Sunday morning after my daughter took her friends out berry picking we continued with a review of the safety rules and the addition of rifles in the mix. Five of our new shooters took to the AR15 like they were in the Corp. until we ran out of .223. Throughout our time shooting, a lot of questions were asked about the different types of guns and ammo along with discussions on who can carry and why they should were covered. I think everyone went away with a lot less fear of those scary guns, a better understanding of the 2nd and all had some fun. Hopefully seven more have been converted to supporters and will remember their experience the next time they encounter the anti’s baloney. About: Virginia Citizens Defense League, Inc. (VCDL). This weekend five women and two men 17 to mid 50′s came out to my backyard range to give it a try, none of them are regular shooters and some had not touched a gun in 30 plus years. After the safety rules are covered along with some history about the British confiscating arms in 1775 Boston Mass, our shooters got a short lesson on the different type of guns they would be firing. The whole event is kept low key and easy going, with my daughter and I doing most of the reloading so our new shooters can just concentrate on having fun.

HARRISBURG, PA --(Ammoland.com)- Representatives of waterfowl organizations, interested hunters and the public are invited to attend a briefing on Friday, Aug. 5, sponsored by the Pennsylvania Game Commission, on the status of Atlantic Flyway waterfowl populations and proposed preliminary federal frameworks for the 2011-12 waterfowl hunting seasons. The briefing will begin at 1 p.m., at Presque Isle State Park, Picnic Shelter # 2, near the Waterworks. In addition to reviewing frameworks established by the U.S. Fish and Wildlife Service (USFWS) for upcoming waterfowl and migratory bird seasons, Game Commission staff will provide updates on current and planned research and management programs, as well as past hunting results.

Public comments will be accepted at the meeting; or by sending a letter to: Pennsylvania Game Commission, Bureau of Wildlife Management, 2001 Elmerton Avenue, Harrisburg, PA 17110-9797; or via e-mail through waterfowlcomments@state.pa.us. Based on public comments, Game Commission staff will prepare and present recommended waterfowl and migratory bird seasons, bag limits and related criteria to the USFWS for final approval. All migratory bird hunting seasons and bag limits must conform to frameworks set by the USFWS. States select their hunting seasons within these established frameworks. Revision Eyewear Early migratory bird hunting seasons – including September Canada goose, mourning dove, American woodcock and webless species – will be announced in late July.

Anti-gun Rep. Nita Lowey (D-N.Y.) was not so successful with her amendment to authorize the Attorney General to prohibit the possession of firearms by anyone whose name appears on the FBI’s secretive terrorist watchlist. Her proposal failed by a vote of 27-18, indicating that a majority on the committee understands the many problems with this idea. Chief among those is that 95 percent of people on the watchlist are already prohibited from possessing firearms in the U.S. because they are not citizens or legal residents of the United States. In March, a similar amendment pushed by Rep. Mike Quigley (D-Ill.) was rejected by the House Judiciary Committee by a vote of 21-11. Joining Lowey in defeat was Rep. Adam Schiff (D-Calif.), whose amendment to gut the law that limits BATFE firearm trace data to law enforcement agencies failed by a vote of 27-20. Schiff alleged that the law —the Tiahrt Amendment, hated by gun control groups— had impeded the congressional investigation of BATFE’s “Fast and Furious” debacle. However, members of Congress leading that investigation disagreed. In a letterto House Appropriations Chairman Hal Rogers (R-Ky.), Rep. Darrell Issa (R-Calif.), Chairman of the House Oversight and Government Reform, and Sen. Chuck Grassley (R-Iowa), ranking member of the Senate Judiciary Committee, said, “the Tiahrt provision has not impeded our investigation. The provision has not been cited by anyone from whom we have sought information as a reason to deny our requests.”
National Rifle Association FAIRFAX, Va. --(Ammoland.com)- This week, the House of Representatives Appropriations Committee approved amendments blocking the use of federal funds to implement two controversial schemes by the Bureau of Alcohol, Tobacco, Firearms and Explosives, and it rejected amendments proposing two of gun control groups’ other top priorities. In addition, the full House adopted a provision protecting gun possession on Army Corps of Engineers land.
Next, in a Thurs. July 14 voice vote on the House floor, the House adopted an amendment to the Energy and Water Appropriations bill (H.R. 2354—which passed the House on July 15) prohibiting expenditures to enforce the Army Corps of Engineers regulation that bans gun possession on the 11 million acres of land and water the Corps manages. The amendment, sponsored by Reps. Paul Gosar (R-Ariz.), Bob Gibbs (R-Ohio) and Jason Altmire (D-Pa.) will enhance self-defense rights for law-abiding Americans who hunt, camp and fish on Corps property. (Rep. Gibbs, joined by the other lawmakers, has previously sponsored H.R. 1865, the “Recreational Lands Self-Defense Act,” to overturn the Corps’ anti-gun rule.)
First, on Wed. July 13, by a vote of 25 to 16, the committee approved Rep. Denny Rehberg’s (R-Mont.) amendment to the 2012 Commerce, Justice, Science and Related Agencies appropriations bill, prohibiting the BATFE from requiring firearm dealers in states bordering Mexico to file reports on certain rifle sales. The Justice Department had announced earlier in the week that the BATFE would soon begin requiring dealers to file the reports on individuals who buy two or more detachable-magazine semi-automatic rifles larger than .22 caliber within a period of five business days.
Commenting on the amendment, Rep. Altmire noted, “It is important for sportsmen to be able to defend themselves while they legally hunt and fish on property that the Corps owns and operates, much of which is in rural areas without adequate law enforcement.”
“For more than a decade, efforts to track rifle purchases and create a national gun registry have failed to gain support in Congress, so the ATF is working to implement these regulations using rules written by unelected bureaucrats,” Rep. Rehberg said. “I’m going to keep this government accountable to the people.”
Though none of these votes settle the respective issues —the pro-gun amendments will still have to pass the Senate, and more anti-gun amendments are always possible— all are setbacks for gun control supporters who had been encouraged by talk of the Obama administration planning to bypass Congress and implement a variety of gun control schemes “under the radar.” The Brady Campaign also hoped the rifle sales reports requirement would be followed by a new “assault weapon” ban and a law prohibiting private sales of firearms, the latter of which President Obama alluded to in March. Even if you are traveling through a state that outlaws self-defense with firearms, such as Illinois, you are allowed to do so by the above federal statute. But, you need to lock it up, either in your trunk, or a locked gun case if you have a van or SUV. And, you must lock up your ammo separately. The best advice is to put such locked cases as far from the driver as possible. Also, it is generally accepted that the storage space behind the tilting bench seat of a traditional two-door pickup truck is inaccessible to the driver. Review – Michigan’s Handgun Registration Law Applicable only to individuals who are licensed to carry a concealed pistol in Michigan. Public Acts 194, 195, and 196 were passed in Jan 2008. The primary change was to MCL 28.422a:

The police department or county sheriff shall retain the other copy of the record as an official record for not less than 6 years. Within 10 days after receiving the record copies returned under subsection (2), the police department or county sheriff shall electronically enter the information into the pistol entry database as required by the department of state police if it has the ability to electronically enter that information. If the police department or county sheriff does not have that ability, the police department or county sheriff shall provide that information to the department of state police in a manner otherwise required by the department of state police. Any police department or county sheriff that provided pistol descriptions to the department of state police under former section 9 of this act shall continue to provide pistol descriptions to the department of state police under this subsection. The purchaser has the right to obtain a copy of the information placed in the pistol entry database under this subsection to verify the accuracy of that information. The police department or county sheriff may charge a fee not to exceed $1.00 for the cost of providing the copy. The purchaser may carry, use, possess, and transport the pistol for 30 days beginning on the date of purchase or acquisition only while he or she is in possession of his or her copy of the record. However, the person is not required to have the record in his or her possession while carrying, using, possessing, or transporting the pistol after this period. …”

Ray is in the driver’s seat with two division wins, especially considering the winning Blue Ridge points went to Dueck, who is unlikely to leave the chase for HMO. Looking at this race, you’ve got to wonder if Patrick Kelley is kicking himself for jumping to Tactical Optics this season; with five matches remaining, could Kelley make a late change back to his old stomping grounds and steal the inaugural 3GN Heavy Metal Championship?

Arguably the most intriguing race is shaping up in the Tactical Irons division. Kurt Miller enjoys a comfortable lead for now, but the head-tohead match-ups with Kelly Neal will most likely decide this division. Miller picked up division wins at Ozark and Ft. Benning, while Neal got a win at Superstition and Blue Ridge. Miller and Neal provide a contrast in style as well. Miller prefers triedand-true iron sights, while Neal employs a Leupold Prismatic, one of several 1X optics recently allowed by most major matches in the limited divisions.
3 Gun Nation USA --(Ammoland.com)- The $25,000 3-Gun Nation Divisional Championships, presented by Hornady, are quickly becoming a hot topic among top shooters this season, and with good reason.

South Africa --(Ammoland.com)- In June 2009, just prior to the expiration of transitional (re-licencing provisions) the South African Hunters & Game Conservation Association (“SAH”) obtained an interim court order, declaring that all green card licences remained valid until a number of issues that they raised (including some of a Constitutional nature) were heard and adjudicated upon by the High Court in what is termed their “main application”.

The main application was due to be heard at some point after the interim application. At the time of the granting of the court order all interest groups welcomed the actions of the SAH.
AMMOLAND.COM SHOOTING SPORTS NEWS Although SAH did not consult with fellow firearm organizations at the time of the obtaining of their court order or invite them to participate, various discussions were held individually and on a broader basis with SAH and fellow firearm organizations and it was agreed that SAH will not enter into any discussions or settlements without consulting the broader firearm community. The rationale for this was that the membership base of SAH in comparison to the number of persons affected by the transitional provisions, through not re-licencing, was relatively small. Secondly, SAH only has a mandate to represent its members. SAGA has been accepted since 2004 by the current Government as having a much broader mandate in representing gun owners in general.

Unfortunately, SAH did not consult with fellow firearm organizations in any meaningful way. It became apparent that ongoing discussions were taking place to which other interested parties were not a party to. Some general unease existed about this unhealthy state of affairs from shortly after the obtaining of the interim court order. An informal forum was set up to which SAH were invited and to which they sometimes, but not always, came to liaise between the various organizations concerning the Firearms Control Act and its implementation. This informal body existed long before (as SAH claim) any formal body was instituted with the cooperation and intervention of the Secretary of Police. SAGA became aware, through the ongoing re-licencing process, firstly on

a gradual basis, but more recently on a much more accelerated basis that people were being prejudiced by the SAPS refusing the renewal of firearm licences for which individuals already had existing licences. On a proper construction and examination of the SAH interim decision by Judge Prinsloo and in conjunction with counsel, it was decided that because the interim court order declared all existing licences valid, the SAPS should not have continued with the re-licencing process until the SAH case had been finalized and a final decision had been made on the validity of the transitional provisions and on the status of the so-called old Act or green card licences. Not only was there much uncertainty created by the SAH decision, but with the Minister intervening in the Central Firearms Registry and ordering that the backlogs be disposed of, more and more people had their renewals refused.

As a result of this SAGA launched an application for an interdict to stop the re-licencing process until such time as the SAH decision had been finalized. SAGA did liaise with the legal representative of SAH throughout this process and other than formal acknowledgments received during this time period by SAGA, there was for all intents and purposes little co-operation. SAGA had accepted at face value the undertaking that it had been given that there wouldbe no consultations or agreements between SAH and the SAPS without consultation with other role players. When SAGA received the answering papers of the SAPS this appeared most definitely not to be the case. The SAPS referred to various discussions and consultations and even agreements, which when queried by SAGA, SAH were not prepared to comment on. The State Attorney who represents the Minister of Police even went so far as to indicate that they had been told by SAH that SAH would file an affidavit in support of the SAPS, i.e. against SAGA. Ultimately, SAH elected not to support the SAPS and filed an application to intervene in the SAGA application. Normally an application to intervene is done because the intervening party has some form of interest in the matter and can positively contribute towards the ultimate resolution of the matter in the interest of justice. However, SAH has elected to do something entirely different. In their application to intervene, a copy of which is available on the SAGA website at www.saga.org.za, SAH have asked the court to stop the SAGA court case. They have also asked that the court case be stopped until such time as SAH have had the opportunity to settle their court case with the SAPS. What SAH have effectively asked the court is to exclude all interested role players from participating in the ultimate resolution of their court case. This is unacceptable to SAGA. It is for this reason that SAGA will be opposing the relief asked by SAH to stop the SAGA court case. SAGA calls upon SA Hunters to join the broader firearm fraternity in seeking to attain equitable legislation that regulates firearm ownership in South Africa.
