Strategic Plan 2012-2015 ANTI-DOPING NORWAY

WHAT DOES IT TAKE TO BE AN ANTI-DOPING ORGANISATION IN THE LEAD IN 2015? Using this question, we initiated the development of Anti-Doping Norway’s new strategic plan. Valuable input has been received from our employees, WADA and other anti-doping agencies, the Norwegian Olympic and Paralympic Comittee and Confederation of Sports, national sports federations and other sports organisations. A new direction has been plotted. Our objectives and promises are ambitious, and so they must be, in our fight for a clean sport and a doping free society.

We shall be a driving force of the preventive anti-doping work in sports.

AMBITIONS: 1.1. Encourage sports organisations to take responsibility of their own anti-doping policy. 1.2. Deliver an anti-doping programme that is tailored to meet the needs of national sports federations and sports clubs. 1.3. Ensure that athletes, coaches, managers and medical personnel are offered necessary information about anti-doping. 1.4. Prevent the use of narcotics included in the list of prohibited substances through targeted information initiatives. 1.5. Highlight the values upon which the anti-doping work is based and encourage people and organisations to promote these values.

We shall operate a world-leading doping control programme.

AMBITIONS: 2.1. Detect doping amongst top level athletes using specialised control programmes. programmes. 2.2. Be knowledgeable about national and international doping trends and traffic. 2.3. Deter and prevent doping in competitive sports by furthering a long-term doping control programme targeting selected sports and athletes. 2.4. Be a driving force for developing new methods of analysis.

We shall influence the development of the international anti-doping work.

AMBITIONS: 3.1. Contribute to an effective anti-doping programme in at least five significant sporting nations. 3.2. Co-operate with at least three international sports federations to ensure Norwegian sports interests. 3.3. Encourage WADA to consolidate its role as a monitoring agency. 3.4. Deliver competitive, attractive and innovative services 3.5. Listen to athletes when developing the anti-doping work.

AMBITIONS: 4.1. Establish a Network of Expertise serving as a resource for the anti-doping work.

We shall prevent doping being a health and social problem.

4.2. Encourage municipal and county councils to take responsibility for introducing an anti-doping programme. 4.3. Offer an anti-doping programme that will be adopted by the health and fitness industry. 4.4. Offer a programme for schools that will be adopted by sports studies students and PE students. 4.5. Include anti-doping in the education for occupational professionals coming into contact with users of prohibited substances. 4.6. Supply services to organisations working to combat doping. 4.7. Highlight doping as a social problem. 4.8. Work towards a more restrictive legislation.
