After this ruling, an appeal process was opened, and the appeal clock began ticking. On Monday, that appeal period came to an end with the Humane Society of the United States (HSUS) failing to file any appeal.

“This long sought win is a great victory for hunters everywhere, and reinforces the process of keeping national wildlife refuges open for hunting, by hunters,” said Bill Horn, the US Sportsmen’s Alliance director of federal affairs. This long-running case began in 2003, when the Fund for Animals, which later merged with the HSUS, filed a lawsuit to stop hunting on 39 refuges. The U.S. Sportsmen’s Alliance Foundation (USSAF), along with other organizations, intervened on behalf of sportsmen. Anti-hunting groups later expanded the lawsuit to nearly 60 refuges. USSAF defended this case for eight years, through many rounds of hard-fought and costly briefing, providing stability in the defense as the U.S. attorneys assigned to the case changed frequently over that time. Judge Gwin’s April 2011 ruling stopped HSUS’ attempt at using the National Environmental Policy Act to close hunting on these refuges. In making the decision, the judge noted that “Plaintiffs, however, are not entitled to an inviolate sanctuary for their preferred uses – Congress has determined that, to the extent possible, hunters, fishers, observers, photographers, and educators must share the refuge.”

Misinformed Anti Hunting Protesters fail to realize that Sportsmen fund almost all conservation efforts in the USA.

The 1997 Refuge Improvement Act, championed by the USSA, made hunting, fishing and other wildlife oriented activities priority uses on refuge units. The Act also mandated hunting and fishing activities be “facilitated”. Now, 14 years after passage of the Act, Judge Gwin’s ruling firmly rejects Plaintiffs’ attempt to “end run” the Act. “The majority of national wildlife refuges were created to be open to hunting, and now hunters everywhere can continue to legally pursue their interests on these great public lands,” said Walter “Bud” Pidgeon, USSA president and CEO. “With the end of this prolonged battle, this solidly reaffirms that hunting is a priority use of refuge land wherever and whenever compatible with wildlife management.”

U.S. Sportsmen’s Alliance Columbus, OH --(Ammoland.com)- Last week, Florida’s Fish and Wildlife Conservation Commission (FWC) voted to remove the state’s black bears from its list of threatened species.

This decision came following a comprehensive biological review conducted by the FWC staff. Before the threatened designation is finalized, and the bears are officially taken of the list of threatened species, the FWC must adopt a bear management plan. Once complete, the move will give the FWC greater flexibility and more management options in dealing with the state’s growing bear population. This could include allowing bear hunting as a management tool. The FWC’s black bear study found that the species no longer met any of the criteria required to remain on the state’s threatened list. It also found bear numbers in the state have increased for the past 24 years and continue to increase, that bears are widely distributed throughout the state, and that current bear populations are sustainable.

U.S. Sportsmen’s Alliance Columbus, OH --(Ammoland.com)- While the latest round of the wolf protection versus wolf hunting issue went to scientific wildlife managers in Montana and Idaho by a repeal of the federal threatened species protection status, it seems HSUS hasn’t been listening.

“USSA and its members strongly support science-based wildlife management and conservation,” said Walter “Bud” Pidgeon, Jr., President and CEO of the U.S. Sportsmen’s Alliance. “We applaud the Commission for relying on these principles when reviewing the bears’ status instead of succumbing to emotional rhetoric from animal rights activists.”

Currently on the HSUS website is a plea for supporters to write letters to urge federal officials to save wolves from hunters —and to donate dollars. The text states: “If these wolves were delisted, the states of Montana and Idaho would allow widespread hunting in a manner that could reduce the current struggling population of wolves by over 75% and decimate the species.”

Animal rights groups have long sought to disrupt the ability of the FWC to manage Florida’s bear population. In 2006, a lawsuit brought by the Defenders of Wildlife, the Sierra Club, the Fund for Animals among others, sought to take management authority away from the state by having the bears listed on the federal Endangered Species List. The U.S.

Montana’s Fish, Wildlife and Parks Department indicate more than 500 wolves live in that state, and wolves have been drastically lowering elk herds. And since wolves in Idaho and Montana were removed from the

federally protected species list, both states have been working to establish a wolf hunting season.

proven and effective way for trappers to harvest wildlife.” Biologists from coast to coast rely on trapping as an essential aspect of wildlife management. It is particularly important for predator control and to minimize diseases such as rabies.

Thus, this fall it will be hunters’ turn to spend money on wolves-make that wolf tags – to help restore a balance between them and other important wildlfe species.

“Cable restraints are a vital tool needed for New York trappers to help control coyote and beaver populations,” said Dave Miller, Executive Director of the New York State Trappers Association. “These traps are very effective, especially in the late winter months when foothold traps may start to freeze.”

Washington Department of Fish and Wildlife OLYMPIA, Washington --(Ammoland.com)- State biologists and a team of volunteers plan to fit up to a thousand Canada geese with leg bands this month in a study by the Washington Department of Fish and Wildlife (WDFW) of goose population trends in eastern Washington.

Now in its fourth year, the study is designed to develop a better understanding of nesting declines, hunter harvest patterns and the birds’ use of urban and rural habitat, said Mikal Moore, a WDFW waterfowl specialist.

“Goose nesting counts have been declining for over a decade in most rural survey areas, while complaints about urban geese have been rising,” Moore said. “This study will help us determine if urban birds are year-round residents or migratory, and to what extent they are hunted.” Moore said urban goose numbers can rise dramatically when they do not migrate, or are not exposed to predators, hunting or other factors that normally limit populations. Geese may become habituated to urban areas that are closed to hunting or when people feed them, she said. The marking project runs June 13 through June 21, when geese are molting and thus unable to fly. WDFW crews will capture, band, and collar the geese, using boats and portable trapping panels at urban and rural locations in or near Wenatchee, Moses Lake, Yakima, the Tri-Cities, Spokane, and Sprague Lake.

The age and sex of each captured goose will be recorded, and all will be marked with numbered aluminum leg bands. Some adult geese also will receive white neck collars with number and letter codes. Moore asks that waterfowl hunters report leg band information if they harvest a marked goose. Anyone who spots a goose with a white neck collar is asked to report band or collar codes, along with locations and dates, to the U.S. Geological Survey Bird Banding Laboratory at 1-800327-BAND or online at www.reportband.gov

Although GRNC has made numerous entreaties to NRA representatives to back the Bateman case, they have apparently fallen on deaf ears. Just as the NRA tried to derail the DC v. Heller decision in its early stages through its attempts to repeal the DC gun ban, now it apparently wants gun owners to regard GRNC – the state’s most vocal and effective gun rights organization – as somehow “anti-gun” for realizing that SB 594 is a short-sighted and misguided vehicle to advance gun rights.

BRUNSWICK, Ga. --(Ammoland.com)- Some brown pelicans rescued from the Gulf oil spill last summer and released in Georgia not only returned to the state this spring, they are nesting and raising young here.

I strongly urge you to vote for HB 650: “Amend Various Gun Laws/Castle Doctrine” and to oppose ANY AND ALL amendments to the bill, however well-intentioned they may appear. The present contents of HB 650 have been voted on — and passed – in various versions by both the Senate and House. The bill’s passage is long overdue.

Georgia Department of Natural Resources biologist Tim Keyes recently spotted eight of the pelicans nesting in a large pelican colony on Little Egg Island Bar, a state-managed natural area in Glynn County. The birds originally from Louisiana are marked by colored leg bands.

Efforts to amend gun-related legislation to include the contents of SB 594: “Firearms/State of Emergency” are misguided and short-sighted. While the pelican sightings are a hopeful sign for those particular birds, Chuck Hunter with the U.S. Fish and Wildlife Service said there are still many unanswered questions about the impacts of the oil on the pelican population in general, as well as specific questions about the pelicans spotted in Georgia.

“These birds, no matter how clean, likely still have some oil in their internal systems and females especially may pass this contaminant on to the chicks,” said Hunter, chief of the Service’s Division of Planning and Resource Management for the National Wildlife Refuge System in the Southeast. “But this does tell me that it’s possible for some oiled birds to reproduce. Whether or not these chicks will fledge and survive to reproduce successfully themselves is also unknown and would take many years to determine.”

More than 1,200 birds were rehabilitated and released in Georgia, Florida, Texas and upstate Louisiana. Of those, 699 were brown pelicans, 140 of which were released in Georgia last June and July.

In the months during and after the BP oil spill that began April 2010, more than 7,000 other birds were collected dead, or died soon after. Hunter said an unknown number of additional birds were most likely exposed to oil and never recovered, either because they died at sea or in remote locations on the coast. Keyes said the Georgia nests have two to three chicks each – normal for brown pelicans – and at least one parent sporting a leg band. The chicks have been given a health checkup and biologists are awaiting results of blood work. Keyes also banded some of the chicks so they can be tracked after leaving the nest. “We’ll be visiting each of the eight nests weekly and monitoring the chicks, hopefully to the point we can say if they successfully fledged,” he said. Of the pelicans released in Georgia, Keyes documented about 25 in the state this year. None were seen in December or January. It’s likely the pelicans migrated out of the area and returned to Georgia by mid-March. Georgia DNR’s mission is to sustain, enhance and protect Georgia’s natural, historic and cultural resources. The Nongame Conservation Section, part of the DNR Wildlife Resources Division, is charged with conserving the native diversity of nongame animals, rare plants and natural habitats, including endangered and threatened species. The Nongame Conservation Section receives no state appropriations, depending instead on fundraisers such as the bald eagle and hummingbird license plates, as well as grants and direct contributions. U.S. Representatives Cliff Stearns (R-Fla.) and Heath Shuler (D-N.C.) have introduced vital legislation that will enable millions of concealed carry permit holders to exercise their right to self-defense while traveling outside of their home states. There are currently only two states (Illinois and Wisconsin) that have no clear legal way for individuals to carry concealed firearms for selfdefense.

Michigan Department of Natural Resources Michigan --(Ammoland.com)- A recent statewide survey of 24 known bat wintering sites in Michigan showed no sign of White Nose Syndrome (WNS), a disease caused by a fungus that kills bats by damaging their skin and causing them to burn up energy reserves prematurely during hibernation.

Each stressed the need for attendees to re-double their efforts not just this year, but in preparation for the all-important 2012 elections. Also in attendance were a number of NRA-ILA’s Election Volunteer Coordinators who once again are prepared to lead the charge in recruiting and organizing pro-gun volunteers.

The Department of Natural Resources, in conjunction with Dr. Allen Kurta and Steve Smith of Eastern Michigan University, conducted extensive surveillance this winter of major sites across the northern Lower and Upper Peninsula where bats are known to hibernate.

Grassroots staff provided attendees with an overview of the threats and opportunities we currently face in Congress, along with Grassroots programs and strategies on how to increase and enhance their legislative and political activism. The presentation contained a mix of “old school,” boots-on-the ground, tried and true practices, coupled with a heavy dose of utilizing new social technologies to enhance our effectiveness.

“Our targeted efforts focused on areas where WNS may show up first — our major winter hibernation colonies — while helping us to identify new populations and critical habitat,” said Bill Scullon, DNR wildlife biologist. “We’re very pleased to have found no signs of WNS this season. Unfortunately, it may only be a matter of time until we do find it.”

Geomyces destructans, the exotic fungus that causes WNS, grows only in cold conditions, persists in the environment for long periods, and can be transported by humans. No known human health risks are associated with WNS and no other wildlife species are affected.

Since the original outbreak site in eastern New York in 2006, WNS is now found in 18 states and four Canadian provinces and has killed more than one million bats from six different species. Out of the nine species of bats found in Michigan, cave dwelling bats that gather in dense groups to overwinter are at the greatest risk of WNS. This includes little brown bats, big brown bats, tri-colored bats, northern long-eared bats, and the already federally endangered Indiana bats.

Washington, DC --(Ammoland.com)- Leaders from Gun Owners of America attended a congressional hearing yesterday where Rep. Darrell Issa (R-CA) laid the groundwork for what could, ultimately, send several federal agents to jail.

“It’s unusual to have an entire suite of species be at such grave risk from a single disease pathogen,” said DNR Wildlife Veterinarian Dr. Dan O’Brien.

Rep. Issa, who has been investigating the scandal known as Project Gunrunner, questioned a panel of witnesses with experience in investigating corruption in the Executive Branch.

Bats consume large amounts of insects that cause agricultural crop loss, damage forests, and affect human health. In a recent economic assessment to quantify the importance of bats to agriculture, it was estimated that bats consume pests that save farmers equivalent to $508 million to $1.2 billion dollars per year that would otherwise be spent on applying greater amounts of chemical pesticides to Michigan crops.

The question of the day was: Does the Justice Department have to respond to subpoenas relating to Project Gunrunner — a scandal which involves corruption in the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)? So far, the Department of Justice has sat on many crucial documents that have been subpoenaed by Congressman Issa.

“The DNR is cooperating with researchers, universities, state, federal and tribal agencies, landowners, and concerned citizens to address the risk from WNS” according to Chris Hoving, DNR endangered species coordinator. “We need the public’s help in preventing the spread of WNS and early detection efforts.”

But, to a man, each one of the witnesses on this star-studded panel — many of them former Democrat operatives — all told Rep. Issa that (short of some unforeseen circumstance) the Obama Administration SHOULD COMPLY with the subpoenas and give Congress the documents it is requesting (but which are currently being withheld).

Don’t let them sell you on the phony promise that they will get spending cuts 20 years down the road. Those cuts will never materialize! According to RedState last week: “Members of the Tea Party and the conservative movement need to be prepared for some serious disappointment if news reports are correct.”

The House is scheduled to meet at 1 p.m. Please call your representative immediately and voice your support for SB17 by going here and looking up who your Representative is – then, call their offices immediately and express your support for SB17 and tell them that you will be watching to see how they vote.

That’s why we need to demand spending cuts right now. And cutting anti-gun ObamaCare and Project Gunrunner would be two good places to start.

De ja vu? The House already had this debate a few weeks ago when they took up HB45, so why are they debating SB17? Quite simply, both bills have passed the house that they originated in – so HB45 passed the House a few weeks ago and SB17 passed the Senate even earlier.

SB17 is the superior bill due to an amendment that was adopted in the Senate that was not adopted in HB45. Therefor, it makes more sense for the Ohio House to adopt SB17 instead of the Ohio Senate picking up HB45.
