The Spanish Constitutional Court has ordered Cataluña to suspend its plans to hold a referendum on independence .The Catalan leader Artur Mas signed a decree last week enabling the region to vote on November 9 but the State government appealed to the Constitutional Court to prevent this happening . There are 12 members in the court and it only took them an hour to come to their decision to rule unanimously in favour to hear an appeal from the government following an emergency cabinet meeting . The Catalan government has been told both the decree and the referendum must be suspended for a period of five months under article 161.2 of the Spanish Constitution , while the court decides on an appeal .If the court does not make a ruling within this time it is able to extend the temporary ban .The region has also lodged an appeal against the ban . According to the decree the referendum is only intended to guage public opinion on the political future of Cataluña .It would ask ” Do you want Cataluña to be a State ? “A supplementary question , if the answer to that was ” Yes ” would be to ask if they would want that state to be independent . The central government has been against this referendum from the start and they feel that it would alienate Cataluña fro Europe and also from the rest of Spain and it would seriously damage thier welfare . Under the Spanish constitution such a decision would belong to everyone in Spain .Artur Mas criticised the speed with which the Constitutional Court made its decision and also called the attitude of the government ” hostile ” . Several groups are going to continue with preparations for a referendum just in case the ban is lifted .Thousands of people have demonstrated against the ban .Legal experts say that Sr Mas could face serious charges if he should choose to disobey this ruling .
