Well , in Spain if you do something illegal , then just leagalise it .When houses are built illegally there are those authorities that make the owner pull it down , even though you were given permission to build it in the first place .Then there are those authorities who just legalise the build and the constructor and those who gave permission for the build just get off scott free .If you have laws then they should be followed . Now in Benidorm where the developer â€? over-developed the town´s bus station the PSOE council is going to fine Enrique Ortiz and they will legalise the controversial project . After the bus station was built the council refused to sign off the project because Sr Ortiz had extended the commercial and hotel area from 500 to 10,000 square metres . Despite saying that Sr Ortiz would be fined for breaking urban development regulations , the council never started the process and in what is now being seen as a total turnabout it has announced that the period for issuing a fine had expired and no further action would be taken . This decision was opposed by the PP party who rightly feel that the decision was made very much in favour of Sr Ortiz and not in favour of the council who could have raked in a lot of money .It is estimated that the fine would have been close to 2 million euros . Work on the bus station finished in 2007 and the PP thinks that under new laws the fine could be levied up to 15 years .It was under old rules that there was a 4 year rule .Since the bus station opened the commercial area has been a total flop and the hotel has never opened .
