Es una estructura productiva y creativa capaz de atender clientes tanto del sector público cuanto del sector privado, en las áreas de urbanismo, arquitectura y paisajismo, actuando con la consultoría de prestigiosas firmas de infraestructura, movilidad urbana, medio ambiente, eco-eficiencia y movilización productiva del territorio.
With more than 20 years of experience, it operates in four scales of urban intervention: small, medium, large and territorial.

With a capacity to respond appropriately to the needs of the client, the areas of research, creation and production of the Atelier Metropolitano maintains a permanent interaction guaranteeing the quality of projects together with fast response to the most complex requests. We understand the project as the challenge of relating issues of the most varied nature, ranging from macro to micro, from public to private, from social to individual, from economic to ecological and from ethical to aesthetic. The design task consists of the ability to articulate consistently all the variables that intervene in each case, offering answers where the cost-benefit relation - meaning of actions, is the basis of the considerations. It is always a matter of acting professionally ensuring the aesthetic and functional quality of the projects, along with the social sense of actions.
Con capacidad de respuesta adecuada a las necesidades del cliente, las áreas de investigación, creación y producción del Atelier Metropolitano, mantienen una permanente interacción garantizando cualidad de proyectos, junto con rapidez de respuesta a las más diversas solicitaciones. Entendemos el proyecto como el desafío de relacionar cuestiones de la más variada índolez que van de lo macro a lo micro, de lo público a lo privado, de lo comunitario a lo individual, de lo económico a lo ecológico y de lo ético a lo estético. La tarea proyectual consiste en la capacidad de articular con consistencia todas las variables que intervienen en cada caso, ofreciendo respuestas donde la relación costo-beneficio/sentido de las acciones, está en la base de las consideraciones. Se trata siempre de actuar profesionalmente garantizando la calidad estética y funcional de los proyectos, junto con el sentido social de las acciones.

Elaboration and Assembly of Socio-Spatial Structuring Programs and Projects Elaboración y Montaje de Programas y Proyectos de Estructuración Socio-Espacial.
Development of public policies and projects of physical and social articulation, seeking the confluence of community participation, public institutional support and projectual team. Directed to the federal, provincial or municipal public agencies and private institutions, consisting of technical and professional support for the formulation of programs and elaboration of projects of physical and social articulation, in the four scales of urban projects. In each of the four scales, depending on the characteristics of the programs and the objectives to be achieved, the work also includes urban and architectural design, prospective planning and the development of different scenarios for possible horizons of 10,15 and 20 years. The consultancies include the implementation of seminars and preparatory workshops on the definition of programs and the development of projects, proposing concrete solutions to the issues addressed.
Since 1994 we have developed projects, all built for the management of neighborhood centers within the Rio Cidade Program; projects developed within the Favela-Bairro Program; the urbanizations carried out for the favela complexes of the PAC (Growth Acceleration Program), projects for the Complexo do Alemão, Complexo de Manguinhos, the Rocinha’s Housing Core and the technical assistance project for the implementation of the recent cable car transport system to the Complexo do Alemão.
Desarrollo de Proyectos de Articulación Física y Social, buscando la confluencia de participación comunitaria, soporte institucional público y equipo de proyecto. Dirigido a órganos públicos federales, provinciales o municipales e instituciones públicas y privadas, consistiendo en el apoyo técnico profesional para la formulación de programas y elaboración de proyectos de articulación física y social en las cuatro escalas del urbanismo. En cada una de las escalas, dependiendo de las características de los programas, de la especificidad de los proyectos y de los objetivos que se quieren alcanzar, el trabajo incluye el diseño urbano y arquitectónico, planeamiento prospectivo y el desarrollo de diferentes escenarios posibles para horizontes de 10, 15 o 20 años.
Desde 1994 hemos elaborado proyectos, todos construidos, para re-urbanización de barrios dentro del programa Rio-Cidade; numerosos proyectos de urbanización de favelas dentro del Programa Favela-Bairro y Morar Carioca; las urbanizaciones realizadas para complejos de favelas del PAC (Programa de Aceleración del Crecimiento) incluyendo la urbanización del “Complexo do Alemão” y el “Complexo de Manguinhos”; el Núcleo Habitacional de la Rocinha; el proyecto del sistema de transporte por teleférico para el Complexo do Alemão y el proyecto de Mejorías Habitacionales también en Alemão, entre muchos otros proyectos.
Incluye la implantación de Seminarios y Workshops preparatorios de la definición de los programas y del desarrollo de los proyectos, proponiendo soluciones concretas para las cuestiones abordadas.

Veronica Rudge Green Prize in Urban Design: Jorge Mario Jáuregui Architects

The favelas of Rio de Janeiro are shantytowns that lack even the most basic infrastructure and services. The Favela-Bairro Project, featuring the work of Jorge Mario Jáuregui Architects, seeks to turn these blighted areas into functioning neighborhoods, or bairros. Jáuregui’s design initiatives include the construction of community centers offering recreational activities and job training, daycare facilities, communal kitchens, and new streets and pedestrian walkways. These projects facilitate movement within the favelas, create links to the city center, address health and environmental concerns, and taken collectively, improve the sociological and economic status of the favelas. Jáuregui has used architecture as a powerful tool for social reform and a means of integrating these informal communities with the rest of the city.

Las favelas de Río de Janeiro son barrios marginales que carecen incluso de la infraestructura y los servicios más básicos. El Proyecto Favela-Bairro, que presenta el trabajo de Jorge Mario Jáuregui Architects, busca convertir estas áreas deterioradas en vecindarios en funcionamiento, o bairros. Las iniciativas de diseño de Jáuregui incluyen la construcción de centros comunitarios que ofrecen actividades recreativas y capacitación laboral, guarderías, cocinas comunitarias y nuevas calles y pasarelas peatonales. About the Projects Sobre los Proyectos
The Favela-Bairro projects, as the name suggest, seek to link the formal with the informal city. Starting from the reading of the structure of the place, of the “listening” of the demands and of the interdisciplinary crossing, the “Urban Scheme” is defined, which will constitute the backbone of the urbanization project, which includes road system, infrastructure ( sewage, drainage, drinking water and public lighting networks), housing, equipment (schools, day care centers, library, health center, work and income generation center, etc.) and public spaces, citizen security and treatment of the trash. The megacities exacerbate the character of “city within the city” that was the mark of the XX century metropolis; a new framework of combinations and networks, dynamic, fluctuating and in permanent becoming, now constitutes a system of limits always in reconfiguration that it is necessary to interpret accurately in each project and specific situation, using proven methodologies. The traditional scales of “the house” (now definitely associated with its urban responsibility), “the block” (necessarily open) and “the neighborhood” permanently redefine their status in relation to the “informal areas” that characterize the contemporary “sprawl” , and with the process of reconfiguration of the centralities, imposed by the socio-spatial dynamics of the offshore capital. In this context, the relations between the individual cell, the collective spaces, the public, the private and the semi-private; and the creation of “sense of belonging”, are something thought simultaneously, the feed-back between the whole and the parts.
Los proyectos del Favela-Bairro, como su nombre indica, buscan enlazar la ciudad formal con la informal. Partiendo de la lectura de la estructura del lugar, de la “escucha” de las demandas y del cruzamiento interdisciplinario, es definido el “Esquema Urbano”, que va a constituir la espina dorsal del proyecto de urbanización, que incluye sistema viario, infraestructura (redes cloacales, de drenaje, de agua potable, y de iluminación pública), habitación, equipamientos (escuelas, guarderías, biblioteca, centro de salud, centro de generación de trabajo y renta, etc.) y espacios públicos, seguridad ciudadana y tratamiento de la basura. Las megaciudades exacerban el carácter de “ciudad dentro de la ciudad” que era la marca de las metrópolis siglo XX; un nuevo marco de combinatorias y de redes, dinámico, fluctuante y en devenir permanente, constituye ahora un sistema de límites siempre en reconfiguración que es necesario interpretar con precisión en cada proyecto y situación específica, usando metodologías de comprobada eficacia. Las escalas tradicionales de “la casa” (ahora definitivamente asociada a su responsabilidad urbana), “la manzana” (necesariamente abierta) y “el barrio” redefinen permanentemente su status en relación con las “áreas informales” que caracterizan el “sprawl” contemporáneo, y con el propio proceso de reconfiguración de las centralidades, impuesto por la dinámica socio-espacial del capital deslocalizado. En este contexto, las relaciones entre la célula individual, los espacios colectivos, lo público, lo privado y lo semi-privado; y la creación de “sensación de pertenencia”, son algo pensado simultáneamente, el feed-back entre el todo y las partes. The intervention in the Complexo do Alemão articulates the physical aspects (infrastructural, urban and environmental) with the social (generation of work and income, culture and living conditions), urban planning (reconfiguration of centralities), environmental (creation of gardens and productive orchards, for requalification of the environment) and the metropolitan with the local.
La intervención en el Complexo do Alemão articula los aspectos físicos (infraestructurales, urbanísticos y ambientales) con los sociales (generación de trabajo y renta, cultura y condiciones de vida) los urbanísticos (reconfiguración de centralidades) los ambientales (creación de jardines y huertas productivas, para recalificación del entorno) y lo metropolitano con lo local.
The project already built started with the reading of the structure of the place and the incorporation of the demands of the inhabitants channeled through the neighborhood councils of each of the different favelas, and of specific surveys carried out to identify the problems and wishes of the residents.
El proyecto ya construido partió de la lectura de la estructura del lugar y de la incorporación de las demandas de los habitantes canalizadas a través de las juntas de vecinos de cada una de las diferentes favelas, y de encuestas específicas realizadas para identificar los problemas y los deseos de los residentes.
In addition to the infrastructure, landscape, environmental, housing, services and equipment normally planned for interventions of this scale, it was designed a cable car system to connect all the hills of the Complex, incorporating six social stations including the station itself, libraries, legal support center, halls for dance and performing arts, commercial premises and external garden areas, as part of each station. A Civic Center located on the access road, works as an articulator of the Complex with the surrounding neighborhoods. Several residential cores distributed within and on the edges of the intervention area, serves as relocation for the population that had to be evicted for reasons of environmental risk, opening of streets, and as a mean of controlling densities, through the construction of 1,650 apartments (living room, kitchen, laundry room and 2 bedrooms), mixed buildings (residential and commercial) and three high floors.
Además de los aspectos infraestructurales, paisajísticos, ambientales, habitacionales y de servicios y equipamientos normalmente previstos para intervenciones de esta escala, fue proyectado un sistema de teleféricos para conectar todos los morros del Complejo, incorporando seis estaciones-sociales incluyendo además de la propia estación, bibliotecas, centro de apoyo jurídico, salones para danza y artes escénicas, locales comerciales y áreas ajardinadas externas, como parte de cada estación. Un Centro Cívico localizado en la avenida de acceso, funciona como articulador del Complejo con los barrios del entorno. Varios núcleos habitacionales distribuidos dentro y en los bordes del área de actuación, sirven como relocalizadores de población que tuvo que ser desalojada por razones de riesgo ambiental y de abertura de calles, y como medio de controlar las densidades, a través de la construcción de 1.650 apartamentos de sala, cocina, lavadero y 2 dormitorios, en edificaciones de planta baja y tres pisos altos. Complexo de Manguinhos The Manguinhos Complex is formed by 11 favelas and has population of 44.000 inhabitants.
El Complexo de Manguinhos es formado por 11 favelas y tiene una población de 44.000 habitantes.
The project already built for the Complexo de Manguinhos, includes the urbanization of 400 Ha of favelas configured by 11 communities and its hinterland of intersections with a surrounding that covers 1400 Ha, with which there are connections and exchanges of transport, services, commerce, education, health and work. The main function of the urban project for this sector of the city is to eliminate the main obstacle both to the relationship between the favelas that make up the Complex, and to offer security to the citizens who circulate around the site.
El proyecto ya construido para el Complexo de Manguinhos, incluye la urbanización de 400 Ha de favelas configuradas por 11 comunidades y su hinterland de intersecciones con un entorno que abarca 1400 Ha, con el cual existen conexiones e intercambios de transporte, servicios, comercio, educación, salud y trabajo. La función principal del proyecto urbano para este sector de la ciudad es la de eliminar el principal obstáculo tanto a la relación entre las propias favelas integrantes del Complejo, como el de ofrecer seguridad a los ciudadanos que circulan por el local.
To simultaneously eliminate the problem and at the same time resignify the place by incorporating services and public spaces, the intervention consisted of implementing a Civic Center to serve not only the 11 favelas, but also the surrounding neighborhoods, through the elevation of the railways and the creation of a way under them, conceived as a 2 km public park connecting the new projected train station, with the Civic Center, which includes a secondary school, a library-park with cinema and theater , a center for the generation of work and income, a legal support center, an ambulatory health unit, an urban and social orientation post, a cultural center, a women’s home, and recreation and garden areas. Next to the Civic Center was built a housing nucleus with 350 apartments with living room, kitchen, laundry room and 2 bedrooms in buildings of mixed ground floor (residential and commercial) and 3 upper floors. The socio-environmental aspects are central to the project, due to the conjunction of a circulatory crossroads, the contamination of soils by industrial occupations, inadequate uses, insecurity and lack of public spaces
Para eliminar simultáneamente el problema y al mismo tiempo resignificar el lugar incorporando servicios y espacios públicos, la intervención consistió en implantar un Centro Cívico para atender no solo a las 11 favelas como a los barrios del entorno, a través de la elevación de las vías férreas y la creación de una Rambla bajo ellas, concebida como un parque público de 2 Km de extensión conectando la nueva estación del tren proyectada, con el Centro Cívico, que incluye una escuela secundaria de enseñanza media, una biblioteca-parque con cine y teatro, un centro de generación de trabajo y renta, un centro de apoyo jurídico, una unidad de salud ambulatorial, un puesto de orientación urbanístico y social, un centro cultural, casa de la mujer, y áreas de esparcimiento y jardines. Al lado del Centro Cívico fue construido un núcleo habitacional contando con 350 apartamentos de sala, cocina, lavadero y 2 dormitorios en edificaciones de planta baja y 3 pisos altos.

Rocinha Rocinha’s Housing Core Starting from the place’s structure reading we sought to “compose” with the existing, neither in opposition nor mimetically, searching for a “soft insertion” on the context, causing continuity. In Rocinha, the incorporation to the context happens trough the correspondence of the correspondence of heights, of the use of colors, of the full-empty relations in the body of the buildings; the use of materials, the edge treatment of the building, the incorporation of gardens and open collective use spaces, the creation of new accesses, the square of articulation with the rest of the favela, and the enlargement of Rua 4 street. The use of color in the popular culture is associated to the idea of beauty. Núcleo Habitacional de la Rocinha Partiendo de la lectura de la estructura del lugar se buscó “componer” con lo existente, ni en oposición, ni miméticamente, procurando una “inserción soft” en el contexto, provocando continuidad. En Rocinha la incorporación al contexto se da a través de la correspondencia de las alturas, del uso de los colores, de las relaciones lleno-vacío en el cuerpo de las edificaciones; del uso de los materiales, del tratamiento de los bordes de lo construido, de la incorporación de jardines y de espacios de uso colectivo abiertos, de la creación de nuevos accesos, de la plaza de articulación con lo restante de la favela, y del ensanchamiento de la calle 4. El uso de colores en la cultura popular está asociado con la idea de belleza.

Puerto Olímpico de Rio The project counts with buildings in height totalizing 9000 rooms to shelter the members of the legal and media members of 2016, changeable after that to 2, 3 or 4 rooms apartments. A 5 stars hotel and a Conventions Center are also part of the project. Conception/Concept: the proposal comes from the careful lecture of the local structure, of what was requested on the edict, the dialog with representatives of the inhabitants of the surroundings, and with each of the consultants (transport, mobility and urban infrastructure, eco-efficiency, economy and urban sociology) and from the search for critical continuity with the heritage of Brazilian modernism in architectural, urbanistic and environmental thermos. A concept that is not limited by a program implementation, but a conception that results from the territory analysis and an area context. Scale: the different scales articulation is a fundamental question in this case, since the crossroads around which the project object allotments are located, and the needed relation that must exist in the popular housings life. The project seeks to clearly articulate the Metropolitan Scale (city logic, in which the iconic function of the hotel, volumetrically fragmented, fulfill a fundamental roll) and the Life Scale (local logic, allowing continuity with the surrounding neighborhoods and with the Cultural Center Behring) allowing the interactive coexistence between the new made and the preexisting in this part of town. Urban Requalification: if fundamental the utilization of a concept of public space understood as integrator of differences, thought as a transition between the preexisting popular neighborhoods and the new social sectors to be introduced. The public space is conceived as a continuity interrelation (with no boundaries) between the public sphere and the private sphere, articulating the different urban rhythms, giving priority to pedestrians and to the favor of urban mobility.
El proyecto cuenta con edificaciones en altura totalizando 9000 dormitorios para alojar los integrantes del jurado e integrantes de los medios de comunicación, transformables posteriormente en apartamentos de 2, 3 y 4 habitaciones. Un hotel 5 estrellas y un centro de convenciones, hacen parte del proyecto. Concepción/Concepto: la propuesta surge de la atenta lectura de la estructura del local, de lo solicitado en el edicto, del dialogo con los representantes de la población que habita el entorno, y con cada uno de los consultores (transporte, movilidad y infraestructura urbana, eco-eficiencia, economía y sociología urbana) y de la busca por continuidad critica con la herencia del modernismo brasileño en términos arquitectónicos, urbanísticos y paisajísticos. Un concepto que no se limita a la implementación de un programa, sino una concepción que resulta del análisis del territorio y del contexto del área. Escala: la articulación de las diferentes escalas es una cuestión fundamental en este caso, debido a la encrucijada en torno de la cual los dos lotes objeto del proyecto se localizan, y de la necesaria relación que debe existir con la vida de las casas populares del entorno. El proyecto busca articular claramente la Escala Metropolitana (lógica de la ciudad, en la cual la función icónica del hotel, volumétricamente fragmentado, cumple un rol fundamental) y la Escala de Vida (lógica del lugar, permitiendo la continuidad con el barrio popular adyacente y con el Centro Cultural Behring) posibilitando la coexistencia interactiva de lo nuevo con lo ya establecido en esta parte de la ciudad. Recalificación urbana: se fundamenta en la utilización de un concepto de espacio público entendido como integrador de diferencias, pensado como la transición entre los barrios populares existentes y los nuevos sectores sociales que serán introducidos. El espacio público es concebido como la interrelación y la continuidad (sin barreras) entre la esfera pública y la esfera privada, articulando los diferentes ritmos urbanos, dando prioridad a los peatones y al favorecimiento de la movilidad urbana.

New Domingo Savio - Dominican Republic Nuevo Domingo Savio - República Dominicana The projected area has 112Ha, 42.816 inhabitants; 381,81 hab/Ha; 2,93 hab/house; 39,95m²/building and its located on the river Ozama edge, with a 4.200m extension of flooding edge.
El área de proyecto tiene 112Ha, 42.816 habitantes, 381,81 hab/Ha, 2,93 hab/vivienda, 39,95 m²/edificación y se localiza sobre el borde del rio Ozama, con una extensión de 4.200m de borde inundable.
The first step of the project contract consisted in the making of a diagnose of the intervention area, encompassing the road system, infrastructure, the condition of the buildings and socio-economic and cultural characteristics of the local inhabitants. As a part of this diagnose, it was recommended the withdrawal of 1.300 precarious and flooding preexistent houses on the river’s edge and the construction of new habitation cores to that objective. Another 1.300 houses, from the 16.500 existent, will be relocated as a consequence of the implementation of the new road system and public facilities designed.
El primer paso del contrato de proyecto consistió en la realización de un diagnóstico del área de intervención, abarcando sistema aviario, infraestructura, condición de las edificaciones y características socio-económicas y culturales de la población establecida en el área. Como parte del diagnóstico, fue recomendada la retirada de 1,300 domicilios precarios inundables existentes en el borde del rio y la construcción de nuevos núcleos habitacionales para este objetivo. Otros 1.300 domicilios, de los 16,500 existentes, serán realojados como consecuencia de la implantación del nuevo sistema viario y los nuevos equipamientos púbicos proyectados.
The urbanization project consists in the redefinition of the road system, a new infrastructural outline, incorporation of new public facilities (5 secondary schools, 4 day care centers and a multifunctional building (sporty and cultural), a public market, a medical center and a building to the civil defense, public spaces and a linear park on the edge of the river, with the new perimeter avenue. The lineal park with a 4.200m extension is located in the same place as the old precarious houses on the edge of the river and counts with a harbor to fishers, baseball field, sports fields, barbecue area, commercial area, garden areas, amphitheater, recycling station, decks to fishers, two aquabus stations and a green belt with native vegetation.
El proyecto de urbanización consiste en la redefinición del sistema viario, un nuevo trazado infraestructural, incorporación de nuevos equipamientos públicos: 5 escuelas secundarias, 4 guarderías, un edificio multifuncional - deportivo y cultural, un mercado público, un centro médico y un edificio para la defensa civil, espacios públicos y un parque lineal en el borde del rio, con la nueva avenida perimetral. El parque lineal con una extensión de 4.200m está localizado en el lugar de las antiguas residencias precarias en el borde del rio y cuenta con puerto de los pescadores, campo de béisbol, canchas deportivas, área para picnic, área comercial, áreas ajardinadas, anfiteatro, estación de reciclaje, decks para pescadores, dos estaciones para aquabus y cinturón verde con vegetación nativa.

The Rio-Cidade Project Programa Rio-Cidade
The Rio-Cidade program emerged as an initiative of the Prefecture of Rio de Janeiro in the face of a scenario of social and economic decline that weakened the city, where the existing urban disorder was identified as one of the main barriers to the reversal of this situation.
El programa Rio-Cidade surgió como una iniciativa de la Prefectura de Rio de Janeiro frente a un escenario de decadencia social y económica que debilitaba la ciudad, donde el desorden urbano existente fue identificado como una de las principales barreras.
While a government program, it constituted an ambitious plan of works oriented to the reconstruction of public spaces, including the disciplining of uses and activities, besides affirming the fundamental importance of the streets for the balance of the social life in the cities and for the reconstruction of an identity and local high-esteem.
Este programa de gobierno, constituye un ambicioso plan de obras orientado a la reconstrucción de espacios públicos, incluyendo la ordenación de usos y actividades, además de afirmar la importancia fundamental de las calles para el equilibrio de la vida social en las ciudades y para la reconstrucción de la identidad y auto-estima local.
The Catete District
El Barrio de Catete
Catete, a traditional neighborhood of Rio de Janeiro and the crib of renowned writers, was a scene of remarkable facts of Brazilian political life and for this reason it still keeps a representative set of architectural monuments.
Catete, tradicional barrio de Rio de Janeiro y cuna de renombrados escritores, fue palco de hechos notables de la vida política brasileña y por eso aún guarda un representativo conjunto de monumentos arquitectónicos.
In this way, the identification and preservation of the section with historical-cultural relevance, was fundamental for the conservation of the local identity, including redrawing of the paving, urban furniture and lighting project of facades.
En este sentido la identificación y preservación del tramo con pertinencia histórico-cultural, fue fundamental para el mantenimiento de la identidad local, incluyendo el rediseño de la pavimentación, mobiliario urbano y proyecto de iluminación pública.
The redevelopment of the main streets of Catete neighborhood extends from the historic section, marked by the Palacio do Catete, to the surroundings of the Plaza São Salvador, which is an important leisure and meeting space for the neighborhood.
La reurbanización de la calle principal del barrio de Catete se extiende desde el tramo histórico, marcado por el Palacio do Catete, hasta los alrededores de la plaza São Salvador, que es un importante espacio de ocio y encuentro para el barrio.
The intervention with extension of 2 km includes the complete redevelopment of the streets and squares from the aesthetic elements with the urban redraw (paving, street furniture and lighting) to the structural ones with the rearrangement of occupations and uses in public spaces.
La intervención con extensión de 2 km incluye la reurbanización completa de las calles y plazas, desde los componentes estéticos con el rediseño urbano (pavimentación, mobiliario urbano e iluminación) a los estructurales con el reordenamiento de ocupaciones y usos de los espacios públicos. El proyecto, resultante de haber vencido la licitación internacional para el mobiliario urbano de la zona Sur de la Ciudad de Rio de Janeiro, comprende abrigos de ómnibus, baños públicos, bancos y tótems publicitarios, creando una”liña Rio”.
