VISAYAS ISLAND ELCAC SUMMIT TACKLES GAINS FOR SUSTAINABLE PEACE, DEVELOPMENT TACLOBAN CITY -- The one-day summit among the Regional Task Forces to End Local Communist Armed Conflict in the Visayas Island, tackled the gains in the quest for lasting peace and sustainable development in the Visayas and the entire nation. Held on October 16, 2019 in Cebu City, the Visayas leg was participated by more than two hundred participants composed of the respective regional CORDS, RTF Vice Chairpersons, Heads of the RTF Technical Working Groups, RTF Secretariats, CORDS Advisers and Regional Cluster Heads from Regions VI, VII and VIII. During the island summit, the National Task Force-ELCAC Led by Secretary Hermogenes Esperon Jr., provided updates on the NTF-ELCAC undertakings and issued guidelines.
The Regional Task Forces, on the other hand, through their Cabinet Officer for Regional Development and Security (CORDS) presented the updates, accomplishments and issues and concerns in line with the implementation of the National Plan-ELCAC, Regional Plans and their respective cluster implementation plans.
For the RTF-ELCAC 8, the accomplishments were presented by Secretary Eduardo del Rosario, the Cabinet Officer for Regional Development and Security (CORDS) for Eastern Visayas and the Chairperson of the regional task force. Among the accomplish-

TACLOBAN CITY-- A total of 123 Local Government Units in Eastern Visayas have denounced the atrocities of the communist NPA terrorists and its allied organizations and subsequently declared them as persona non-grata. Among these 123 LGUS are three provinces, two cities, 58 municipalities and 60 barangays in Eastern Visayas. The three provinces are Biliran, Southern Leyte and Northern Samar. Of the 58 municipalities, 18 are from the province of Leyte, 15 from Southern Leyte, 15 from Northern Samar, seven in Northern Samar, two in Biliran and one in Samar. Meanwhile, of the 60 barangays, eight are in Hilongos, Leyte; eight in Hinunangan, Southern Leyte; seven in Sogod, Southern Leyte; seven in Bato, Leyte. Others are in Burauen, Leyte; Abuyog, Leyte; Mahaplag, Leyte; Inopacan, Leyte; Baybay City; Can-avid, Eastern Samar; Lope de Vega; Calbayog City; Bontoc, Southern Leyte; and Calbiga. More LGUs are expected to follow suit just as there is a continuing move among them to organize their respective Local Task Force to end local communist armed conflict. The declaration took effect when the respective local legislative councils passed the resolutions which stated that the Communist Party of the Philippines-New People’s Army and its leaning organizations have long been identified with the main ideology of replacing the democratic system of the government into communism. The resolutions expressed the sentiment of the people that the presence and
activities of the communist terrorists have been a problem of the entire nation and considered a threat to national security as they instill fear to people in the communities, recruit new members and sow terror to investors as well as the killing of barangay officials and civilians who contradict their propaganda.
The local officials said this is their contribution and their own way of doing their part in the intensified campaign of the national government to end the more than five decades of the communist armed conflict in the entire nation as per EO70 issued by President Rodrigo Roa Duterte in December of 2018. Task Force ELCAC already organized in all six provinces of Eastern Visayas TACLOBAN CITY -- In line with President Rodrigo Duterte’s EO 70, the Provincial Task Force to End Local Communist Armed Conflict are already organized in all the six provinces in Eastern Visayas. These include the Leyte Provincial Task Force ELCAC, the Northern Samar Provincial Task Force ELCAC, the Southern Leyte Provincial Task Force ELCAC, the Eastern Samar Provincial Task Force ELCAC, the Western Samar Provincial Task Force ELCAC and the Biliran Provincial Task Force ELCAC. These Provincial Task Force are chaired by the respective Provincial Governors namely, Leyte Governor Leopoldo Dominico Petilla, Northern Samar Governor Edwin Marino Ongchuan, Southern Leyte Governor Damian Mercado, Eastern Samar Governor Ben Evardone, Samar Provincial Governor Milagrosa Tan and Biliran Provincial Governor Rogelio Espina. Assistant Regional Director Valente Bajet of the Department of the Interior and Local Government 8 told the Philippine Information Agency that the provincial governors are very
supportive of EO 70 institutionalizing the whole of nation approach to end local communist armed conflict in the Region and in the entire country. In Eastern Visayas, there are 31 identified priority barangays for ending the armed conflict. Of the 31, some 8 are in Northern Samar, 3 in Eastern Samar and 20 in Samar. This means that all the convergence efforts of government will be focused on these areas so that the people will be dissuaded from joining the lawless elements. With EO 70 being a ‘whole-of-nation approach,’ and given up to the year 2022 to attain the goal in ending the insurgency, it is imperative that this will not only be the concern of the national government but rather a harmonized effort from all levels of governance from the barangays to the municipalities and cities, to the provinces and to the regional government agencies and the private sector. 40 Maasin farmers complete basic operations training on farm machinery By: Rebecca Cadavos
MAASIN CITY -- At least forty Maasin City farmer-beneficiaries of the Multi-Crop Cultivator machine funded by the Department of Agriculture - Regional Office 8 (DA-8) completed training on September 18-20, 2019 at Barangay Libhu, this city. The farmers, who underwent three days training, learned how to operate and maintain the machines with the DA-8 Agricultural Engineers Jonas R. Buhay and Gerald C. Loreto of the Office of the City Agricultural Services (OCAS), said Irma Timkang, also an agricultural engineer. After the lectures, the recipients underwent hands-on training on the proper management of said machines and safety measures. Timkang said the first cultivator machine given by the Agriculture department was used during the training while 11 additional units were procured by the city government through the City Priority Fund (CPF) of Maasin City Mayor Nacional V. Mercado. “We are just waiting for the delivery of said additional machinery,” Timkang sid adding that each multi-crop cultivator machine is worth around P250,000. Previously, the city government handed over 15 units of power tillers to qualified farmer associations in Maasin City costing around P120,000 to P130,000 each, Timkang added. Eastern Samar town creates TF End Local Communist Armed Conflict By: Ninfa B Quirante ARTECHE, Eastern Samar -- Arteche town organized its Local Task Force End Local Communist Armed Conflict (ELCAC) on October 10, 2019. All 20 barangay chieftains, local department heads, the Sangguniang Bayan, the police and the army were present in the event. PAMANA Regional Manager Imelda Bonifacio shared the salient features on the operationalization of the Executive Order Number 70 , institutionalizing the whole-of-nation approach in attaining an inclusive and lasting peace. Bonifacio also shared the 12 different clusters of the Task Force enjoining the department heads for active engagement. For her part, DILG Provincial Director Visitacion Giba oriented the TF members about the community support program where she encouraged them to do an immersion especially in the most distant barangays. “We need to experience their lives to know what they need,” she told them. Sangguniang Bayan Member Adulf Pajanustan said that the most geographically isolated area is Barangay Casidman, an inland
barangay reachable by boat for three hours and a trek for another hour. On August 6, 2019, the Sangguninag Bayan of Arteche passed a resolution condemning the relentless atrocities of the CPP-NPA-NDF and declaring them Persona-Non-Grata. “Since the establishment of the CPP-NPA, they began to infiltrate some of the remote barangays of the municipality creating not only fear among the community but affecting the livelihood of the people through forced collection of revolutionary taxes from the residents especially the officials who are required to give 20% of the Economic Development Fund of the barangay,” an excerpt of Resolution Number 19-04-A read. So that after a thorough discussion of the rudiments of the task force, the members then decided to organize Task Force End Local Communist Armed Conflict (ELCAC) in Arteche town. South Leyte vet office shares BABES approach vs ASF By: Marcelo M. Pedalino MAASIN CITY -- The provincial veterinary office, following the saying that prevention is much better than cure, has used the acronym BABES in the current vigil to keep off the entry of the dreaded African Swine Fever (ASF) that threatens the meat and pork industry. Dr. Francisco Cabarrubias, provincial veterinarian, spelled out the actions specified in each letter of the abbreviation during a radio guesting at the Kapihan sa PIA over radio station DYDM, Sept. 17. The first letter “B” stands for ban, or to put a stop, to prohibit entry anywhere in the province of pigs and meat products coming from places where the presence of ASF was confirmed. “A” is to avoid swill feeding, specifically addressed to swine raisers, so that they will not feed their animals with leftover foodstuffs, which may contain a mix of mate-
rials from an infected source. The other “B” is blocking entry in the delivery chain of suspected meat and meat products, either fresh or frozen, at the ports and other mode of transport, like people on vacation bringing such items. “E” is for education, for everyone to understand that ASF is not a threat for humans, but humans themselves can be a factor in the fast transmission of the disease. And especially for hog raisers, the last letter “S” means that they submit samples to the laboratory through technical assistance by agriculture officers, after having reported seeing something unusual that bothers their livestock, hence cooperation with everybody is very important. Cabarrubias said signs and symptoms of ASF are quite similar to the common hog cholera, the only difference is that there is a vaccine for the latter, none so far on the former. These signs and symptoms noticeable in pigs include fever, loss of appetite, reddish bruises all over the skin, and in two to ten days the afflicted animals die, hence the need to report so as to get a sample specimen to be submitted for laboratory examination. Northern Samar LGU tightens security measures vs. ASF By: Ailene N. Diaz CATARMAN, Northern Samar -- The Provincial Government of Northern Samar through the leadership of Governor Edwin Marino Ongchuan has tightened its security measures to prevent the entry of domestic and wild pigs carrying highly contagious viral disease called African Swine Fever or ASF. In a PIA radio program interview over DYSM on Sept. 21, Provincial Veterinarian Dr. Jose Luis Acompañado informed that governor Ongchuan signed Executive Order No. 01-09-19 “Adopting an African Swine Fever (ASF) Provincial Preparedness and Contingency Plan and Creating a Provincial ASF Task Force.” This is in response to the Department of Agriculture announcement on the recent swine deaths in the provinces of Bulacan and Rizal caused by African Swine Fever virus as confirmed through a laboratory result. ASF, he said, is a severe viral disease affecting domestic and wild pigs which can be spread through live or dead pigs and ASF-contaminated pork products. ASF is deadly and no vaccine yet has been developed and approved as of this time, Acompañado informed. “Strategies enforced to prevent the entry of the disease in the province include strict enforcement of veterinary quarantine procedures, regular field surveillance and movement control, participatory inter-LGU and inter-agency collaboration, animal disease and policy updating and information

EV ELCAC stratcom cluster officially organized By: Ninfa B Quirante TACLOBAN CITY -- The Eastern Visayas Regional Strategic Communication (Stratcom) cluster met, Tuesday, October 1, to officially start the grueling work on communicating the Executive Order Number 70 also known as Task Force End-Local Communist Armed Conflict (ELCAC). PIA Regional Director Erlinda Olivia P. Tiu presided over the meeting held at the DILG Regional Office 8. With her experience at the RTF ELCAC in Normin, RD Tiu is optimistic that the Strategic Communication Cluster in Eastern Visayas will be able to fulfill its mandate well. ARD Roselyn Segura of NICA presented the infiltration of the CPP-NPA- NDF in the Bureaucracy so that the members will better understand the ‘enemy’ of the government.
In-Charge of ICT, Lt. Col. Rommel Juntilla, of the 8th Infantry Division, presented the situation of the CTGs in the region, saying they are mostly situated in the Samar area. Other members of the stratcom agreed with RD Tiu that while the stratcom will draft messages to affect the mission of ELCAC, it should be accompanied with good governance or delivering basic services to the people. “We shall meet them, the poor, those in conflict areas and hard to reach areas,” said Tiu. Tiu added that while it is also important to deliver the ‘goods’ it is equally important to deliver the key messages. Communicate to the stakeholders what the government will do and is doing for them, she underscored. Myles Colasito, informa-
tion officer of the Department of Interior and Local Government (DILG) 8, presented the message they have crafted “Gobyerno Mo, Kasugbong Mo, Kaupod, Kaalyado” (roughly translated as: Your government is with you, your ally.) for the clusters being led by DILG. The cluster composed of DENR, DEpEd, the Philippine Army, National Intelligence Coordinating Agency (NICA), DSWD, CHED, DOST, PNP, DICT, DAR, DTI, DOLE, OPAPP, PNA, Radyo Pilipinas, NCIP and the Association of Government Information Officers (AGIO) 8, agreed that they must speak with one voice that will resonate through the hard to reach areas in a concerted effort. -- Senator Christopher Lawrence ‘Bong’ Go joined the people of Eastern Samar as they marked the 118th Balangiga Encounter Day with jubilation and thanksgiving on Saturday, September 28, 2019. This was the first commemoration with the presence of the historical bells in their rightful place, at the St. Lawrence the Martyr Parish. Go first offered a wreath of flowers to the monument of Balangiga’s local hero Valeriano Abanador, then he proceeded to the town gym for the commemorative program. In his message, Go mentioned how the people of Balangiga and the nearby towns of Lawaan, Quinapondan and Giporlos resisted the American forces. “Ipinamalas ng ating mga ninuno ang kanilang katapangan upang ipaglaban ang kasarinlan,” (Our forefathers showed their bravery to fight for freedom.) the

The three Balangiga Bells were said to be taken by the American soldiers in a burning church believed to be that of Balangiga in October 1901. But on December 11, 2018, the US Government returned the bells to the Philippine Government and on December 15, 2018, Pres. Duterte himself, delivered the bells to the historic Samar town of Balangiga.

SOGOD, Southern Leyte -- The Department of Trade and Industry (DTI), Southern Leyte provincial office, has provided a shared service facility (SSF) for safely keeping cacao fruits following a harvest and consequently processing them into finished consumer products. Michael Nunez, DTI provincial director, awarded the SSF certificate on September 30 to Teodocio Entoma, president of Southern Leyte Coconut Banana Cacao Planters Association Inc (SLCBCPAI), at BCCI Coop Pension Haus in this municipality. “The program was highlighted by the turnover of the SSF and the signing of a usufruct of agreement between DTI’s Nunez and SLCBCPAI’s Entoma,” said Disereely Maco, trade and industry development specialist (TIDS) continued on page 19 of DTI-So. FEATURE Return of Balangiga Bells brings livelihood opportunities
T
he return of the Balangiga bells have been giving its locals businesses and opportunities to earn. As many tourists are now visiting Balangiga, some locals thought of manufacturing souvenir items for tourists. One such entrepreneur is Marilou Acidadula who owns B & J Souvenir Shop. Marilou said it was her husband who thought of taking advantage on the fame of the Balangiga bells. B & J and other exhibitors joined the trade fair that ran for five days. The couple had miniature wooden Balangiga bells, magnetic strips selling like hotcakes, the miniature sulisugi fish (blue marlin) pen holders and small wooden sundang (the weapon that the locals used to attack the foreign invaders). Camagting Agricultural Association sold almost the same items as the Acidadulas, but theirs were shells with Balangiga inscriptions. Foreigners, said Corazon Elardo, are their best customers. They also sell coin purse, key chains made of coconut shells, wood and seashells. Edgar Centinaje from Basey, Samar town was selling customized flip flops designed with the bells. His market were more of the younger visitors. Food items made of root crops and local produce were also good buys. ORMOC CITY -- The Regional Nutrition Committee (RNC) is now finding ways and means so that two policy statements, on fad diets and health of government workers, issued by the National Nutrition Council (NNC) can be translated into doable action. In a meeting at Sabin Resort Hotel here Wednesday, Oct. 8, the committee reviewed its own two resolutions adopting the NNC policy statements and agreed that much work still has to be done so these two policies can be applied, gain traction, and be eventually practiced. “Fad diets are not recommended for weight loss as it may
pose potential health risk and dangers,” the NNC policy statement said. It added: “Instead, the NNC recommends the adherence to a holistic, sustainable, adequate, and nutritionally-balanced diet, complemented by an active lifestyle and lifelong behavioral modifications. “It is also the position of the NNC that individual efforts to address overweight and obesity must be complemented with population-based interventions, particularly on the promotion of healthier food environments and food systems and public awareness through behavior-change com-

This lad of 13 thinks that being a lawyer can get his family out of poverty. On the day he won as the Region’s Exemplary Child, Lea Cainong, his mom was trembling with excitement, the emcees at the Regional Search for Exemplary Child had announced the third and second place, and finally as she heard the term ‘Eastern Samar,’ she was sure that her child, Frankie Orocay-Cainong was the winner. He added that his parents are so supportive and leaves him to what he enjoys doing like the
quilling art. (Quilling art is the art of taking thin strips of colored paper, rolling them into a coil to form a shape and gluing the shapes together to create designs or objects). That was one of his talents, and a poem he branded as Tula tungkol sa Kahirapan. Going forward The lad from Mercedes said he is prepared and practiced and practiced everyday, he shared. He also mentioned that the Mercedes Municipal Link has been asking him to join, but last year, he had to beg off as the event coincided with their exams. He would not miss any exam, added her Nana. This year, however, was providential, he had done his exams and that he was prepared. PACC Commissioner Manuelito Luna appealed to the Yolanda survivors to file complaints on the irregularities of the housing projects in their area. Last Wednesday, October 9, the PACC has recommended to the President the filing of criminal and administrative charges against 12 officials of NHA before the office of the Ombudsman, after the Commission’s fact-finding inquiries revealed anomalies in the multi-million peso housing projects in Eastern Samar. The chairman of PACC declined to name the 12 officials since the charges are already filed at the Office of the Ombudsman for further action. Among of the charges included in the resolution furnished to Office of the Ombudsman for the latter’s appropriate action were administrative cases for violation of the Code of Conduct and Ethical Standards for Public Officials, Government Pro-
curement Act, and the Anti-Graft and Corrupt Practices Act. The PACC investigation revealed that J.C Tayag Builders, Inc. (JCTBI) has been awarded 2,559 housing units in four municipalities in the province of Eastern Samar with P741.53 million of contract cost but only 36 units were completed with at least P207.2 million cash released when all contracts were terminated on November 27, 2017. According to Chairman Jimenez, PACC is open to receive complaints from the people of Region 8 and other provinces affected by Typhoon Yolanda to solve this housing mess. “PACC assures that it will monitor and something will come up in this investigation,” Jimenez added. PACC was created under the Executive Order No. 43 dated October 4, 2017 with the mandate to directly assist the President in investigating and/or hearing administrative cases primarily involving graft and corruption against all presidential appointees. TACLOBAN CITY -- An orientation on the Fiscal Year (FY) 2019 Local Government Support Fund – Other Financial Assistance to Local Government Units (LGSF-FA to LGUs), designed for the 31 priority barangays of the Regional Task Force VIII – End Local Communist Armed Conflict (RTF8-ELCAC) was spearheaded by Department of Budget and Management Regional Office VIII (DBM RO8) as a member of the Task Force, on September 17, 2019 at its office in Tacloban City. The concerned Punong Barangays and Chairpersons of the Sangguniang Barangays’ Committee on Appropriations, totalling to 64 barangay officials of the 30 out of the 31 barangays invited were able to attend the orientation. Echavez, in her opening message, gave an overview of the Executive Order (EO) No. 70 (Institutionalizing the Whole-Of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force, and Directing the Adoption of a National Peace Framework), and acknowledged that it is imperative for the government to prioritize and harmonize the delivery of basic services as provided in the Local Government Code. She emphasized further that in the implementation of any undertaking, funding is an important component. The full support of Department of the Interior and Local Government (DILG) RO VIII and National Intelligence Coordinating Agency (NICA) RO VIII has been evident with the presence of the DILG RO VIII Regional Director Artemio B. TABON-TABON, Leyte -- The Municipality of Tabontabon, Leyte is the latest addition to the local government units in Eastern Visayas that have organized a Local Task Force ELCAC in compliance to Executive Order 70. A joint MPOC-MDC meeting was held on October 10, 2019. The meeting was attended 95 LGU officials composed of municipal council members, Brgy chairmen, SK, community development officers, department heads led by Mayor Efren Redoña. Also present is Tabontabon Chief of Police PCapt Alfred Dauz and Lt Julito Degorio of the 93IB PA Alpha Company. An orientation and call to action lectures on EO-70 were presented by the team from Situational Awareness and Knowledge Management (SAKM) Cluster of RTF8-ELCAC. Tabontabon MLGOO Cherryline Acero presented the salient points of DILG MC 2019125 implementing guidelines for LGU on EO-70 . For his part, Mayor Redoña saw the need to create the MTF-ELCAC to facilitate the delivery of basic services and address the issues and concerns in CTG threatened and affected areas. TACLOBAN CITY -- Operating troops of the 20th Infantry Battalion recently apprehended three NPA terrorists, while responding to and verifying reports of extortion activities by the NPA at Barangays Quirino, San Miguel and San Francisco, in Las Navas town, Northern Samar. The army troopers caught Alias Nadz/Al (Chanchan), Alias Tito and Alias Bunay carrying
firearms, explosives and subversive documents. This led to their apprehension and to the seizure of said war materials. Samar PRLEC launches communitybased skills training in priority barangay By: PIA-8 and 8ID, PA TACLOBAN CITY -- With the implementation of Executive Order 70, the Samar Poverty Reduction Livelihood Employment Cluster (PRLEC) launched on Oct. 14, 2019 the Community Based Skills Training Program at Brgy. Hibacaan, Covered Court, San Jose de Buan, Samar. The 13-day skills training, which was participated by 70 individuals, includes modules on producing organic vegetables and organic fertilizer; raising organic ruminants, organic chicken, and organic hog. Successful trainees will receive the Organic Agriculture Production NC II certification from the Technical Education and Skills Development Authority (TESDA) at the end of the course. LTC Edgar Allan O. Orbito of the 8th CMO Battalion, Philippine Army, represented the Commander of 801st Brigade in the
opening program. In his speech, he said the brigade will work hand in hand with other government agencies to deliver the needed services of the community. TESDA Samar Director Engr. Enrico Banario for his part said, “Sa tulong ng 801st Brigade at PNP, nandito na ang programa na kailangan ninyo. (With the aid of the 801st Brigade and PNP, the program that you need is already here and readily available).” PRLEC is one of the 12 clusters of the TF ELCAC mandated to establish decisive, institutionalized, and responsive measures that would significantly address the effects of poverty among marginalized sectors. ORMOC CITY -- An encounter with members of the Communist Terrorist Group, locally known as the Platoon 1, Front 42, Sub Regional Committee, LEVOX, New People’s Army and units under this command, took place at Sitio Tay-ong , Brgy. Pinamonoan, Mahaplag, Leyte, that lasted for about 20 minutes, Friday morning, September 27, 2019. Second Lieutenant Christopher Noy Noy A. Tanteo, platoon leader of Scout Platoon, 78th Infantry Battalion under Lieutenant Colonel Roberto B. Obaob, responded to a piece of information regarding the presence of communist rebels in Brgy. Pinamonoan, Mahaplag, Leyte. The operation resulted to no casualty on the government side and undetermined on the enemy side. Captured items during the encounter include one (1) M16A1 Rifle, 130 rounds of Live Ammunitions (5.56), three (3) Long Magazines for M16, four (4) Short Magazines for M16, one (1) Improvised Explosive Device (IED), one (1) Cellular Phone, one (1) Handheld Radio (Baofeng), Medical Paraphernalia, and Subversive Documents with high intelligence value. LAS NAVAS, Northern Samar At least three communist NPA terrorists were killed in a firefight between troops of the 81st Division Reconnaissance Company and the NPA in Barangay Sag-od, Las Navas, Northern Samar on October 12, 2019, a report from a top-ranking military official stated. One fatality was left in the scene of encounter while the remaining two and many others wounded were carried by the fleeing terrorists as reported by the civilians. The slain NPAs were identified as Ricky Torzido, Jary Tolling Alias Baba and Danilo Olango Alias Bondat. The troops proceeded to the area in response to reports from the residents of Brgy. Sag-od and as an offshoot to the revelation of Edwin Piczon Alias Bonay and Anton Mañoso Alias Tito, both members of NPA’s Yunit Milisya from Hinagonoyan, Catubig, Northern Samar, and Rey Christian Sabado Alias Nadz/Ali (Chanchan), the deputy secretary for Education of FC2, SRC EMPORIUM. To recall, Chanchan, Bonay and Tito were apprehended by the operating troops of the Army’s 20th Infantry Battalion on October 3, 2019 in the vicinity of Brgy. San Francisco, Las Navas, Northern Samar. Local residents have been complaining about the rampant extortion activities and NPA encampment along Brgys. San Isidro, Epaw, San Jose, Sagod complex, all of Las Navas, Northern Samar. The revelations of concerned citizens were corroborated by Chanchan, Bonay and Tito.
They further revealed the names of politicians, government employees and barangay officials, particularly in Las Navas, who are in cahoots with the communist terrorist groups. The following are the recovered war materials in the encounter site: one (1) Cal 5.56mm Colt M16 rifle with serial number 022151, one (1) Cal 5.56mm Bushmaster rifle with serial number L550746, one (1) Cal 7.62mm M14 rifle with serial number 1420497, one (1) Bandolier, two (2) long fully loaded magazines for M16, one (1) long empty magazine for M16, two (2) fully loaded magazines for M14, one (1) First Aid Kit, one (1) Flashlight, one (1) sling bag and other personal belongings. The body of the slain NPA was turned over by the operating troops of 20th Infantry Battalion to the barangay officials of Brgy. Sag-od, Las Navas, Northern Samar. Lieutenant Colonel Juan Gullem, 20th Infantry Battalion commander, lauded the troops for the successful pursuit operation
against the NPAs who terrorize and disturb the lives of the affected civilian community. “It is unfortunate that fellow Filipinos are being killed because of the propaganda, lies and deception of the communist terrorist groups. Your Army in Northern Samar is committed to address any armed group threatening the safety and well-being of our people.” “I therefore, call on the NPAs in Las Navas, and in Northern Samar in general, to lay down their arms while there is still time and live a peaceful life in the company of their family and loved ones,” Lt Col Gullem said. “We assure the NPAs of their safety and extend our arms for any assistance should they opt to return to the folds of the law,” he added.
