This September the temperature of the seas on the Costa Blanca have reached an amazing 28 degrees , the highest record for the summer .This is 3 degrees warmer than the average for the time of year .The warmest parts of the sea were measured off the coast of Alicante province according to AEMET , the State weather agency .Normally in September the seas begin to cool but not so this year .Sea storms help to bring the cooler water to the surface normally but that hasn´t happened this year .This makes storms on the land , accompanied by torrential rain , more probable . Many municipalities , including Torrevieja and Orihuela town councils , have been making contingency plans to deal with any such storms .Watercourses coming from the mountains have been cleared and drains and other areas which are capable of flooding are also being prepared . Town halls know the places that are prone to flooding and they are communicating with the Ministry of Public Works to set up pumps should the worst happen in certain areas .Flood training exercises are also being carried out for emergency services .The mayor has said that if the rain comes then they are ready for it .
