Denia council on the Spanish Costa Blanca is facing fines and compensation claims of around 60 million euros .It appears that not only have they lost an appeal to pay back 6 million to a developer but they have underpaid compulsory purchases of land as well .There is a long list . The most recent involves a ring road which was included in their town plan .The ring road was supposed to help the congestion in the La Pedrera district of the town .The developers paid the customary deposit to the council to cover any problems if the work was not finished or had to be repeated because of poor quality . All of that was fine until the temporary town plan was declared null and void by the Supreme Court in 2012 and they said that the project had to wait until the final version of the town plan was accepted . This interim layout was to prevent planning permission from being blocked while Denia designed the permanent one covering the next 20 years .However , in being scrapped by a judge , the move failed and all public works , including the ringroad , have been left in limbo . Now the ring road company is fed up waiting and naturally wants its money back plus bank interest . Denia council refused to give it back as they say that the road is still going to be built but the legal red tape is stopping them getting started . The issue has gone to court and Denia has lost and have been ordered to pay .They are going to appeal .The council has never budgeted for these payments and so who will be paying ?
