ONSTRUCTION companies interested in upgrading the Bruce Highway through Cairns’ southern suburbs are encouraged to submit their best bids under the tender process which opens on 3 November and will be managed by the Queensland Government. Federal Infrastructure and Transport Minister Anthony Albanese said after two years of detailed planning and extensive community consultations it’s now full steam ahead with delivering the first stage of the thirty year transport blueprint released in July.

“Stage One – worth some $150 million – will realign and widen the Highway between Ray Jones Drive and Sheehy Road, easing congestion and reducing travel times for the 55,000 motorists that use this section of road every day,” said Mr Albanese. “Our vision is a sustainable and vibrant Cairns underpinned by modern, well planned transport infrastructure – a city which continues to be a great place to visit and raise a family. “That’s why we’ve been working the local community as well as the Council and State authorities to put in place a long term plan that anticipates rather than merely reacts to the growing demands on the City’s infrastructure. “It’s a plan not just for the next three years but for the next three decades.” Once a preferred contractor is selected work will start onsite next year and be completed by late 2013. The project is expected to generate more than 400 construction jobs. Queensland Main Roads Minister Craig Wallace visiting the region today, invited the construction industry to tender for the early contractor involvement. “This is an ideal opportunity for contractors to get involved in the most significant road project currently planned for the Cairns region,” said Mr Wallace. “The process of involving contractors early in the design and development phase will ensure the best value for money for this project. NEXT CONTRACT AWARDED FOR M80 RING ROAD UPGRADE

T

HE $2.25 billion M80 Ring Road Upgrade has reached another milestone, with the contract awarded to Leighton Contractors for the next section of works between the Western Highway and Furlong Road in St Albans. Federal Minister for Infrastructure and Transport Anthony Albanese and Victorian Minister for Roads and Ports Tim Pallas announced the new contract award today. “The contract to widen the road between Western Highway and Furlong Road is part of the second major section of the Ring Road to be upgraded, complementing the work recently started between Furlong Road and Sunshine Avenue, and continuing between Calder Freeway and Sydney Road,” said Mr Albanese. “Once completed, these upgrades will deliver safer, less congested driving conditions for the more than 140,000 motorists and truck drivers which use the M80 every day. “The Gillard Labor Government has a plan to move Melbourne forward, one which recognises that the task of renewing and expanding its transport infrastructure requires a partnership between all levels of government.” Mr Pallas said the M80 Upgrade would deliver a minimum of three lanes in each direction on the 38 kilometre route from the Princes Freeway in Melbourne’s southwest, to the Greensborough Highway in the north-east. “Works for this latest contract include construction of an additional two lanes in each direction, reinforcement works on seven bridges and resurfacing works to provide increased capacity and a safer driving environment,” Mr Pallas said. “The M80 Upgrade improvements will

Peninsula Link - A new Approach to Project Delivery

I

T’s a major project for Victoria, a $759 million investment that will make life a lot easier for those who live and work in and around the Mornington Peninsula and which will benefit anyone visiting the well known tourist region. In January this year the Southern Way consortium was awarded the contract to construct Peninsula Link under a new Victorian Government partnership initiative designed to involve private companies in the development of much needed infrastructure. Peninsula Link, which will be toll free, is the first road Public Private Partnership (PPP) project in Australia to use the Availability model. Southern Way is a special purpose company established specifically to manage the design and construction and 25 year operation and maintenance for the new freeway. Southern Way is backed by fully underwritten financing from debt and equity parties, all of whom are experienced in the analysis, evaluation, ownership, management and delivery of PPP arrangements. Southern Way’s design and construction contractor is Abigroup, a company with a proven track record in the construction of major infrastructure projects. The work involves the construction of 27 kilometres of roadway from its connection with the EastLink toll road in Melbourne’s eastern suburbs to the Mornington Peninsula Freeway at Mt Martha. At the completion of construction, Conneq Infrastructure Services (formerly Bilfinger Berger Services Australia) will operate and maintain the new road, on behalf of Southern Way, for the 25 year concession period. It is anticipated Peninsula Link will be operational by early 2013. Peninsula Link will save people time with a full trip between Mt Martha and

to deliver infrastructure, and its time saving benefits, to the community years ahead of what would otherwise be the case. “A project of this size stimulates the economy, and, when completed, provides benefits to the community for years to come. Abigroup will build the skills of our new employees, with young people in particular benefiting from job-specific training and development provided through our Registered Training Organisation.” Peninsula Link will consist of two-lane dual carriageway for most of its length. Open graded asphalt will be adopted for surfacing to provide a superior ride. The project also includes construction of more than 35 bridges and installation of 18,000 square metres of retaining walls. There will be entry and exit ramps to nine interchanges as well as three freeway-to-

freeway connections. Apart from being supported by extensive site analysis and a thorough review of the Environmental Effects Statement, the design of the Peninsula Link also sets a new standard for road development as it integrates a range of elements particularly relevant to the regional location. The vision that underpins the urban and landscape design is to develop Peninsula Link as a gateway to the Mornington Peninsula. There will be a 25 kilometre shared use pedestrian and cycling path connecting to EastLink’s path network and more than 1.5 million plants, shrubs and trees will be used. Southern Way has established a partnership with the McClelland Gallery and Sculpture Park in Langwarrin for artworks which will include a major permanent installation at the EastLink interchange, as well as two works displayed at Cranbourne and Skye roads which will be commissioned through a sculpture competition conducted biennially throughout the 25 year maintenance period. The design highlights the journey from the north to the south in which the motorist moves from an urban and culturally rich setting, through the Baxter intersection into the rolling, green landscape of the Moorooduc Plains. Noise and retaining walls will consist of concrete panels pre-cast into either a ‘Geology’ pattern or a ‘Text’ pattern, illustrating the names of places forming the Peninsula Link journey. Oxidised steel noise walls will also be used, as well as acrylic panels for light-sensitive areas. Noise mitigation for rural areas in the southern half of the project will be achieved through the mounding of earth as landform art.

A blue palette will be used to indicate a key intersection in the network. Yellow and gold will indicate secondary crossings and shades of green will mark the rural Moorooduc Plains at the freeway’s southern end.

ENVIRONMENTAL PROTECTION A PRIORITY To date work on the Peninsula Link has generally related to site preparation for heavy earthworks and bridge construction programmed to commence in the last quarter of 2010. Between 2.5 million and 3 million cubic metres of soil must be moved

from cut to fill along the alignment. As at October 2010, more than 220 people are working on the project involved in a range of activities related to design, civil works and structures. Fencing of the alignment south of Cranbourne Road is almost complete and excavation has begun on an arch tunnel under Cranbourne Road to allow heavy haulage along the alignment rather than across busy local roads. Survey, geotechnical works and services relocations are ongoing. Work has also commenced on the installation of environmental controls across the project. Vehicle wash down bays and rumble strips (similar to cattle grids) to shake loose mud, dirt and stones off vehicles, are being

Much of the Peninsula Link road reservation has over many years been cleared for agricultural use and urban development. A few areas along the alignment, however, support threatened flora and fauna species. The Pines Flora and Fauna Reserve in Frankston is one of those areas, a bio-site of state significance with 220 hectares of habitat for a range of flora and fauna species. A

number of measures to protect and minimise impacts on flora and fauna species have been implemented for the project. Local community members have been assisting Abigroup with the identification of flora species and fauna habitats. Waterways and creeks contain a number of plant and animal habitats, including those of a small number of state and federally protected species. Temporary crossings are being constructed to allow access over local waterways during construction. A special program monitors

A program of landscaping and revegetation will be instigated following the completion of the project to promote healthy waterways and establish riparian vegetation and animal habitats. A major challenge for the project is the narrow construction footprint in key environmental areas such The Pines Flora and Fauna Reserve and the heritage listed Westerfield property in Frankston. In these locations the footprint is determined by vegetation clearing limits. Accommodating the narrow footprint has required innovative design solutions for drainage, retaining walls and light spill barriers, and fauna crossings. These areas in particular create a construction challenge as all earthwork haulage and bridge beam lifts must be transported in and out along the freeway alignment. Construction machinery used in these areas has to be smaller than that utilised in other areas of the project.

TRAFFIC MANAGEMENT CRITICAL TO MINIMISE DISRUPTION Managing and maintaining traffic flows during construction is another key challenge. Peninsula Link has entry and exit ramps to nine interchanges and crosses a further seven roads as it winds its way from EastLink in Carrum Downs to the Mornington Peninsula Freeway in Moorooduc. The intention is to keep as many roads open as possible during the construction program through the use of sidetracks, offline bridges and haul road tunnels. The Project Scope and Requirements dictate all existing pedestrian movements must be maintained through and around areas of work.

Some road closures will be required for some stages of construction of the numerous interchanges, however, and the project team has already begun the consultation process with emergency services, local residents and businesses.

MAKING THE PENINSULA LINK TGM has the capacity to design highways, roads and associated infrastructure and recently provided civil engineering services to Abigroup

for the Peninsula Link Project. Peninsula Link is a 27 kilometre, four lane freeway link between EastLink in Carrum Downs and the Mornington Peninsula Freeway in Mount Martha. The project is due to be completed in early 2013 and will reduce the journey time from Carrum Downs to Mount Martha by almost 40 minutes to just 17 minutes. Road Safety Audits Expands Its Operational base

A

S Australia’s sole, road safety auditing company, Road Safety Audits P/L, with its headquarters in Victoria and joint venture offices in India, China and Malaysia, is clearly in demand and will shortly establish a Brisbane office to service its growing client base in Queensland. These studies are in relation to the risk and extent of impact damage by errant vehicles on the12 bridge overpass piers along the freeway. This analysis was critical for the Project Design Team in determining which piers have a higher risk of impact and what containment level barrier protection

was required to mitigate the risk. In addition to the impact risk analysis, RSA also undertook a benefit/cost analysis to determine whether medium containment level barriers shielding Boggy Creek are required on the Peninsula Link alignment. This analysis is based on a mathematical model and first principles of errant vehicle trajectory, taking into account vehicle volumes, speed and offset to piers or other fixed objects. This type of quantitative analysis is particularly useful for contractors as it targets areas where higher levels of barrier protection are required instead of applying the same type of barrier at all locations where the risk of impact is lower. When managed appropriately it can result in considerable cost savings to the project. Although construction activity has not reached its peak, just as other projects of similar size, the construction stage of Peninsula Link Project is expected to have many significant challenges from road safety and traffic management perspectives. The construction team has therefore engaged RSA to conduct independent road safety audits during the development of the traffic management and staging plans as well as following implementation of these plans. RSA has already conducted a number of pre and post implementation traffic management audits to facilitate the early works and services proving works for the Peninsula Link Project. RSA also provides specialist road safety input when required by the construction team. Currently, RSA is involved in many major infrastructure projects in Victoria such as the M1 Monash Freeway Upgrade, Geelong Ring Road Project, M80 Western Ring Road Upgrade, Melbourne Desalination Plant and the recently completed Eastlink tollway in Melbourne. VER many years, Jason Watts has done just about everything you can do on a construction site. KOBELCO BACKS SANDSTONE QUARRY SUCCESS A

Queensland sandstone company’s decision to buy eight Kobelco excavators in the past 18 months is paying big dividends with its rapid expansion into China. Scotbar Proprietary Limited, trading as Rock Trade Industries, is ramping up its Waterfall Quarries operation in Helidon, 100 kilometres west of Brisbane, as the company prepares to cope with increase sandstone demand in domestic and global markets. Kobelco excavators will play a major role in the success of the sandstone venture, according to Scotbar’s Site Senior Executive Allan Payne. “Waterfall Quarries was a preexisting operation in poor condition when we took over two years ago. We had to make the quarry more efficient and one of the ways we’ve done this is by looking at the equipment we use. Our Kobelco excavators are a big part of our plans to make this quarry more profitable,” said Allan. “We did a lot of research and we’ve tested a lot of different machines. The Kobelco excavators always had the edge over their competitors. We picked up a Kobelco SK250-8 excavator 18 months ago and we now have eight Kobelco machines, all purchased from our local Kobelco dealership, Chesterfield Australia.” The quarry site has three Kobelco SK135SR excavators, four Kobelco SK350LC-8s and a SK250-8. It also has six other excavators, but as sandstone output increases at the quarry, Scotbar plans to standardise its fleet with Kobelco excavators. Scotbar has major expansion plans and is working on innovative sandstone recovery methods that it expects will increase its productivity eightfold within the next six years. “Traditional recovery rates in sandstone mining and quarrying are quite low, we try to use all of the sandstone material and are looking at producing 100,000 tonnes a year in

Kobelco excavators have a far better capacity to adapt to this type of quarry work compared to any other brands we’ve tried. Quarry work is extremely hard and it sorts out the equipment that can handle it very quickly. The machines do a ‘real’ hour of work every hour. “The Kobelco excavators have not faulted. Every morning they get a prestart check, then you turn the key and off you go. Some other machines we’ve tried aren’t so robustly built and have had cracked and broken booms.” Allan says the Kobelco excavators have also proven to be incredibly

productive. “We moved from a competitor’s 33 tonne excavator to the Kobelco SK2508 and it saved us about 35 percent in operating costs for the same productivity. The other machine ran at a lot higher revs, while the Kobelco SK250-8 was virtually idling doing the same job. “The sheer power the Kobelco excavators create from the dual flow hydraulics has certainly impressed us. “The Kobelco SK135SRs are 35 percent more productive for us, and five tonnes lighter than other brands we’ve tried with the same rock-grab attachment. “In lineal metres we’ve increased production between 25 and 30 percent across the board that’s for bulking out,

virgin ground and sawing. Kobelco excavators have exceeded all of our expectations. “We’ve got 16 operators working at the quarry and they all prefer to use the Kobelco excavators because they know they’ll meet their quotas using them.” Allan said Scotbar had managed to make large fuel cost savings thanks to the efficiency of the Kobelco excavators. “The SK350LC-8 uses 19 litres an hour less in fuel. The Kobelco is virtually paying for itself in fuel savings. When you’re working the machines 10 hours a day, the fuel savings are just enormous,” he said. “For one specific job the Kobelco SK135SRs are doing, we had been expecting to spend 200 litres of fuel each day per machine using 20 tonners in another brand we’d tried, but with the SK135SRs we’re only using 85 litres a day. We thought we’d have to use the 20 tonners, but the 14-tonne SK135SR could do the same job. They’re miles better. “Kobelco excavators have been the best value for money and good, reliable machines. They’ll certainly be part of our future,” said Allan. Scotbar has been exporting dimensional sandstone to China for the past 18 months and the company has also had interest in its product from Japan and England. Its sandstone is sold in large blocks to the overseas market that’s then cut down for building tiles and statues. Within Australia, sandstone is sold by Scotbar Pty Ltd as boulders, gravel, road base, garden edging and steps. Dimensional sandstone blocks are also sold locally. “Our overseas and domestic markets work hand in hand, we are very conscious to use all the sandstone we mine,” Allan said. Kobelco is part of the global Kobelco CNH family. In Australia, Kobelco markets a range of compact, mid-size and full-size excavators up to 85 tonnes.

BMD CONSTRUCTS SECOND MAJOR STAGE IN M80 UPGRADE

I

N the who’s who in the construction world BMD Constructions is rated as one of the best so it’s no surprise that the company has been entrusted with the second major stage of the $2.25 billion M80 Ring Road Upgrade in Victoria. In principle, BMD Constructions will complete the important, but complex section to widen the Western Ring Road (M80) between Furlong Rd and Sunshine Ave. Overall, the M80 Upgrade project is a huge undertaking and will result in the widening of the Western and Metropolitan Ring Roads. When completed, the upgrade will provide at least three lanes each way between Laverton North and Greensborough. Currently, the M80 Ring Road carries up to 142,000 vehicles per day, including more than 22,000 heavy vehicles. In a joint statement issued by the Federal Minister for Infrastructure and Transport, Anthony Albanese and Tim Pallas, Victorian Minister for Roads and Ports, to announce the commencement of work on the second major section by BMD Constructions, Mr Albanese said,

“The M80 Upgrade will provide significant benefits by improving safety and reliability, easing congestion and decreasing travel times, especially during peak periods.” The advantages of the M80 Ring Road Upgrade are many and the project is being funded by the Victorian and Federal Governments. When completed it will assist industry located in Melbourne’s north and west by simplifying the route for road

Importantly, the upgrade will make it much easier to access Melbourne ports and airports for both normal traffic and heavy freight. BMD Constructions has a big job to do as this part of the upgrade is fairly comprehensive and while in simple terms, it involves the widening of the Western Ring Road (M80) between Furlong Rd and Sunshine Ave, there’s far more to it. In the $32 million project, BMD Constructions will expand the existing two lanes to four lanes in each direction over a distance of 2km and will also construct a precast concrete barrier to separate the Altona and Greensborough bound carriageways. The company will also construct high containment, concrete barriers to protect the Sunshine Ave Bridge over the M80 as well as the Sheoks Ave pedestrian bridge over the M80. Other major works included in the project will result in the widening of the M80 bridges over Furlong Rd in the median as well as on the east side.

This will be a complex process because it requires that the new structure matches the look of the existing bridge which is a voided slab structure. Traffic flow through the area along Furlong Rd will require careful management as it is a significant thoroughfare and disruptions due to construction will need to be minimised. Fortunately, BMD Constructions are very experienced in construction project, traffic management and for the most part, the bridge work should have minimum impact on motorists BMD will also replace existing timber noise walls with new steel noise walls which should be far more effective in containing traffic noise in the future. The company will install ramp metering on the Sunshine Ave/Altona bound on-ramp and the Furlong Rd/Greensborough bound onramp and install major sign structures to assist the communication of traffic related information.

BMD CONSTRUCTS SECOND MAJOR STAGE IN M80 UPGRADE (Continued from previous page) BMD Constructions will utilise and transport around 30,000 tonnes of asphalt and 42,000 tonnes of quarry materials to the site and pour over 6000 cubic metres of concrete. 800 tonnes of material will be used for reinforcement and the project will involve 100,000 cubic metres of earthworks. Three kilometres of precast barriers will be erected and 850 metres of stormwater drainage implemented. It’s anticipated that BMD Constructions will complete this second stage of the project in 2013.

ONSTRUCTION is now underway on the next section of the $2.25 billion M80 Ring Road Upgrade between Furlong Road, St Albans, and Sunshine Avenue in Sunshine North. Federal Minister for Infrastructure and Transport Anthony Albanese and Victorian Minister for Roads and Ports Tim Pallas announced the start of works recently by BMD Constructions. “The M80 Upgrade will provide significant benefits by improving safety and reliability, easing congestion and decreasing travel times, especially during peak periods,� Mr Albanese said. “This project is receiving an unprecedented $900 million from the Gillard Labor Government’s Nation Building Program. This program is creating jobs, building long-term infrastructure and delivering national prosperity for the future. “The new two kilometre section between Furlong Road and Sunshine Avenue is the second major stage of the Ring Road to be upgraded as part of this key project.� Mr Pallas said the next stage would see two extra freeway lanes built in each direction and widen the bridge over Furlong Road, with work expected to be complete by 2013. “The M80 Upgrade is great news for the many motorists who use the popular Ring Road every day – a safer and more efficient freeway will mean less time in traffic and more time with family and friends,� Mr Pallas said.

Indian Ocean Drive Opens to Traffic T

HE new sealed road between Lancelin and Cervantes in Western Australia’s Central Coast, has been officially opened by West Australian Premier, Hon Colin Barnett. Managing Director of Main Roads Western Australia, Menno Henneveld, welcomed over 250 guests to the ceremony on Sunday 19 September, which was held at a new parking bay approximately 26 km south of Cervantes. With a backdrop of spectacular ocean views, Menno praised the Project Team for their dedication and commitment to the first major road to be constructed under Main Roads direct management for more than ten years. “This arrangement not only allowed Main Roads to enhance its own knowledge and systems, but most importantly, it provided the opportunity to develop the next generation of road builders,” Mr Henneveld said. “The project has proved to be an ideal training ground, enabling very experienced Main Roads employees to share their experience and knowledge with 26 Main Roads cadets, trainees and graduates. “I am extremely pleased to say it has been a success in setting the benchmark for future projects and it is my goal to undertake many more directly managed projects in the years ahead. “I would like to thank and congratulate everyone who has worked on this project and you should all feel very proud,” he said. Following a traditional Welcome to Country by Yued Elder, Charlie Shaw and speeches by the Premier, Hon Colin Barnett, Transport Minister, Hon Simon O’Brien and Dandaragan Shire President, Shane Love, a plaque was unveiled and the road officially opened with a ribbon cutting.

The Lancelin-Cervantes Stage 2 Project involved the construction of 56 km of sealed road linking Lancelin to Cervantes, providing the final section of Indian Ocean Drive linking Perth to Dongara. The Project commenced in May 2008 and was originally scheduled for completion mid-2011. However the project team have done an outstanding job and completed the project well in advance – nearly nine months

ahead of schedule. There were also considerable costs savings on the project, which allowed for the construction of an additional 20 km of side roads and improvement works on 9 km of Pinnacles Drive. Six stopping places along the 56 km route have also been provided to encourage road users not to drive when fatigued.

In partnership with the DEC and as an offset to the road traversing two Nature Reserves and a National Park, Main Roads WA constructed and funded the Nilgen Lookout; a viewing platform from a high point south of the Lancelin Defence Training Area.

HUME ALLIANCE CONSTRUCTS IMPORTANT TARCUTTA BYPASS

W

ORK is now well underway on the $290 million Tarcutta bypass, a vital project funded through the Australian Government’s Nation Building Program. Tarcutta is one of the last three townships on the Hume Highway to be bypassed after which, the Hume highway will have been transformed into a four lane divided carriageway along its 807 kilometre length between Sydney and Melbourne. Design and construction of the important Tarcutta bypass was awarded to the Tarcutta Hume Alliance (THA) in April 2009. The Alliance comprises the NSW Road Traffic Authority (RTA), Leighton Contractors, AECOM, Coffey Partners and SMEC. The Alliance unites a powerful team featuring some of Australia’s leading design and construction companies and it’s anticipated that the Tarcutta bypass will be completed by December 2011.

The bypass involves the construction of approximately 7 kilometres of dual carriageway located to the west of the village of Tarcutta. The new bypass will re-connect with the Hume Highway to the north and south of the village. The route taken by the new bypass is generally over flat terrain, however there are ten bridges to be constructed to allow the bypass to cross the floodplain to the north and south of the project. Bridge construction will include twin bridges over Tarcutta and Keajura creeks. A northern interchange will be constructed near Mate Street incorporating northbound on-load and southbound offload graded ramps. At the other end of the bypass, a southern interchange will be built near Humula Road with northbound off-load and southbound on-load graded ramps. Part of the design includes a local service road to access properties to the west of the highway between the northern interchange and Tarcutta. The new bypass will remove heavy vehicles from the residential and shopping

For interstate motorists the new bypass will further reduce travel time between Melbourne and Sydney, already a much more efficient and safer trip with all but 21 kilometres of the Hume Highway already upgraded to dual carriageway.

RIGOROUS DESIGN STAGE GUIDES CONSTRUCTION As in any project, pre-planning is always critical. The Tarcutta bypass design stage was no exception and it was an extremely disciplined and comprehensive process. In April 2009 the Tarcutta Hume Alliance committed the combined resources of a multi-skilled team of 40 highly qualified personnel to the task. The design stage considered all engineering aspects, environmental

concerns and issues related to the local social and economic impact of both the construction process and outcome. For the design engineers it was a busy time as they covered 10 bridge design options, placements, lengths and sizes and the capacity to cater for 850,000 cubic metres of cut to fill earthworks.

PROJECT FACES ENVIRONMENTAL & HERITAGE CHALLENGE During the planning stage prior to the Alliance, the RTA carefully considered the many environmental and heritage challenges. An environmental assessment was developed as part of the process to assist in identifying constraints and how they would be managed. It was an indepth process which also determined whether the bypass would be constructed to the west or to the east. An option to the west was selected as the preferred route based on local geometric

and topographical considerations. It would also have minimal impact on Aboriginal heritage and other environmental concerns. The route to the west also assisted in reducing the impact of the bypass on surrounding properties and still allows the road to be built in close proximity to the existing village. This was an important aspect because it enabled ongoing transportation links to be maintained to the Tarcutta village, while still providing a better quality of life for residents and businesses in the area. The design stage by the Alliance benefited environmentally from the initial erosion and sedimentation control plans which were designed alongside the concept plan. This ensured special attention was given across all areas of the project and to its execution. The management of complex drainage systems was a key concern along with ensuring that piling impacts were minimised on the water course. There were also a number of temporary and permanent water basins to safeguard. The impact of what was to be a heavy haul road through an area of old tree vegetation needed to be minimised. The Alliance was committed to protecting the original forestation of the area so the team consulted with horticultural experts and conducted a program to monitor the environment to safeguard important flora and fauna. The team also placed around 100 nest boxes across the construction route and installed sensitively placed squirrel glider poles.

the lead up to receiving planning approval for the project. The RTA wanted to ensure the bypass route would provide maximum benefit for those who live and work in the Tarcutta area. This two-way relationship has continued under the Tarcutta Hume Alliance and the project team is extremely sensitive to the needs of the local community by providing as much information as possible, including certainty in planning and delivery timeframes. This was an important stage in the development and design of the bypass. By cultivating good relationships with all the landowners the Alliance team was able to negotiate access to properties substantially

earlier than was otherwise likely. It allowed the team to maximise efficiency in terms of planning and site preparation. Ongoing consultation during the construction process itself is equally important and the Alliance continues to proactively manage issues early and effectively. Ongoing feedback from local landowners and the broader community is appreciated in ensuring the overall success of this vital project.

To ensure all project supply expectations are met Boral Cement has provided; significant on site storage capacity and has specifically allocated staff to the project along with project specific management expertise and a modern and expanding fleet. This system is again being used on the Tarcutta Hume Alliance project to ensure compliance with all regulations along with our commitment to on time deliveries. Not only has Boral Cement supplied product to the Northern Hume Alliance

recently, but also the Coolac Bypass and Southern Hume Alliance all of which where supplied concurrently. Whilst this provided a challenge, Boral Cement was able to fulfil all clients’ requirements increasing our fleet capability to match demand. At the centre of Boral Cement’s ability to service projects such as the Tarcutta Hume Alliance is the understanding of the requirements of the project combined with forward thinking in planning and resourcing for the project demands. Since formation of the Alliance, there has been regular integrated planning sessions involving all Alliance partners. The focus of these sessions is to further refine and coordinate all major project milestones such as drainage, earthworks, environmental concerns, and bridge and road construction. The emphasis is clearly on teamwork and the instigation of a disciplined construction process. To date it has worked extremely well, and various initiatives have already been adopted and applied. For instance, the onsite laboratory was re-designed to improve ongoing testing efficiency. Piling platforms also came under review in order to obtain the optimal design solution. A detailed constructability review identified initiatives to remove double handling, reduce safety hazards and return cost savings to the project. The collaborative approach extended beyond the immediate Alliance partners in an effort to utilise local contractors. In one example relating to a particular local pre-cast firm, Leighton was able to utilise the company while assisting it to gain prequalified status and skills training. This enabled the pre-cast company to conform to RTA specifications and provides an opportunity for the company to supply product in future projects. Overall, completion of the duplication of the 807 kilometres of the Hume Highway will be of great benefit to all motorists and the many freight companies that use this vital road transport link between the two largest cities in Australia.

HE concrete selected for road pavement and bridge construction on the Tarcutta Bypass project for the Tarcutta Hume Alliance was not your everyday concrete. Design of road and bridge pavement mix concrete is a complex and sophisticated science. The concrete must be durable enough to withstand the required loads and expected impact loading for the life of the structure. Concrete designers look at the potential traffic loading requirements levels and then design a concrete mix based on the project specific operational life factors. The selection and blending of crucial mix ingredients is a vital part of concretes overall performance. Generally, concrete roads are required to be maintenance free for at least 30- 40 years. Getting the design absolutely right is often a one-time event with no second chances if the concrete is not the correct fit for the project. In any pre-construction evaluation, the Engineers must focus their attention on the performance of the cement and/or supplementary cementitious materials (SCM’s) in the hydration process. The hydration process is the critical chemical reaction between the cement, or SCM’s, and the water. Hydration determines how long the concrete will take to develop strength and what the ultimate strengths will be when the highway is open for use. Controlling hydration is the vital factor in getting it right the first time. This interaction between the cement, (and SCM’s), and water is controlled through the use of chemical admixtures. Admixtures allow the concrete design practitioner to manage and control the hydration activity. Admixtures essentially provide the concrete paving designer with three key functions; 1. The ability to control the hydration process. 2. To provide the concrete with the right workability for the appropriate placement method, usually a slip-form paving machine, (In pavement concrete, the material needs to be workable, yet sufficiently stiff to stand up under its own weight). 3. To ensure that concrete sets under conditions of variable temperatures and conditions. The concrete needs to set in a time frame that support the critical

concrete saw cutting activities. GRACE admixtures have been used on concrete roads and bridge works for well over 60 years in Australia. While products such as Daratard® and Darex® AEA have been industry benchmark products on many of our major infrastructure projects, admixture technology has come a long way. Jemena electricity crews rise to the challenge J

EMENA is renowned for solving challenging problems so it’s no surprise its Victorian electricity workers successfully joined two electrical cables under Melbourne’s Western Ring Rd. The team had to bore through approximately 100 metres of solid rock under the road using a horizontal boring machine. Paul Cleave, Senior Project Manager, said successful completion of the project will help meet increased electricity demand in the suburbs of Gowanbrae and Gladstone Park, in Victoria’s Western suburbs. “Boring under a major arterial road is not an easy task because there was a chance the boring machine would push the rock up through the surface of the road. To minimise this risk, most of the boring occurred overnight and traffic management was put in place to close some of the traffic lanes. A lot of planning took place to ensure this work was carried out smoothly,” Paul said. “We also had to ensure we didn’t hit existing infrastructure including water and drainage pipes and telecommunications lines. To do that, a laser guided drilling head was used to track the position of the bore.” The project required detailed planning and consultation with various stakeholders including VicRoads and local councils to ensure the work was completed safely and with minimal traffic disruption.

Federal Updates on Road Infrastructure Projects from the Office of Federal Minister for Infrastructure and Transport, Anthony Albanese Economic Stimulus: Passing Loop at Tintinara Completed

HE modernisation of the East West rail corridor continues, with the upgrade of the passing loop at Tintinara on the line between Melbourne and Adelaide now completed. Funded as part of the Gillard Labor Government’s Economic Stimulus Plan, the $5.4 million project involved extending the existing loop by 800 metres to cater for longer trains as well as installing mainline turnouts and new signalling technology. Federal Infrastructure and Transport Minister Anthony Albanese said in addition to the one near Tintinara, the Australian Rail Track Corporation (ARTC) received stimulus money to extend and upgrade another six passing loop on the line between Melbourne and Adelaide (see attached map). “In less than two years the ARTC has completed two of these projects, with work

well advanced on four others,” said Mr Albanese. “As well as supporting jobs and businesses during the global recession, our unprecedented investment in the nation’s rail infrastructure is helping to build a modern, prosperous Australia. “The Gillard Labor Government is investing more in rail over the next 12 months than our predecessors did during their 12 years in office.”

ARTC CEO David Marchant said the modernisation of the East West corridor was progressing well, with completion of the seven new longer passing loops expected to further cut transit times, expand the line’s capacity and make rail even more competitive. “The upgrade of the passing loop at Tintinara is another important step forward for ARTC in improving the East West corridor, cutting transit times and increasing line capacity between capital cities,” Mr

EGIONAL Rail Link will transform Footscray Station into one of Melbourne’s busiest and most modern train stations with two new platforms and tracks, an extended footbridge, and new escalators connecting to all platforms to cater for increased train services. Federal Minister for Transport and Infrastructure, Anthony Albanese, said works packages released today for major construction between Sunshine and Footscray would deliver major improvements for Melbourne’s busiest suburban train station. “Footscray handles more than 11,000 passenger boardings everyday and this is expected to increase even further with major commercial developments planned in the Footscray Central Activities District and a rise in train services. “The $4.3 billion Regional Rail Link will deliver extra services on the Werribee, Sydenham, Geelong, Ballarat and Bendigo lines – all running through Footscray Station. Key features of the Regional Rail Link works at Footscray Station include: • Escalators from the main entrance on Irving Street to the footbridge; • Escalators from the footbridge to all platforms; • An extended footbridge and two new tracks and platforms; and • A lift to cater for the new platforms and upgrades to station amenities. Victorian Public Transport Minister Martin Pakula said Regional Rail Link would deliver major capacity improvements across V/Line and the metropolitan train network.

“More people than ever before are travelling on Victoria’s rail system and Footscray is a major junction for regional and suburban trains,” Mr Pakula said. “It is crucial that we deliver infrastructure to keep up with growing demand and Regional Rail Link is truly a nation building project with the Gillard Labor Government committing $3.2 billion to the project.” Member for Footscray Marsh Thomson said the Brumby Labor Government and the project team had listened to the community’s views for escalators at the station. “With so many trains passing through the station and so many people needing to switch platforms, the introduction of escalators will provide an alternative to the stairs and lifts for the large number of people using one of Melbourne’s busiest stations,” Ms Thomson said. “Footscray is going gangbusters and the new station upgrade really reflects the rise and importance of the west and Footscray as the dynamic centre of the west.” City of Maribyrnong Mayor Sel Sanli said the construction of escalators would be a great outcome for the community. “Only a few years ago we had a rickety wooden footbridge at the station – now we have a modern architectural footbridge and soon we will be getting state-of-the-art escalators reflecting our status as a major central activities centre,” Cr Sanli said. “The west of Melbourne is entering a very exciting time and it is fantastic to see this investment by the Federal and Victorian Governments pouring into Footscray.”

Marchant said. “The investment we’re making is also been good news for the wider community. Not only has it create jobs in the short term, it will also allow more freight to be transported by rail – which overtime means fewer trucks on our roads.” Every 1,500 metre train can carry as much freight as 100 semi-trailers. The project was delivered by ARTC Service’s Company in partnership with Transfield.

HE final step in a major upgrade to Mackay’s southern approaches is a step closer, after tenders for the Stage 3 of the project on the Bruce Highway were advertised recently. Federal Minister for Infrastructure and Transport, Anthony Albanese, said Stage 3 involved duplication of the Bruce Highway south of Mackay from Temples Lane to Farrellys Road. “This is the final stage in a $50 million upgrade to the southern approach to Mackay, and forms part of the Federal Government’s $2.6 billion investment in the Bruce Highway through the Nation Building Program.” “As well as increasing capacity with two extra traffic lanes, the project also includes the installation of traffic signals at Temples Lane intersection and construction of a roundabout at the Stockroute Road intersection. “The end result will be a safer, smoother and less congested ride for motorists along this route,” Mr Albanese said. Queensland Main Roads Minister Craig Wallace said his department was delivering the project on behalf of the Federal Government. “We have already completed duplication works on the highway between Farrellys Road and Boundary Road, and the upgrade of the busy City Gates intersection has just got underway,” Mr Wallace said. “These works are the final piece of the

T might be a new kid on the block but at the fledgling age of two years old, the Traffic Management Association of Queensland Inc (TMAQ) has turned the Queensland industry on its ear. Established in 2008 and motivated by safety, quality and levelling the playing field in the industry in Queensland, the TMAQ has been pivotal to the implementation of the Queensland Traffic Control Registration Scheme introduced in June this year. The TMAQ worked in partnership with the Department of Transport and Main Roads (DTMR) and the Australian Worker’s Union (AWU) to propose and assist with advice on the Registration Scheme. TMAQ President Dan Crowley said the industry welcomed the changes to the way tendering and work on roads would be represented in future within the state. “Quality, safety, financial viability and employment agreements will all come under scrutiny as traffic control businesses apply for registration with the DTMR to work on roads in Queensland,” said Mr Crowley. “Our initial proposal to the Minister for Transport Craig Wallace was largely based on the Vic Roads prequalification model. TMAQ provided a detailed submission to the Commissioner and the Minister for Main Roads and fully supports the Registration System’s implementation. And now, our Queensland model has now taken on a life of its own,” he said. Mr Crowley noted that without the input of all TMAQ members the proposal to Government for the Registration system may not have been implemented. “We are pleased that a prequalification has become mandatory for Traffic Control businesses to ensure benchmarks are met in terms of safety, industrial relations and training for Traffic Controllers throughout Queensland,’ he said.

Mr Crowley said that TMAQ already had a strong working relationship with the Department of Transport and Main Roads and that TMAQ had lobbied heavily for a state wide industry audit scheduled for October this year implemented by the Fair Work Ombudsman. TMAQ also provides professional advice to State and Local governments to ensure modernisation and harmonisation of Traffic Control regulation. The TMAQ quarterly newsletter, ‘Arrowboard’ is available through the website and suppliers and traffic control businesses are encouraged to apply for membership. TMAQ members have been members on

the Commissioner Don Brown taskforce which finalised its recommendations for the Queensland Traffic Control industry in June this year and remain representatives of the Working Party for training and development initiatives within the industry. TMAQ represents the Traffic Control industry in Queensland and is the voice of leadership for nationalisation and harmonisation of wages under the Modern Award Civil Construction rates and conditions and national safety and licensing of traffic controllers. “The TMAQs involvement in these projects will continue within Queensland and together with other states Traffic Management Associations we will target a national focus under the current federal government for initiatives in training and recognition and industry career pathing. “With the prediction of decades of future infrastructure and road works, this industry is pivotal to the development of the country,” he said. RAFFIC Management companies in NSW recently gathered to discuss the finer details for the Traffic Management Association of New South Wales (TMAN) which was recently incorporated in that state. TMAN will operate in a similar fashion to the traffic management industry bodies operating in Queensland and Victoria, undertaking lobbying and industry representative tasks on behalf of members, and serving as a conduit for discussions with the RTA and other government departments, statutory bodies and industry stakeholders. Any business directly engaged in the provision of Traffic Management or Traffic Control services to clients in NSW who are currently registered as a category G contractor with the RTA will be eligible to apply to join the association. Traffic Management Feature Worksite Safety First

W

ORKSITE safety and dealing with state and local governments is a major issue for the Traffic Management Industry Association of Victoria Inc (TMIAV). The State Government has recently proclaimed a new edition of the Code of Practice for Worksite Safety - Traffic Management and TMIAV is currently discussing with VicRoads the practical (on road) implementation of the Code. TMIAV was formed in 2002 to represent the interests of the industry and whilst its initial focus was on industrial relations it soon widened its role to address other areas of industry representation, training and the provision of information and networking for members. TMIAV industry representation has involved working closely with VicRoads, Worksafe Victoria and the Government Reference Group on Roadside Safety (all

stakeholders). The establishment of a prequalification scheme for traffic management contractors was a key milestone for TMIAV and we worked closely with VicRoads over a number of years prior to the scheme commencing in 2008. There are two categories of prequalification – Traffic Guidance Scheme and Traffic Management Plans. Now that the scheme is bedded down we are reviewing its operation – again with an emphasis on safety – and will be discussing with VicRoads our ideas for enhancing the scheme. TMIAV also has a longstanding interest in standards development and was the only traffic management organisation directly represented on the Standards Australia committee that new standard for Traffic Control at Roadworks (AS1742.3:2009). TMIAV works closely with other stakeholders – in particular AWU, CCF, MWOA – to address matters of mutual interest. Training and in particular the quality of training delivery by registered training organisations is an ongoing issue and TMIAV will be working with through the Government Reference Group and Skills Victoria to address training issues in 2011. GlobalTM a Growing Force in Traffic Management GlobalTM was established in 2002 with its headquarters located in Shepparton, Victoria. shotcrete works on the upcoming Gold Coast Rapid Transit Rail project for Leighton Contractors at the Gold Coast University Hospital station. Upcoming projects include the RTAPermanent Anchor works to the landslip remedial on Waterfall Way at Dorrigo Mountain in Northern New South Wales for Civil Team, for which TRA will be using one of its specialist excavator drill rigs to enable drilling of anchors over the side of the mountain back underneath the road. TEAM Rock Anchors has an industryleading plant and equipment department that provides fully-serviced, top-of-the-range

and innovative machinery to the workforce to efficient and safe delivery of rock anchor and shotcrete works to its clients. Pride of the fleet are TRA’s arsenal of excavator drill rigs, of which there are 6 no. ranging in size from 1.5 to 33 tonne, and capable of a drilling reach of up to 11m from ground level. All of TEAM’s excavator rigs were devised & developed internally with external certification of the new configurations. TRA also has 3 no. front-line production drill rigs, including the peerless rotary / tophead Atlas Copco CM780 and 2 no. ECM 660s, as well as 3 no. rotary Soilmec machines, capable of drilling 50m + deep holes and up to 300mm diameter. A recent addition to the fleet is the “Phoenix” GD machine, specially developed to drill self-drilling hollow-rod bar anchors and whose first project was the Brisbane City Hall Redevelopment. The Phoenix shall be capable of drilling hollow-rod micropiles on upcoming infrastructure projects. TEAM also incorporates a concrete pumping operation, TEAM Pump ‘N Spray which is able to service the vast majority of TEAM Rock Anchors shotcrete workload, in addition to external works for other clients.

TPNS’s quality of service and finish is much-requested amongst any of our current projects. TPNS will soon also have an accelerator-application set-up to add to its range of capabilities, allowing it to spray high-slump shotcrete in tunnels or surfaces above the vertical. IKE Engineering Principal, Barry Pike’s own curriculum vitae could well be a highlight reel depicting major landmark, civil infrastructure projects in NSW. Federal Updates on Road Infrastructure Projects from the Office of Federal Minister for Infrastructure and Transport, Anthony Albanese BETTER REST AREAS AND SAFER ROADS FOR VICTORIAN TRUCK DRIVERS

VER the coming months six rest areas along the Hume Freeway will be rebuilt and seven bridges within the Green Triangle made strong enough to carry bigger, heavier vehicles. Federal Infrastructure and Transport Minister Anthony Albanese said the projects will be funded as part of the second and final round of the Gillard Labor Government’s $70 million Heavy Vehicle Safety and Productivity Program. “The bridge strengthening projects will cut time and distance off the journeys of many truck drivers and the upgraded rest areas will provide safe, modern places at which they can take a break or catch up on their sleep,” said Mr Albanese. “Since coming to office, we’ve been working with the trucking industry, as well as the states and territories, to address the lack of roadside facilities and open up more of the nation’s road network to trucks – actions which will make the industry safer and more productive. “In the years ahead, drivers will also benefit from the unprecedented investment we’re making in the nation’s highways as well as the 2013 introduction of one set of nationwide heavy vehicle laws.” The $8.19 million in Federal funding for the projects within the Green Triangle and along the Hume Freeway supplement the $11 million already committed by the Brumby Labor Government. Victorian Roads and Ports Minister Tim Pallas said the Green Triangle region in the State’s south-west had national economic significance, with large quantities of freight transiting through it, including valuable exports destine for the Port of Portland. “The jointly funded package of works

The strategy doesn’t solely rely on creating new rest stops, but looks strategically at improving existing rest stops, promoting intown facilities, addressing drivers’ needs and encouraging drivers to plan their rest stops before setting out. Nationwide, the Heavy Vehicle Safety and Productivity Program has so far built 34 new and rebuilt 59 existing rest stops. It has also funded 15 bridge strengthening projects and 14 warning sign projects.

MELBOURNE’S ‘MISSING LINK’ RAIL PROJECT COMPLETED A

NOTHER major milestone in the modernisation of the nation’s rail infrastructure has been reached with the completion of the ‘Missing Link’ project which improves the connection between the Port of Melbourne and the interstate freight network. Federal Infrastructure and Transport Minister Anthony Albanese said the final stage to the project involved duplicating the dual gauge track between Sims Street Junction and the Port, building 18 new turnouts, installing new signalling and completely reconstructing the Melbourne Operations Terminal. “I congratulate the Australian Rail Track Corporation on a job well done, with the

completion of this upgrade expected to reduce transit times and take the pressure off the City’s roads,” said Mr Albanese. “From the outset Federal Labor’s mission has been to rebuild our nation’s rail infrastructure so it can better support the enterprise, innovation and international competitiveness of the Australian economy. “Indeed we’re undertaking the biggest federally funded capital works program since the Fisher Labor Government built the transcontinental railway almost a century ago.” As well as duplicating the line between the Port and the interstate rail network, the ARTC has also built a new line between North Dynon and the Port. Together these

works represent a significant investment by both the Australian ($20 million) and Victorian ($13.3 million) governments as well as the ARTC ($6.5 million). Victorian Public Transport Minister Martin Pakula said the completion of this major upgrade in and around the Port of Melbourne will have spin off benefits for the City’s urban rail network. “In short the new and duplicated rail lines will allow both passenger and freight traffic to coexist in a more efficient manner than was previously the case,” said Mr Pakula. ARTC CEO David Marchant explained the Missing Link project has delivered one of the most significant improvements to the interstate rail network in many years.

“Over the past two years we’ve been undertaking a landmark infrastructure upgrade which will greatly improve the efficiency of freight movements into and out of the Port precinct,” said Mr Marchant. “The new rail infrastructure will pave the way for a more flexible operating environment at South Dynon and increase yield, capacity, efficiency and reliability of the rail network. “In simple terms it will allow more freight to be moved faster.” The project was delivered by the ARTC and its partners South Improvement Alliance (SIA) consisting of John Holland Pty Ltd, MVM Pty Ltd and O’Donnell Griffin Pty Ltd.
