Parque EXPO’ 98 S.A. was created to conceive and implement the World Exposition of 1998 and redevelop part of eastern riverfront of the city of Lisbon. Since then it has become a company with the unrivalled competence in spatial organisation and urban and environmental redevelopment in the country, representing an exclusive brand in the creation of sustainable, rehabilitated and socially cohesive territories. Always with a clear public perspective, its mission is to bring about a change in the territory and to promote the quality of urban life and the competitivity of the cities it works on. In fact, Parque das Naçþes, a remarkable project which has become an international case study on urban regeneration and revitalization, granted the company a level of technical and managerial know-how that would stand in good stead for the future. And it was this that led the Portuguese State to appoint Parque EXPO to draw up the strategic plans for the Polis Programme and for its management in many of the cities where it was implemented. This program led to major changes in the way of thinking and acting on the territory and also represented the start of a new stage of work for Parque EXPO. Today, and increasingly, the company invests its competences, capacity for innovation, operational resources and advanced technologies in pursuing integrated rehabilitation solutions, and the studies and projects it develops have contributed not only towards improving urban environments but also to boosting the competitivity of the Portuguese urban system. From the north to the south of the country, and from a conceptual and operational point of view, it pursues a policy which focuses on very diverse cases, from blighted urban centres to obsolete industrial zones, including run-down public buildings and heritage sites, abandoned waterfronts or even networks of cities and regions which lack a broader vision.


Alongside this acclaimed work in Portugal, its experience in interventions on major strategic projects and its capacity to articulate the diverse facets of sustained development in an integrated manner have gained it recognition abroad. Currently, Parque EXPO has the necessary conditions to reflect on and recreate cities of the 21st century not only in Portugal, but all over the world, as proven by the company’s recent, but solid and authenticated, international experience. Underlying the results it has achieved is a vast, multi-disciplinary team, made up from highly qualified technical staff organised under a flexible structure capable of managing the most ambitious projects, always in close articulation with the local authorities and the diverse public and private entities involved. Parque EXPO wants, now and in the future, to continue to invest in an innovative process of rehabilitation and revitalization to meet its upcoming urban challenges and to add many other projects to those presented in the following pages, always aiming at the highest standards of performance and quality which make it the only company in Portugal and one of the few in Europe to be certified for the prospection, conception and management of urban renewal projects. The universe of its corporate group also includes entities exclusively geared for the management and operation of a wide range of equipment, created within the context of the EXPO’98 but which meanwhile have become autonomous in business terms, namely the Pavilhão Atlântico (multi-use pavilion), the Oceanário de Lisboa (Lisbon’s Oceanarium) and the Marina do Parque das Nações (Marina).

Parque EXPO’s mission is to promote the quality of urban life and territorial competitivity. In carrying out its mission, the company prepares and executes urban and environmental renewal plans which act on the main environmental, socio-cultural and economic characteristics of a territory, in an integrated approach, in order to help it achieve sustainable development. The product created by Parque EXPO is the sustainable city, placing particular emphasis on the stages of the value chain which commence with the analysis of the decisive areas of the urban development strategy and the detection of opportunities. All of this involves urban planning, the definition of the model of urban structure, infrastructuring, the conception and execution of the public spaces, concluding with the placement on the market of high quality urban land. Parque EXPO assumes the role of an instrument in the implementation of public spatial planning policies and in the revitalization of cities, also acting as a platform of articulation with private initiative.

Arising from its mission, its intervention strategies and from the territories which for Parque EXPO are of special interest, its main customers, in general terms, are the following: .. Atlântico, S.A. is a state-owned company within the Parque EXPO Group, the principal objective of which is to affirm itself as a leading organization in the national and international market in the areas of venue management and the integrated top-quality provision of support services for holding events. To attain this strategic positioning, Atlântico, S.A. has four main strategic objectives: .. To optimise the operation of the spaces under management by holding more and better events; .. To extend its management competences to new spaces; .. To increase the provision of specialised services to spaces and organisers of events; .. To explore new areas of opportunity through the development of new businesses, which reinforce its positioning.

Currently, this company has under its responsibility the management and operation of two anchor units in the Parque das Nações: .. Pavilhão Atlântico – national reference as a multi-use arena which annually hosts an average of 80 events of a very wide variety to around 400 thousand people; .. Pavilhão de Portugal – am emblematic building of the EXPO’98, which has hosted prestigious institutional events and where a new exposition will soon be installed. Atlântico, S.A. is also preparing to extend its activity to new spaces of reference. Under the Palácio de Cristal /Rosa Mota Pavilion project in consortium with AEP - Portuguese Entrepeneurial Association, the Coliseu do Porto Friends Association and Parque Expo 98, S.A., the Atlântico has been involved right from its conception to its future operation. Furthermore, the Atlântico is studying fresh opportunities, among which is the concept for a future Events Plaza in the North part of the Parque das Nações.

The company’s strategic objectives are steered by its primordial commitment to satisfy the customer, through the company’s mission: to contribute towards the success and maximization of the results of its customers’ events, through the top-quality, integrated provision of services in the spaces it manages, on a sustained basis. In 2008 Atlântico, S.A. created Blueticket – Serviços de Bilhética, S.A., 100% held by this Company, which currently represents one of the main ticketing operators on the market, selling more than 1.5 million tickets for shows of all types per year. It is also the most complete integrated partner for ticketing management for cultural spaces and promoters, offering a wide range of high quality services to support events, from sales management to providing and operating ticketing solutions and equipment and access control systems, including consultancy and technical assistance or the production of tickets.

The Pavilhão Atlântico The idea of building the Pavilhão Atlântico came up during the first discussions on the Lisbon World Exposition - EXPO’98. Contrary to other European cities, Lisbon did not have a multi-use venue to accommodate large shows, congresses and sports events which prevented Portugal from hosting indoor sports championships, large concerts held during the colder rainy months and major international congresses. This is why it was decided to build a multi-use venue in this new space in the city of Lisbon, thereby serving not only the population of the country’s largest metropolitan area, as well as of the entire country, given the proximity to the Estação do Oriente (transport hub) as well as to major highways. Although a pavilion with these characteristics was not totally essential for the EXPO’98, it was immediately understood that this moment was an excellent opportunity

to satisfy a need expressed both by local and central government. The configuration of the Pavilhão Atlântico resembles a spaceship, although its shape is also that of a horseshoe crab, a species that appeared 200 million years ago. A sea creature and spaceship combined, this format deserved a structure that would support it, both physically and symbolically. And that is how the idea of the ceiling supported by wooden beams came about, resembling the inverted framework of a sixteenth century sailing ship. The interior organization of the area was conceived to meet three main objectives: to minimize the visual impact of a large scale construction such as this, to maximise the rational use of energy and to simplify the entrance and departure of the public.

Comprising three integrated areas, all spaces are easily adapted to the needs and characteristics of each event. The Sala Atlântico (Atlântico Hall), a 5,200 square meter arena large enough to seat 12,500 people, houses all types of events with unique versatility and absolute success. The Sala Tejo (Tagus Hall), bathed in natural light, has an area of 2,200 m² prepared to cater to all kinds of ideas. The Business Centre, with its 100-seater auditorium and set of 11 completely independent rooms that can be transformed into one, can host smaller events. More recently, another space was added to the Pavilion, the Sala do Tratado de Lisboa (Lisbon Treaty Hall), with an area of 260 m² and a dazzling view of the River Tagus. After the EXPO’98, the Pavilhão Atlântico dedicated itself to hosting all kinds of events such as the presentation of products, from motor cars to technological equipment, meetings of national and international economic groups, openings and diverse functions for large congresses, expositions and trade fairs, banquets and special commemorations for companies.

Today, it is not going too far to state that the Pavilhão Atlântico is, really, the place for the major events of the country. Proof of this is the fact that this was the first arena of the EAA – European Arenas Association – to receive the Quality Certification NP EN ISO 9001:2008. In parallel with this, due to its architectural and operational characteristics, it merited the recognition of the International Olympic Committee and of the International Equipment Association in 2001, being awarded with the Gold Prize IOC/IAKS in the Category “Sports Equipment for International Events”. From 2004 to 2008 it won the Publituris Prizes in the category “Best Space for Congresses” and in 2007 and 2008 the prize “Best Multiuse Space” and “Best Space for Events”. Objectives To provide the city of Lisbon with cultural equipment for the future, a multiuse space with the capacity to hold large domestic and international events, converting the facilities built for the EXPO’98 for the benefit of the city and the Portuguese people.

: Marina do Parque das Nações, S.A. Marina do Parque das Nações, S.A. was created to promote the construction of the Parque das Nações’ recreation harbour and to operate and maintain the concession. Part of the Parque EXPO Group, Marina do Parque das Nações, S.A. helps to boost nautical tourism, taking advantage of the natural conditions of the Tagus estuary and the surroundings of the Parque das Nações, positioning it as a leading reference on the domestic market.

Parque das Nações marina Situated on the Tagus estuary, near to the airport and the main highway networks, the Parque das Nações Marina has easy access to the interior of the city, as well as to the typical cosmopolitan life of any European capital. With 602 mooring posts, it is a magnet for Portuguese and international visitors. Open to the public since 2009, the marina is a vantage point for discovering the multiple facets of the Tagus estuary while also breathing a new lease of life for the inhabitants of the “Parque”, recreating new leisure habits and allowing them to discover recreational sailing. Thanks to an investment of twelve million euros, this is therefore the first marina in Portugal to have a double sluice gate system to maintain the water level of the basins, adopting the solution of a semiopen marina, fitted with a water-level control device through an ante-port and sluice, which helps to overcome the constraints caused by the by the adverse conditions of tidal agitation, currents and silting.

It provides a wide range of repair, maintenance and dry dock services, besides the gantry, crane and ramp, fuelling quay, water distribution, electricity, internet, black water collection, professional assistance and permanent surveillance. It also offers well-prepared spaces for hosting large nautical events, mooring for cruisers or large historical vessels and also a support area for land-based events. Also available are sailing schools, maritime tourism and charter companies, complementing a top quality, integrated and complete tourist service. The emblematic Nau Building is a major support structure to the marina and its customers, offering an area of 5,000 m2 of shops and terraces, with a total of 40 establishments, most of which are restaurants or stores providing sea-faring support as well as touristic services, travel agencies, rent-a-car and cruise charters.

Following the evolving trend of modern aquariums, Oceanário de Lisboa, S.A. continually develops didactic activities related with the oceans, their inhabitants, its mission and which approach today’s environmental challenges, collaborating with various institutions in scientific research projects, projects to conserve marine biodiversity and the sustainable development of the oceans. Oceanário de Lisboa, S.A.’s development strategy is to implement an Integrated Quality and Environment

Management System, as the first public aquarium in Europe to obtain Quality Certifications ISO 9001, 14001 and EMAS (Eco-Management and Audit Scheme). The company is preparing its expansion, with the construction of a new five-storey building with an area of 600 m² dedicated to temporary expositions, an auditorium, a refreshment zone built into the exposition route, a new visitor welcoming area and new rooms dedicated to the Education Program. Planned to open to the public in the first quarter of 2011, this new space will help to boost Oceanário de Lisboa’s ability to achieve its mission and raise visitor satisfaction even further through new expositions.

The Oceanário Oceanário de Lisboa is one of the largest public aquariums in Europe. Built as the emblematic pavilion of the EXPO’98, then called “Ocean’s Pavilion”, it was the “jewel in the crown” receiving 3,176,985 visitors during the exposition (a daily average of 24,068 people). Today, it is a leading urban asset in Lisbon and in the country and the fact that it is visited by around 1 million people a year makes it the most visited cultural venue in Portugal. The excellence of the exposition, together with the symbolism of the architecture of the buildings, makes the Oceanário a unique and unforgettable place. Two buildings, connected by a bridge, represent the boarding quay for a journey of discovery into the marine world. The main building surrounded by water, represents a ship ready to set sail. The support building also has its quota of symbology and its main façade boasts a panel of 55 thousand Portuguese tiles (azulejos) depicting strange sea creatures.

To visit Oceanário de Lisboa is a genuine exaltation of the senses. The impressive main tank, with around 5 million litres of water, represents the Global Ocean, housing over one hundred species from four oceans. Around it, four sea habitats are represented creating the illusion that the visitor is looking at just one aquarium and one ocean. There are two different levels when visiting the Oceanário: a land level and an underwater level, covering the habitat of the North Atlantic and the habitat of the tropical Indian Ocean, passing the coastal ridges of the Antarctic Ocean and the forest of giant algae of the temperate zones of the Pacific Ocean. Mission To recreate Nature in the midst of urban civilization, providing a theatrical encounter with the natural, wild world and to transform this experience into a means of raising awareness of the oceans by alerting people for the need to preserve a natural heritage by changing their habits and behaviour.

Conservation of the Oceans The Oceanário has collaborations with institutions and universities in scientific research and nature conservation projects, the main ones being projects involving the reproduction and conservation of marine species such as corals and sea horses, fresh water species such as the river lamprey and migratory species such as the European eel. Mention should also be made of support for a project to protect marine turtles and a project to manage protected marine areas in Portugal. Education programme With more than 40 different activities adapted to various objectives and pedagogical levels, this program makes the visitors the protagonists of the mission to conserve nature, the oceans and the planet where the activities come in a simples, fun and participative format for all publics and institutions. The education programme also reaches out to the whole country through the Oceanário “Shuttle”, a mobile environmental education project which takes the Oceanário’s mission almost to people’s doorstep free-of-charge.

: Parque das Nações The EXPO’98 legacy – the imagened city In 1991, Lisbon was chosen to be the stage for the last exposition of its kind – international and thematic – to be held in the 21st century, on the theme “The Oceans, Heritage for the Future” for what was then called the EXPO’98. From the outset, this process recognised the importance of turning the event of the EXPO’98 into a useful contribution for the city, for the country and for the international community, without wasting an investment of this nature and without repeating the example of other international expositions. The option to hold it in the eastern part of Lisbon, in a vast run-down and polluted area, met this objective. Antiquated industrial installations, petrol deposits, old military warehouses, an obsolete abattoir and even an open-air rubbish dump had to make way for a new concept of occupation of the space which, in the future, would help to return an important strip of territory situated on the banks of the river Tagus to the city of Lisbon. In fact, besides the zone where the event was held, the holding of the EXPO’98 helped to redevelop the whole eastern zone of the capital, by means of a profound operation of urban renewal and environmental redevelopment. The territory where this transformation took place, today known as Parque das Nações, underwent a series of tasks in a short space of time in order to regenerate 330 ha of land along 5 km of the Tagus waterfront. The Parque das Nações, which extends beyond the enclosure where the EXPO’98 was held (between 22 May and September 1998), reopened on 16 October of the same year – only two weeks later – as a place of universal use and enjoyment.

Parque EXPO was the company responsible for the whole process of putting on the EXPO’98 and the creation of the Parque das Nações. It was an extensive job to implement on the ground supported by robust and innovative urban planning, not only in terms of design, but also with regard to the regulatory aspects of the urbanization plan and the detailed plans implemented, as well as their adaptability to the circumstances of the real estate market, without compromising the underlying objectives and strategic criteria. In order to maximise the return on the investment necessary to bring about the EXPO’98, ephemeral infrastructures were reduced as much as possible and important urban equipment was created, which is fully operational today and perfectly integrated into the urban life of the city of Lisbon, the main ones being the Estação do Oriente (intermodal transport station), the Pavilhão Atlântico (multi-use pavilion), the Pavilhão do Conhecimento (pavilion of knowledge – living science museum), the Teatro Camões (theatre) and the Oceanário de Lisboa (Oceanarium). Offering a total of 110 hectares of green spaces, where the component of the landscape and the conception and management of green spaces is another of the exemplary aspects of this project, with special relevance for the Parque do Tejo (Tagus Park), the Jardim Garcia d’Orta, the Jardim da Água (water garden) or the Jardim das Ondas (wave garden), the Parque das Nações is noted for its excellent public space, enhanced by the quality of its urban design, wide pavements and attractive areas for circulation and simply being there, the excellence of its urban art and environmental quality. It is at once an area of recreation and leisure, a commercial zone, an exposition centre, and centre of culture and knowledge, visited, on average, by one million people every month, helping to boost tourism in the city of Lisbon.

The trendy residential areas are noted for their high architectural quality, ample and vibrant public space, with good accesses and for the progressive increase in the availability of proximity services and equipment, which helps to improve the quality of life. Fulfilling the established objectives, the areas intended for housing are highly dynamic, with predominantly young and well-educated occupants. The Parque das Nações is also an innovative tertiary hub where companies from the most varied of areas proliferate, including the head offices of multinationals, which operate alongside public administration services. Today, the Parque das Nações is a consolidated urban area where, according to opinion studies on the perception of the quality of life in the Parque das Nações, residents, workers and visitors claim a high level of satisfaction, namely enjoying most the quality of the green spaces and leisure zones, the degree of efficiency of its urban services and the innovative infrastructures associated to the urban project. This project reconfigured the competitive positioning of the eastern zone of the city of Lisbon within the region and has helped to build a modern and competitive image of the metropolis. With the implementation of this project, Parque EXPO was able to test and validate the importance of the adoption of mechanisms comprising:

.. Flexibility, both in the plans and management instruments of the interventions, and in the town planning solutions used; .. Innovation, in urban and architectonic projects, in the technical solutions adopted and in land management; .. Environmental sustainability, emphasising a pro-active attitude over the prevention and minimization of environmental impacts; .. Participation, through the involvement, in the various stages of the projects, of the diverse strata of the population and entities using the territory, thereby creating the conditions for further strengthening a strong local identity of a cohesive community; .. Nurturing vitality, because, in order to be sustainable, territories have to be lived in, dynamic and equipped with the capacity to reinvent and recreate themselves, namely through artistic and cultural manifestations. Parque EXPO has therefore brought about what is, probably, the most ambitious national project of urban renewal and environmental redevelopment of the century, serving as a model of efficiency in the realization of policies of urban regeneration and as an international case study.

: Urban concept A new urban centre Seeking to find a balance in the distribution between the various urban functions, so that the concepts of centrality and quality of life could be implemented, the urban design for the regeneration of the eastern zone of Lisbon, known today as the Parque das Nações, was based on two major factors: the creation of a new urban centre within the Metropolitan Area of Lisbon and the development of a high quality of urban life.

The town planning also sought to rationalise the consumption of energy, both through building design and the operation of a centralised hot and cold distribution system. This system, which runs on natural gas, takes care of the hot and cold water supply and satisfies the climatization needs of the buildings located in the Parque das Nações, with a high degree of energy efficiency compared with the classic systems normally used for the purpose.

To do so the zone had to be made to be multifunctional, involving all the fundamental urban functions housing, services, commerce and leisure – in such a way as to obtain a balanced way of life within a high quality urban space.

This redevelopment operation also implied the construction of a new access network, enabling various modes of transport to be combined together with major road and rail infrastructures (Vasco da Gama bridge, alternative route to the north-bound motorway, the Lisbon region inner ring-road, suburban railway lines, a metropolitan rail system, the city’s road network), which was further enhanced with the construction of an intermodal transport station, the Estação do Oriente.

Within this context, a network of underground technical galleries was created for the subterranean infrastructures, for the installation of fibre-optic telecommunications networks, the implementation of a pneumatic solid urban waste collection and transportation network, with selective collection and up to two containerization facilities for subsequent transportation to a regional collection station.

In terms of landscaping, a vast area was created for parks, green zones and public spaces, while safeguarding the more environmentally sensitive areas (around 110 ha). The interconnection between the urban space and the River Tagus, recovering a 5 Km long riverfront, was one of the main driving forces behind the project which aimed to create a high quality urban environment articulated with the full use and enjoyment of the green spaces and free use of the riverfront. To do so, preference was given to footpaths and cycle lanes near alongside the river, structures for cultural displays, restaurant areas and infrastructures for water sports, supported by the construction and operation of a marina. In order to turn this new “city space” into a permanently bustling, well-frequented area, a whole set of metropolitan equipment was built (urban anchors) which support the economic and social fabric of this space: the Lisbon Trade Fair Centre; the Oceanário de Lisboa (oceanarium); the Pavilhão Atlântico (multiuse pavilion); the Pavilhão de Portugal (Portugal pavilion); the Teatro Camões (theatre); the Pavilhão do

Conhecimento (pavilion of knowledge); the Estação do Oriente (intermodal transport hub) and the Parque do Tejo (Tagus green park). This operation was started in 1993 with the elaboration of a town planning plan for the whole territory which later led to six detailed plans which, altogether, consolidated the format of the proposed urban design. Objectives To turn the urban and environmental redevelopment project associated to the hosting of the EXPO’98 in Lisbon into a unique opportunity for the application of new concepts, especially in terms of man’s relationship with the urban and environmental context he finds himself in, adopting the best town planning techniques and solutions, combined with an integrated environmental strategy for the recovery and enhancement of an area which prior to this had been devoid of any environmental and urban value, returning it to the population and to the city.

: Public space A thematic concept, a powerful demonstration of creativity It is undeniable that the existent of a prior thematic concept formed a kind of instruction manual. This was essential for researching and defining what sort of multifaceted language should be used to communicate its essence: a new form of conceiving urban space, a new way of identifying the city through dialogue with its river, a fresh panorama of visual limits, the creation of a new urban landscape set into the context of a very old city.

and powerful demonstration of creativity got people talking, stimulating their likes and dislikes, imagination and sensitivity.

The public space is based on a very simple idea, a orthogonal structure, built around a longitudinal axis called Alameda dos Oceanos (Ocean Boulevard); and another, of dashing vision, which runs from the Estação do Oriente to the river, structuring that which, in a tribute to all the public squares or “rossios” of the city of Lisbon, is the Rossio dos Olivais.

Objectives

There is a leit motiv from the methodological point of view: from the design to the choice of materials, from signposting to urban art, from functionality to comfort: water and the oceans. The non-exuberant detail

And this, about which only a distracted visitor would have little to say, is immense: what else would create that feeling of well-being that attracts millions of people, week after week, month after month, to the Parque das Nações?

To turn a new zone of the city of Lisbon – the Parque das Nações – into a quality public space of leisure integrated into the urban area, geared towards making the most of a new and extensive riverfront as well as enhancing the articulation between the pedestrianised zones and the road network. In this new public space, the Doca dos Olivais (Olivais Dock), the site of Oceanário de Lisboa, acts as a structural element within this new city space.

: Parque do Tejo (Tagus green park) The Parque do Tejo occupies a riverside area on the right bank of the Tagus, with an area of around 90 hectares, running from the Torre Vasco da Gama (tower)to the south, to the River Trancão which forms its northern border. This park is a space natural, three-dimensional area with gardens full of diverse flora and fauna. It is a fantastic spot from which to observe the Tagus estuary (called the Mar da Palha or, literally, Sea of Straw) and its fauna. It is also a metropolitan park where people can practise a number of sports and leisure activities. The Parque do Tejo embodies the symbolic character of the whole urban rehabilitation operation applied to the Parque das Nações, given that it originated and is located on the site of an old rubbish tip, an old junkyard and several wasteland plots. Given its location on the banks of the Tagus River, the Park’s space was designed so that it could offer different types of visual and sensorial sceneries and transmit an idea of coherence and formal unity.

The park’s structure resulted from the combination of three elements: .. The shaping of the terrain – which is a structural element of the park. A three-dimensional, varied and cadenced landscape. These forms of shaping the terrain, the aeolic ones in particular, define an ecologic rhythm repeated throughout the park’s grounds, essentially by opposing southfacing gentle embankments with steeper ones facing north; .. Areas of plants and vegetation – the idea was to create a park for everyone’s enjoyment. The line that runs parallel to the river has a first strip of waterfront vegetation, poplars and ash-trees, corresponding to small plots in lower areas. Upstream there is a continuous strip of pine trees

behind which, and where the park becomes wider and further from the river we see the first signs of a more inland area where there is a section dominated by cork trees. At the same time, in the marshy areas, the objective was to reproduce the estuary’s vegetation, so that the species that live in it could find their natural habitat; .. System of pathways – this comprises a hierarchical network that defines a functional and autonomous structure. This solution enhances its picturesque aspect namely by creating visual corridors and establishing elevated observation platforms over the immense body of water and, inland, over the marshy areas and lawns, providing harmonious contrasts between texture and animation.

Objectives To create a vast park for human use and not just a garden, a park to provide comfort and enjoyment for human visitors, like a pure open air leisure area. Due to its location by the river and the environmental recovery of the land occupied by rubbish tips and junkyards, the park “gave the river back to the city”, turning this vast area into a lively and pleasant place for humans and other species.

: Urban redevelopment and environmental enhancement of cities programme Living the cities

The Polis Programme – Urban Redevelopment and Environmental Enhancement of Cities Programme – was created by the Ministry of the Environment and Spatial Planning (MAOT) in 20001, its main objective being to improve the quality of life in cities through the a series of urban redevelopment and environmental enhancement operations implemented through partnerships between local authorities and the central administration. Neither wishing nor able to be an instrument that could resolve all Portuguese cities’ environmental and urbanistic problems, the Polis Programme was conceived to have demonstrative effect of what could be changed in the environmental and urban panorama of the cities. In this way, it has helped to make urban centres more attractive and competitive as these are increasingly the drivers of local and regional development, consolidating and reinforcing the national urban system. Coming as part of a series of initiatives that were considered exemplary, the Polis Programme’s specific objectives were: .. To develop large integrated urban redevelopment operations with a major component of environmental engineering; .. To implement initiatives that would help to redevelop and revitalise urban centres and develop their multi-functionality;

To support other redevelopment initiatives which would improve the quality of the urban environment and enhance the presence of structural environmental features, such as riverfronts or coastal areas; .. To support initiatives aimed at increasing green zones, promoting pedestrianised areas and restricting motor traffic in urban centres. The Programme’s structure was based on four components, the main component of which was large integrated urban and environmental recovery interventions in cities. That involved the articulated execution of a variety of projects and mobilised the population in their execution. The innovation of this National Programme is in its concept – integrated and integrating detailed operations of territorial design – aimed at “improving the quality of life in the cities”, through the enhancement of their singular elements (rivers, seafronts, public squares and green parks) and projects to create, revitalise and refunctionalise spaces, thereby creating, new centralities within the cities. Parque EXPO was called by the MAOT to be involved in all stages of the development of the Polis Programme, from its conception to its implementation. In fact, and right at the outset, it was responsible for the elaboration of 22 strategic plans for integrated urban redevelopment and environmental enhancement operations in 22 cities from the north to the south of the country, namely: Agualva-Cacém, Albufeira, Aveiro, Beja, Bragança, Castelo Branco, Chaves, Coimbra, Costa da Caparica, Covilhã, Guarda, Leiria, Matosinhos, Portalegre, Setúbal, Silves, Tomar, Viana do Castelo, Vila Nova de Gaia, Vila do Conde, Vila Real and Viseu.

In this regard, Parque EXPO was responsible for the coordination of all the activities necessary to define the interventions to be carried out in each of the cities, for which it defined the intervention areas, the characterization studies to be performed, the structural projects to be executed, and the respective physical and financial planning. With the approval of the programme and of the strategic plans for the cities, the Polis Companies were set up, which were charged, in the very deed of incorporation, of committing to Parque EXPO the responsibility of taking care of its management and implementation in 10 cities, through the signing of an agency contract between the respective Polis Company and Parque EXPO. In this regard, Parque EXPO has undertaken the following activities: surveys (cartographic, registration and amoung), characterization studies (environmental, geological, hydrological), land expropriation and acquisition procedures, elaboration of detailed and urbanization plans; monitoring of final technical designs, realization of construction works and their supervision, development of a variety of communication and environmental awareness initiatives and also the administrative and financial management of the Company itself.

The Polis Programme involved a wide variety of initiatives, with Parque EXPO playing a major role in their implementation in the cities of Agualva-CacÊm, Albufeira, Castelo Branco, Coimbra, Costa da Caparica, Leiria, Matosinhos, Viana do Castelo, Vila Nova de Gaia and Viseu, by systematically ensuring that the urbanistic and environmental dimensions of the action taken were technically compatible and integrated. Overall, quite positive results were achieved, leading to a set of physical indicators which, given their relevance, should be highlighted: .. 28 detailed plans or urbanization plans were drawn up, all of which were subject to public discussion; .. More than 240 hectares of green areas were created or recovered and projects were developed along approximately 10 km of seafront and 27 km of riverfront; .. Around 1,176,000 m² of public space was redeveloped, around 77 km of foot and cycle paths were created and, giving priority to people rather than the motor car, importance was granted to the spatial organisation of car parking with the creation of 13,500 new car parking places.

: Coastline redevelopment and enhancement operations

The Polis Litoral (Polis Coastline) – Programme for Integrated Coastline Redevelopment and Enhancement Operations – was created by the Ministry of the Environment, Territorial Planning and Regional Development in 20081, with the objective of implementing a strategy of intervention in the coastal zone, aimed at the integrated and coordinated protection of the environment and enhancement of the landscape and which also included the sustainability and development of the economic activities in the respective regions. It was implemented by performing a number of redevelopment and enhancement operations in zones at risk and in run-down natural areas situated on the coast, in previously defined priority intervention areas amongst which were the Formosa estuary, Aveiro estuary, the North coast and the South-West Alentejo coast and the Vicentine coast, the latter being the most recent intervention area to be included in the Polis Coastline Programme. Public interest in the coastline redevelopment and enhancement operations was clearly acknowledged, and these aimed: .. To protect and redevelop the coastal zone, in order to defend the coastal region, promote the conservation of nature and biodiversity, the re-naturalization and restructuring of the zones of lagoon and the preservation of the natural heritage and landscape, all within an approach of sustainable management;

.. To protect and defend people, property and systems from natural risks; .. To promote the public use and enjoyment of the coast, through the redevelopment of bathing areas and of environmental and cultural heritage; .. To exploit environmental resources as a factor of competitivity, through the enhancement of the economic activities related to the coast’s resources and associating them to the preservation of these natural resources. In order to define the guidelines and strategic orientation of the Polis Coastline, the Ministry set up specific Working Groups for each of the priority intervention areas, each of which included Parque EXPO. In this regard, Parque EXPO was responsible for coordinating all of the activities necessary for the planning and conception of four strategic plans, which defined the areas for intervention and drew up the characterization studies, the operational strategies, the structural projects and the respective physical and financial planning. In order to put the set of interventions which comprised the Polis Coastline into operation, companies with exclusively public capital were created – Polis Litoral Companies – with a majority stake held by the State and a minority share held by the municipalities involved, the latter having the sole objective of executing the strategy defined for each of the interventions approved through the strategic plans.

In the legal diplomas which constituted the Polis Litoral Companies the State immediately appointed Parque EXPO as the entity with competence to take charge of the management and general coordination of the Polis operations, recognising it as a company capable of taking the pragmatic action which would perform the redevelopment interventions on the coast. Reinforcing its position as a company in the corporate sector of the State with a clear vocation for the management of integrated large-scale operations, Parque EXPO signed a contract with the four Polis Litoral Companies, covering the management and implementation of the interventions. In this context, it became responsible for developing the following activities: surveys (cartographic, registration, other), characterization studies (environmental, geological, hydrological, other), land expropriation and acquisition procedures, elaboration of detailed and urbanization plans; monitoring of final technical designs, realization of construction works and their supervision, development of a variety of communication and environmental awareness initiatives and also the administrative and financial management of the Company itself. The integrated coastline redevelopment and enhancement operations of the Formosa estuary, the South-west Alentejo coast and the Vicentine coast, Aveiro estuary and the North coast are currently in the management stage, covering 25% of the portuguese coast, besides 180 km of lagoon front and 35 km of estuary front.

The approval of the Water Law marks an important stage in the process of articulating the management of hydric resources and spatial planning, by transposing the Framework Directive on Water into national law, establishing the bases for the sustainable management of water resources and defining a new institutional model for the management of inland, transitional and coastal waters. Within a strategic context of enhancing water resources under a policy of sustainable development for the country, it is this Government’s intention to make good use of the experience gained in the Polis Programme and in the Polis Coastline Programme and to launch a Polis Rivers Programme for the redevelopment and enhancement of rivers. With this Programme it is intended to carry out a number of integrated operations of an inter-municipal nature on Portuguese rivers, with priority status, aimed at the conservation and rehabilitation of the watersheds and of riverside zones. The programme intends also, the riverbanks landspape improving, the urban redevelopment of riverside centres and the economic and social development of the respective communities. In general terms, the operations to be included in the Polis Rivers Programme involve the following objectives:

.. Protection and development of rivers, aimed at promoting the conservation of nature and biodiversity and the preservation of natural heritage and the landscape; .. Prevention of natural risks and defence of people, property and systems from these; .. Stimulation and enhancement of economic activities compatible with the biophysical values inherent to rivers from the perspective of local and regional competitivity; .. Motivation of people to enjoy rivers, supported by the enhancement of environmental and cultural heritage and the development or implantation of spaces intended for tourism and leisure; .. Development of riverside urban centres, creating lively spaces of quality. The Polis Rivers Programme, applies to the main typologies of rivers that characterise the national situation, or rather, the big national and/or cross-border rivers that form the main rivers basins, and small rivers or shorter water courses.

The interventions under the Polis Rivers Programme are eminently public in scope, forming instruments to articulate public policies and investments between different levels (central and municipal) and sectors of spatial administration, and which, given their integrated character, encourage private investment. This is a programme with an operative character, establishing models and specific management structures for each intervention. The time schedule of the interventions allowed for in the Polis Rivers is the short/ medium term, to be fully operational within a period of five years. Taking into account the broad diversity of characteristics of portuguese rivers, due to their different proportions and geographical insertion, the Polis Rivers Programme considers two different components: .. Component 1 – Integrated enhancement operations on the main national rivers (structural operations on the main river basins); .. Component 2 – Integrated enhancement interventions on small rivers (coastal rivers and streams, tributaries of large rivers and mountain rivers). The implementation of these operations under the Polis Rivers Programme, which are intended to be exemplary, include setting up solid and consequent partnerships between the central administration and the municipalities surrounding the course of

the river subject to intervention, in order to fulfil a common objective – to redevelop and enhance portuguese rivers. Given the territorial dimension and the entities involved, the interventions included in component 1 are implemented by public companies set up for this purpose with exclusively public capital, with the central administration of the State holding a majority stake and the respective local municipalities retaining a minority holding. Parque EXPO performs the management. The interventions included in component 2 of the programme involve simple operational models (contracts program, protocols, agreements, other) to be established between the Regional Water Management Boards and the respective local municipalities or other relevant local entities. The operations which make up this programme, in both components, are defined in strategic and operational framework plans, prepared with the technical support of Parque EXPO. In view of the environmental and economic sensitivity and the national importance of these resources, the conception of the interventions is articulated by the administrative entities with competence in this matter – the Regional Water Management Boards and the municipalities involved, within the respective territorial limits of operation.

This aims to conserve and rehabilitate the watersheds and the riverside zones, contemplating the landscaping of its banks, the redevelopment of riverside urban centres and the economic and social development of its communities. The vision laid out for the Tagus – A Living River, A Lively Place – is the motto for the development of a number of projects and actions aimed at creating a benchmark territory – enhancing its unique heritage, boosting economic, recreational and leisure activities and tourism, and ensuring its environmental value – promoting the Tagus as a factor of the identity and development of the region and of the country. Objectives .. The Tagus, a benchmark of environmental quality – the biophysical diversity in the Tagus valley lends it tremendous environmental wealth, which should be valued and preserved;

.. The Tagus, a place of economic development – enhancing and modernising the economic activities that directly depend on the river, that are essential for settling its population and for the dynamics of the existing landscape; particular highlight is given to improving tourist sites and services within a context of integrated and sustainable development; .. The Tagus, a place for socializing and leisure – redeveloping and revitalizing the riverside centres of the Tagus and promoting greater proximity between the main urban agglomerates and their river; .. The Tagus, natural and cultural heritage – enhancing and promoting the heritage (natural, historic and cultural) in order to reinforce the local identity and help to diversify its attraction as a tourist destination; .. The Tagus, a place of knowledge, innovation and education – promoting scientific research and the knowledge of the eco-systems, will foment adaptive management heavily based on technical and scientific knowledge; the promotion of

environmental education and knowledge of the natural and socio-economic values of the Tagus will contribute towards the recognition of the value of the Tagus Valley and to increase awareness of the need for its protection and enhancement; .. The Tagus, more controlled and navigable – making the river a joining and connecting factor between the various municipalities and the diverse activities, making it navigable along its course (by water or by land), is a project of change and modernity which will be the driver of development for the whole region.

: Urban redevelopment and spatial planning Projects for the Portuguese State and municipalities

In general, the projects included in this category are strategic framework studies carried out on regions, municipalities or cities, but which may also apply only to Historic centres or even to specific areas which require more urgent intervention. In general terms they aim to contribute towards urban redevelopment and revitalization, articulating the policies planned for the various sectors, namely housing, commerce, services, equipment, transports and infrastructures, public space and the environment. Alongside the physical intervention, the functional, social and even “symbolic” dimension of the territories is also considered, aimed at bolstering their vitality and identity, always from the perspective of improving the quality of life of their populations. As each territory has its own local and regional characteristics and dynamics, there can be no pre-established formula for the whole process, but rather an approach which is adapted to the characteristics, needs and potential of the case in question. It should be pointed out, above all, that underlying each project there is an integrated approach to the planning and intervention, which takes articulation with the surrounding territories into account, through a vision of the whole which sets out to contribute towards the development of sustainable and competitive territories. In the context of current urban trends, which increasingly lead to the extensive and disperse growth of the territory, historic centres have undergone a process of economic and population decline, losing the hegemony they once

held. Their weaknesses together with their outstanding role as symbols of their cities, spaces of identity and of reference, and with a unique historic, cultural and architectonic heritage, make them prime areas within the group of projects prepared by Parque EXPO, which strive to become multifunctional spaces, “living organisms” that are dynamic and not mere “city-museums”. Similarly, and mainly as a result of the impulse given by the Parque das Nações project, urban sea and river fronts constitute public spaces that should be developed and lived and enjoyed to the full. In this context, Parque EXPO has developed and is developing numerous projects geared towards the“rediscovery” of these waterfronts as spaces of urban and environmental enhancement, fully integrated within the city’s dynamics. The work undertaken in these strategic framework projects is based on various stages. The first step corresponds to the construction of a prospective diagnosis, based on the information provided by the local technical team, on specific factfinding missions undertaken for the purpose, and on the analysis of various plans, projects and studies, existing and in progress. Besides learning about the pros and cons in this stage, one can then identify the vocation of the territory in question. Based on this diagnosis, the intervention strategy is then developed in which the main guidelines are formulated and the priority strategic aspects are established, which in turn unfold into a vast series of actions. In parallel with this, specific measures to be adopted in terms of territorial promotion and marketing initiatives are contemplated.

The fact that they act on different scales results in the assumption of different degrees of detail, both in terms of the diagnosis made and in terms of the strategic guidelines themselves. While some of these projects operate on a more macro level, creating recommendations for the general principles of intervention and respective structural projects, others lead to more detailed action and even go as far down as detailed urban design, based on exhaustive surveys which in some cases are processed on a building-by-building basis. In turn, certain projects have a somewhat distinct nature, performing the specific function of supporting the elaboration of territorial management instruments – municipal master plans, urban plans or detailed plans and, in these cases, a more regulatory component and a technical management consultancy is associated to the elaboration of the strategy. Guidelines in terms of governance are also proposed, with the intention of helping to set up a concerted basis of work of urban rehabilitation between the municipalities and the various public and private agents involved. The operational character of these projects is a fundamental goal, and so, finally, the mechanisms for the effective implementation and territorialisation of the defined actions are presented and, in this context, the physical planning of the interventions is presented associated to the estimates for the investment to be made and the respective financing model, considering the National Strategic Reference Framework. When requested, Parque EXPO can take charge of the whole process of conception and elaboration of bids to be submitted by the municipality to the respective Operational Programmes.

: Alqueva Enhancement of the entrances to the lake-side villages This project follows on from Parque EXPO’s broader participation with Gestalqueva, which started with the elaboration of the Strategic Urban and Environmental Development Plan of the Lake-side villages of Alqueva and Pedrógão (PE~AQUA) by Parque EXPO and the request to undertake some of the priority tasks. Following on from the actions established in the PE~AQUA, a concept was proposed for the identification and enhancement of the entrances to the lake-side villages. It was therefore proposed to create a reference feature which captured the specific conditions of each of the villages to be included in a “system of lakeside villages”, through a distinctive image, common to all of them and articulated with the brand of the territory.

: Arco Ribeirinho Sul (Tagus south bank) Conversion and redevelopment intervention Conversion and redevelopment of a vast territory covering the sites where the companies Quimiparque (chemical industries), Siderurgia Nacional (national siderurgy) and Margueira (shipbuilding and repair yard) are located, extending the full length of the arc between Almada and Alcochete. This zone corresponds to obsolete or partially rundown industrial areas but which have great potential for conversion, capable of spear-heading a strategy of sustainable urban development and helping to provide an economic boost for the region, significantly reinforcing the competitivity of the Metropolitan Area of Lisbon. Considered as a priority project of high national relevance, it ran alongside the implementation of other major public investments for the region, the main ones being the installation of the new airport for Lisbon, the construction of the third Tagus bridge and the implementation of the PoceirĂŁo logistical platform. The conversion operations of these territories truly leveraged the development of the South Bank within the context of the Metropolitan Area of Lisbon, making a significant contribution towards the idea of a “grand metropolis on two banksâ€? centred on the Tagus.

The Arco Ribeirinho Sul project deals with the urban redevelopment of important and predominantly industrial but currently deactivated areas on the south bank of the Tagus estuary, belonging to the State. The Portuguese State decided to promote the redevelopment of these territories, in a way that, without disregarding the financial appreciation of the assets, would grant the due importance to the public utility of these sites from the perspective of urban quality of space in the Metropolitan Area of Lisbon that, although run-down, had great potential. With this initiative, the Government, in articulation with the local authorities involved, wants to help to improve the Metropolitan Area of Lisbon in terms of its competitivity, acting on an area of around 912 ha corresponding to the former industrial complexes of the company Quimiparque in the municipality of Barreiro, Siderurgia Nacional in the municipality of Seixal and Margueira in the municipality of Almada. The Government set up an Inter-Ministerial Working Group, reporting to the Ministry of the Environment, Spatial Planning and Regional Development,

comprising representatives of this Ministry, the Ministries of Finance and Public Administration, of National Defence, of the Economy and of Innovation, Public Works, Transport and Communications, of Culture and with the Deputy Secretary of State and the Local Administration. This Group was charged with the elaboration, in close articulation with the Local Authorities involved and with the companies that owned the land, of the strategic plan for the Arco Ribeirinho Sul Project, which would address the following issues: .. Delimitation and characterization of the area which would undergo the intervention; .. Definition of the priority intervention areas, of the structural projects and of the action to be taken; .. Quantification of the associated investment, with a breakdown of the public component and the formulation de proposals for its financing; .. Conception and proposal of the appropriate institutional solution to implement the project; .. Physical and financial planning of the action considered.

Parque EXPO was entrusted with providing the technical support necessary for drawing up the proposed intervention to be presented by the Working Group, coordinating this with the municipalities involved. The implementation of the Arco Ribeirinho Sul Project would, in turn, rely on a management company for the overall project and, to actually carry out the urban redevelopment and enhancement operations comprising the Arco Ribeirinho Sul Project, three local executive companies would be subsequently incorporated in a partnership between the management company of the overall project and each municipality directly involved in the respective intervention area, with Parque EXPO being responsible for the technical coordination and integrated management of the project.

The intervention area here is looked on as a space of articulation between the diversified occupations bordering on it, which are diverse in terms of uses and in the conception of the town planning models which led to them. The rehabilitation of the residual space between circulation corridors necessarily includes the re-establishment of new connections with the consolidated surroundings, both with the residential occupations to the west, embracing complementary functions, and with the Parque das Nações, taking advantage of the success that this achieved as a centre of attraction within the metropolitan context.

The interventions described in this category represent of Parque EXPO’s Project Management know-how in which the planned interventions resulting from the internal or external conception stage are implemented, in an integrated manner. Extensive intervention in the space public of the cities, or more localised interventions such as the construction of new schools and intervention in historic heritage sites all have a common denominator: to develop and revitalise the territory and its factors of competitivity, creating an overall inclusive, cohesive, sustainable and mobilising operation. The management of these projects – which involves a series of environmental, social and communication concerns, besides the simple realization of the “works” – takes on a differentiating role, taking into account that intervention in any territory always raises issues which are unavoidable, but which, in all probability, can be minimised. So, environmental concerns are always present, not only in terms of construction solutions, but also in terms of the effective environmental management of the work, namely through the controlled management of waste and the adoption of construction methods which tend to minimise the negative effects on the environment in which the intervention is applied.

Communication also plays a differentiating role which can mobilise of the communities, appealing to the active participation of the populations to develop a territory of citizenship and social cohesion. The project management stages are carefully and closely monitored, from the reception and analysis of the projects to the launch of contract works and tender procedures for other procurement, including the strict monitoring of the works up to the final hand-over, so that this can be done with the construction in a fully operational condition. The school complexes built under the Ministry of the Education’s National Programme to Modernise the Secondary Schools, are an example of turnkey management, in which the school administration has the guarantee that the structure will be fully operational when it is handed over to the respective management entity. The intervention on the Sagres Fortress is also a paradigm of multidisciplinary intervention, where the architectural quality and preservation of the constructed heritage are ensured. Taking into account the pre-existing features and their geographic and historic context, the intervention also addresses a series of intangible concerns related with its future operation, in line with standards which ensure the high quality of a visit to the monument, thereby helping to enrich the country’s range of cultural and leisure activities.

In order to enhance the experience acquired throughout the first years of its activity related with urban renewal and environmental redevelopment in Portugal, and, at the same time, considering the opportunities arising in other territories abroad, Parque EXPO embarked on a strategy of internationalization. Being invited directly by local/national authorities, aware of the company’s profile of competences and experience, or participating in international tenders, Parque EXPO has broadened the territorial base of its intervention, which extends to various Portuguese-speaking countries (PALOP’s), to North Africa and Brazil, amongst other countries. Parque EXPO’s international intervention has involved the conception of strategic development studies, spatial organisation plans or architectural projects and infrastructures, and also the integrated management of urban operations. Waterfronts, obsolete industrial or port areas, historic centres or new areas of urban expansion are some of the intervention priorities in the international market, through proposals for the renovation and revitalization, conversion and/or enhancement of heritage, environmental redevelopment and urban development.

In order to pursue its international activity, Parque EXPO acts either in a consortium with other entities (either as the formal leader of the process or not), or autonomously, in which case it also relies on the collaboration of countless Portuguese and international people and institutions of acclaimed merit in the more important areas of competence and operation for the company. Furthermore, the mobilization of local partners helps to maximise the knowledge of each territory and of the respective context, contributing towards the success of the approaches and of the proposals presented in the international field. On an international level, Parque EXPO’s mission – the promotion of the quality of urban life and of territorial competitivity – is also developed to leverage the export of national competences. In terms of its international activity, Parque EXPO has the institutional support of the Portuguese Trade & Investment Agency (AICEP) and of the diplomatic structure.

: Municipality of Chicomba Town planning plan Huíla Province today and, in particular, the municipality of Chicomba, are the result of unparalleled sociopolitical conditions which gave rise to demographic and economic transformations which have changed the composition of the urban and rural landscape, and which is being swiftly restructured through the multiple interests, actors and strategies involved. The municipality of Chicomba is today the reflection of the constraints and difficulties resulting from the migratory movements of its populations and from growth which was not accompanied by an effective policy of spatial planning, and which also did not escape the problems caused by the long period of war up until 2002. The Town Planning Plan for the Municipality of Chicomba and, in particular, for its regional capital, aims to implement an integrated urban operation which, over the following years, will develop and affirm the urban centre as a hub of social and economic development that not only retains its current population but also attract new residents. This Plan’s methodology is based on an approach that contemplates national and provincial strategic guidelines, and existing plans, setting out the path to be followed in terms of the future development of the municipality.

Objectives .. To project the Municipality of Chicomba, and in particular its regional capital, as a major hub in terms of agriculture, mining, and use of its water resources for the generation of electricity and for fishing, offering a good environment for the creation/settlement of economic agents and major public equipment, namely, in the social and community sphere; .. : Algeria – Algiers Revision of the Plan d’Aménagement et d’Urbanisme de la Wilaya d’Alger Revision of the Plan d’Aménagement et d’Urbanisme de la Wilaya d’Alger (PDAU d’Alger), defining the dynamics which will structure the model of spatial planning and long-term development of the territory (over a period of 20 years), based on key areas such as demography and geography; the economy; mobility and transports; housing and equipment; natural spaces and agriculture; networks and infrastructures; public space and patrimony; and natural and technological risks. Within the political and regulatory framework of Algeria, the new PDAU d’Alger aims to be structured as a new strategic instrument of spatial planning and territorial development which covers all of the 57 communes that make up the Wilaya d’Alger. The project to revise the PDAU d’Alger, besides being a technical operation on a macro scale, also applies to the conception of architecture and infrastructure projects for urban interventions in the public space of the centre of Algiers, which, through the application of a charter of public spaces and a new ‘way of conceiving’ the territory, embody an innovative and participative model of planning and experiencing the territory.

Objectives .. Definition of a new instrument of territorial management for Wilaya d’Alger (the new PDAU d’Alger), through the creation and implementation of a global regulatory framework, articulated and integrated on a sectorial level, which ‘guides’ public spatial planning policies; .. Establishment of a ‘Metropolis Contract’ which, based on a 20 year strategic vision for the territory (2009/2029) aims to integrate, articulate and institutionally commit the public agents responsible for the spatial planning and territorial management of the Wilaya d’Alger;

The idea of this project, through the constitution of a corporate vehicle, was to develop a sustainable urban and environmental redevelopment operation based on an economic and financial urban model. : Egypt – Cairo – International Restricted Tender Revitalization and development of the dentral zone of Khedive’s Cairo Parque EXPO was one of only 10 companies in the world to be invited to present a proposal for the tender to regenerate the downtown area of Cairo. After deciding to participate, it mobilised an excellent multidisciplinary technical team, which included an Egyptian partner. The originality of this tender lay in the challenge to prepare, in just tree months, a pre Master Plan, based on a Strategic Vision for the area, known as the centre of Cairo, planned upon the order of Khedive Ismail at the end of the 19th century and the beginning of the 20th century, along the lines of the town planning model of Paris of that time.

Objectives According to the terms of reference of the tender, the project aimed “to restore Khedive’s Cairo to its splendour, preserving it as a genuine part of our urban heritage, supporting its distinguished character, and reviving its role as a service and recreational vital centre”. The project therefore was defined with the following objectives:

: Morocco – Meknès Urban rehabilitation operation in the Medina The idea of the study, supported by an extensive analysis of the territory – of existing housing (land structure, state of conservation of the buildings, occupation status), economic activities, of collective equipment, of infrastructures and heritage – is to act as the basis of an operation of urban rehabilitation in a key zone of one of the main cities of Morocco: the Medina of Meknès, more specifically the neighbourhood of Tizimi. At the same time the proposed operation should serve as a model of intervention which can be replicated in other Medinas, acting as a pilot intervention with characteristics that can apply to the rest of Morocco. Objectives The global objective of the study is, through a process of identification, analysis and assessment of the operational perimeter of the Medina of Meknès, to define the instruments and procedures that can help in the redevelopment and enhancement of the medina quarters, focussing on improving living standards and the well-being of the resident population and enhancing its level of economic and tourist attraction

The specific objectives of the study are the following: .. Definition of technical, legal and financial instruments for the rehabilitation of the intervention area, in particular with regard to housing: interventions on run-down buildings, interventions to improve the conditions of comfort and hygiene in the houses, re-housing operations, provision of new housing, etc. .. World expositions are singular events of innovation and attraction, spaces of debate and times of tolerance between cultures, while also being excellent opportunities from an economic, urbanistic and cultural point of view for the development and affirmation of a territory.

With an efficient structure, capable of meeting the demands for speed, Parque EXPO takes care of all logistical aspects of the operations, the thematic definition or even getting sponsors, making the various components of Portugal’s participation viable.

The last world exposition – EXPO’98 – was held in Lisbon in 1998. The operation, from the conception, organization and execution of the content and the whole space, infra-structures and equipment, of this event was delegated to Parque EXPO, which was specifically created for this purpose.

In parallel with this, in 2009, it took part in the 5th World Water Forum, where it developed a platform to divulge the best practices in the multifaceted areas of water management in Portugal.

In this context, alongside the whole organization, Parque EXPO realised a major urban and environmental redevelopment operation, bringing the eastern zone of the city back to life and returning it to the city of Lisbon. Consequently, a company extended its scope and embarked on projects in the area of Spatial Planning, from the top to the tip of the country and abroad. In the meanwhile, as a result of its experience, it has been charged with organising other Portuguese participations in international expositions, such as Expo Zaragoza 2008 and Expo Shanghai 2010, being responsible for the definition and implementation of the whole conceptual dimension and program of the Portugal Pavilion.

In all of these tremendously successful events (in Zaragoza, for example, the number of visitors to the Portugal Pavilion greatly exceeded expectations) Parque EXPO has sought to create attractive spaces which cause a high impact, with top quality interactive expositions. Furthermore, these participations have become important vehicles for the promotion of the country, transmitting an innovative, dynamic, modern and sustainable image of Portugal and strengthening external partnerships with other nations.

: 1998 Lisbon World Exposition “The Oceans, Heritage for the Future” The fifth centenary of Vasco of the Gama’s sea journey to India merited a major universal commemoration, which would mark the major encounters of civilizations over the last five centuries of this planet’s history. The idea of holding an international exposition was presented to and warmly received by the Government in the autumn of 1989. The idea was to hold a specialised international exposition, built in an enclosure of around 50 ha, situated in Lisbon and able to cater for 60 countries. The formal request to register the date of 1998 was presented to the Bureau International des Expositions (BIE), headquartered in Paris, at the end of 1989. The proposal, in defining the concept, was for an ambitious thematic platform aimed at bringing the oceans, with their diversity and essential function in the balance of the planet, to the attention of the international community. A strictly historical approach was rejected, preferring to approach the theme from the perspective of the future, relating it with science, politics, technology and art. The objective was to propose a new ethic in Man’s relations with the

environment, something which had become a central topic on the political agenda of the 21st century. In parallel with this, it became clear that it was necessary to do everything possible so as not to waste an investment of this nature, and not to repeat the example of other international expositions. The idea was to turn the event of the EXPO into a useful contribution to the city, the country and the international community and the option to hold it in a vast degraded and polluted area, which could lead to a new concept of occupation of the space, fulfilled this objective. On 23 June 1992, Lisbon was therefore chosen to be the stage of the last exposition to be held in the 20th century, the theme of which was “The Oceans, Heritage for the Future”. As from 1993, the project entered an accelerated stage of conception and development: the thematic breakdown in the enclosure was planned, the strategy of international promotion was drawn up, the first internal awareness campaigns were launched, and the vacating of the space where the Exposition would be constructed was negotiated.

Then on to the next stage: still in 1993, the Commission and the company Parque Expo‘98, S.A. were set up, charged with launching and executing the undertaking; right after this came the approval of the general urbanization plan of an area of 330 ha, within which the enclosure of the exposition would be situated, then planned to be around 50 ha; the launch, with UNESCO, of the idea to proclaim 1998 the International Year of the Oceans was approved by the UN at the end of 1994. 1995 and 1996 were years of consolidation and construction. Little by little, the site, now free of its obsolete installations, was starting to take shape, in as much as construction was starting on the North and South International Areas, the Portugal Pavilion, the Pavilion of the Future, the Knowledge of the Seas Pavilion, the Oriente Station, the major intermodal transport platform which would be the “lungs” of collective transport access to the EXPO. The first international promotion campaigns were launched and a new objective of the participation of 100 countries and organizations was established (a number which ended up at 160); the enclosure was extended so as to cater for a larger number of participants and the main road access systems were

defined, as work progressed on the new metropolitan rail line which would lead to the Exposition; construction work started to the north of the enclosure on the “Vila EXPO” or “Expo Town”, a complex of apartment buildings intended for staff and international participants. 1997 was decisive as a year when expectations were surpassed: firstly that of the number of participants, and then revenue from sponsorships. At the same time, work began on the construction of the Camões Theatre, the Virtual Reality Pavilion, and the VideoStadium/Sony Plaza. Everything speeded up this year: assembly of the content started, approval was granted for the Programme of the 100 Days Festival, the Entertainment Programme, negotiations with the restaurant concessionaires, the laying of the famous Portuguese paving, the orders for Urban Art. Lastly, in 1998, came the “final touch”. : Portuguese Representation in the Expo Zaragoza 2008 “The three most important Portuguese rivers and hydrographic basins: Douro, Tagus and Guadiana” Portugal’s Participation in the Expo Zaragoza 2008 was presented through five main areas: the Portugal Pavilion, the Espaço Portugal Compartilha (Portugal Shares Space), the Scientific Programme/ Tribuna da Água (Water Platform), the cultural and entertainment program and Portugal Day which, even though they used different content, representation and supports, were united by a strategy defined for the Participation related with the topic “The three most important Portuguese rivers and hydrographic basins: Douro, Tagus and Guadiana”. The framing of these intervention areas in communicational and protocol terms ensured the promotion and media presence of the participation’s initiatives, as well as diplomatic and institutional relations.

Objectives .. Definition of a participation model sustained on high standards of quality, respecting the Exposition’s global theme “Water and Sustainable Development”; .. Creation of a space where culture, science and debate were the central elements, presenting a contemporary Portugal geared towards the future; .. Revelation of the environmental tensions and of current problems with water, showing visitors how water resources have been managed.

Some numbers .. 800,000 visitors over the 93 days of the Exposition (a daily average of 8,602 visitors); .. 60 cultural events which had a total of 436 participants from the most varied of areas (music, dance, design, architecture, landscaping, photography, fashion, cinema and theatre); .. 11 temporary expositions in the “Portugal Shares” Space on a wide variety of topics; .. After Spain, Portugal was the country which brought the most guests and orators to the Tribuna da Água (61 guests and 29 specialists); .. More than 12 tonnes of codfish and around 18,000 custard cream tarts (pastéis de nata) were consumed in the Pavilion Restaurant; .. In a daily satisfaction survey of the visitors to the Pavilion, the final classification was “Very Good” with special emphasis for the originality and interactivity of the “Change” Space, the charm and courtesy of the Pavilion Assistants and the food in the Pavilion Restaurant.

: Portugal’s Participation in the 5th World Water Forum, Istanbul 2009 “Addressing water scarceness from a sustainable perspective” Portugal’s Participation in the 5th World Water Forum, which was held in Istanbul, was on the theme “Addressing Water Scarceness from a Sustainable Perspective”, and was a space for the exchange of experience, knowledge and dynamism, where there were daily conferences with many orators and Happy Hour cocktails at the end of each day, during which Alentejo wines and Port Wine were served. In parallel with this, Magalhães computers were provided for visitors to consult the stand’s content. Around 5,000 visitors to the Pavilion is proof of the huge success of the Portuguese participation.

Objectives .. Construction of a space with an innovative, dynamic, technological and sustainable image representative of the water sector in Portugal; .. Creation of a platform to divulge the best practices in the multifaceted areas of water management in Portugal; .. Helping to share the country’s experience in water resource management with the international community and strengthening alliances with other Portuguese-speaking (CPLP) countries, thereby promoting the entire Portuguese-speaking community of countries; .. Development and consolidation of networks of contacts for future international partnerships, involving national organizations from all sectors.

World Expo 2010 Shanghai: .. 72 million visitors; .. 240 countries and international organizations. Portugal Pavilion: .. 5 million visitors; .. 1st prize (gold) in the category of “pavilion type C” (less than 2000 m2).

The prize “Pavilion Design Award” had as criteria for the judging of these awards were the innovation in architecture and design used and its aesthetic and artistic impression, the innovation in the construction and materials used for the pavilion, the cultural features presented in the project and showcase design and the innovation in the environmental solutions under the guiding principles of Expo 2010 Shanghai: “ Better City, Better Life”.

: Portuguese representation in the World Expo 2010 Shanghai “Portugal, a plaza for the World”, “Portugal, a world of energy”

Conception, implementation and operationalization of Portugal’s Participation in the “World Expo 2010 Shanghai China”, held from 1 May to 31 October 2010 based on the theme “Better City, Better Life”. The theme of the Portuguese Participation – Portugal, a plaza for the world and Portugal, a world of energy – was developed around tree specific aspects: .. Portugal Pavilion; .. National Day, cultural and entertainment program; .. Promotion of economic exchange. The Pavilion will materialise the idea of a ‘plaza’ as an urban territory, a space capturing history and a stage for change, transmitting the idea of a public space of excellence, using Lisbon’s Praça do Comércio to portray this, due to its critical dimension and reference within the national panorama.

Objectives .. Creation of a space that would highlight the importance of the “plaza” as a public space; .. Communication of Portugal’s identity as a modern, contemporary and innovative European country, which actively contributes towards the sustainability of the world; .. Dissemination and strengthening of the image of a Portugal geared towards the future and with responsibility in terms of alternative energies in technological, production and consumption terms; .. To help to increase commercial exchange bet-ween Portugal and China, raising the visibility of Portuguese companies and products and promoting Portugal as a tourist destination and place for investment.
