“First, The purchase of handguns by persons under the age of 21 is in violation of existing Federal Law. Second, Allowing citizens, trained or untrained, to carry Rifles and Shotguns either in a scabbard or with a sling on city streets and into business establishments will create an atmosphere of hostility and distrust, not to mention create fear in those in our society who have an aversion to any type of firearm. Third, The apprehension, created for the Law Enforcement Officers by the open carrying of long guns could create situations resulting in unnecessary use of deadly force.” The first point is a distortion of the truth. While 18 to 21-year olds may not legally purchase handguns from federally licensed gun dealers, they have always been able to possess them and to legally acquire them through private purchase, inheritance, or as gifts from parents, relatives, or others.
FirearmsCoalition.org Manassas, VA --(Ammoland.com)- According to the Oklahoma Rifle Association (ORA) and a good many state legislators from both sides of the aisle, people in Oklahoma are less responsible, less sensible, and less trustworthy than the people of Missouri, Colorado, Kansas, New Mexico, and 39 other states.
The next two points distortions in logic; that carrying guns will scare people who are afraid of guns and that openly carried guns will excite police officers to the point that they will start shooting people they shouldn’t.
Or so it would seem based on the arguments they have been voicing against proposals that the state recognize citizens’ right to bear arms out in the open.
Even looked at this in a vacuum these arguments are nonsensical, but when put into the context of the experience of open carry in the US, they are simply idiotic.
The primary proposal, SB129, carves out exceptions to Oklahoma’s firearms carry restrictions for persons carrying their firearms in plain view as long as they are holstered, sheathed, or slung. Like open carry laws in many states, the Oklahoma proposal would lift restrictions for anyone 18 or older and would not mandate a license or training class.
There are 12 states which have virtually no restrictions on open carry and another 16 which recognize the right with few limitations. Another 13 require a license to exercise the right. One state, California, has very liberal open carry laws in rural areas, but restricts it in urban areas. The only states which completely forbid open carry are New York and Illinois – where the states are run by gun-hating big city politicians – and 5 Southern states, including Oklahoma, where the citizens’ rights to arms have never been restored since they were abrogated after the Civil War.
But, as seems to happen every time a state legislature begins entertaining legislation to broaden recognition of their citizens’ right to arms, the debate over open carry in Oklahoma has been conducted as though this is a new and untested idea. There has been much hype, speculation, and hypothetical anecdotal postulating from both sides of the issue. All of this non-evidence is presented as though the state is an isolated island nation with little or no contact with the rest of the world, much less the rest of the US.
All of the speculation, hypothesizing, and hand wringing going on in Oklahoma, and the other states where citizens are actively trying to regain their lost rights, simply diverts attention from the facts. Open carry has been thoroughly tested and it has proven to generate none of

the problems raised by the fear-mongers. There can be debate about whether such laws effectively reduce crime and the tactical wisdom of the practice, but these things are, again, just side issues. What really matters is that given the opportunity, people exercise their right to arms in a responsible manner. The record proves it and no amount of “what ifs” or “there was this one guys” can compete with clear irrefutable evidence from the states where rights are recognized.

We’re used to facing irrational emotionalism and arrogant elitism from the hoplophobes, but it is deeply troubling when the same irrational arguments are being put forward by the leaders of a state rifle association. Still, this mentality should not come as any great surprise as many gun club and association boards have exhibited similar narrowmindedness in the past with bans on the use of Evil Black Rifles, military camouflage, and “humanoid” targets on their shooting ranges.

Texas State Rifle Association Houston, Tx --(Ammoland.com)- The Concern With House Calendar’s Committee With two months left in session, it may sound like the Texas Legislature has plenty of time to consider and act on legislation of importance to gun owners and sportsmen. In actuality, the deadline for the House to consider House bills is May 12, less than a month and a half away. Time last week was taken up with action on the voter i.d. bill. Debate on the budget is expected to last over three days this week. And the House will be considering redistricting plans and major state agency sunset legislation in the coming weeks.

In 2009, TSRA-backed legislation that would have allowed employees to transport and store firearms in their locked, private motor vehicles while parked at work, died on the House Calendar in the waning days of session when Democrats filibustered the voter i.d. bill and Republicans failed to take procedural action to end an entire week of stalling. This session, the Senate passed SB 321 by Sen. Glenn Hegar (R-Katy), that chamber’s version of the parking lot bill, in mid-March. There are no excuses for the House not acting on this issue this session! HB 681, the House version of the employee/parking lot bill sponsored by Rep. Tim Kleinschmidt (R-Lexington), has been reported out of the House Business & Industry Committee and is currently pending before the House Calendars Committee – the body which decides if and when a

bill is scheduled for a vote by the full House of Representatives. It will soon be joined by HB 750, Rep. Joe Driver’s (R-Garland) bill to allow Texas CHLs – individuals who are 21 or older, have passed a state and federal criminal records check, completed a handgun training course and been issued a licensed to carry by the Department of Public Safety – to protect themselves on the campuses of public colleges and universities. That bill was recently reported out of the House Committee on Homeland Security & Public Safety and is on its way to the Calendars Committee.

Darrell Issa (R-CA), the Chairman of the House Committee on Oversight and Government Reform today announced the issuance of a subpoena to the Department of Justices’ Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) for documents related to the highly controversial “Project Gunrunner.”
4. Documents and communications relating to any weapons recovered at the crime scene or during the investigation into the death of Agent Brian Terry.
“The unwillingness of this Administration – most specifically the Bureau of Alcohol, Tobacco, and Firearms – to answer questions about this deadly serious matter is deeply troubling,” said Chairman Issa. “Allegations surrounding this program are serious and the ability of the Justice Department to conduct an impartial investigation is in question. Congressional oversight is necessary to get the truth about what is really happening.”
5. Documents and communications between ATF and the Federal Firearms Licensee (FFL) who sold weapons to Jaime Avila, including any Report of Investigation (ROI) or other records relating to a December 17, 2009 meeting “to discuss his role as an FFL during this investigation.” 6. A copy of the presentation, approximately 200 pages long, that the Group 7 Supervisor made to officials at ATF headquarters in the spring of 2010.
On March 16, 2011, Chairman Issa wrote a letter to Acting Director Kenneth Melson of the ATF requesting specific documents related to Project Gunrunner, its “Fast and Furious” component, and records related to the death of Border Agent Brian Terry. ATF failed to meet the March 30th deadline for producing these documents and furthermore refused to voluntarily commit to any date for producing them.
7. Documents and communications relating to Operation Fast and Furious between and among ATF headquarters and Special Agent in Charge William D. Newell, Assistant Special Agents in Charge Jim Needles and George Gillette, Group Supervisor David Voth, or any Case Agent from November 1, 2009 to the present. The response to this component of the subpoena shall include a memorandum, approximately 30 pages long, from SAC Newell to ATF headquarters following the arrest of Jaime Avila and the death of Agent Brian Terry.
Media reports have raised questions about the handling of operations involving gun trafficking into Mexico – specifically the allegation that ATF has had a policy of permitting – and even encouraging – the movement of guns into Mexico by straw purchasers. This practice may have contributed to the deaths of hundreds on both sides of the border, including federal law enforcement agents. Sen. Charles Grassley (R-IA), who has also been pursuing the matter, recently stated, “I’m still asking questions and we’re still getting the runaround from the Justice Department, [t]hey’re stonewalling.”
8. Documents and communications relating to complaints or objections by ATF agents about: (1) encouraging, sanctioning, or otherwise allowing FFLs to sell firearms to known or suspected straw buyers, (2) failure to maintain surveillance on known or suspected straw buyers, (3) failure to maintain operational control over weapons purchased by known or suspected straw buyers, or

United States Army Marksmanship Unit FORT BENNING, Ga. --(Ammoland.com)- A cadet from North Georgia College and State University dominated the field at the Maneuver Center of Excellence Combat Rifle Championships Feb. 23-24 at Easley Range. More than 70 Soldiers and Cadets from Fort Benning and area ROTC units competed under the tutelage of the U.S. Army Marksmanship Unit in two individual matches and a team match to determine the top rifle shooters on post. Fort Benning is the only Army installation to host its own marksmanship competition.

Cadet Robert Hull posted an overall score of 306-6x to blitz the field. Hull, a corporal in the Georgia National Guard, scored a superb 178-4x in winning the Excellence-in-Competition match, clinching the overall title. 1st Sgt. Michael Sage, 2nd Battalion, 330th Infantry Regiment, came in second place overall with a score of 259-3x. 1st Sgt. Erick Ochs, 2nd Bn., 19th Inf. Regt., placed third with a score of 256-3x. A team from NGCSU won the team championship, clearing the field by 85 points. The team members were Hull, Cadet Jacob Freeman, Cadet Casey Jemelka, and Cadet Weston Lee. A second team from NGCSU came in second and 2nd Bn, 330th Inf. Regt. rounded out the top three. In the first match of the event, Maj. David Schultz, 2nd Bn, 330th Inf. Regt., won in the open class with a score of 112-1x. Staff Sgt. Robert Buller was the high score in the novice class, as well as overall for the match, with a score of 131-1x. Hull won in the cadet class with a 128-2x.

announced that 10 deer from northwestern Kansas had tested positive for chronic wasting disease, the same number as last year although two of those deer were found in counties farther east than any previous confirmations.

These were animals taken by hunters in the 2010 hunting seasons. Six confirmed cases of CWD deer were taken by hunters in Decatur County and one each from Graham, Norton, Sherman, and Smith counties. The Norton, Sherman, and Smith cases were firsts for those counties. The cases included nine white-tailed and one mule deer. This season’s testing results brings the total number of confirmed CWD cases in Kansas to 40 since testing began in 1996. In total, 2,503 animals were tested for CWD for the 2010 deer seasons. Although most testing is finished for the year, KDWP will continue testing some vehicle-killed and sick or suspect-looking deer, as well as deer taken with depredation permits, through July 31. If U.S. Department of Agriculture funding is available, and new surveillance period will begin Aug. 1. Annual testing is part of ongoing effort by KDWP to monitor the prevalence and spread of CWD. The fatal disease was first detected in a wild deer taken in Cheyenne County in 2005. Three infected deer were taken in Decatur County in 2007 and 10 tested positive in 2008, all in northwest Kansas. CWD is a member of the group of diseases called transmissible spongiform encephalopathies (TSEs). Other diseases in this group include scrapie in sheep and goats, bovine spongiform encephalopathy (BSE or Mad Cow Disease) in cattle, and Cruetzfeldt-Jacob disease in people. CWD is a progressive, fatal disease that results in small holes developing in the brain, giving it a sponge-like appearance under the microscope. An animal may carry the disease without outward indication (only two of the 40 positive animals showed symptoms) but in the later stages, signs may include behavioral changes such as decreased interactions with other animals, listlessness, lowering of the head, weight loss, repetitive walking in set patterns, and a lack of response to humans. Anyone who discovers a sick or suspect deer should contact the nearest KDWP office. “It must be noted that many symptoms of CWD are indicative of other diseases,” says KDWP wildlife disease coordinator Shane Hesting. “Thus, a sick deer may or may not be infected with CWD. CWD is a serious deer disease but is still a rare disease in Kansas. There is no vaccine or other biological method that prevents the spread of CWD. However, there is no evidence that CWD poses a risk to humans or livestock in the natural environment.” Still, precautions should be taken. Hunters are advised not to eat meat from animals known to be infected, and common sense precautions are advised when field dressing and processing meat from animals taken in areas where CWD is found.
