It appears that the proposed electoral reforms which the government will announce this September could cause some controversy .The reforms will give control of the councils to whichever party receives the most votes ,People say that this would favour the PP party . The PP claim that such a system would be more democratic while opposition parties say that the PP is changing the rules to suit themselves .The changes come only months before the general election next year .So far no actual details have been revealed but information from the PP executive committee has been interpreted in this way .At the moment there are many municipalities where the PP have over 40% of the votes but are in fact governed by a coalition of other parties .Most people would see this as a fair proposal . Once the proposals have been put forward then they will be open to negotiation and the PP have said that they want the widest consensus .They have indicated that they are willing to use their majority to push things forward . Small parties have said that the PP wants to stop the rise of smaller parties like the IU and Podemos , which did so well in the EU elections .We shall see .
