SECTOR OVERVIEW
INTRODUCTION
This year marks the 34th publication of the Jamaica Education Statistics. This publication gives a statistical overview of the Jamaican public institutions with regards to their plant, teachers, students, examinations and financial status for the academic year 2009-2010. The report also gives a summary of student enrolment and the distribution of schools by type for private institutions. The Education Statistics is based on data collected during our annual census. For the year under review Census Day was October 12, 2009. The data presented on enrolment and teachers, relate to the status of the education system as on that day. For the academic year 2009-2010, the total number of secondary schools increased from 147 to 148 with the opening of Belmont Academy, a school of excellence. The publication has also changed in scope with the inclusion of enrollment tables for 258 kindergartens, Preparatory, independent secondary schools, and 16 independent tertiary institutions. Table 2-29, also gives a breakdown of teachers in independent schools by their qualification, sex and parish. The publication continues to provide timely data as supplied by both public and private institutions and is a reflection of what can be achieved through a collaborative and integrated effort. The MOE anticipates that the publication will assist policymakers, students, researchers and other stakeholders to get a better perspective of the education sector. We continue to show our gratitude to all those who have contributed to making this publication a success; the Director - Planning and Development Division; A.C.E.O - Policy Analysis, Research and Statistics, Regional Directors, MIS Officers in the regions, Principals, Education Officers, the Statistician, the Data Control Officer, the Data Preparation Officers and the Management Information Systems Unit.

TEACHER STATISTICS
TEACHER STATISTICS OVERVIEW For the academic year 2009/2010, the Ministry of Education employed 25,329 teachers in the public formal education system. This figure represents an increase of 1.3 percent in the number of teachers employed compared with the previous year. All school types showed an increase in the number of teachers employed except for All Age schools, which showed a 1.8 percent decline. The largest increase in employment was at the secondary level. Analysis of the data, by professional qualification continued to show a ratio of approximately 6 trained teachers to 1 untrained teacher. For independent schools, there were 2,155 teachers employed in 258 independent instructions. Teachers with college training only, accounted for the largest proportion of trained teachers in the system (46.8 percent). This represents a decline of 5.7 percent over that of the previous year. The data also indicates that the percentage of teachers who were trained university graduates grew by 14.2 percent. Of the 3,506 untrained teachers in the system, approximately 5.5 percent were secondary school graduates. Of significance also, is that the number of untrained secondary school graduates who are teachers declined by 4.8 percent. In comparison with the previous year, most parishes indicated an increase in the number of teachers employed. The parishes of Kingston, St. Ann and St Catherine, showed a 0.1, 0.5 and 1.4 percent decline respectively. St. Catherine, followed by St. Andrew had the largest number of teachers. Women continue to outnumber men at a ratio of four to one, with female teachers accounting for 78.9 percent of the teaching personnel. At the primary level, there was a 0.2 percent increase in the number of female teachers employed during the period. At the early childhood level, male teachers were outnumbered 27 to 1. Of the 19,988 female teachers in the public school system, 6 percent are principals and vice principals compared with 9 percent of the 5,341 males. This indicates that while there are more female teachers than male teachers, the proportion of male teachers at the leadership level is greater. The data also showed that at the primary level there were 10,773 teachers providing instruction to 263,912 pupils. The pupil teacher ratio reflected at this level was 25:1. The data indicates that as much as 90 percent of the schools at the primary level were operating with ratios below 35:1, and approximately 8 percent of the schools had an average of 36 or more pupils to 1 teacher and 2 percent of schools had the standard ratio of 35 pupils to 1 teacher.

STUDENT STATISTICS
Student Statistics _______________________________________________________________________________________ For the academic year 2009/2010, approximately 672,995š students were enrolled in the formal public education system. Of these students, approximately 514, 078 fell within the age group 3 to 19 years, and were distributed across the first three levels of the public education system - infant, primary and secondary. Table 3-2 presents a breakdown of the distribution by levels. Of the 134, 905² children in the 3-5 population age group, 89.8 percent were enrolled in Infant schools, infant departments, government owned, community-operated basic schools and primary schools. Government owned and community-operated basic schools accounted for 79.2 percent, 10 percent in Infant schools and departments and the remaining 0.6 percent at the primary level. In the age group 6-11, approximately 248,267 or 80.5 percent of children were enrolled in the public schools. Primary schools accounted for 80.1 percent of children enrolled, secondary schools 0.2 percent and infant schools and department 0.2 percent. Approximately 88 percent of the population (165,467) in the age group 12-14 years was enrolled in the public school system with 9.2 percent and 78.3 percent enrolled at the primary and secondary levels respectively. Of the 15-16 age groups, 91,110 or 86.7 percent were enrolled at the secondary level and a mere 0.006 percent enrolled at the primary level. In the 17-19 age groups only 19.7 percent of the population was accounted for at the secondary level. At the tertiary level there were approximately 40, 674 students registered at the various colleges and universities in the public system. Of this total, one percent of the students were registered in higher degree programmes, 58.5 percent were registered in degree programmes and the remaining 39 percent in diploma, certificate and non-tertiary programmes. During the reporting period, 32,250 students were enrolled in 258 independent schools. Of this number, 20.5 percent were enrolled in kindergarten, 65.8 percent in preparatory and 13.6 percent in independent secondary schools.

EXAMINATION STATISTICS
EXAMINATION STATISTICS ____________________________________________________________ The Grade Four Literary Test The Grade Four Literacy Test is designed to test the literacy levels of children at the grade 4 level so as to identify any additional support that students might need to ensure that they are performing at the required grade level. The Test is administered at the end of Grade four, prior to entering Grade five. Students are examined on three components, word recognition, reading comprehension and writing task. The students’ performance is categorized as Mastery, Near Mastery and Non-Mastery. For the academic year 2008/2009, a total 46,643 students (boys 23,568 and girls 23,075) sat the test at the first administration. Table 4-1a indicates that the national mean scores moved from 71.7 percent in 2007/2008 to 70.1 percent. Grade Six Achievement Test The Grade Six Achievement Test (GSAT) is a curriculum-based test. The items on the test are based on materials covered in the Grades 4 to 6 curricula. The test which is used mainly to place students at the secondary level, consists of Mathematics, Science, Language Arts, Social Studies and Communication Task. The national mean score for Mathematics was 53, Science 53, Language Arts 57, Social Studies 53 and Communication Task 7 (out of a 12). Girls continued to out-perform boys in all subject areas and across all regions. Grade Nine Achievement Test (GNAT) The Grade Nine Achievement Test (GNAT) is offered to students in Grade 9 at All Age and Primary and Junior High schools. Awardees are placed in Secondary High and Technical High Schools. For the year under review 2008/2009, some 10,707 students (4,270 females and 6,437 males) sat Mathematics and 10,713 students (4,270 females, 6443 males) sat Language Arts. Students’ performance in GNAT improved over that of the last academic year with the national mean scores for Mathematics moving from 40 percent to 43 percent and Language Arts moving from 47 percent to 52
percent. Students in Regions one and five continue to perform better than the other regions in both Mathematics and Language Arts, while Region six had the lowest average scores. Caribbean Secondary Education Certificate (CSEC) The Caribbean Secondary Education Certificate (CSEC) is a terminal examination and is usually taken at the end of Grade 11. Some subjects include a School Based Assessment (SBA) component which contributes to the final grade awarded. For matriculation purposes emphasis is placed on performance in key the subject areas, of Mathematics, English Language, Information Technology and the sciences. For 2008/2009, some 36.1 percent of the students who sat Mathematics achieved Grades I to III, a slight decline from the 37 percent achieved in the previous academic year. Performance in English Language entries reflected an increase to 53.9 percent from 43.5 percent in 2007/2008. Music showed the greatest decline with 26.9 percent of those who sat achieving Grades I to III for 2008/2009 compared to 71 percent in 2007/2008. Economics showed the most improvement with 100 percent of females who sat achieving Grades I to III for 2008/2009 compared to 69 percent in 2007/2008. Caribbean Advanced Proficiency Examinations (CAPE) The Caribbean Advanced Proficiency Examination (CAPE) is designed to provide certification of the academic, vocational and technical achievement of students, who, have completed five years of secondary education, and have obtained the required grades, and wished to pursue further studies. The examinations test the skills and knowledge acquired by students under a flexible and articulated system where subjects are organized in 1-Unit or 2-Unit courses. A CAPE Certificate is awarded after a student has successfully completed one year of study in the CAPE programme and has obtained at least 10 credits, which is equivalent to one unit. A CAPE Diploma is awarded after a student has successfully completed at least six units and has obtained at least 60 credits. For 2008/2009, the following subjects for unit one showed significant improvement in performance over 2007/2008: Accounting, Electrical, Caribbean Studies, Geography, Geometrical and Pure Mathematics. FINANCIAL STATISTICS 2009/2010 OVERVIEW The Approved Estimates for 2009/2010 showed that $72.6B was allocated to the Ministry of Education for recurrent and capital expenses. This represented 13.0 % of the total National Budget. The education sector received $71.7B, approximately 98.7% of the total Ministry’s budget. The remainder ($0.9B) was allocated to Other Government Services (Election). Recurrent Budget An amount of $68.2B was allocated for the Ministry’s recurrent expenses. This was an increase of 12.3% over the previous year’s budget of $60.7B. The Recurrent Budget was distributed in the following manner; $66.6B for educational services, $0.7B for youth development services and $0.9B for other general government services (election). •
Early Childhood Education The allocation for early childhood education was increased by 12.4% over the previous year to $2.4B. More than half of the budget (53%) for Early Childhood Education was used as grants to Community Basic Schools.

Primary Education Primary Education was allotted $22.1B (or 32.5%) of the Education Recurrent Budget. This was an increase of 1.6% over the previous year’s allotment of $19.1B.

Secondary Education Approximately 34.5% of the Recurrent Budget was approved for secondary level education. The allocation to Secondary Education included $2.3B for Technical, Vocational and Agricultural Education.

Tertiary Education There was a small decrease in the percentage of the recurrent budget that was allocated to Tertiary Education moving from 20.8% to 18.7%. However, in absolute terms there was an increase of $173.4 M in the 2009/10 allocation over the previous year. University of the West Indies received 54% of the total allocation of $12.8 B.

Capital Budget The National Capital Budget for 2009/2010 was $191.3 B, the Ministry of Education was allocated $4.4B (or 2.3%) of this amount. Locally funded capital projects in Education accounted for $3.0B, the Education Transformation Project received $2.7B of this amount. Projects receiving multilateral/bilateral funding accounted for $1.4B. Early Childhood Education The allocation to Early Childhood Education was increased by $39.0M to $300M (6.9% of the capital budget). New allocation from the IBRD to fund the Early Childhood Development Project was responsible for the increased funding to this sector.

Primary Education Budgetary approval to Primary Education decreased by almost $200M compared to fiscal year 2008/2009. The amount allocated for fiscal year 2009/2010 was $659.6M or 15.1% of the capital expenditure budget. The reason for the decline was that the Primary Education Support Project (PESP), New Horizons Primary School Project and Absenteeism in Primary School Project all received reduced allocations based on the advanced stage of these projects.

Secondary Education An amount of $200M, equivalent to 4.6% of the Ministry’s total capital budget was allocated to secondary education. This was a decrease of approximately $52.7M compared to the allocation for 2008/2009. It is significant that the Reform of Secondary Education Project – ROSE (Phase 2) funding decreased by $89M compared to the previous year. The ROSE Phase 2 Project is also in a mature stage of the project lifecycle.

Tertiary Education For 2009/2010, $164.7M was approved for capital projects at the tertiary level. This amount represented 3.8% of the Ministry’s total capital budget. The allocation for the University of Technology Enhancement Project was $80M, compared to 2008/2009 allocation of $22M.
Per Capita Expenditure (Unit Cost) Per capita expenditure for fiscal year 2009/2010 decrease at the Tertiary Level by 1% compared to last year to $324,082 per student. All other levels, Early Childhood, Primary, Secondary and Special Education; showed increases over the previous year’s expenditure. Although decreasing, the Tertiary level still had the highest level of per capita expenditure.
