LUTSEN 99ER June 22-24, Lutsen Just in its second year, participation in this year’s Lutsen 99er mountain bike race is on course to quadruple, said race director Adam Harju. “This is going to turn into a big event,” said Harju. The race, which is owned by Life Time Fitness, starts at 7:30 a.m. on Saturday, June 23 at Rosie’s Chalet at Lutsen Mountains. The event features 99-mile and 39-mile races held in tandem.

SUMMER SOLSTICE PAGEANT

Saturday, June 23, 8 p.m., North House Folk School campus One of the most celebrated events of the summer, the annual Summer Solstice Pageant featuring the Good Harbor Hill Players and GAMEPALAJ (Gospel and Mother Earth and Peace and Love and Justice) is now in its 15th year. The event is part of the Wooden Boat Show at North House Folk School and is free and open to the public.

WOODEN BOAT SHOW June 22 – 24, North House Folk School campus Dubbed “the biggest celebration of the year,” North House Folk School’s Wooden Boat Show offers courses, speakers, a chowder feed, craft demos, the annual Summer Solstice Pageant and more. Courses which dovetail with the weekend begin on Wednesday, June 21. Mini courses, called “The Elements of North House,” have been added to Saturday’s offerings. Three different twohour long mini courses will be offered at 10 a.m. and 3 p.m. Mini courses are $5 for members and $10 for non-members. Throughout the weekend, a waterfront wooden boat display can be viewed on campus. Craft demonstrations are held throughout the day on Saturday and the

weekend will feature several speakers. “We have a great featured speaker this year, Douglas Brooks, a guy who has studied boatbuilding extensively in Japan,” said Jessa Frost, North House program director. “He’s giving two talks: one on Friday and Saturday. There is a great panel on Sunday too: Tim Cochrane, Howard Sivertson and Gene Skadberg.” The live auction, which features everything from boats to tools will be held at 1 p.m on Saturday, immediately following the Lake Superior Chowder Experience which begins at noon. All are also invited to a Boat Regatta and Parade on campus held Friday night at 6:30 p.m. motorists should use caution in the race area, said Harju. Road closures include Hwy 61 from 7:30 – 7:45 a.m. on Saturday, the Caribou Trail to uphill traffic until riders make their way up the hill, and County Road 57 west of the Devils Track Campground for a couple hours after 8:45 a.m.

of learning at the Split Rock Lighthouse and State Park with free admission. Tour the lighthouse, fog signal building, and the keeper’s house. Then stop by the Visitors Center and learn about the North Shore’s tourism and commercial fishing industries, and view a film on the history of Lake Superior’s shipping industry. The open house will take place from 10 a.m. to 6 p.m. Also, join Split Rock Lighthouse on Children’s Day June 23 from 10 a.m. to 6 p.m. for a scavenger hunt, special games, and a tour geared for children. Pictured are Leonard Sobanja, who was high school principal at ISD 166 for years and a teacher and currently serves on the school board, Betsy Bowen, a woodcut print artist who has her own studio gallery in the Old Playhouse and Meadow Lily Adams, student at Cook County High School. They are pretty wonderful, if a recent taste test at the Gunflint Mercantile is any indication. The frozen confection has a thick chocolate coating sprinkled with nuts (or coconut) over a crunchy waffle – and it is perched on a stick for easy eating. Waffsicles, as owner Chelsea Lueck is calling them, are one of the newest confections to be offered at the Mercantile. She’ll also be making homemade orange creamsicles and fudgsicles, which, Lueck noted, will be a great alternative for summer ice cream lovers. Yummy is probably the word that best describes all the homemade candies and confections that this upbeat young woman produces in her shop in downtown Grand Marais.

Also handmade are a great selection of her feminine and colorful aprons, locally crafted jams and jellies as well as wool hats knit by her mother, Suzie Lueck.

Lueck’s parents still live in Danube, Minn., where Chelsea grew up. They run a waffle catering business there – they bring all the waffle irons, batters, syrups and butter to events like fundraisers and offer an all-youcan-eat waffle breakfast. That’s where the original idea of waffsicles came from, she said. Her parents make them to give away to children. Now, everyone who visits her shop in Grand Marais can get one. Well, not exactly forever, but when she retires in June 1, Updyke will have worked at the post office for 41 years. She started just after graduating from Cook County High School, working part-time, and eight years later Hovland Postmaster Sandra Updyke with her was named postmas- dog, Toby, who greets his favorite patrons every ter, a position she has day with a big doggy smile. held ever since. Her grandmother, Leona Schuppel Sundquist, was the postmaster in Hovland for years, and she hired her granddaughter for that part-time post. “Nobody else signed up,” Updkye said. “I was living at home (in Big Bay) at the time. I was 18.”

Updyke was born in Cook County and can trace her ancestry back to one of the first settlers. Her grandfather, Clarence August Johnson, came to Cook County on The America from Sweden and homesteaded in Hovland in 1910. So there’s no doubt about it – Updyke knows the history and the people who live here. “We’ve always had characters from way back when,” she said. “We have a lot of diverse people – on-grid/off-grid, high income/low income. But when push comes to shove, everybody helps each other out.” And the post office is the hub for everything. In the process of picking up their mail or getting postage for a package, people talk about their lives, she said. Sometimes they even ask for advice or tell her about someone who is getting married, having a baby. “I hear incredible stories,” Updyke said. “I could write a book, if that was a thing to do. But I won’t. There are confidentiality issues.”

One of her favorite old-timers was Simon Erickson, who used to come in to get his Veteran’s check. “He knew it came in early, and he always tried to talk me into giving it to him,” she said. “He wanted to go to the Flute Reed (store) to get his beer and beans, you know?”

She remembers old-timers like commercial fisherman Helmer Aakvik, who would come in to pick up his mail occasionally. Usually his wife would pick it up, Updyke said, but whenever he came in, he had some interesting stories to tell.

The post office used to be in a store that is now Dusty Nelm’s garage, and then it moved to a single room in the house. Updyke remembers days of lots of mail juggling as they tried to make do with the tiny space. She said one year, someone decided to move back to Mesa, Ariz., and mail all their stuff. When they delivered the boxes to the post office, they to be stored outside. “Luckily it wasn’t raining,” she said. Everyone has heard of a letter arriving with no address, just a name or a place, and Updyke remembers helping a few items reach their proper home, thanks to her knowledge of the community. One time a post card arrived addressed to WBL Hovland, and was so fi lled with notes that it was almost impossible to see the post mark or signature. But, she said, she thought she recognized the handwriting. When she finally figured out that it was sent from Pennsylvania, she remembered that a customer was in the East visiting family. “It must belong to So & So,” she said to herself, and set the postcard aside. When the customer arrived, she asked if the postcard was meant for him by any chance. “Yes,” he said. Mail delivered! It’s been a good job, no doubt about that, Updyke said, adding that she will miss talking to the customers and participating in community affairs. On the other hand, it will be great to retire, too.

This month, she will be working hard to organized the Hovland Arts Festival, where she will also be exhibiting her photographic work. After that? “We’ll see,” she said. “I’ll figure out how to not have a scheduled life.”

Keeps Homes in Safe Living Condition By Shawn Perich

Not long ago, an elderly Cook County couple were confronted with a leaking roof in the home they’d owned and lived in for 50 years. Since they were living on a fi xed income, they lacked money to make the necessary repairs. Fortunately, they were able to find financial assistance through the Housing Program coordinated by the Cook County /Grand Marais Economic Development Authority (EDA). A home inspection found not only a leaking roof, but also draft y windows and mold problems. Using grant funding, the couple was able to get these issues addressed, meet handicapped accessibility standards and remain living in the house where they had spent the better part of their life. “They are still able to live in their home,” says EDA Housing administrator Nancy Grabko. “When we finish a project like that, we’re proud of what we’ve accomplished.” Although assistance for homeowners has been available throughout the state for decades, the Cook County Housing Program was created in 2008. Its mission is to provide safe, decent, affordable housing opportunities to all residents in the county. A commercial property rehabilitation program was added this year, marking the first time such funding was available for Cook County businesses. Funding from the program comes from state and federal agencies. The largest funding source is the Minnesota Department of Employment and Economic Development (DEED) Small Cities Development Program (SCDP). Some federal funding from the U.S. Department of Housing and Urban Development (HUD) is available through the

Northeastern Minnesota Housing Consortium. Other funding sources are available, including some support through the county levy. Since 2008, about $1.2 million has been spent on home rehabilitation, of which less than 7 percent went to program administration. Applicants for home rehabilitation funding must own their own home and land, and meet federal income eligibility guidelines. Eligible income applicants can get 100 percent deferred loans if they agree to continue living in the home for 10 years. Low interest loans are also available. Applications for assistance are processed in the order in which they are received. When an applicant comes up for review and when they are determined to be eligible for the program, applicants then get a home inspection. The work done on homes is rehabilitation, not remodeling. The inspector determines whether the improvements meet home quality standards and will make the home a better living environment so a family can continue

A recent survey verified homelessness is a reality in Cook County. These surveys are used to provide information when applying for grants to fund the Housing Program. While Cook County is often associated with expensive lake homes and well-heeled retirees, many people living and working here struggle to make ends meet. Taconite Credit Benefit

County, Schools, Townships and Taxpayers By Jim Boyd Minnesota Power’s Taconite Harbor coal-fired power plant may well be coming to the end of its long life. Pending Environmental Protection Agency emissions rules could make the plant too expensive to upgrade, an outcome the Minnesota environmental community fervently hopes will come to pass. And a few weeks ago, the Minnesota Department of Commerce chimed in with its own recommendation that the plant be closed, on grounds that the power it produces is too expensive. All of this causes extreme heartburn in Cook County, where almost everyone believes the end of the power plant means the end of substantial taconite tax relief for county property owners.

But “almost everyone” is mistaken: An end to power production at Taconite Harbor should have no effect on taconite funds flowing into Cook County, says the Minnesota Department of Rev-

enue’s taconite tax expert. And, by the way, most of those funds are NOT for the property-tax relief everyone tends to think of when the topic turns to taconite and taxes. For 2011, Cook County property-tax payers got $490,943 in taconite tax relief (frequently called “taconite homestead credit”). ISD 166 got $823,857. Cook County received $279,797. Lutsen Township received $13,227, Schroeder Township received $60,575 and Tofte Township got $8,093. Total: $1,676,492. The money comes in numerous streams linked to numerous chapters in Minnesota Statutes. Unless you are Cook County Auditor/Treasurer Braidy Powers, who speaks statute-ese fluently, anyone tempted to research those statutes should resist: It is likely to stunt your growth, play havoc with your sleep and drive you to drink. But even Powers wasn’t absolutely certain of the effect closing the power plant would have on all of the taconite funding Cook County receives.

The best alternative is to consult Bob Wagstrom in Eveleth, the living, breathing expert on all things involving taconite taxes for the Minnesota Department of Revenue. Wagstrom says Cook County has no worries about future taconite payments: So long as

taconite is produced, all of the payments are guaranteed by Minnesota Statutes Chapter 298.225. The Legislature could always rewrite Chapter 298.225, but if it set out to do that, it would also run smack into opposition from a number of other counties, school districts and townships that get taconite tax payments long after taconite production in their areas ceased. In Itasca County, for example, Wagstrom says taconite payments still are made 25 years after Butler Taconite closed down. Too, the person most likely to push a Chapter 298.225 rewrite that would be uncharitable to Cook County, Rep. Tom Rukavina, DFL-Virginia, announced his retirement from the Legislature at the end of the 2011 session. In addition to the taconite property tax relief that goes directly to property owners, ISD 166 and Schroeder township receive substantial payments from the taconite railroad fund. The schools also receive taconite school fund payments at one rate, “regular” school fund payments at another and taconite school bond payments. The county gets “regular” taconite funding plus taconite railroad revenue. The townships get revenue from the taconite township fund, and Schroeder gets a small amount of “mining and concentration” funding. Wagstrom has no difficulty keeping them all straight; he may be the only one. Most of the funding is tied to the level of taconite production and thus can go up or down annually. All of it comes from a $2.38 tax per ton of taconite produced. Taconite continued on page 16 »

Cook County Hospital knows what to do if you’re

If you ever visit the Cook County North Shore Hospital Emergency Room, you probably won’t be looking around at the dÊcor. But if you did, you might notice a unique collection of fishhooks tucked above a bookshelf fi lled with reference books in the supply corner.

The hooks have stopped going on the board, but they haven’t stopped going into people. The Cook County ER is equipped with a special “fish removal� kit to treat this common injury. The ER saw its first fishhook patient of the season on opening day, Sobieck.

The “fishhook board,� as the collection’s known, is actually a shadow box stuffed full of hooks of all shapes and sizes. At some point, each hook displayed in the box was lodged in a patient’s nose, cheek, eye or other body part. After emergency room personnel removed the hook, a yellow fish-shaped slip of paper with the name of the person and where the hook caught them was attached to the hook and the hook placed in the box. The origins of the fishhook board are murky, but Dr. Bill Gallea is believed to have started the collection in the late 1970s or early 1980s. Cindy Donek, R.N., said the board was already well established when she began work at the hospital 29 years ago. “I don’t know if or Gallea started it, but he certainly took the most hooks out of it to use,� said Donek. “He was an avid fisherman.� Anymore, the fishhook board is just a piece of Cook County emergency room history. The board hasn’t been updated for about 20 years, Donek said.

For production year 2010, from which the 2011 payments were made, taconite companies paid a total of $72,441,708 in production taxes on slightly more than 30 million tons of taconite produced. Not counting grant funding flowing through the Iron Range Resources and Rehabilitation Board, Cook County in 2011 received 2.3 percent of the taco-

nite production tax collected in 2010. But that small percentage makes a big difference. The entire local tax levy for 2011 was $9,300,286, which means that taconite funds are equal to about 18 percent of what the county levies directly on taxpayers. Were taconite funding to go away, Cook County taxpayers either would see their own tax bills rise substantially or the services they receive from the county decline, also substantially.

The long and the short of it is that Cook County shouldn’t worry: Whatever Minnesota Power decides to do with the power plant at Taconite Harbor may be interesting for many reasons, but loss of taconite revenue shouldn’t be one of them.
