Contractor shall notify the department of planning & natural resources within 48 hours of the commencement of work.
No geotechnical/soil boring data have been collected or evaluated for this project. Excavations may reveal the need for foundation modifications.
Contractor shall take great care to provide the maximum possible site protection during construction. Be aware that the construction process can be extremely damaging to the natural environment.
Site clearing before receipt of coastal zone management or earth change permit is prohibited. Hand clearing of small areas only is allowed by nonmechanical hand equipment. No mechanical or machine clearing of any kind (chainsaws, backhoes, etc) is allowed.
Site disturbance shall be limited as near as possible to the area disturbed for the construction of buildings, drives, parking service, sanitation requirements, and pool where applicable. 6. All site clearing shall be done in a manner so as to create minimum erosion and runoff (nonpoint source pollution). Berms and swales shall be created to contain runoff in cleared areas. 7. Contractor shall protect any natural features to be retained (trees, etc.) within the building envelope, (the cleared area) w/ orange web construction fencing before clearing begins & at all times during construction. 8. All work shall be in compliance with CZM requirements and homeowners association's requirements where applicable. 9. Existing trees and rocks shall remain where possible & protected during construction. Any trees that need to be removed (6" or greater in diameter) shall be resituated or replaced. Do not remove any trees with a diameter of 4" or more without the permission of the architect. 10. Contractor shall be responsible for the disposal of cleared brush on site. Compost cleared brush onsite. Establish cleared brush berms around downslope portions of cleared construction area. No cleared brush should be placed, or left in view, along the roadsides, on common property, or on other landowner's property. 11. Natural vegetation outside the limits of construction shall not be disturbed. 12. The contractor is to maintain native/natural vegetation greenbelts & undisturbed vegetation areas as shown on the site plan. No clearing for footings, foundations, or staging areas shall occur in these setbacks. 13. No burning of brush (with or without a burning permit) shall be conducted in order to minimize the chance of brush fires and air pol ution. 14. The construction area disturbed is to be grassed over on all slopes within three months of occupancy. 15. Natural slopes shall be maintained. No excessive cut or fil is contemplated. 16. Topsoil from the construction areas is to be stripped, piled, and protected during the construction phase and re-spread on the final grade. 17. Low-growing, low-maintenance ground cover such as, wadilla, goatsfoot, or ground orchid shall be planted on cut and fil slopes and other disturbed areas from construction immediately as final grades are established unless otherwise directed by the landscape designer. 18. Berms shall be built where necessary to prevent erosion. Erosion control practices in the plan shall be executed in accordance with the "Soil conservation service", the department of agriculture, and the environmental protection handbook. 19. Run-off water from the drive and parking areas shall be directed so as not to flow over the adjoining property. 20. Retaining walls shall be erected where required to stabilize the slope and shall be constructed of reinforced concrete, mass masonry, or rock and shall be erected to the height required for retainment. 21. Any material removed from the site must be dumped in a legal dump site. 22. Contractor shall be aware that noise can travel great distances. Construction machinery or noise-producing construction work may be conducted only between the hours established by the homeowner's association (where applicable). 23. The top of the waste treatment plant shall be located at an elevation below the bottom of the cistern slab. 24. Footing design is based on soil bearing capacity of 2 tons per sqft and shall be verified in the field prior to pouring footings by the structural engineer, 25. All footings shall project a minimum of 1'-9" into undisturbed natural soil or compacted structural fil where necessary step footings in a ratio of two horizontal to one vertical unless otherwise directed by the structural engineer. 26. Compact backfil below building slabs. Fil material must be approved by the structural enginee prior to placement. Fill material shal be free of organic material, concrete, asphalt, or other deleterious materials. Fill material shall be placed in layers not to exceed 8" and compacted to a minimum of 95% of the dry maximum density as determined by ASTM d698. 27. Maintain a 4% minimum slope away from all buildings for at least four (4) feet from the perimeter. Natural drainage shall not be concentrated or diverted onto adjacent property or public right-of-way. 28. Soil beneath slabs and along the perimeter of foundations shall be treated for termites prior to placing concrete. The soil at the perimeter of external walls shall be treated at the completion of construction by an approved termite exterminator. 29. Install 4" minimum porous drainage pipe along exterior foundation walls & drain to grade. The drain pipe shall be covered with a minimum of 12"X12" gravel fil Instal filter fabric around the pipe and gravel fill. 30. All exterior foundation walls below grade shall be coated with asphalt waterproofing & 2" drainage board.

In this regard, a homeowner shall follow the standards and regulations set forth below, which shall also be incorporated when possible into any contract with a builder, contractor, subcontractor, or other person or entity performing work on the construction project:
All homeowners shall be held responsible for the acts of their employees, subcontractors, suppliers, and any other person or parties involved in the construction or alteration of a home site.
Staging areas: all construction staging shall occur within the lot approved for construction. No construction staging or parking shall be permitted in the common areas.
Clean up: the construction site shall be kept clean and free of all debris and waste materials on a regular basis, and stockpiles of unused materials shall be kept neat & orderly. Dirt, mud, or other debris from construction activity shall be kept within silt fencing and shall be promptly removed from roads.
Disposal methods: contractors shall legally dispose of all trash and debris in a legal and approved dumping site outside of fish bay. Please note specifically that the local law strictly prohibits disposing of construction debris in the dumpsters provided by the local government along st john’s roads. Contractors are prohibited from dumping, burying, or burning trash anywhere within the community. Concrete suppliers and other contractors shall clean their equipment only outside of the community or within a specific project's building envelope at a location specifically designated for that purpose. No dumping or washing of trucks on roads or right-of-ways is allowed. Concrete must be confined to the lot. Operators of vehicles are required to see that they do not spill any concrete or damaging materials while within the community. If spillage occurs, operators are responsible for clean-up. 4. Overloads & protection: concrete trucks and other vehicles related to the construction of this project shall be loaded so as not to damage the roads or utilities while driving. No steel-tracked vehicle shall be allowed to traverse estate roads. The contractor or owner of the lot receiving materials will be responsible for any damage to streets, curbs, gutters, drainage inlets, private lots, and common areas caused by trucks delivering materials to the lost or by construction equipment bound for such lot. 5. Parking: private and construction vehicles and machinery shall be parked only within the project’s building envelope, where practicable. No parking of any kind or duration is allowed on the natural area of the site. No parking or storage of any vehicle or other wheeled apparatus or staging of construction materials or equipment is allowed on roads or rights-of-way, provided however that temporary, short-term, and non-repetitive parking of cars by homeowners is permissible for the occasional convenience of homeowners and their guests and provided further that parking of construction vehicles and temporary staging of materials is permissible form time to time to meet exigencies of the construction process. Notwithstanding the foregoing, no parking or staging of materials that impedes the safe and convenient passage of traffic over the roads shal be al owed in any event. No construction parking or stagin whatsoever shall be allowed in the common areas.
Insurance: adequate property & liability insurance should be maintained in force for the project at all times. 7. Disturbance of property: no contractor or other person shall remove any rock, plant, materials, topsoil, or any other item from any adjacent land or property, including common property (except for fallen rocks or landslides within the roads and rights-of-way). 8. Construction personnel shall not commit any violations of the rules and regulations of the homeowner’s association. 9. Fencing: the perimeter of the building envelope shall be clearly delineated, and such delineation shall be maintained in good repair during all construction activities. No clearing, grading, excavations, staging, storage of materials, parking of construction vehicles or equipment, or construction activity of any kind shall be allowed outside the building envelope, except as provided in section 5.Parking above. 10. Alcoholic beverages & illegal drugs: the consumption or use by construction personnel of alcoholic beverages, illegal drugs, or other intoxicants that could hamper the safety or well-being of others on or off the site or affect the quality of workmanship is prohibited.
Construction hours: daily construction working hours will be 7 a.M. To 5 p.M. Monday through saturday. No work will be allowed on sundays or holidays, provided that interior finishing work not involving the use of a power too audible outside of the home residence in which such work is being conducted may be allowed at any time. 12. Utilities: contractors will use only the utilities provided on the immediate site on which they are working, or, with permission from an adjacent lot owner, the utilities provided on that adjacent lot.
