IMPLICATIONS - Additional dwelling density and reduced sqm per person - public open space will be vital - consider access + connections.
- MCC aims to reduce reliance on private vehicles and is implementing reduced parking requirements throughout the municipality - we will need to provide comprehensive public services that are easily accessible by public and active transport. - Will need to consider how our site sits in terms of transport options. How can we provide access for injured and disabled, staff & patients with reduced reliance on private vehicles? How can we connect the site with its surrounds? - Increases in number of children and elderly residents. We will need to cater to all ages and abilities. A space that is child-friendly is often accessible to all. - Significant increase in lone-person housholds (most vulnerable at time of crisis or disaster). We will need to provide community outreach for lone-person households across all age groups. - How will we integrate language, cultural and religious sensitivities into a community building? What elements will bridge gaps between different groups? Consider universal common ground - nature, materials, light etc

ZONING
The land is currently zoned General Residential ZoneSchedule 1, located in the City of Melbourne. This zone stipulates design requirements for residential developments on the subject site. Zoning allows for Medical Centre / Place of Assembly / Food and Drink premises. If this project were to be live, we would require a planning permit for these uses.
OVERLAYS
The site is subject to the Parking Overlay - Schedule 12. Under this overlay, parking spaces are limitied to 1 per dwelling for residential development. This overlay does not affect our proposed use. It is useful to consider that Melbourne CC aims to reduce private vehicle usage and has strategies to reduce parking provided at new developments.
STRATEGIC PLANNING
The City of Melbourne has not completed any strategic planning work at the subject site.
The zone does not stipulate built form / height / setback requirements for non-residential development.
The closest strategic planning work is at the Parkville National Employment & Innovation Cluster, which includes Melbourne University, but does not quite reach our site.
Develepment must respect the existing character of the area and provide increased amenity to surrounding residents.
There is an opportunity to link our site with the functions of the Parkville NEIC and the Lygon Street Activity Centre. Lygon St Inner Metro Activity Centre (Major Activity Centre) is located to the south (Elgin Street to Queensberry Street, Swanston St to Rathdowne St.
