Coach, Can I Get My Pin Now – 4H USA Shooting Passport Program SEP 08, 2011 04:48P.M. Coach, Can I Get My Pin Now – 4H USA Shooting Passport Program By Michael Theimer, Youth Programs and Athlete Development Manager
4H USA Shooting Air Rifle Gold III Pin Just three weeks earlier we introduced the USA Shooting Passport Pin program to our shooters. During those three weeks, Cameron was on a mission. He worked really hard to get the required score; getting very close a couple of times, but not quite close enough. When he finally did reach his goal to get his first pin, there was no doubt he knew that he had worked for and achieved something that had stretched him. I am exactly one half of our coaching staff at our local 4-H club. We are a young club, both in longevity and shooting experience.
USA Shooting FORT BENNING, GA --(Ammoland.com)- A few years ago USA Shooting’s Passport program was established in partnership with 4-H.
We only have some basic entry level equipment and our shooters are just starting to go to their first matches. We practice in “The Barn”; a metal building with a concrete floor but no air conditioning to combat the Texas heat. Show goats, pigs, and an occasional steer live directly behind the barn. From time to time the wall behind our backstops will rattle from a kick or head butt. This usually is followed by a round of giggling from the younger shooters. We use these random distractions as part of our “Mental Conditioning and Focusing Program” to learn how to block out distractions at a match. The barn actually is quite nice as it gets us out of the sun and wind. We are grateful to be able to use it.
It is designed to reward junior athletes for achieving the next level of skill in rifle, pistol or shotgun. It’s an excellent tool for motivating juniors. I was talking to one 4-H club coach, Kevin Henry about the success of the Passport program at this club and asked him to write an article about their experience. Here is an example of just one 4-H club’s experience. “Coach, can I get my pin now?” I looked up from scoring targets to find Cameron, one of our young air rifle shooters standing in front of me. I smiled and replied, “Well, if you can you wait until the end of practice, we will make a presentation in front of everyone.” He paused to think about it, and then with a little bit of impatience said, “Alright”.
Our shooters don’t have the benefit of looking to older, more experienced shooters to see how they are doing. All they get to see every week are their own scores; they have nothing else to compare their results to. As the coach, I find it difficult to find ways to stretch them. The USA Shooting Passport Pin program gives us some easy to use tools to grow our shooters. The bite sized increments of the scores in the program give us attainable and realistic goals to work toward. Everyone can see what they need to do in order to advance to the next level.

Every time someone earns their next pin, we make as big of a production out of it as we can. We gather everyone we can find: shooters, coaches, and parents. We even had a goat try to get in once. One of the coaches announces what pin they have won, congratulates them and then we always take a picture and applaud. Every pin so far has produced a proud smile.

Recently we took one of our best shooters, Allie, to a Junior Olympic match that was held at a local university. This was the first match she has ever been in. She was shooting a sporter air rifle in a precision event wearing blue jeans and tennis shoes. Even though she needs a lot more experience and equipment to get up to the level of the top shooters, she rose to the occasion, beat her personal best, and earned her next pin. I didn’t tell her before the match, but I had her next pin in my pocket already. After the match, we stood by the university flag and her father took a picture of her with her smile and new pin.

When asked about it later, Allie said “It was a pleasant surprise when I scored high enough to receive my first pin!” Back at the Barn, after one of our award ceremonies, our newest member eyed his fellow shooters newly awarded pin and asked “what is the highest pin there is?” You could see a look of determination in his eyes already. Kevin Henry lives in Fort Worth, Texas with his wife and 2 daughters, age 9 and 11. He is one of the coaches at the Eagle Mountain 4H Club in nearby Saginaw, Texas. Both daughters are in the 4H shooting club. Rhonda Stonaker, Women’s Production Title, USPSA Area 4 Championship

The program was established through the Pittman-Robertson Act in 1937. Through lobbying efforts in Congress, America’s hunters created this act as a way to fund conservation and management of the nation’s wildlife. Wildlife Restoration funds are accumulated from excise taxes on firearms, ammunition and archery equipment. This excise tax is levied at the manufacturer’s level, collected by the Federal government, and distributed to state wildlife agencies to fund wildlife conservation and management programs. The amount of money each state agency annually receives is determined by the number of paid hunting licenses and the land area of the state.
SOCIAL CIRCLE, Ga. --(Ammoland.com)- Since 1993, hunters have been bringing meat to the tables of those in need through the Georgia Hunters for the Hungry program. Through this successful program, hunters have donated enough venison to serve more than 1.5 million meals. This year, hunters are asked to give a portion of their processed deer through the “Drop-Back-a-Pack” campaign at one of 12 participating processors through Jan. 15, 2012. “The Georgia Hunters for the Hungry program is one opportunity for hunters to demonstrate their generosity by sharing their harvest with those in need,” said John W. Bowers, Wildlife Resources Division assistant chief of Game Management.
The Wildlife Resources Division uses Wildlife Restoration funds for various types of programs, including restoring habitat and improving wildlife populations, conducting research, monitoring wildlife populations, operating more than one million acres of wildlife management areas that benefit a diversity of wildlife species and provide wildlife-related recreational opportunities, providing information to landowners on how to manage their property for various species, conducting hunter education classes and building and maintaining public shooting ranges.
“The Division is proud to be a cooperator in this publicprivate partnership and to work with the many partners who make it possible each year.”
For more information on the Federal Wildlife Restoration Program, visit the U.S. Fish and Wildlife Service website at http://www.fws.gov/southeast/federalaid/ . For more information on wildlife management practices in Georgia, visit the Wildlife Resources Division website at www.georgiawildlife.com , contact a local Game Management office or call (770) 918-6416.
In a change from the past, rather than bringing in a whole field-dressed deer to donate, hunters are asked to donate a portion (“a pack”) of their processed deer. Hunters are welcome to give as many processed “packs” as they can provide. For those that can’t donate a pack, the program welcomes dollar donations to help support the efforts (donate at www.gwf.org). All hunters who donate a “pack” during this collection period will be entered into a drawing for a deer rifle, sponsored by the Georgia Wildlife Federation.

Wisconsin’s 130+ year old ban on concealed carry has ended. Its unfortunate that after the legislature has restored this right, so many county and local municipalities are now opting to ban carry from county/local government, ignoring the human-right to carry for selfdefense that the legislature has finally restored.
know which members support the ban and which do not. • Ask them what their position is on the county building carry ban. • Ask them to support your right to carry as a law-abiding citizen.
Its one thing for a private business to decide to ban carry on their private property. Most have chosen to stay neutral and post no signs encouraging, nor preventing carry. As a private business its their right to choose.
• Remind them that a lunatic like we see on the news in Nevada will ignore silly signs but the law-abiding who respected the signs would be defenseless against a criminal on a rampage. • Remind them that governments exist to protect your rights, not deny them
The current law does give municipalities the ability to ban carry in their buildings.
• Remind them that in 1998 74% of the entire state population voted to amend the state constitution to affirm the right to carry and that they will need to answer to voters as to why they would deny the right to carry in buildings you pay for. Carry On, Nik Clark Chairman/President – Wisconsin Carry, Inc. P.O. Box 270403 Milwaukee, WI 53227 nik@wisconsincarry.org About: Wisconsin Carry, Inc. is a non-profit corporation dedicated to the preservation and reclamation of the rights of law-abiding Wisconsin residents to carry in the manner of their choosing. We believe that “open carry” and “concealed carry” are choices to be made by law-abiding citizens based on their situation and preference. Wisconsin Carry, like many gun-rights organizations in Wisconsin, is investing a great deal of resources to get Wisconsin law changed to allow concealed carry this next legislative session by proposing Constitutional Carry. Wisconsin Carry, Inc. will continue to use legal recourse to deter unlawful treatment of law-abiding Wisconsin residents who currently exercise their right to open carry, and soon will exercise their right to concealed carry in Wisconsin. Wisconsin County & Local Government Building Gun Bans Local elected officials who you voted for, who work in buildings that you the taxpayer pay for, are now opting to take away your right to carry in those very buildings (that you pay for through your taxes). This is legal, but it is unjust. If a private business wants to be extreme and ban carry, that is a choice. For local governments to do so is immoral. Government should be protecting your rights, not infringing upon them.

ATF to Conduct Webinar on Form 4473 for Federal Firearms Licensees

Bureau of Alcohol, Tobacco, Firearms and Explosives Washington, DC --(Ammoland.com)- ATF is offering an educational opportunity designed to provide Federal Firearms Licensees and their employees with a general overview on the proper completion and importance of the ATF Form 4473. This will be done through an online web seminar (“webinar”).
The bill, which is currently being considered in the House Natural Resources Committee, has strong bi-partisan support. This important legislation would re-establish hunting, fishing and recreational shooting as important traditional activities that have a key place on the public lands administered by the U.S. Forest Service and the Bureau of Land Management.
The webinar will be conducted September 13, 2011, from 10:00 a.m. to 11:00 a.m. Eastern Daylight Savings Time (EST). It is limited to the first

The NSSF is deeply concerned that failure to specifically provide for continued fishing, hunting, and recreational shooting on these lands will lead to reduced opportunities and diminished support for conservation.

By requiring federal land managers to support and facilitate use and access for hunting, fishing and recreational shooting, the Recreational Fishing and Hunting Heritage Opportunities Act would establish an appropriate “open until closed” management regime for these activities which would allow more Americans to utilize the public lands that they own.

PHOENIX, AZ – -(Ammoland.com)- “All was quiet on the dovehunting front” was the word from wildlife law enforcement professionals following the opening weekend of dove season in the greater Phoenix metropolitan area despite some predictions otherwise. This is the first year hunters have been able to hunt much of the open,

undeveloped public lands within municipal boundaries.
demonstrate increased abilities to overcome challenges,” Ordway pointed out.
“All in all, it was a quiet dove opening weekend across the state, with about the normal amount of calls into the Arizona Game and Fish Department’s radio room, or maybe even a little less than normal,” said Assistant Director Leonard Ordway.
Studies have also shown other increased attributes to participating in healthy outdoor activities such as hunting, fishing, camping, hiking and wildlife watching. Those include:
Ordway added that just as agency experts had predicted, opening around a million acres to small game hunting actually spread out hunters, reduced possible hunter congestion, and overall reduced potential conflicts.
• Increased self-concept and self-concept domains such as independence, confidences, self-efficacy, and self understanding. • Enhanced psychological well-being.
Prior to the opening of dove season on Sept. 1, Game and Fish officials designed and implemented hunt strategies within municipalities that emphasized reducing potential conflicts.
• Increased leadership competencies. • Enhanced academic achievement and academic self-concept.
“We certainly did our best to go the extra mile and work closely with municipal law enforcement agencies. As we hoped, because hunters were better able to determine where to hunt legally on open lands, conflicts and potential violations truly diminished,” Ordway said.
• Increased personality dimension such as assertiveness, emotional stability, achievement motivation, internal locus of control, and maturity. • Improved mental strength and interpersonal dimensions, such as social competence, cooperation and interpersonal communication skills.
On the plus side, Ordway said, lots of hunters have been thanking the department for opening such vast tracts of open desert lands to small game hunting thanks to Senate Bill 1334, which granted authority to regulate hunting within municipal areas to the Arizona Game and Fish Commission.
“It may surprise some, but despite Arizona’s vast tracts of open public land, this is one of the most urbanized states in the union. Most Arizonans live in highly urbanized areas, not rural areas. Yet it may also seem strange that we are truly blessed with so many outstanding outdoor opportunities close to home,” Ordway said.
“To be honest, we hoped for the best, expected the best, but were still holding our breaths a little. We are grateful that this opening weekend of dove hunting far surpassed our expectations. Which is a good thing, because these new municipal hunting lands allow whole families the opportunity to re-connect with nature close to home,” Ordway said.
What’s next on the hunting hit parade close to home? Quail season opens Sept. 30. Rabbit season is open year-round. So is predator season.
The dove season runs from Sept. 1 through Sept. 15. Even though a lot of white-winged doves have migrated south since the Sept. 1 opening of the season, the milder daytime temperatures during the second half of the season should make it more enjoyable for hunters.
“Many of us were lucky growing up because we could simply walk out in the desert and go rabbit hunting. Guess what, it’s almost that easy again, but there are restrictions or rules everyone has to follow,” Ordway said.
“Now it doesn’t take a half-tank of gas for most people to find decent dove hunting,” Ordway said, “It’s great to be able to hunt dove before or after work or school and experience routine contact with nature in our daily lives.”
Be sure to visit the Game and Fish website for all the particulars. “These new opportunities definitely come with the necessity for hunters to be familiar with the regulations and act responsibly so that future generations can also be blessed with these character-building opportunities close to home,” Ordway advised.
Ordway added that there is a lot of talk about the growing “nature deficit” among our youth, but wildlife professionals and those who study the social dynamics of the outdoors know the positive spin-offs for youth from such activities – they have been well studied and documented over the years.
The Arizona Game and Fish Department prohibits discrimination on the basis of race, color, sex, national origin, age, or disability in its programs and activities. If anyone believes that they have been discriminated against in any of the AGFD’s programs or activities, including employment practices, they may file a complaint with the Deputy Director, 5000 W. older. The independent study course requires students to attend a twoto three-hour class to be tested and certified. Prior to this classroom test, however, students must study the entire course content on their own, which takes about eight to 10 hours to complete. Study guides are available online from the registration page or, to request a print version of “Today’s Hunter & Trapper in Pennsylvania,” call the Hunter-Trapper Education Division (717-787-7015) to request a study guide be mailed to you. There is a $1.59 postage fee for mailed study guides. In addition, registrations are being accepted for other educational programs offered by the Game Commission, including Successful Bowhunting, Successful Furtaking and Cable Restraint Certification. The Successful Bowhunting course is a one-day voluntary training program for those seeking to expand their skills and knowledge of bowhunting. While voluntary in Pennsylvania, certification for this course may be required by other states. There is an $20 course fee, which covers the cost of the online study course required before attending the class.
Pennsylvania Game Commission HARRISBURG, PA --(Ammoland.com)- Pennsylvania Game Commission Executive Director Carl G. Roe said the agency is scheduling more basic Hunter-Trapper Education (HTE) courses for September and October so all new hunters can complete this mandatory course to be eligible to participate in the upcoming fall hunting seasons.
Successful Furtaking is a one-day training program that provides extensive hands-on training to new and experienced furtakers. The course promotes Best Management Practices and is designed for any person seeking to learn more about furtaking and to improve his or her skills and success. The course includes the cable restraint certification that is required to participate in the cable restraint season for foxes and coyotes. This course also fulfills the requirement that all first-time furtaker license buyers pass a basic trapper education course. A $15 course fee is charged.
“With the fall seasons just around the corner, time is running out for those who have not yet passed a basic Hunter-Trapper Education course, which is mandatory for all first-time license buyers, regardless of age,” Roe said. “While we have been holding courses all summer, we have found that some people wait until autumn is officially here to begin making plans for the hunting seasons. To meet this need, we are scheduling nearly 50 additional courses throughout the state, so now is the time to register for a course.”
The Cable Restraint Certification course is required for those trappers seeking to participate in the annual trapping season in which cable restraints are used to capture coyotes and foxes. The course fee is $15, and students will get to keep various education materials and one legal cable restraint provided as part of the course.
To register for a course in your area, visit the Game Commission’s website (www.pgc.state.pa.us), click on the “Hunter Education Classes” icon in the center of the homepage and then clicking on either “HunterTrapper Education” or “Hunter-Trapper Education Independent Study.”
The Successful Turkey Hunting course, which is designed to provide the knowledge and skills needed to be successful in both spring and fall seasons, also is available to give first-time hunters a huge step toward bagging a bird. Veterans will learn methods and techniques that will make them a better hunter, too. Students will receive a 140-page student guide and a diaphragm turkey call as part of the program. Classes will start next spring and continue through the summer and early fall. A $15 fee is being charged to offset costs.
With the support of thousands of volunteers, HTE courses are being held throughout the state. There is no fee for the basic HTE course. Preregistration is required and online registration is available for all courses offered by the agency. Taught by dedicated teams of trained volunteers, most HTE classes last at least 10 hours over two or more days, and participants must attend all instruction before taking the test at the end of the course. Youngsters must be at least 11 years old to receive HTE certification.
“We are planning to offer additional advanced courses in the future focusing on specific sporting arms and certain speciesspecific seasons, such as Successful Muzzleloading and Successful Upland Bird Hunting,” Snyder said. “We will be working with interested groups of sportsmen specializing in each of the areas to develop curriculum and solid hands-on training that will emphasize methods and techniques.”
Successful completion of a basic Pennsylvania HTE class, or another state’s equivalent course, is required by state law to obtain a first-time hunting or furtaker license, regardless of age. Registrations also are being accepted for the independent-study version of the basic HTE program, which is available for those 11 years of age or

annually. Beginning in 1969, the General Assembly required all first-time hunting license buyers under the age of 16 to successfully complete a four-hour hunter education course. The course requirement was expanded to six hours in 1977. The program became mandatory for all first-time hunting license buyers regardless of age in 1982.

Finally, in 1986, the safety program was increased to 10 hours of class time and trapper training was included. The name of the program also was changed to Hunter-Trapper Education, and was required for all first-time furtaker license buyers, too.
“The Limited-10 match was one of the most exciting at this year’s Area 4 Championship. With an equally talented field of shooters, the title came down to the final stage and who could put together a winning run, and this year that shooter was Tony,” said Phil Strader, the USPSA Area 4 director.

U.S. Practical Shooting Association BURLINGTON, Wash. --(Ammoland.com)- After winning seven of 12 stages, it’s no wonder that Team Rudy Project’s Blake Miguez of New Iberia, La. has captured another Limited division title at the U.S. Practical Shooting Association’s Area 4 Handgun Championship. With his commanding performance at this year’s match, Miguez locked up his fourth Area 4 regional title in a row, and his seventh since 2003. He finished the match with a final score of 1467.0237 points. The win represents the second USPSA regional title Miguez has picked up this shooting season. “Starting off with four straight stage wins, it’s no surprise that Blake led the match from start to finish. He’s had a strong season with big wins both in the U.S. and internationally, so I look for Blake to do well at this year’s STI USPSA Handgun Nationals later this month” said Phil Strader, the USPSA Area 4 director. Trailing Miguez by 23 points in second was Manny Bragg of Frostproof, Fla. who picked up three stage wins before ending the match with a score of 1443.7598. Third place went to Mike Seeklander of Owasso, Okla. with 1320.2293. Rounding out the top five were David Weers of La Vernia, Texas and Canadian Mike Burrell of Vaughan, Ontario who placed fourth and fifth with 1267.1435 and 1240.5455 respectively.
