Oneonta Town, City Should Join In Regional Water Authority
T
he Oneonta Town Board is energetically seeking to make a historic mistake that will have increasingly negative impacts on Greater Oneonta for decades to come. Southside neighbors are being asked to approve a water district that would allow construction of a water plant in Emmons’ Fortin Park. Let’s hope, for their good and that of the whole, that they say no. Right now, downtown Oneonta, step by step, is coming back. The strip – Southside – is relatively compact and convenient to the population center. This is good. We need to continue that incremental growth as population grows. That’s Smart Growth. The proposed water plant in Emmons would create pods of homes and businesses in outlying areas, eating up open space and increasing dependence on the automobile. The result would be what you see in

almost every Upstate city – a rotting downtown and a congested strip many miles long. That’s Dumb Growth. • Greater Oneonta has avoided that, because, right now, the city operates the one water system, and growth has happened from the center out. One of the little publicized aspects of the town plant is that, to work financially, it will have to sell water to the Town of Davenport, Delaware County. This will allow the South-
To The Editor: I lost the Democratic Primary in the Town of Oneonta, but I am proud to say that I did so with my integrity intact. Not one negative article was written, no personal attacks were launched and petitions were not challenged. As I visited homes throughout the town, I tried to focus on my positions and to explain my experiences in municipal governance. However, this became very difficult when I was repeatedly informed by voters that they were told – by my opponent – that I was a staunch supporter of hydrau-
side strip to hopscotch over available land along Route 23 between the Holiday Inn and the county line. It will allow Davenport to develop its own strip, cutting off Delaware County customers who now shop on Southside and continue to Center City for a sandwich or dinner. Over time, the value of Southside will decline, sapping the Town of Oneonta’s tax base – and Otsego County’s; it affects all of us. And it will further challenge Center City, which – for the good of all – needs to continue developing as a funky

of tainted wells, but the Emmons water plant is a rifleshot approach to a broad challenge that needs a broad solution. • Mike Zagata, the former DEC commissioner, Roger France, retired state Health Department engineer, and Dave Rowley, former interim city schools superintendent, studied the matter and issued a short white paper over the summer. It concluded that, shortterm, the Fortin Park plant might save a few bucks. But what would better serve Greater Oneonta’s needs logically and systematically is a unified two-municipality water district. This would allow the city and town, as an entity,
to look at where municipal water would best serve balanced growth in the community – yes, bring municipal water to Southside, to West Oneonta’s homes and subdivisions, to areas identified as prime for industrial, commercial and home development. But build from the center out. Logical development will increase the tax base incrementally as it provides services. The crazy quilt approach represented by the Town of Oneonta plan will damage the community as a whole and set the stage for community degradation. Please, Town Supervisor Bob Wood, Town Board members Stammel, David Jones, Patricia Jacob and Trish Riddell Kent, desist! Reject Dumb Growth. Embrace Smart Growth, for the good of the whole community and generations to come. Think about it: Andrew Stammel would be superb advocate of this better way.

During that time, Northern Eagle Beverages’ chairman Lou Hager and his children, Louis, Alicia and Whit, decided it was time to bring a family tradition home once again – growing hops. Plans were made and today Hager Hops, located just outside of Cooperstown, is the largest hop yard in New York State. But now, what to do with the hops? In November 2013, a hop pelletizer, capable of processing over 200 pounds of pelletized hops per hour, was purchased by Northern Eagle. It is today the only one in New York Please See ALLEN, A8

It’s also surprising that the very bright freshman Town Board member Andrew Stammel is foresquare behind the water plant. 175 YEARS AGO
On Friday, the 13th instant, a committee of five persons, (Messrs, Prentiss, Foote, Starkweather, Bowne and Pease) repaired to Fort Plain in two Barouches, and waited upon the President of the United States (Martin Van Buren) at that place. At nine o’clock the next morning, he took a seat in a handsome barouche drawn by four elegant cream-colored horses, and, accompanied by several other carriages he proceeded on the route to Springfield Corners, where they arrived at half past eleven. There were assembled about 200 men on horseback with a large concourse of citizens, by whom the President was received with the most enthusiastic and deafening cheers. The President alighted from the carriage and was greeted with a most hearty welcome from the Committee of Arrangements and numerous others who crowded around him. A large number of ladies had assembled at Mr. Willoughby’s to whom he was introduced by the Committee. Finding the gathering of citizens too large to admit of a personal introduction to them all, the President was obliged to leave, and, with a cavalcade of 300 horsemen, and a long train of carriages, he proceeded toward Cooperstown. The meeting was organized by appointing Judge Crippen temporary chairman, and Chas. B. Cooley, Secretary. On motion, a committee of five was appointed to report permanent officers and rules for the government of the

of that day’s proceeding at the County Fair. It was only his third effort of the kind. He was 22 years of age and his father was with him here, and assisted in the preparations preliminary to the ascension. He made some suggestions to the son, and among others, that he should not attempt to go up too high, and that he take a life-preserver with him, which he declined, saying he would prefer the lake to the land, as he was a good swimmer. As he ascended several hundred feet and floated off to the north over the lake he must have become chilled by the cold upper air. Soon after, he cut loose from the balloon; the latter came rapidly down as the gases escaped from it, and landed in the lake, near one-mile point. The parachute passed on further north and then seemed to rest in mid-air for a moment. It then commenced to descend slowly at first, but with increasing speed as it neared the water. After the parachute, which had several pounds of iron in its construction, struck the water, nothing could be seen of it or its occupant. September 27, 1889

A picnic party composed of 35 members of the Cooperstown High School faculty and the Board of Education, with their own families, or the families with whom they board, spent a very jolly afternoon at ThreeMile Point on Saturday. The Deerslayer was chartered to make the trip to and from the Point, and there was served as sumptuous a picnic lunch as anyone could hope to master. Several sports including a sack race which was won by Professor Multer and Miss Donnelly, furnished much amusement during the afternoon. ’Twas voted as only another of those “good times” when the “school ma’ams” throw off their pedagogical cares and take time to become better

“The invasion of Poland by Russia and the conquests of Hitler do not change in the least my opinion that Hitlerism is doomed to defeat,” said Henri Hauser of South Valley, the author who left Germany last March to come to America. Hauser was speaking at the luncheon of the Cooperstown Rotary Club at the Cooper Inn on Tuesday. It was a curious coincidence that while Hauser spoke, a radio on the floor above was bringing the voice of the Fuehrer himself, delivering his bombastic Danzig speech. September 27, 1939

A list of new high school teachers at Cooperstown Central School includes Theodore J. Kantorowski, boys’ physical education and football and wrestling coach and Donald E. Howard, Jr., seventh and eighth grade social studies; and Miss Ann M. Lamberson, home economics. September 23, 1964 An evening game of hide-and-seek was disrupted Tuesday when a car parked behind a home at 91 Beaver Street burst into flames that eventually spread to the structure as well. “I was playing hide-and-seek with my friends in the back yard when we heard a loud popping noise,” said 10-yearold MacKenzie Coleman. “Then we noticed that the car was all black and smoking, so we all ran out front and started telling everybody.” The blaze, of undetermined origin, was extinguished in two hours. Scots Terrified Establishment, In End, Establishment Won SCOTLAND/From A4 again the Scottish vote will make no difference and the immensely powerful central government will be thoroughly anti-Scottish in its platform. Scotland will be forced from the E.U. by a Conservative supported in-out referendum. Whatever your thoughts on the E.U., you must find it unpalatable that a nation would be forced from it by a centralized government. When Prime Minister David Cameron signed the Edinburgh Agreement, setting the Scottish Referendum in motion, he never would have dreamed that he’d win by only 10 points. As the day of the referendum approached and the polls suggested that voters may just choose to leave, his panic was palpable. But as it turns out, the polls were too optimistic. The “yes” vote hinged on the “missing million” – typically disenfranchised voters, untouched by polls, who had never voted before. These included groups like the very poor, the very young and the recently immigrated. But the strongholds of these demographics, the larger cities of Scotland, went against the trend and had lower turnouts. Glasgow, the biggest city in

Like Charleston, Offer Free Trolleys To the Editor: A modest proposal: I recently happened to visit Charleston, S.C., which, like Cooperstown, is a noted tourist destination. And, like Cooperstown, or any similar tourist town, they have a parking problem. Charlestown, however, has done something which Cooperstown might consider, namely, establishing a free trolley service. Being able to jump on and off a trolley making the circuit of the main local sites without having to dig into one’s pocket to pay was a real convenience. No fussing about exact change, etc. And surprisingly, being free was a real incentive, even though the money saved had to be minimal. It ran about every 20 minutes; there was a printed schedule at every trolley stop. I don’t know how Charleston funds its trolley, but Cooperstown might do so by charging a small parking fee at the peripher-
al parking lots, maybe $5 for the day. If the trolley circuit was expanded to hit ALL the main spots in and around the village – the Clark Sports Center, Bassett Hospital, Fairy Springs, Main Street, Lake Street, The Otesaga, The Farmers’ Museum, The Fenimore Art Museum, the courthouse and County Office Building, Railroad Avenue, Chestnut Street, Price Chopper, etc. – it might prove even more useful than at present. Locals would be more likely to take advantage of it, as well as visitors staying at The Otesaga or in village B&Bs who would not be using the peripheral lots. Tourists would be happy to pay the parking fee if they knew that they had the use of a free trolley. And it could provide a real service for village residents living on or near the trolly routes. In Stamp-Collecting Month, Consider Pastime To the Editor: A single stamp, the British Guiana one-cent magenta, sold in June 2014 at Sotheby’s for a recordsetting $9.48 million. By weight, a mere .04 grams, it is considered the most valuable item in the world. The stamp was issued in 1856 in British Guiana (now Guyana), and is the only copy known to exist. Interestingly, it was found in 1873 by a Scottish schoolboy who sold it for ‌ six shillings. It is helpful to know what you own. With that in mind, the Leatherstocking Stamp Club will be hosting the program entitled “What Do You Have?â€? at its regular monthly meeting at 7 p.m. Thursday, Oct. 2, at the Tillapaugh Home, 28 Pioneer St., Cooperstown. Guests are invited to this meeting, at which members will share their philatelic expertise and
Campaign Lost, Integrity Intact ROWLEY/From A4 that the state Department of Environmental Conservation should be given an opportunity to act, but the Governor’s blatant political maneuvering with the Department of Health made it clear that he had no intention of allowing that to happen – at least not until after the November elections. The excellent presentation by Chip Northrup and Lou Allstadt further convinced me that hydraulic fracturing in Otsego County was not a desirable path to economic expansion. Finally, the Court of Appeals affirmation of the lower court ruling allayed my fears that the home rule ban might be found unconstitutional. In short, I fully support the ban and to imply otherwise is dishonest and a disservice to the voters in the Town of Oneonta. I have been a conservationist since April 22, 1970, when, as a 19 year old, I participated in the first Earth Day celebration. I am in my third decade as a contributor to The Nature Conservancy, The Wilderness Society and The National Audubon Society. We (with my wife Gail) drive four-cylinder cars and live in a passive solar home that was my own “green design. By the end of October we will have a fully operational solar tracking system at our home. On Aug. 26 – a full two weeks before the primary – I e-mailed this information to my opponent because I was concerned that the voters were being misinformed. Nothing changed and false information continued to be spread. I believe that the voters in the Town of Oneonta are better served if they have the facts. I intend to make sure that happens in the future and I believe an open and honest public debate is the best way to accomplish this. I look forward to the opportunity. DAVE ROWLEY West Oneonta

To celebrate stamp collecting, The Leatherstocking Stamp Club and The Tri-County Stamp Club, based in Sidney, are working together to host a Stamp and Postcard Show/ Sale from 9:30 a.m. to 3:30 p.m. Saturday, Oct. 4, at the Holiday Inn, Route 23, in Oneonta.
