Repair and Leasing Scheme (RLS) 1 • Assists owners to bring vacant properties back into use - February 17 • RLS pays for repairs upfront in return for unit leased to LA/AHB for 10 years or more • Cost of repairs repaid by owner by offsetting cost against rent due (80%) to the owner • Property must be vacant > 12mts • Must be a social housing demand in area • Minimum lease 10 years up to a max of 20yrs • Landlord is either LA/AHB ‚- Max support ‚€40k

Affordability Measures

• Cost Rental model. • The rent paid covers the cost of building the property, together with ongoing management and maintenance charges, but with a minimal profit margin included. This provides greater certainty around the rent, regardless of what is happening in the market. • Pilot project being progressed in Dun Laoghaire-Rathdown County Council, in conjunction with the Housing Agency and an Approved Housing Body, using publicly-owned land. • Other affordable rental models are being examined for delivery through the infrastructural investment fund e.g. South Docks project in Cork

Long Term Social Housing Leasing Scheme

• Launched 31st Jan 2018 under Rebuilding Ireland Action Plan. Closing Date 12th Apr 2018. • Private Sector to invest in Social Housing. • Lease to LA’s for up to 25yrs • Target newly built/new to market -min 20 units • Previous lease arrangement suited to smaller scale providers of existing properties • The Housing Agency will administer the scheme ‚- assess all proposals & liaise with LA’s regarding suitability & demand for social housing • LA’s will be the landlords - full nomination rights

LT Social Housing Leasing Scheme The main differences with the existing leasing scheme; • the provider is responsible for the maintenance of the units as opposed to the local authority • The provider is paid 95% market rate as opposed to the current 80%; this differential reflects their responsibility in relation to maintenance.


• Unlike the existing scheme there is no option for the local authority or an Approved Housing Body to purchase the property after the term of the lease ends. • The objective is to have 2,500 units leased under the scheme over the period to 2021. • New Scheme may target existing vacant stock new to the market or not occupied in the preceding 12 months

Vacant Homes Action Plan Definition For the purpose of this plan a vacant house is defined as a home that is a residential property which is; • Not currently occupied • Has remained unoccupied for longer than 6 months • Is not currently being actively marketed or renovated by the owner

Local Infrastructure Housing Activation Fund (LIHAF) • LIHAF was introduced under Re-building Ireland Programme in an effort to address infrastructural deficit impeding housing delivery • Call for proposals issued by the Department in September 2016 • Kilkenny had two successful applications for road infrastructure in the Western Environs, Kilkenny City and amenity provision in Ferrybank • Grant of 75% of construction cost for Western Environs - ‚€5.070m for connecting road from the Callan Road to the Circular Road and re-alignment of the Circular and Kilmanagh Roads • CPO in place and detailed design nearing completion • It is expected that road construction will commence in July 2018 • It is envisaged that housing and school will commence simultaneously

Full assessment of vacant local authority owned housing stock, including current condition and works requirement. Accurate identification of property owners. Preparation of sites specific resolution plans. Engagement with each property owner to outline resolution plan. CPO procedures under housing legislation where no landowner can be located or no resolution plan is agreed.

Implementation • Appointment of an Empty Homes Officer. • Complete site identification and mapping. • Identification of landowners. • Prioritise properties based on housing needs assessment. • Prepare site specific resolution plans for private and social housing units (Voids). • Engage with property owners to promote resolution plans. • Implementation of CPO procedures where appropriate.
