T
he New Bilibid Prison is currently facing problems caused by overcrowding. With an occupancy rate of 244%, it has caused deterioration not only in these facilities but also in the mental and physical health of the inmates. Additionally, the overwhelming number of inmates resulted in the increase of operation costs. This has led to the desire of the Bureau of Corrections to impose intense modification to prison facilities specifically with maximum-security compound which has the most congested facility under NBP. While prison facilities in provinces has penal farms, which helps inmates become productive; however, those situated in the city lacks this opportunity due to scarcity of land.
I
n line with the objective of the bureau, the goal of the researcher is to create a modernized and professionalized correctional facility with integrated farming that is ecologically sustainable by providing a self-generating facility for increased inmate productivity and a conducive environment to improve indoor air quality and aid in energy conservation.
T
he proposed solution is to provide for a humanistic design which combines prison and education by providing decent and humane living facilities, and spaces for learning and a structure of daily activities to promote inmate productivity and future job opportunity. Through an innovative farming technique called aquaponics system, the inmates will have an edge in skill and knowledge about the advanced and sustainable strategies in farming. Therefore, the inmates have equal chance to education, rehabilitation, and growth while serving their sentence inside the prison facility.
