Dear Candidate, Thank you for your interest in the role of Secretary General of Amnesty International, a global movement of people working together for human rights from our kitchen tables to the streets, from classrooms to courtrooms, from crisis zones to the halls of power. We are launching the search for our next Secretary General at a moment of immense challenges and incredible opportunities for our human rights mission. The struggles that have engaged us for years, like repression, discrimination, and impunity, remain as pressing as ever. They have become more complicated and acute in a world increasingly shaped by climate change, rapid technological developments, the spread and consolidation of corporate power, emboldened political backlash against human rights, and now the unprecedented shock of the COVID-19 pandemic, which has laid bare so much of what is unjust and deadly about our societies and provides cover for authoritarian measures that may set dangerous new norms. The force and promise of people power at this moment are vital. In my own community, recent days and weeks have seen low income tenants staging a rent strike for collective housing security; thousands of people in the streets demanding accountability for police violence against Black and Indigenous people; grassroots organizing for sex workers left out of official emergency income support measures; and outcry about our elders suffering and dying in institutional conditions that deny them basic dignities in the name of profit. With almost every walk around my neighbourhood I see new posters or graffiti calling for solidarity, justice, and rights. Similar things are happening across the world. It feels like, whatever the struggle, there is a palpable sense that there is no “normal” to which we are willing to return – that things must, and can, change. What a time for Amnesty International to act, to partner, to mobilize, to investigate, to challenge, to imagine, and to make change happen – and what a time to lead us in doing this.

Amnesty International is a Nobel Peace Prize winning global human rights movement of more than 7 million people in over 100 countries and territories. Our vision is of a world in which every person enjoys all of the human rights enshrined in the Universal Declaration of Human Rights and other international human rights instruments. In pursuit of this vision, our mission is to undertake research and action focused on preventing and ending grave abuses of these rights. For more than 55 years, we have shown that people united in common action can achieve extraordinary things. Together, we investigate, expose, and stand against injustice and repression in all parts of the world. We speak out for and with those whose freedom and dignity are threatened. We demand that governments, corporations, armed groups, and other powerful actors respect human rights, and seek to hold them accountable when they do not. OUR MEMBERS AND SUPPORTERS We have more than 2 million members and supporters who drive forward our fight for rights, and more than 5 million activists who strengthen our calls for justice. Our members and supporters carry out vital parts of our work as volunteers at the local and national levels across countries in Africa, Asia-Pacific, Central and Eastern Europe, Latin America and the Middle East. Their actions, big and small, put pressure on governments, institutions and decision-makers to do the right thing. Anyone can join Amnesty as a member through their national entities, and those who do not have a country office can

join as an international member. Without the financial support of members, supporters and our wider donor base, we would not be able to carry out our work. Our volunteers lead on local activism and we currently have a diverse body of nearly 3000 volunteers supporting the work that we do. Volunteers make invaluable contributions in the time that they spend with us including taking on roles such as regional representatives, coordinating and supporting local group activities in their area, and setting strategies and policies for Amnesty through our highest governance body, the Global Assembly.

INTERNATIONAL BOARD The Amnesty International Board is elected by membership representatives from around the world at our annual Global Assembly Meeting. The elected Board consists of eight Directors plus the International Treasurer. The elected Board appoints its own Chair and Vice-Chair from amongst its Directors, and may also co-opt two additional members from inside or outside of Amnesty International. The current Board includes people from around the world with diverse professional backgrounds including civil society, law, academia, finance, media, health, and the corporate sector, all with a shared commitment to Amnesty International’s vision and mission.

The Board exercises direct governance oversight of the International Secretariat, and also provides strategic guidance and leadership for the Amnesty International movement worldwide. The key functions of the Board are set out in our statute and include: n Ensuring the movement’s compliance with Amnesty lnternational’s statute. n Ensuring implementation of Amnesty lnternational’s Strategic Goals. n Appointing the Secretary General. n Ensuring the sound financial management of Amnesty International at the international level. n Providing consent for the establishment of sections, structures and other bodies of Amnesty International. n Holding sections, structures and other bodies of Amnesty International accountable for their functioning by presenting reports to the Global Assembly. n Taking international decisions on behalf of Amnesty International.

SECRETARY GENERAL The Secretary General is the leader of and chief spokesperson for Amnesty International worldwide. They are also the Chief Executive of the International Secretariat, managing our dedicated and talented global staff. Finally, they are the principal political and strategic advisor to the International Board. We look to our Secretary General to inspire, empower, motivate, challenge, build, and serve in support of our human rights vision, mission, and strategy.

THE INTERNATIONAL SECRETARIAT The International Secretariat (IS) gathers and communicates accurate and action-oriented human rights information; campaigns and advocates for meaningful human rights change; enables effective activism; and works to persuade governments and other powerful actors to uphold human rights standards. It also provides strategic leadership, support, coordination, resources, and advice to the Amnesty International movement globally, fostering Amnesty International’s impact, presence, and accountability throughout the world. The offices of the IS are spread across many locations globally. We have offices in London, Paris, Madrid, Geneva, Brussels, Moscow, Hong Kong, Colombo, Bangkok, Dakar, Nairobi, Johannesburg, Mexico City, Lima, New York, Washington, Beirut, Tunis, and East Jerusalem. These offices are hubs for our research, campaigns, advocacy, fundraising, and

supporter engagement, and they support the work of our national entities in more than 70 countries.

The Secretary General is supported in their IS leadership responsibilities by the Coalition Leadership Team (CLT). The CLT was established to deliver a unified leadership approach with the goals of increasing integration, reducing hierarchy, broadening ownership, serving the movement, and nurturing leadership across and throughout the organization. The team will deliver a decentralized operational model by increasing integration, reducing hierarchy, broadening ownership and beginning the shift to the IS serving the movement and being a leaderful Amnesty International. AMNESTY INTERNATIONAL’S STRATEGY Our new Secretary General will join us at a pivotal moment in our strategic direction, helping us close off our current global strategic period (set to end in December 2021) and leading us into our next one (set to begin in January 2022). Our new Secretary General will also help us implement the latter part of our 2020-2021 COVID-19 response framework, and lead our ongoing thinking about how COVID-19 may challenge and shape our work in 2021 and beyond. Our next global strategy is under development for the rest of 2020, and will be finalized and adopted by the Global Assembly in 2021. This means that our next Secretary General will have the benefit of coming into the role with a clear strategic direction from the movement, and the exciting opportunity to lead us in achieving it right from the start. Ongoing movement and partner consultations have shown particular momentum around several directions for our next strategy, including: n Work on freedom of expression, association, and assembly – seeking to protect and expand the space for civic engagement online and offline.

This range of work (complemented by a watching brief on our other traditional work and crisis response) would continue our work in areas where we are established leaders, and push us to build greater capacity in others. As we develop and implement our next strategy, we will challenge ourselves to strengthen and reinvigorate the foundations of our work such as research, campaigning, and human rights education; to build bridges with and between diverse movements and communities; and to be more impactful in how we organize ourselves and use our resources.

THE NEED The scale of human rights crises in the world is increasing, and the COVID-19 pandemic will have a further direct impact on humanity across the globe. In ever more challenging conditions, Amnesty International continues to protest attacks on human rights defenders, challenge impunity for human rights violations, and push for everyone’s rights to be respected. Against a backdrop of global economic decline and geopolitical uncertainty, and when too many forces of power are failing to work together in principled leadership, Amnesty International is one of the few organizations with the diversity, independence, and legitimacy to act as the world’s conscience.

THE CAPABILITY We have the capabilities to fight the current attacks on human rights and justice in a serious and sustained manner. Amnesty International can combine the mobilization of millions of members and grassroots activists, powerful campaigning and education, media penetration, brand credibility, well-targeted strategic litigation, and lobbying at the highest levels. We also play a valuable role in connecting and supporting local movements, galvanising others to act and partnering with other organizations. We challenge large-scale human rights abuses and call for systemic change, and do so on the basis of the rights of the individual. And we have nearly 60 years of success.
