about the save darfur coalition
Today, however, something exceptional has been created in response to the suffering of people that most have never met. A constituency of conscience exists, and the constituency has raised its voice and has spoken out. This constituency maintains that it will not remain silent while innocent civilians are under attack.

Our movement has worked to resolve a conflict that is undeniably complex. And we have often been frustrated by the lack of progress made in Darfur. But in reflecting on the past year, it is important to note that our efforts have kept Sudan on President Obama’s agenda, generated millions in U.S. funding for Darfur, and pushed the U.S. administration to develop a comprehensive policy toward Sudan.

The issues of Darfur cannot be resolved in isolation from the larger issues of Sudan, and vice-versa. And the most significant issues of Sudan involve marginalization and exclusion. A great danger is that Darfur, seen as an isolated issue, gets ignored in coming months as attention focuses on the referendum on the independence of southern Sudan scheduled for next January. We must view Sudan holistically.

background on the genocide in darfur in 2003, after decades of neglect, drought, oppression and small-scale conflicts in Sudan’s western region of Darfur, two rebel groups mounted an insurgency against Sudan’s central government. In response, the regime of Sudanese President Omar al-Bashir and its allied militia, known as the Janjaweed, launched a campaign of destruction against civilians of similar ethnic background as the rebels. They wiped out entire villages, destroyed food and water supplies, and systematically murdered, tortured and raped thousands of Darfuris. Few Darfuris have been spared the violence. The United Nations estimates that this campaign of destruction has claimed

hundreds of thousands of lives. As many as 2.7 million Darfuris have fled their homes and reside in dangerous internally displaced persons (IDP) camps in Darfur, and 300,000 are refugees in neighboring Chad and the Centeral African Republic. These Darfuris depend on the United Nations and other humanitarian organizations for basic needs—food, water, shelter and health care.

A network of hundreds of local groups represents a diverse mix of people across the country who have joined together to advocate for the people of Darfur and to educate their communities about the ongoing crisis.
The constituency of conscience cannot let up. Our voices are as important as they’ve ever been. We still have to let our members of Congress and the administration know we care about this. We still have to let the media know we care about this. We still have to spread awareness about this issue within our respective communities. Because if we don’t keep raising our voices or insisting that Sudan be a priority, our leaders will move on to other things. It’s our voice that’s made this an issue. It’s our voice that will keep it an issue.

There is also an important role for the international community to play in helping to create a space for Sudanese to resolve the issues of Sudan without the use of extreme violence against civilians. It was such violence, used particularly by the government and its allies, that riveted the world’s attention on Sudan. Extreme violence is not happening now, but the potential remains.

Since the founding of the coalition, celebrity activism has played an important role in building awareness about the situation in Darfur and mobilizing activists. In 2009, actor David Arquette designed a limited edition T-shirt to benefit the Save Darfur Coalition. In addition, actress Maria Bello participated in Capitol Hill briefings, met with members of Congress and elevated the Darfur issue within the Hollywood community.
media relations To expand and amplify advocacy efforts, the coalition’s media outreach raises the profile of the Sudan crises for activists as well as policy- and lawmakers. Coalition staff and briefing materials inform media coverage—consistently pressing for sound policy positions that will promote peace in Sudan. Informative, timely and impactful news articles—including pointed editorials—have been published in leading print publications including The Washington Post, The New York Times, and Los Angeles Times. Additionally, Save Darfur representatives and partners have appeared on leading news outlets including CNN, Al-Jazeera, BBC World News, and CNBC.

MESSAGE FROM THE DIRECTOR
20115
COMMUNIT Y DEVELOPMENT FINANCIAL INSTITUTIONS FUND
am pleased to present the fiscal year (FY) 2011 Agency Financial Report, formerly known as the Performance and Accountability Report, for the Community Development Financial Institutions Fund (CDFI Fund).
As our nation struggled with a deepening recession in early 2009, the CDFI Fund was called upon to play a significant role in the nation’s economic recovery efforts. In FY 2009 and FY 2010, we answered that call with dedication and skill, and produced a number of unprecedented accomplishments. In FY 2011, as this edition of the Agency Financial Report documents, we continued to build upon the outstanding record that we established over the previous two years. Indeed, we set two important records in FY 2011. First, we announced the largest single round of monetary awards in the history of the CDFI Fund. The awards were made through the FY 2011 round of our flagship program, the Community Development Financial Institutions Program (CDFI Program), and totaled $167.3 million for both Financial and Technical Assistance awards, including the $25 million from the CDFI Healthy Food Financing Initiative (HHFI) awards. The previous record — $104.8 million — was set last year, during the FY 2010 round of the CDFI Program. We have now awarded more than $1 billion through the CDFI Program since the CDFI Fund was created in 1994.
U N I T E D S TAT E S D E P A R T M E N T O F T H E T R E A S U R Y

Second, as of September 30, 2011, the number of certified Community Development Financial Institutions (CDFIs) reached 963 — again, the most in our history. We expect the number to continue to grow, as we are certifying more organizations as CDFIs each month.
