In Madagascar, only 15% of the total population have access to electricity. The high cost of electricity, through the use of thermal power plants in almost 22 regions of Madagascar, prevents international investors from coming to support the various sectors of economic development. The problem is due to the inefficiencies of JIRAMA, the public institution of the Ministry of Energy that monopolizes the supply of electricity in Madagascar. The construction of hydroelectric dam will help the population. We choose the Design, Built, Operate and Transfer system. This gives access to electricity, job creation and the payment of the private sector.
