CONTEXT: The McInnis cement plant, quarry and marine terminal is a major project taking place in Gespe’gewa’gi. The project will cause environmental impacts that will be mitigated through a series of measures to be implemented. The Mi’gmawei Mawiomi Secretariat is looking for an Environmental-monitoring technician to participate in environmental monitoring services on the McInnis cement plant project located in Port-Daniel-Gascons. The primary role of the environmental monitor will be to monitor project construction activities (IEAg) signed between McInnis Cement and the MMS as well as to monitor compliance of McInnis Cement with Environmental Authorization Certificates (EAC) and associated permits, licenses and authorizations. The anticipated start date is January 2015 until the end of the construction phase of the project in 2016. This is a full-time position. JOB DESCRIPTION: as the Environmental monitoring technician, this person will observe the environmental and the impacts of the construction activities on McInnis cement plant site. This person will work closely with McInnis Environmental supervisor in monitoring the activities taking place on McInnis site to ensure project environmental terms and conditions are met. They will make special consideration to the possible impacts of construction on traditional landuse areas and ecological species. This position will communicate all observations that may help to mitigate negative environmental impacts. For example, this person will observe, discuss and report on whether McInnis is implementing it’s environmental commitments in a proper way and following regulations and permits conditions (e.g. stays within authorized zones, avoids/protects sensitive areas, respect buffer zones, etc…). Furthermore, this person will observe the site to make sure necessary permits are posted, waste is disposed of appropriately, and fuel and other hazardous materials are handled properly. Until the construction is completed, this position will monitor the activities and environmental impact of the project; discuss on site any issues following the procedure delineated in the IEAg, and report on the results.
Role & Responsibilities: Communicate with the MMS and with McInnis Environmental Supervisor on environmental monitoring. Observe and take notes on work and operations standards with regard to environmental regulations and environmental commitments made by McInnis. Monitor the implementation of measures taken to minimize alternations in biophysical components of the environment (landscape, soil, water and fish habitat, vegetation, wildlife and wildlife habitat, marine environment) during construction. Monitor the management of waste and contamination. Communicate effectively with McInnis Environmental supervisor, Project Site Manager, MMS Consultation Director and other project team members. Record data and observation in an accurate and well-organized manner. Prepare for jobs, including attending daily meetings to discuss upcoming work on McInnis site. Review McInnis environmental surveillance reports that detail project-specific environmental issues. Document daily reports detailing monitoring activities ASSETS/REQUIREMENTS Must have interest in environmental issues Must have interest in Mi’gmaq ecological knowledge, rights, worldview and values Driver’s license Must have own vehicle or access to a vehicle on a daily basis Fluency in French and English (written and oral) required Knowledge of the Mi’gmaq language is also regarded as an asset, through not a strict requirement Must be a team player and have great people skills Excellent communication (verbal and written) EXPERIENCE: Minimum three (3) years experience in field work experience.
