Jamie Beyerle with her gold medal victory in Women’s 50m Rifle Three Position This win makes it her second ISSF World Cup medal in Women’s 50m Rifle Three Position. Fridel won the silver medal just one-tenth behind Beyerle at 683.1 points (587+96.1) and Li picked up the bronze with 683 total points (586+97). American teammates Amanda Furrer (Spokane, Wash.) finished in seventeenth place with 580 qualification points and Sarah Beard (Danville, Ind.) shot 571 points.
USA Shooting FORT BENNING, GA --(Ammoland.com)- The USA Shooting Team’s Jamie Beyerle (Lebanon, Pa.) defeated Eva Friedel of Germany and Li Peijing of China in an epic come-from-behind victory at the International Shooting Sport Federation (ISSF) World Cup USA in Fort Benning, Ga.
The day continued to shine as Brian Beaman (Selby, S.D.) won the bronze medal in Men’s 10m Air Pistol. Beaman, the 2010 Championship of the Americas gold medalist (and quota winner) in his specialty event, entered the final with 586 qualification points and shot 100.6 points in the final for 686.6 total points.
Beyerle entered the final in the fourth position with 585 qualification points. With the leader (Annik Marguet of Switzerland) three points ahead of Beyerle, her chances were growing slim with every shot. Even though the competitors were challenged by the wind in the finals, Beyerle astounded the crowd as she buried a 10.8 for her final shot. Her competitors all marked mid 9s and 8s for their final shots, so Beyerle’s deep ten was golden.
When asked about his victory, Beaman said, “I feel like I was finally able to overcome a lot of the adversity in this sport and I now have a solid inner confidence that allowed me to excel today.” Russian Leonid Ekimov, who finished ninth at the 2010 ISSF World Championships in this event, entered the final in the middle of the field. Nailing ten after ten, Leonid shot his way up to victory with the highest final of 104.2 points. Leonid finished with 689.2 total points. Portugal’s Joao Costa climbed his first ISSF podium since the 2009 season to win the silver medal with 587 qualification points and 100.8 points in the final for 687.8 total points. American Anthony Lutz (Tonganoxie, Kan.) finished with 571 points and teammate Sergeant First Class Thomas Rose shot 570 points.
National Rifle Coach Major Dave Johnson said, “Jamie has continued to build her resume and experience. She was patient in what could have been a very frustrating day in challenging wind and that discipline paid off on the last shot for a dramatic gold medal.” Beyerle finished with 98.2 points in the final for 683.2 total points.

This law created County Gun Boards, required the licensing of handguns, and made acquiring Concealed Pistol Licenses (CPLs) and handguns difficult for most black people. Also, Ector concedes that there is another reason for pushing open carry in Detroit. He added, “Crime here is out of control and the local police department can’t be everywhere. A citizen wearing a firearm in a holster will serve as a visual deterrent to bad guys looking to rape, rob, and murder.” In general, it is legal in the state of Michigan for a person 18 years of age to display his own registered pistol in a completely visible holster without a special permit, as long as he does not venture into a state designated pistol-free zone.

Make the phone call and/or email and/or letter contact (or multiple contacts) short and sweet. Do not let up. Two short messages are worth more than one long winded sermon.

I wanted to pass along some additional information for you to consider as you make an informed decision about the right to carry. Talking point #2: In a time of fiscal crisis in Wisconsin, “shall-issue” permits would add an expense the state cannot afford. The first link below is the FISCAL ESTIMATE of a permit system (which Assembly bill 126 would implement). Over 2 million dollar projected expense the first year and 1 million projected expense every year there-after. (DA’s didn’t agree with the estimate. I presume they think it would cost more) Newspapers are ALREADY citing the fiscal estimate of the permit system as a reason not to pass concealed carry. Constitutional Carry blows that argument out of the water.

• Miller County High School placed 88th in the high school division (9th – 12th grade) with a score of 3,068. Peach County High School placed 97th with a 3,036. Dodge County High School shot a score of 2,918 for 110th place. There were 111 teams competing in this Division. Additional schools that sent competitors included Lee County Elementary and Lake Park Elementary. Only schools that are certified in NASP through the Georgia Department of Natural Resources are qualified to compete. Schools in nearly 80 counties in Georgia are NASP certified.
Georgia Department of Natural Resources LOUISVILLE, Ky. --(Ammoland.com)- Georgia is home to the first place elementary school archery team in the country after this month’s National Archery in the Schools Program National Tournament.
The program promotes instruction in international-style target archery to improve educational performance and participation in shooting sports. Research has shown that the program, administered through a minimum two-week course during the school year, improves class attendance and behavior. NASP universal fit bows make it possible for students of all sizes and genders to succeed in archery while raising selfesteem levels and improving hand-eye coordination during physical activity.
Woodlawn Elementary’s finish is the highest ever by a Georgia school competing at NASP Nationals, which saw more than 7,000 student archers from nearly 300 schools and 34 states compete in the elementary, middle and high school divisions. The tournament is the largest archery competition in the world. In addition to Woodlawn Elementary, ten additional Georgia schools had students competing at this event.
NASP is taught in 46 states as well as Australia, Canada, South Africa and New Zealand. To date, more than 6 million students have gone through the program.

The Atlanta Journal Constitution is reporting: The man who police say was killed by a homeowner during an attempted sexual assault was identified Thursday as Israel Perez Puentes, 34, of Alpharetta. Gwinnett County Sheriff’s Dept.Gwinnett authorities say Israel Perez Puentes, 34, was killed when he entered a Duluth home and tried to sexually assault a woman. A Gwinnett County woman shot and killed Puentes Wednesday morning after the knife-wielding man attacked her in the shower, police said. The incident happened about 6:30 a.m. at a home in the 2800 block of East Mount Tabor Circle. Gwinnett police Cpl. Edwin Ritter told the AJC that the woman, who is in her early 50s, was getting out of the shower when the intruder, who she did not know, turned out the lights and attacked her.
Montana Fish, Wildlife and Parks MALTA, Mont. --(Ammoland.com)- Montana wildlife officials report that a Missoula man shot a grizzly bear in self defense on May 15 on the Blackfoot-Clearwater Wildlife Management Area near Seeley Lake.
She fell back into the shower, injuring her back, and attempted to fight Puentes off with the shower rod, Ritter said.
A female grizzly bear with two cubs surprised the man shortly after noon on the northwest portion of the WMA.

The man first hollered at the bear, but the bear continued to advance towards him. When the bear approached to within eight yards, the man shot and wounded the bear.

The man attempted to leave the scene, but the bear chased him, and the man then fired a second shot at five yards, which caused the bear to drop and stop its approach. The man was then able to return to his vehicle, unharmed, and report the incident. FWP game wardens responded and killed the wounded bear. Biologists trapped and transported the cubs to the FWP Wildlife Center in Helena to where they will be held until they can be placed in a permanent facility.
But Guess what? Incoming doesn’t care what your preference is. Despite its earned reputation as a good combat rifle, the M16-series remains one of the only modern designs still in wide spread use that is not ambidextrous. An obvious problem here is the magazine catch. The design of the release is ergonomic for a righty, but not so much for the southpaw.
Wardens reported that the man acted within the law and shot the grizzly in self defense. He will not be charged in the incident. Associated Recreation, 271,000 hunters spent more than 3 million mandays hunting in Kansas. In addition to the official hunting incidents reported, three bowhunters fell from treestands, one fatally. In none of these incidents was the hunter wearing a restraint harness, as is taught in hunter education and bowhunter education courses. “The simple use of a fall restraint system would have prevented these incidents from occurring,” Barrett notes. “Bowhunters need to remind themselves to use these safety devices. “But the take away message from 2010 is that hunting is still incredibly safe,” he continues. “Studies consistently show that hunting is one of the safest outdoor activities, with only five injuries per 100,000 participants. With more 19 million hunters in the U.S., our volunteer hunter education instructors should rightfully feel pride in their efforts to educate students. They must be listening.”
Kansas Department of Wildlife and Parks PRATT, KS --(Ammoland.com)- The Kansas Department of Wildlife and Parks (KDWP) reports that there were 17 hunting incidents in Kansas in 2010, five more than the record low of 12 in 2009. One of the accidents was fatal.
As in past years, young hunters were involved in fewer incidents than more seasoned hunters; the average age of shooters involved in these incidents was 37.
The one fatal accident occurred in Dickinson County when two turkey hunters had finished hunting for the day and were walking across a plowed field to their vehicle. The shooter stated that he was carrying his 20-gauge shotgun in the high ready position when he heard a turkey gobble behind him. He turned to his left, toward the victim, and the shotgun discharged, striking the victim in the side of the neck. The victim died at the scene.
Hunting is indeed safe. According to the National Safety Council, Injury Facts 2008 Edition, hunting is by far the safest sport. Figures show that while football players suffer 2,585 injuries per 100,000 participants, baseball players suffer 1,122 injuries per 100,000, and even billiards players suffer 15 injuries per 100,000 participants.
In an average year, about 50 percent of Kansas hunting accidents involve swinging on game while hunting upland birds. That figure held true last year, when eight of the 17 cases involved swinging on game. Although the single fatality involved careless gun handling, 2010 showed a drop in the number of careless handling incidents, a point stressed in KDWP’s hunter education courses.

Salem, Oregon --(Ammoland.com)- HB 2791 removes the Oregon State Police as the point of contact for gun purchase background checks. Under 2791, the State Police would be replaced by the National Instant Check System.
Oddly, the public employees representative did not question whether the new “electronic” check would cost any jobs. None of the committee members asked about that either. Senator Rod Monroe seemed primarily interested in not losing any state jobs, but most committee members appeared to get the point that Oregonians should not be paying twice for the same “service,” a process they never asked for which is being provided so poorly.
35 states contact the Feds directly for these checks and buyers pay no fee for the “service.” In Oregon, when a purchase is initiated, the dealer contacts the OSP who call NICS and then OSP charges a $10.00 fee. In the last 6 months or so, gun dealers in Oregon have had serious difficulty conducting these checks due to long delays when attempting to contact OSP. Even after finally getting an operator on the phone, the wait times can be onerous. The incidence of “pended” or delayed approvals has spiked as well. Many people have reported that they could make a purchase one day and be delayed the next. People with long histories of problem-free gun buys, have suddenly faced delays, sometimes for months.
Now the bad news. The hearing was only one step. The bill cannot move without a “work session” and we have been reliably informed that the Democrats will be resisting such action. Apparently, saving millions of dollars of taxpayer money and endless headaches is less important than losing a single public employee job. So there is strong reason to suspect that the leadership in the Senate Democrat Caucus will be doing what they can (which is a lot) to stop progress on this bill. It’s by no means dead, but it is clearly in the cross hairs of the Democrat Leadership. By simply taking no further action on the bill, it will die, you will continue to face hassles and expense at the hands of the OSP, and “no one” will be to blame because no one had to vote.
HB 2791 would solve this problem by removing the middleman and simply going directly to the NICS system where no similar problems have been reported. In fact, the National Shooting Sports Foundation, which represents gun dealers, has informed us that NICS has an excellent track record of rapid approvals and the only states having problems are ones which, like Oregon, use local “points of contact.”
Over in Senate Judiciary, Senator Floyd Prozanski, with the full support of Senate President Peter Courtney, is continuing to hold up any progress on House Bills 2787, 2792 and 2797. If he has not chosen a date to have work sessions on these bills by Monday, May 23rd, they will all be dead unless some legislator steps up and moves that they be removed from his committee. So time is running out.
At the hearing, Representative Greg Smith (who did an excellent job) questioned the State Police ID Unit Director who testified that gun purchase background checks subsidized many other types of checks that OSP conducts for free.
Based on previous testimony and Prozanski’s own comments, we are confident that the Senator will make some attempt to turn one of these good bills into a Frankenstein monster of an anti-gun bill. Almost certainly it will be HB 2797 which only seeks to clarify firearms carry on motorcycles, snowmobiles and ATV’s. Expect this bill to be stuffed with language to ban guns on any school property along with lots of potential other amendments. Prozanski also wanted to change the rules about the restoration of felons’ gun rights. Having failed to make his own bill go anywhere, he could well add that language to any gut-and-stuff amendments to HB 2797.
The Director, David Yandell, also testified that the ID Unit was experiencing difficulties completing background checks, but hoped things would improve. He noted that the unit plans to soon have an electronic check system that would allow dealers to conduct the checks themselves online. He also testified that even if this “new and improved” system became functional, reducing the need for staff time, that it was their intention to still seek the higher fee per check that they have requested. The current fee is $10.00. The State Police want to almost triple that to $26.00.
We believe that it is unlikely (but by no means impossible) that Prozanski can pass a “no guns in schools” bill, however what he can do, and clearly is trying to do, is torpedo every bill that can in any way be perceived as “pro-gun.” In the case of HB 2797 this is particularly troubling. All that bill does is fix a legislative screw-up from 2009. It merely provides guidance so people can avoid running afoul of the law. So Prozanski and Courtney’s actions here are particularly reprehensible.
As expected, “Cease fire Oregon” came to oppose the bill with borderline hysterical testimony and invented statistics. More interestingly, a representative for the public employees unions came to oppose the bill on the grounds that several union jobs would be lost if the Feds took over the checks. Her position was that this bill would devastate Oregon’s economy because a handful of state workers would not longer be able to pay taxes after losing their jobs.
No doubt both will be cheered by the Supreme Court’s recent decision to further eviscerate the US Constitution.
This is a fascinating premise. By her reasoning, Oregon could solve all its economic problems by hiring everyone in the state. Those people would then pay taxes and Oregon would be flush.

Within hours of Jagow revealing the state executive branch’s failure to process the permit applications, the leader of the Niagara County Legislature’s multi-party Majority Caucus threw his support behind Jagow’s effort. “The Majority Caucus of the Legislature has been consistent in its support of the Second Amendment rights of Niagara County ’s citizens,” Majority Leader Rick Updegrove, RLockport said. “The delay in processing pistol permit applications is absolutely unacceptable and an affront to the rights of sportsmen.”
AmmoLand Gun News LOCKPORT, NY --(Ammoland.com)- A severe backlog in the processing of pistol permit applications by a state executive branch agency has left Niagara County officials gravely concerned about the public’s ability to exercise a fundamental right—and the safety of citizens who need to exercise that right.
Updegrove has been a leading voice in the County Legislature on behalf of sportsmen and the Second Amendment, working closely with Newfane lawmaker John Syracuse and several other members of the Majority Caucus to oppose most recently an effort by Sen. Eric Adams, DBrooklyn, to require costly registration fees on all legally-owned firearms in Upstate New York.
County Clerk Wayne F. Jagow disclosed today that more than 100 Niagara County pistol permit applications are backlogged due to the failure of the New York State Office of Mental Health to process routine background checks—and called on Gov. Andrew M. Cuomo to take immediate steps to rectify the problem, which stems from cuts contained in Cuomo’s 2011-2012 executive budget.
The failure of the executive branch of government to uphold its responsibilities to law-abiding citizens under the state’s already-stifling gun regulations, however, drew Updegrove’s direct ire.
“The New York State Mental Health Office section responsible for pistol permits was slashed from four people to one,” Jagow explained. “This has produced a huge bottleneck in pistol permit applications.”
“This situation needs to be rectified immediately,” Updegrove stated, directing his remarks at Cuomo and executive branch leadership. “We support the sportsmen in Niagara County , and we support our county clerk’s demand that state bureaucracy not impede our pistol permit application process.”
By targeting the Office of Mental Health’s pistol permit section for cuts, the state’s executive branch has turned a normally routine check to verify that pistol permit applicants have not been institutionalized for mental illness into a logjam on what, until recently, was a fairly smooth and quick process. Statewide, thousands of pistol permit applications are languishing as a massive backlog has formed.
Also joining Jagow is calling on Cuomo to immediately rectify the situation was the president of the Niagara County Federation of Conservation Clubs, Inc., Chris Schotz. “There should be no reason that this is delayed due to staffing issues in Albany ,” Schotz said. “To have this delay is unfair to
