San Javier near Alicante on the Spanish Costa Blanca was the scene of a protest by court workers recently .The protest took place outside the entrance to the courts and claimed that the plans of the Ministry of Justice to eliminate civil registry offices across Spain . It appears that they would hand over the civil registry service to the mercantile registries . Civil registries issue all types of documents such as birth certificates , marriage and death certificates .They manage the most basic procedures along with the first tier courts . The mercantile registries are privately run and their workers are not civil servants so this would mean that all documents and personal details would be managed by a private company and not by the government . At the moment all of these services are free but they will not be free if they are managed privately .These offices will also be located in provincial capitals and not in municipalities so people will have to travel distances for completing paperwork .The elderly , disabled , sick or people without transport will be at a real disadvantage . It was also pointed out that civil and mercantile issues are quite different and would these people have enough knowledge to carry out the tasks .The main trade unions have said that they will take action to make sure that this does not happen .
