In Alicante Province the purchase of houses by foreign buyers has shot up to pre.crisis levels .The Council for Notaries says that in the second quarter of this year there were 4,500 property purchases by foreign buyers in the province , 50 a day . That is the highest figure since 2007 , except for the false spike in 2012 when the government announced VAT on property purchases would rise from 4 to 10% . British buyers were again the biggest buyers accounting for no less than 858 of the purchases , 41% up on the same period last year . Nevertheless , the Provincial Promoters ´Association points out that two years ago , after the market hit bottom , the growth has slowed down , with sales between April and June only 7% above those of in the same months last year . The Association says that this is partly because of the reduction in the stock of unsold finished properties in prime tourist locations which are preferred by foreign buyers .This has led to a pick-up in off-plan purchases and the beginning of new urbanisation building promotion programmes .
