and challenge both parties at the scale we need, fairly share the burdens and won’t just be about “balancing the budget,” but

about making America great again. The opportunity for such a plan is hiding in plain sight. America today is poised for a great renewal. Our newfound natural gas bounty can give Thomas Friedman us long-term access to cheap, cleaner energy and, combined with advances in robotics and software, is already bringing blue-collar manufacturing back to America. Web-enabled cellphones and tablets are creating vast new possibilities to bring high-quality, low-cost education to every community college and public school so people can afford to acquire the skills to learn 21st-century jobs. Cloud computing is giving anyone with a creative spark cheap, powerful tools to start a company with very little money. And dramatically low interest rates mean we can borrow to build new infrastructure – and make

money. “We are at a transformational moment in terms of our potential as a country, and we have two candidates playing rope-a-dope,” said David Rothkopf, author of “Power, Inc.” If we can just get a few big things right today – a Simpson-Bowles-like grand bargain on spending and tax reform that unleashes entrepreneurship, a deal on immigration that allows the most energetic and smartest immigrants to enrich our country and a plan on energy that allows us to tap all these new sources in environmentally safe ways – no one could touch us as a country. Connect the dots for people, Mr. President – be the guy taking the risk to offer that big plan for American renewal, and Romney will never be able to touch you. This is an excerpt from a column by Thomas Friedman that appeared Sunday, July 1, in the New York Times’ Sunday Review.

Professor Roswell Park of the University of Pennsylvania (a native of nearby Burlington), proposes to deliver a lecture in the Universalist Church in Cooperstown, on Thursday evening, 3rd August, commencing at 8 o’clock. The subject of the lecture will be an analysis and classification of the whole extent of Human Knowledge, with some remarks on the relations and uses of the different branches. It will be shown that they may all be comprehended under 14 departments; 6 of Literature, 4 of Science, and 4 of Arts; furnishing a new and, it is believed, a natural system for the arrangement of libraries or miscellaneous collections. On Sunday, Mass was celebrated in the Catholic Church of this village, by Rev. Father Mcloglin, of Little Falls, and a beautiful and appropriate sermon preached by the Rev. Father Daly of Utica; there were present also in the Sanctuary, Very Rev. J.J. Conroy, V.G. Rev. Quino of New York, Rev. Father Hogan of New Jersey, and the Pastor, Rev. Father Carrall. On Monday, the Very Rev. J.J. Conroy, accompanied by the above gentlemen, consecrated a beautiful plot of ground situated about one-half mile west of this village. Notwithstanding the inclemency of the day, it was very edifying to witness the concourse of people who united their prayers with those of the Church, to consecrate the place where their remains are to repose until the Archangel’s trumpet shall summon them to arise. Drawing nearer they saw body of a man lying in the bottom of the boat, which was almost half full of water. Mason jumped into the rowboat and paddled it ashore; the stranger lay apparently dead in the bottom of the craft. In pulling the body out of the boat onto the shore Mason detected a faint odor of liquor. Both Kim and Kate competed at the Olympic trials in Raleigh, S.C., but while Kim made the top 20, Kate placed fifth and was selected as an alternate in the 1992 Barcelona Olympics. “The opening and closing ceremonies were so exciting, Kate said. “It was the first year the Dream Team

And even though she cheered her team from the sidelines, she was still grateful for the opportunity to go. “I overcame a lot of health issues, so it was pretty phenomenal to even make it. Kim decided not to keep training for the 1996 Olympics, but she didn’t hang up
